Are we talking about that "nuisance" fellow out there in the wilds of Pakistan or whatever cave he is inhabiting?

Seems like he's trying to offer us a deal, like if we play nice and leave him and his terrorist friends alone, we can go back to a "nuisance" level of conflict -- just the occasional car bombing or embassy attack, something we can easily deal with using a "sensitive" diplomatic approach, getting our friends in Europe to join us in a denunciation of terrorists and a call to apprehend them and bring them to justice. This is an approach that would meet the "global test."

I'd be surprised if Kerry didn't leap at this offer from Osama.
