Chirac urges "international tax" to generate aid funds

PARIS, Jan 6 (Reuters) President Jacques Chirac made a new call today for an ''international tax'', saying such a levy would help generate funds to help poor countries and those hit by disasters such as the Asian tsunami.

''These events stress the need to increase public aid towards development and to find innovative financing mechanisms such as an international taxation,'' Chirac said in a New Year speech to the Paris diplomatic corps.

He said France would press the international tax idea this year at meetings of the Group of Eight -- the G7 rich countries plus Russia -- and at the United Nations, but gave no details of his proposals.

France has also supported Britain's proposal for an International Finance Facility to double Third World aid, but continues to push its ''international tax'' as an additional idea.

Chirac made the tax proposal at a meeting of the Group of Eight -- the United States, Japan, Germany, Britain, France, Italy, Canada and Russia -- last year but won little support from the other powers for the idea.

A working group appointed by Chirac suggested in a report last year that such taxes could be levied on arms sales, financial transactions, company profits and fares for air and sea travel.

However, Chirac has ruled out the so-called Tobin Tax on foreign exchange transactions as impractical.

In his New Year speech, Chirac also reiterated his support for an ''immediate'' debt moratorium for countries hit by the tsunami -- a position he said France would take at a January 12 meeting of the Paris Club of sovereign creditors.

The US and Japan have taken the lead in disaster aid, bypassing the UN. Of course frog boy is ticked off about this because France gets throw their wieght around and spend other people's money (with fair amounts sticking to their hands) in the UN. So this is just frog boy's way of finding another way to play big shot with some one else's money.

Why not, the French have runout of things to tax. They don't work either. Somehow they need to get some revenue since their buddy Saddam was put out of business.

Chirac demonstrates his commies/socialist beliefs by his plan to tax the wealthy nations (read mostly the USA/meaning us!) so as to increase prosperity in the poor nations. Note to Chirac: you cannot tax into prosperity, prospertiy ONLY comes with economic freedom, as we have (depsite efforts by your pals the Dems) in the USA. That old line that we are wealthy because we have so many natural resources is pure bunk. Hong Kong is wealthy without even having enough land to grown its own food on. They have economic freedom and China knows not to mess with a good thing. India may be a democracy politically, but they lack economic freedom, hence their third world status.

Im sure chirac would like those funds to be sent to France as soon as it files for chapter 7.

His first world welfare check should be delivered air-mail, and the shipping container should be shaped like a cigar, only with fins on the back! Evil or Very Mad
