10 PETROLEUM DIRECT SALE TANKS FOR CITIZENS

The Ministry of Oil has drive 10 tanks to sell gasoline directly by the official price for the ministry at the time the ministry had extended working hours for number of fueling stations in Baghdad to enable citizens getting products and eradicate the current crisis.Assam Jehad, the official spokesman of the ministry said that the mechanism of distributing gasoline for citizens will be according to the sequence of the residential houses within the geographical spot at both Karkh and Rusafa sides, adding that the ministry has adopted this procedure to provide this material until working with the oil card.On the other side, the Ministry of Oil decided to extend work hours for 15 fueling stations in Baghdad from 6:00 a.m. until 10:00 p.m. as an endeavor to alleviate the congestion took place in the stations.The source clarified that the stations included by this system is Syadia, al-Khadria, al-Yarmouk, al-Dora, al-Ta’meem, al-Shurta al-Ola at Karkh side, Muthan, Huria, Khalasa, Kilani, 68 sector, Sib’a Abakar and Palestine stations at al-Rusafa side.



IRAQI HIGHER ELECTIONS COMMISSION CONTINUES ITS PLANS

The meetings are concentrating on several pending questions concerning the referendum and electrical process.Dr. Fareed Ayar, the member of the commission council said that meetings are concentrating on assessing how it could be possible for constitution drafting process to have an effect on elections preparations and the directive range which authorized UN to offer support for those processes to guarantee the harmony of the constitutional texts on elections to perform elections in their scheduled date.The practical preparation pf the commission had been also assessed to perform referendum in Nov. 15 and a kind a reliable elections in Dec. 15 and what are the responsibilities of any pat of them is ranging outside it’s current capabilities.

Dr. Jalal Talabani, Iraqi President, conveyed the Iraqi ambassador in Egypt, Safeya Sauhail, two letters; one of them sent to Housni Moubarak, Egyptian president, and the other sent to the family of the Egyptian envoy Ihab Sherif.During a meeting with Safeya Sauhail, Mr. Talabani discussed the Iraqi-Egyptian relations. The ambassador quoted the feelings of both the Egyptian government and people which condemn all kinds of terrorism; mentioning that killing the Egyptian envoy revealed, to the common opinion in Egypt, the dark side of terrorism and it became clear for them that terrorism targets humanity at all. Mrs. Safeya assured that this painful accident will be a motive to activate Arabic cooperation with Iraqis and enhance diplomatic relations between Iraq and other countries especially the Arabic ones in order to support Iraq's stand against terrorism.



100 MILLION DOLLARS TO IMPORT SOME ITEMS IN RATION CARD

Trade Ministry had allocated 100 million dollars to import 75.000 tons of ration card items.A source in the same ministry said that this total will be allocated for importing 25.000 tons of vegetable fat, 30.000 tons of soup and 20.000 tons of detergents. The source added that the ministry acquired approval of High Contracts Committee in Cabinet to import 168.000tons of sugar to cover shortage in this material.

Ministry of Oil had started carrying out a new plan to put an end for monopolization and smuggling of oil productions and fuels.Asim Jihad, the official spokesman of ministry has said, that common forces had formed from ( force of oil institution protection and engineering effort with the security forces of Wolf and Al-Hussein brigades) were attacked many dens of smugglers and monopolists fuels in many districts of Baghdad, and the forces could took holding many tanks loaded with oil and fuels were prepared for smuggling.The source has mentioned, that the carried operation walks in the right way, when the mentioned forces could seized 27 tanks and damaged many fuel tanks were prepared specially for smuggling oil productions in addition to seizure 144000 liters of oil gas and benzene and more than 72000 liters of white and black oil and captured many involved persons of this crime.

On which front should Iraqi people fight?On front of blind terror who do not want to distinguish between armed blue-eyed troops and barefooted children running after Humfi vehicles to pick up chocolate or they fight on the front of electricity which almost can not be solved even if Addison comes to solve its problem.Financial corruption has its own front as its files accumulate on shelves as if they were chronic diseases, while the fuel crisis opens its front whenever any crisis starts that it became just like feasts of smugglers, black marketers and players with people's sufferings. On which front should Iraqi people fight? We repeat the question when we see drinking water has opened a front since the former regime loyalists designed its lines to be stretched under ground and became now a military US target at the time garbage have accumulated hills of trash along with pollution and diseases that Baghdad Mayoralty has turned it as a prominent tourist image in the city.We repeat the question when we see decayed imported foodstuff as gifted donations from friends in addition to media hypocrisy that wants to turn our summarily death into a scoop and breaking news to vie in boasting with foreign media.On which front should Iraqi people fight? On front of past sufferings, current distress, remnants of interred regime or destructive terror?Iraqi citizen is disarmed save for one bet of better and free life that deserves his sons and upcoming generations.

FINANCE MINISTRY WAITS FOR CABINET APPROVAL

Finance Ministry proposed a new addition for pension class of about 12% and 275% following reforming the salary degrees including four parts while the new proposal is of seven.Head of humanitarian association of pension Abdul Ridha Shia said that proposal has come following long and hard negotiation with officials in the Ministry.He emphasized that reforming the law would encourage the old employees to apply for pension and clear the way for young ones to go forward new chances of work.

COMPLETION OF CONSTITUTIONAL DRAFT AT THE END OF MONTH

Member of National Assembly, Mounther Al-Fahdel, assured that the constitutional draft would be completed at the end of current month. The sub committees, which are 6 committees, inside the constitutional committee had completed work and it will be linked with the draft in order to be submitted to National Assembly at the weekend.Also, he indicated that there are no problems among most of political blocs inside the assembly, except for one problem about item (5 of Interim State Law to solve the situation in Kirkuk. As Habeeb Aref, an election opposed, expressed his hope that constitution would be completed at the appointed time and also indicated that negotiations held about some items in the draft; if these negotiations failed, the items will be submitted to the next National Assembly.

Iraqi security forces have captured yesterday 140 terrorisms in many districts of Mosul, Ramadi, Baghdad and Samawa, and catched 26 shotguns and coulf foiled the action of five bombs in Abo-Ghreib and Diwania districts.A statement had issued by Ministry of Defense yesterday , mentioned that Iraqi security and army forces have captured 120 suspected in Radhwania and Sowabe districts in Baghdad, with 260 gunshot in addition to a bomb car suplided with bombs in Abo-Ghreib district but the security forces have foiled its action.On the other hand, the statement had mentioned that some unknown armed men shot four professors works at University of Basra , killed Dr. Ala'a Dawood dean deputy while the rest injured with danger wounds.

General Department for electricity in Baghdad, one of electricity ministry's departments, is continuing construct and rehabilitates electrical network and putting up lighting poles in Sadr city. A reliable source in the ministry had said that general department for electricity (Rasafa section) continues the first level of work in sectors 38,39,48,49,72,73 and beginning work for second level in sectors 50,47,33,37,71,74. He also said work still continues in streets of Aldakhel, Alfalaah, Chauwader, and Kasra Atash; as the department been able to set up 326 lighting poles in Alfalaah Street and laid 1375 meters of cable.While the third level of working started in sectors 51, 46, and 35,36,70,75.

PRESIDENT RECEIVES DEFENCE MINISTER

Defense Minister revealed a new plan to be conducted in Mosul, Falouja and Baghdad, well informed sources said.The minister said that his new plan was approved by the president himself, who expressed trust in the Iraqi forces efforts.The minister blamed Syria for neglecting Iraq's demands of halting the trespasses made by terrorists, affirming that the government has strong evidences of trespassers entering the borders via three points targeting Baghdad, however he warned Baghdad of such acts that may lead to including Damascus with the same fire.As for the situation in Tallafer, he made it clear that direct interference would cost civilian casualties, a matter that Iraqis do not prefer, but he said that indirect process of about 4 to 5 weeks would end the task with minimum civilian victims.He rejected proposals of recruiting militias as a joint force with the army force stressing that the ministry doors are open for all citizens to defend the country.Concerning border problem in Um Qasr with the Kuwaiti side, he advised the Kuwaitis to be patient for the current time and dialogue would be the path way for solving any problem, describing his visit to Teheran as peace message.

Kut Roads and Bridges Manger Isam Mohamad said that U.S development committee has allocated 9 Billion Dinars to start a concred bridge on Dijla River, south of Kut, with length of 400 meters, other one is building to the west of Kut connecting the city with Baghdad-Kut highway cost 300 Millioin Dinars.He added that 112 archways were constructed and 50 Km of roads were paved by the same directors costing 3 Billion Dinars.The manger added that the second path of Kut-Nassirya highway with 80KM cost 5M.D is in his way to be finished.The project includes the constructing of two new bridges on Dijla river side.



MOT GUARANTEES RICE SHARE FOR JUNE

The Ministry of Trade has initiated to discharge the cargo of two ships loaded with 60 thousands tones of rice at Um-Qasser Port.An official source at the ministry said that the load of the two ships will be distributed among provinces to continue last June ration of this item within the items of the ration card.On the other hand, the State Company for Trading Seeds has nominated number of their cadres to participate in its training courses arranged by the national administrative investment centers, in the light of plan prepared by the company in coordination with University of Baghdad and Technology to upgrade potentialities and capabilities of the cadres in various subjects which harmony with work and responsibilities of the company.

Riot police in Simawa city had arrested seven demonstrators who made a demonstration demanding service improvement such as stability of electricity, purification of potable water and resignation of the mayor and the chairman of governorate.Some demonstrators, call themselves Faith Youth, had assured consequences might be hurtful in case demanded are not responded. On his part, Chairman of governorate, Mohammad Zeyad, declared ''these demands are legal and I'm ready to resign if found responsible for delaying completion of water and electricity projects.''The official blamed an American company which in charged for carrying fuel to Muthana governorate; saying that it’s the main reason for this crisis.



44 Suspects Arrested, A Lot of Weapons Seized

Iraqi security forces and Multination forces had arrested 44 suspects during raids in different parts of the country and also seized large cashes full of guns and ammunition. According to Multination forces' statement: Iraqi police had arrested 6 suspects of terrorist acts during raids at west of Mosul. The statement also added that U.S. forces had assaulted north of Talaafar and arrested 18 suspects; as 3 people were arrested near Iraqi-Syrian borders.In Najaf, security forces seized about 120 mortar rockets inside a park at Alsaad neighborhood and also defused 20 I.E.D.s in different parts of the province during current month.

PARLIAMENT CONVENES WITHOUT QUORUM

Parliament witnessed a meeting without quorum to discuss system of electoral slates. The meeting failed to convene due to failure of quorum was discussing favor of sole closed slate like in the past elections or open multi-slate system.On the other hand, Hasan Seneed member of the parliament revealed Grand Ayatulla Seid Sistani demanded ending the case of extending the time limit of drafting constitution because people were waiting for an end to political process.



TRAFFIC POLICE STOP CAR IMPORT DOWN 2004

Traffic police decided halting car import down 2004 model on September 1st this year, head of technical department at the police said.He elaborated that any trade man who likes to import a car should turn down an old 1989 model in return of new cars with the same function of taxi or private one.He concluded that the new law would limit the transmission of old cars with the sounded ones that can reveal the stolen cars and alienate them from the process.

544 CENTERS TO REGISTER CITIZENS, UPDATE ELECTORS' LISTS

Higher Electoral Commission opens, from Wednesday, 544 electors' registration centers in Iraq which will undertake updating lists of electors, offer constitution for public vote and prepare for the coming elections.A source in the commission had said the centers will start accounting those who did not register at the previous elections, also correct spelling mistakes and delete names of dead people. The commission called citizens to consult these centers if they have any inquiry. And worth mentioning, it started a campaign which aims to guide citizens in order to increase participation in coming elections.



PRESIDENT CALLS FOR HOLDING POLITICAL PARTIES CONFERENCE

The Iraqi President Dr. Jalal Talabani has called to hold a conference includes leaders of the political parties represented in national assembly and political forces to discuss problems which hinder the terminating of the constitution draft in its punctuated date.In a press conference, after he met the US Ambassador Zalimy Khalil Zada, Talabani said that this conference aims to solve problems which facing the constitution drafting committee and put comprehensive plan which occupies all spectrums of the Iraqi people to succeed the political process in Iraq.He stressed that the constitution will be accomplished at its specified date on Aug. 15 and there is a corresponding in visions between the Iraqi side and USA in this concern, adding that the constitution will be written in harmony and basing to the Interim State Law (ISL).

TODAY IS THE CONSTITUTION'S FATE

Top Iraqi officials and heads of parties and political blocks are scheduled to convene today to discuss disputed issues represented by federalism, dispatching fortune, enclaves' authorities, language and optional union which were referred by the constitutional commission to them.Bahaa' al-A'raji of the united Iraqi alliance elaborated that Kurds have evoked issue of optional union that can make the Kurds wait for eight years in the union and then they decide separation off Iraqi map with a new state called Kurdistan.It is worth mentioning that deadline of 15th Aug should not include any suspended issues otherwise the government and parliament should be dissolved and new elections are to be prepared for, a matter that Mps try to avert such solution to maintain the current situation.

Pan nationals and Ba'ath loyalists in addition to some politicians have held a conference in Lebanese capital Beirut demanding of Iraq's crown.At the conclusion of the conference, the attendants demanded in a statement forming a front of liberating Iraq from its people, putting a new constitution, agreeing on means of distributing oil and solving the Kurdish issue according to the former 11th March deal.I did not attend the conference, yet those who attended it have conveyed notes of the conference saying it was failed one let alone the supervising committee had made some silly things that revealed their intensions to forge the results of the conference in favor of their targets. They claimed the conference was attended by more than 200 figures while half of the number was in side the conference hall and quarter of the number attended the final session which witnessed signing of its conclusion with about 25 figures.A pro-Ba'ath leader was trying to make a show of good relation with representative of Sadr trend Sheikh Hassan Zerqani who was annoyed by him.

JAFARRI RECIEVS MOSUL’S TRIBES DELEGATION

OIL COOPERATION PROJECT

Ministry of Oil had lifted to the Cabinet Council, a project of organizing investment and common cooperation with the international companies Dr. Ibrahim Bahr Oloom minister of Oil said that his ministry had suggested to the cabinet council a decision urging international companies increasing their investments of oily field in Iraq which aid largely in developing this activity sector This call was came within his meeting with Poland Ian ambassador in Iraq Kiristuck Bick, and Italian charge d’ affaires in Baghdad Dr. Stwargi They discussed necessity of improving their ties cooperation in different oily fields projects

For the first time since 15 years stopping , yesterday am Imarets airplane had reached to Basra airport with the passengers , in a concluded agreement with Iraqi transport ministry carrying two flights weekly from Dubai to Basra Governor of Basra Mohamad Al-Mosbih received the flight said other Imaret companies showed willingness sending flights from Dubai to Basra and on the contrary, he declared that they received notices from Britain, Egypt, Iran airplane companies showed possibility of carrying flights from their countries to Basra airport
