John Kerry, contrary to the Boston Globe's published timeline, was in the Naval Reserve immediately following his four-month tour in Nam. This point is conveniently omitted, as it would mean that Kerry met with Viet Cong leaders in Paris and participated in the antiwar campaign at a time that he was still active in the reserves.

Does anyone know if Kerry's active reserve status prohibit him from meeting with the enemy while in Paris? Or, his conducting antiwar protest activities?

I presume that being on 'active' status in the Naval Reserves during his activities was viewed more restrictively than had it been the average Joe Citizen, but what precisely is the difference?

From a response to a 9 May 86 request from Sen Kerry to the Naval Personnel Records Center:

18 Feb 66 Enlisted USNR inactive
19 Aug 66 Started AD
16 Dec 66 Commissioned
3 Jan 70 Released from AD to NR inactive
1 Jul 70 Standby Reserve inactive
16 Feb 76 Honorable Discharge from Naval Reserve

The records on his website don't show much between 3 Jan 70 to 16 Feb 76.

According to Kerry's official service record as shown on his web site, he was active from Jan 3 1970 to July 1972, before being switched to 'inactive' but continuing NR through 1978.

So, the question is: given Kerry's status with the NR, was he obligated to follow a higher standard than average Joe Citizen vis-a-vis his antiwar protest activities and meeting in Paris with Viet Cong leadership?

1 Jul 72 Standby Reserve inactive in the document you quoted

16 Feb 76 Honorable Discharge from Naval Reserve

The two documents differ on the time assigned to the inactive reserve. Note that the document you quoted was compiled by the Naval Office of Legal Consel 25 Jan 85. Humm............... I wonder why it was compiled by the Office of Legal Consel? The Kerry request for this information was 16 months later.

OK, I just did a quick timeline check and Kerry was first elected to the Senate in '84. The Naval Office of Legal Consel document could be part of that.....

Given that Jan 3 1970 through Jul 1972 were years of extensive antiwar protest activities and meetings in Paris with Viet Cong leaders, this looks pretty suspicious.

I wonder what prohibitions Kerry was under as active NR.
