I am, like many people, puzzled of electric power, which visit houses rarely. Information got by As-Sabah that might be released on tomorrow issue say that Iraq's ability of power varies between 4500 and 5000 megawatt per day.

This level of production is enough to supply people with power for four hours instead of cutting off for a couple of hours unlike the fact that people were supplied with only two hours instead of four to five hours cut off.

Some regions are supplied with fifty percent time. Generally cut off hours are more than supplied ones.

Terrorist acts were the hanger to electricity problems, and that was right because the said acts suspended many efforts paid by the Electricity Ministry. However, electricity power has not exposed to sabotage since the beginning of current month till now. So, terror acts would not be the first and big obstacle.

Some people enquire if power cut-off linked to elections, i.e. a terrorist act that targets elections.

In the light of being deprived from power people can not see T.V sets and listen to electoral ideas or follow up programs liaison to elections in addition that the on going cut-off would make people stay away from election affairs.

It is right that this assumption hits other people and wrong suspect is of sin, but what if it was right, and what if some people were deliberately cutting power to disrupt political process?

SECURITY PLAN DECLARED

It is expected that Iraqi government would declare security plan following supposed to be proclaimed last Thursday in a press conference.

It was expected that traffic and security situation would be included in the plan.

The plan also includes protecting the elections and the whole political process.

Zech government announced that it may pull its forces from Iraq at the end of this year.

On the other hand, Jordan declared graduation to an Iraqi police group of about 1440 soldiers.

French presidents Jacques Chirac and President Ghazi el-Yawer agreed on holding elections in their time.

Chirac urged on open national dialogue for all political factions.

Eng Ahmed al- Shama' the oil undersecretary for refineries affairs and gas production said that ex-regime resorted to waste Iraqi oil riches for realizing political gains through constructing oil refinery in Somalia with production capacity of Iraqi crude oil reaches to 30,000 barrels per day of .

He added that the project was given to Somalia as a gift from Iraq since 1979 , affirming that ex-regime used oil products and revenues for realizing political gains , referring to several violations committed by ex-regime , represented in supervising Iraqi oil marketing and granting contracts for Chinese , Russian and other countries firms . Investigations proved that there were illusive and mediating companies and that these contracts relied huge sums eliminating by such measure opportunity on oil ministry in a time oil facilities needed a real contract necessary for bringing raw materials.

He clarified that ex-regime resort to other kind of violation in the course of oil- for-food program in which ex-regime imposed 10% deduction on world firms, affirming world firms refrain from dealing with Iraq, saying the beneficiary side of these operations is mediating companies encouraged by ex-regime.

He indicated that brokerage sums were paid to the presidency office account.

MUSLIM SCHOLAR ASSOCIATION DENOUNCES ASSASSINATION OF AL- SISTANI REPRESENTATIVE

Ansar al- Sunna group declares responsibility

Muslim scholar association in Iraq has denounced assassination of Sheikh Mahmoud al- Madai'ni the representative of Ali al- Sistani by unknown killers in Selman Pak as Ansar al- Sunna group ( Sunna supporters) declared responsibility on the assassination .

US forces declared that it has arrested a member of the association in Sulla neighborhood .

In its statement, the association has vehemently denounced assassination of Sheikh Mahmoud al- Madai'ni Al- Sistani representative, his son and guards in Mada'in district.

Statement indicated that committers of such crime exploited critical situation under occupation, to create tension among religious authorities who eliminate opportunity on whoever attempt to pull Iraq into political dispute.

Statement urged all Iraqis to be aware of conspiracies to eliminate opportunities on Iraq's adversaries.

ENERGY PRODUCTION QUALIFIED TO INCREASE POWER SUPPLY INTO FOUR HOURS

Electricity production in Iraq has measured up 4500-5000 MW . An official source at the ministry said that this quantity of electricity is qualified for supplying citizens with electricity with four hours supply opposite to two hours off , affirming that citizens now are supplied with three hours opposite to three hours electricity off.

The source clarified that engineering and technical cadre are capable of constructing Ameen electricity station for power high voltage , without the need for any foreign expertise , notably that project was decided to be achieved by a French VATK company . TRADE MINISTRY REJECTS MEAT IMPORT FOR NON-AVAILABILITY OF COOLED STOREHOUSES

Ministry of trade rejected offers of a number of world firms to supply Iraq with frozen chicken and meat to be distributed in accordance with food ration card owing to non-availability of cooling storehouses necessary for keeping these quickly expired materials.

It is seems that the security plan will be closer to be as scheduled program for war preparations than as a plan to perform a kind of democratic elections in Iraq, but the unstable security situation in Iraq has forced authorities in Baghdad to put into consideration closing the country completely before elections scheduled to be held by the end of the current month.

Several local and foreign sources in Iraq said that international borders with Iraq will be closed; referring that stressing on movement and imposing security procedures will be done among cities, closing all communication nets, deploring hundreds thousands of Iraqi and foreign security forces in a scene have not been seen before over the previous period, this will flashback the view of the war took place two years ago.

In a report issued by Times Newspaper, the newspaper confirmed that the aim behind such intensive procedures is to ensure security for 15,000000 electors and as an attempt to curb from terrorist dangerous who aiming to launch aggressions against the democratic process in Iraq.

Despite the security procedures are still secret until this moment, but the Iraqi Prime Minister Ayad Alawi are still planning to impose alert allover the country similar to the state imposed during the last aggression on Falluja on Nov, 2004 in cooperation with Marines Forces.

The state of emergency has been specified in the country which includes imposing further authorities to face up terrorism until next Feb 1 to include period of performing general elections.

The source expects that a state of curfew will be imposed also, besides restricting movement among cities and open private courts to enable police to perform its work round the day to be ready to arrest in suspects in addition to close land borders and air atmospheres in face of civil traffic.

Through all these procedures, Iraqis are planning to halt terrorist activities extend from southern to the northern of Iraq. The traffic movement will be very restricted for citizens who carried special licenses; the same case will be for mobile nets in order to impede terrorists' contacts.

After a meeting with Police Directors in Iraq to prepare for elections, Falah al-Naqeeb the Iraqi Interior Minister said "I want to comfort Iraqi people that we will protect each citizen come to the elections."

Controversially, the main factor in the process will be realized in using the foreign forces, specifically 150,000 elements from the US Forces, while in the south around 9,000 British soldiers will be presented in the southern provinces in Iraq. The Coalition Forces will remain the alone force which will have the sufficient power to deal with insurgents in open battles.

High-ranking British source confirmed that the aim from this is to possess an Iraqi force, including the national guard and police to guarantee security for thousands polling centers distributed allover the country, at the same time the foreign forces will remain in the neighboring districts and will be ready to interfere in case that any aggression might be happened.

She added that Iraqi citizens live abroad are greatly interesting in the elections and looking for the possibility to join elections.

Mohammed Hanon the advisor of the program said that interaction inside the Iraqi community is a wonderful, referring that he amazed for the extent of solidarity and effort presented by the Iraqi community to help the program.

Although it is unwise to say that history repeats himself, it is better to say that it is possible to get scientific conclusions from inducting annals.

Such inducting say dictatorship could get back into newly freed societies off dictatorship instead of democratic transmission.

History says that French Revolution, which preached for liberty, democracy, Jan Jack Russo and Montesquieu concepts has resulted in horrific dictatorship of Robespierre.

Bolshevik Communist Revolution which thwarted Czars ruling family with its one-man absolute authority has resulted in dictator 'revolutionary' rule of Lenin followed by horrific dictator authority led by Stalin and when Ghorbachev tried to reform the situation on basis of perestroika (reform) the whole regime has collapsed.

Chinese Revolution led by Mao Tsi Tong who ousted emperors rule ha resulted in dictator one-man rule that believed in personality worship.

Explaining such phenomena, French sociologist Torinne said that societies revert to themselves and if dictatorship is rooted deeply in the whole society's essence, risks of reverting stands continuously unless guarantee provided to prevent it.

This phenomenon was warned of by Holy Quran as said: "Muhamed is just a messenger, who succeeded other messengers, and if he dies or killed, you'll revert back". That is to say people may revert to their selves following his death.

English Revolution in 1648 has ousted the King and established Republic on parliamentary authority. True that Cromwell, protector of Republic has ruled comprehensively, but democratic trend was deepened following his rule as more as parliamentary authority got more power.

American Revolution against British colonialism had established republican and democratic rule enhanced by parliament.

Perhaps, powerful parliament or parliament's power could be one of assurances of democracy and not reproducing dictatorship.

TOMORROW 1,260000 IRAQI ELECTORS HEAD FOR REGISTRATION, POLLING CENTERS ABROAD

Around 1,260,000 Iraqis in different 14 countries will be addressed on Tuesday for registration centers to record their names in electors' records as an initiative step to participate in first genuine elections process for Iraqis inside and outside their country since more than half century.

Dr. Fareed Ayar the official spokesman in the name of the Higher Electoral Commission in Iraq said that the commission has adopted all necessary procedures to initiate the electoral process whereas registering electors will be started since Jan 17 and lasted until 23, after that electors record will be showed in (24-25) of the current month, then voting process will be initiated in Jan (28-30).

The official spokesman said that registration stations in 14 states will be opened from 8:00 am until 5:00 pm during the period from Jan.17-25, referring that polling centers will be opened from 7:00 am until 5:00 pm from Jan (28-30).

Dr. Ayar indicated that long and complicated discussions have been done with the International Organization for Emigration concerning the cities which will open electoral headquarters, referring that the organization rejected opening new headquarters in USA, especially in San Diego which around 80,000 Iraqis live in it, 35,000 has the right of election under pretext that the approval on this suggestion will encourage Iraqis demands in other states to open new headquarters for them also.

Dr. Ayar said that elections will be run in several states like Australia, Melbourne, Sydney; Canada; Kalahari, Ottawa, Toronto; Denmark, Copenhagen, France; Paris; Germany, Berlin, Colon, Mannheim, Munch; Iran, Ahwazz, Karmenchah, Meshehad, Armeeh, Qum, Tehran; Jordan, Aman; Holland, Amsterdam, Rotterdam; Sewed, Stockholm; Syria, Damascus; Turkey, Ankara, Istanbul; UAE, Abu Dhabi, Dubai; Britain, Glasgow, London, Manchester; America, Chicago, Detroit, Los Angeles, Nashville and Washington.

TRADE MINISTRY SIGNS CONTRACTS TO ENSURE SEEDS, SUGAR & MILK

Trade Minister Dr. Mohammed al-Jubari has said that several contracts have been signed to import million tones of Australian wheat, 320 thousand tones of Thai rice, 220 thousand tones of sugar and more than 38 thousand tones of dry milk, quantities of children milk and food from French origins, indicating that the ministry is seeking to upgrade quality level of the ration card presented for Iraqi citizen.

In an exclusive statement to as-Sabah journal, al-Jubari clarified that the ministry is in its way to open six seeds mills over this year which will contribute in fulfilling the shortages in the ration card as well as accelerating supplying process.

He declared the ministry's intention to increase clauses of the ration card in case of availability increases in the Trade Ministry budget.

He pointed out that a plan has been put to ensure protection of the trucks loaded with food stuff to prevent stealing it by saboteurs and thieves to ensure its safety arrival to the citizens.

Concerning the signing contracts, Trade Ministry has given priority for several sedate and reliable companies, notably, these companies have fulfill their commitments in implementing the signing contracts specifying items of the ration card as well as encouraging the Iraqi companies in this trend.

AL-AZHAR SHEIKH: FIGHTING IN IRAQ NOT KIND OF JIHAD

The Sheikh of al-Azhar Mosque, Dr. Mohammed Tantowi said that what is happening now in Iraq of killing, destruction and bombing is not a kind of Jihad in any way.

SUPERVISORY COMMISSION TO CONTROL CHECKPOINTS

SCHOLARSHIPS FOR IRAQI STUDENTS IN USA

The Minister of Higher Education and Scientific Research Dr. Taher al-Baka'a has called to the necessity of twinning Iraqi-Japanese universities, asking the Japanese side to provide studying and researching scholarships for Iraqi students and professors in Japan.

This came during a meeting held by Higher Education Minister with the Japanese Ambassador Suzuki in Baghdad.

During the meeting, means of enhancing and developing cultural cooperation ties between Iraqi-Japanese universities have been discussed, the Japanese ambassador has promised to transfer these demands to the concerned sides in Japan, including reconstructing the building of the educational compound.

NATIONAL GUARD TIGHTENS GRIP AROUND ZARQOWI

The White House has reduced from the pessimistic report circulated by some Arab and foreign newspapers that Iraq has been considered as a substituted place to Afghanistan in incubating terrorism, while the national Guard has tightened the grip around al-Zarqowi, this is coinciding with statements of the US General referring that Zarqowi movements have been monitored and observed.

In the same context, the Iraqi government has prepared a security plan, through which the Iraqi citizen touché an intensive presence to the Iraqi national guards, police and security in the streets, quarters and public places a matter the comforts citizens. Notably the security plan will continue even after the election to realize security and safety for all Iraqi people.

One of the elections requirements is that voters should not subdue to external influences that may restrict freedom of choosing.

Voters are free in giving voices to whoever they want, and the more real freedom enjoyed in choosing the freer and decent elections are.

But, when voters were exposed to external loopy and influences, elections lose freedom and impartiality.

If we suppose that external influences have come to 100% interference, this would mean that elections would not be decent 100 % and that could be in case of one candidate being existent in elections which result in voter's losing freedom of choosing as talk on free and decent elections would be meaningless.
Influences restricting voter's freedom are numerous; like venal inducement which could lead to buying votes.

Second sort of influences is positional inducement, and that what governments do in back warded societies where elections go without democratic content.

Finally the religious symbol could be an influence when it intervenes in political line and directs its options.

What would you do if representatives of your religion told you that voting on so and so slate would send you into the hell, whereas voting for other slate may lead you to paradise?

It is natural that religious influence is almost the greatest external influence on devoted religious person who can not distinguish between 'verdicts' as task of religious authority and 'identifying subjects', which are the voter's task and could not be equal in rank between all the people.

All societies witness the said influences, while the electoral commissions and observers should unveil such violations of electoral rules.

In Iraq, the electoral commission received complaints of some slates resorting to religious symbols and the commission is studying the said complains.

SADDAM'S TRIAL FOLLOWS HIS ACCESSORIES'

Justice Minister Malik Dohan al-Hasan said the tyrant Saddam's trial would follow his accomplices. He said in press conference that his accomplices witness would be evidences against him.

BRITAIN SUPPORTS IRAQI ELECTIONS COMMISSION WITH 10 MILLIONS POUNDS

The British Ambassador to Iraq Idoward Jablen has said that the British government gave a finical support reaches to 10 millions pounds to the Higher Electoral Commission supervising elections in Iraq to back the next political process, representing in elections and the contribution in succeeding them.

The Ambassador clarified that the British contribution not confined on presenting financial aids only, but the British government has enhanced the British forces present in Iraq by adding 400 British soldiers to contribute in providing the necessary protection for the Iraqi cities in south as well as providing protection for electoral centers to hold elections by the end of Jan.

AL-GHADBAN DEMANDS CABINET TO AUTHORIZE HIM JUDICIAL AUTHORITY TO CONFRONT ADMINISTRATIVE CORRUPTION

The Oil Minister, Eng. Thamer Abbass al-Ghadban said that the government has controlled on fuel crisis and it is applying a plan to eradicate all reasons behind this problem in addition to adopt several procedures to protect installations, while he approached the cabinet to give him judicial feature to treat administrative corruption cases by the necessary judicial means.

This came during al-Ghadban meeting with a delegation from martyr al-Saddar bureau after a number of its members had demonstrated in front of the ministry's headquarters, demanding to ensure fuels.

Al-Ghadban said that the Iraqi government is protecting oil installations and establishments with a military force, its number are higher than three battalions to add them over the next few days to the force recently created to protect oil installations, its numbers reach to 14,500.

He said that the government is controlling on fuel crisis and implementing plan to destroy factors led for this crisis, referring that many citizens are noting a big relief in providing benzene over two days ago.

The minister confirmed that the ministry is an Iraqi side completely and it seeking to offer services to all citizens, it is not interested to the foreign, citing that the oil installations since March 26, 2003 had been targeted by several saboteurs' elements, planning to create a crisis in addition to that the crises revealed by these elements has helped to create crises, pointing out that what had been happened in Basra from demonstrations and fabricated crisis is a best evidence on that, clarifying that Basra has a good reserve of oil products according to its nearness from sites of oil refineries.

Al-Ghadban has declared that new battalions from the National Guard and Interior Ministry to protect oil pipes in Beiji until Baghdad.

EDUCATION MINISTER HOLDS PRESS CONFERENCE

As-Sabah

I was faced many times with saying that As-Sabah newspaper is an official one, and I have to illustrate that the newspaper's identity needed to be reiterated recurrently, as As-Sabah experiment is still a new experiment in Iraqi scene.

Shortly, I have to say that As-Sabah is a state newspaper, but do not belong to government and that does not mean it is an official one, because it is not the government's mouthpiece. Besides, it is not of a private sector thanks since it is funded by the state, and absolutely, it is not mouthpiece of a party nor belongs to any party.

What is new in this newspaper is that it distinguishes between state and government or authority.

State means the whole order that calculates the homeland, people and government at one time as the three are figured with continuity.

As for government or authority, it means a team of administrative officials who commit executive authorities for a limited period and may be exchanged or continue with each round of elections.

Government in Iraq is still not periodic because the whole country is going under transitional era in which Iraqi state is being rebuilt along with various departments, permanent and periodical.

And because all of that, readers may find it is difficult to identify As-Sabah's position and identity.

Following the said illustration, we hope finally there would be qualified information committee 'broadcast, T.V., newspaper' to be funded by the state and not run by the government, yet it can be run by an independent commission, which should be unbiased or belongs to ministers. It has to be linked to elected parliament. Thereby, it would be nearly like the legal, administrative and financial condition of British Broadcast Commission 'BBC', which is a media firm, funded by state public money and not by the government and does not belong to it as well.

It is a new experiment and needs time to achieve complete image then there will test of failure and success …we have to be little patient.

ALLAWI DEMANDS ANNAN TO SEND INTERNATIONAL SUPERVISORS

A statement released by the Iraqi government indicated that the Iraqi interim Prime Minister Ayad Allawi has demanded in a telephone call from UN Secretary-General Koffi Annan to send UN supervisors to supervise the general elections scheduled to be held in Jan 30.

The statement pointed out that "The Iraqi premier Ayad Allawi had made a telephone call with the UN Secretary-General Koffi Annan concerning course of the political process in Iraq as well as efforts exerted by the Iraqi government to guarantee succeeding the next Iraqi elections in the country".

The statement clarified that Allawi has demanded that the UN to send international supervisors to supervise the Iraqi elections to guarantee the utmost cases of transparency in the election process.

According to the statement, Allawi indicated through the telephone call that the political process in Iraq is developing continuously and it is open in front all Iraqi sides now as well as in the future.

The Iraqi official called the UN to effectuate its role in Iraq and increase its branches activity allover Iraqi cities after the election.

67 SUSPECTS, DANGEROUS TERRORIST GANGS ARRESTED

Several storming into operations practiced by the Iraqi Army and police on Jan 17 had led for arresting 67 suspects in Bohraz and Latifiya neighborhoods besides arresting several dangerous gangs in Baghdad, while 27 soldiers and policemen were killed through a terrorist acts in Baqowba, Baji and al-Hafriya in addition to kill three citizens in the Finance Ministry and Chieftain of al-Haiala'a clan in Mosul.

Several checkpoints from Iraqi Forces Army have arranged a number of storming into operations to chase insurgents in Boharz and arrested 60 suspects; the Iraqi army announced the arresting of seven insurgents in Latifiya through an ambush arranged for them on rural area.

On the same context, biggest crimes checkpoints had arrested Ali Hussein Sa'ad nicknamed "Hussein Mama", Wa'ad Khalil al-Duleimi who alleged of committing terrorist acts in Hafia Street, including shooting fire and killing a number of Iraqi army and police members by using bombers and hand grenades by participating with some terrorist elements.

The directorate has arrested the suspect Firass Kadhim Abed with number of his gangsters owing to perpetrating plundering, stealing cars and kidnapping crimes.

IN WIDEST POLL BY AS-SABAH, CITIZENS PREFER TO PARTICIPATE IN ELECTIONS TO CHOOSE SOVEREIGN GOVERNMENT

In a widest poll done by as-Sabah newspaper, several approximate indicators have been showed in reasons behind citizens participation in the elections, the largest number of Iraqi citizens are supporting the creation of an Iraqi government enjoys with sovereignty, hoping that the occupation will be ended and democracy will be realized while the largest number of citizens who subjected to the poll indicate that the elections must be fair and just, while citizens who put trust in police and national guard capability are less than those who trust in the Iraqi police and national guard capability to provide the necessary protection.

As-Sabah polls center had performed a poll for 870 citizens through casting three questions, the first one: why you join the elections, whereas 29% said for creating a sovereign government, while 26% citizens support the idea of foreign forces departure, 25% support realization of democracy, 12% support finding special constitution to Iraq, while 8% said we are participating in the elections for certain parties.

Concerning citizens' imaginations on elections fairness, 41% said elections will be fair, while 29% said they are not fair, while 30% rejected to give any opinion.

The poll clarified that 36% said that the Iraqi police and National Guard are incapable to protect elections' centers, while 28% said Iraqi police and National Guard are capable to protect centers and 16% prevented to give any statement.

The poll includes different segments of Iraqi public, 502 males and 368 females. The number of the male workers are 332, female workers are 198, 26 Kurdish, 5 Turkmen and two yezidis.

FATE OF DISSOLVED INFORMATION MINISTRY PERSONALS LEFT TO THE NEXT GOVERNMENT

This came during a press conference held by Culture Minister on Jan 17 at the headquarter of the ministry, clarifying that Information Commission for Mass communication should be responsible for Information Ministry properties, and it has the right to set forth the question and must have a decision in it.

Al-Jazairi, indicated that the ministry has the complete preparedness to receive all Information Ministry cadres, even those who worked within contracts with the ministry in case that necessary funds have been available as well as the functional degrees by the Finance Ministry similar to their colleagues in other ministries if the next government would ratify this decision.

So many washing will be hanged within the electoral battle which has begun heating with quick rates with the ongoing of the countdown, arriving to Jan 30, the scheduled date of election.

This is not a strange matter, in each democratic country, the electoral battle witnesses days similar to these Iraqis are witnessing now; the essence of the electoral competition is to convince electors with the high quality of each candidate product and the bad quality of the other competitor.

The matter then, not calling for sadness and sorrow... but the important question is connecting with details, including the way of running the competition battle.

Principally, competition has taken place among several political programs, each program represents competitors' goods, and one of them is undertaking to clarify the good merits of his program and the extent of achievements that he would be realized to the country and citizen, especially if program's concentration be on assumption of constitution and its cases, not for service promises present by competitors as happing here. While another competitor is undertaking the responsibility of pointing out the weakness points in his competitor's program in the same constitution cases which will be point of discussion and debate or may be point of disputes among members of the patriotic front.

We have to admit with a kind of sorrow, that we are not witnessing until now such kind of competition: i.e. the competition of political programs between each others, especially in what connecting with the introduced ideas or positions which these sides have been adopted. On the contrary, we have heard accusations close to be personal, may be they are correct or incorrect, the most important thing, that they have a personal feature, whereas "character" of the candidate has became connected with his past and acts, the personality of candidate has became the subject and the goods, neither the candidate's program, nor his constitution aspirations, of course we don't want to veil lights on the importance of each personal candidate but the fear is rising from considering personal side the general feature of the electoral battle as well as the informational competition.

The second side of the problem... is the informational argument which we are witnessing now among symbols gathering between each others by certain point which is they are all active members in the same political elite which has assumed the responsibility of ruling, power, management and authority since the collapsing of the former al-Ba'th regime. Those symbols, at least, most of them know each others personally and directly since long years, supposed that one of them has no new information towards the other.

May be this argument have a negative reaction by citizens and this may be effected the citizens' enthusiasm towards elections, thus we catch the eyes of competitors to attribute attention to this matter.

The Greatest Winner

Regardless the winners' numbers for the competing lists, which will be registered next Sunday, however, the greatest winner is the democratic process itself according to the colleague Kamil Shiyaa.

After more than 50 years of dramatic developments, to the Iraqi people disadvantage, they are to run unprecedented process in Iraq's history, to depict their rights in choosing their representatives at the national assembly.

In fact, this conscious process is part of long political practice aiming finally to build Iraqi constitutional, democratic and law state that respects human rights.

Success of Iraqi people is to be cheerful about possibility of realizing democracy in Iraq despite years of oppression, dictatorship and paganism in spite of political backward features concentrated by the ex-regime, in which great part of these features still are deep-rooted in the minds and practices of some people. Success of the democratic process on 30th January is a method of treating features of political backwardness besides being a pillar of democratic structure in Iraq.

Thus, those who want to hinder Iraq's quest of development and stability seek to sabotage the political and democratic process as they use all means include targeting polling centers and threatening candidates further for assassinating some of them, with the aim of intimidating Iraqi people to prevent them from participating in the intended elections next Sunday.

People's refrain from widespread, positive and active participation in the elections will be a victory for the enemies of election process. So, it ought not submit this victory as an easy gift for terrorists.

As for those who demanded to postpone the elections for well known causes, some of which may be reasonable , the rational patriotic position urges them for participation after it became a clear that postponing the elections is impossible particularly under international and regional unanimity on making elections . Such positive position boosts democratic victory on Sunday, God willing.

OFFICIALS CAUTION OF AUTHORITY MONOPOLIZATION POST ELECTIONS

Malik Dohan al-Hassan the Minister of Justice warned against authority monopolization post elections as Iyad Allawi the Iraqi Prime Minister welcomed statement addressed by Saladdin chieftains' council which calls for participating in the elections.

Dr. Fareed Iyaar Electoral Commission spokesman said that 6915 monitors have been relied at national bureau , while others are ranged among some Iraqi sites namely Baghdad with an average 4293 monitors , 613 monitors in Babil , 32 monitors in Qadissiya, 57 monitors in Najaf, 116 in Missan, 285 in Dhi Qar , 213 in Suleimaniya and 18 monitors in Arbil.

Regarding parties deputies , their numbers amounted 12,315 agents , among whom 1335 at national office , 1564 in Babil , 370 in Qadissiya , 166 in Baghdad , 2467 in Najaf , 263 in Kerbala , 146 in Missan , 128 in Duhook , 3602 in Dhi Qar , 118 in Muthana , 770 in Suleimaniya , 623 in Saladin , 66 in Diyala and 697 in Arbil.

Moreover , numbers of registers in polling centers abroad until moment of preparing this report is 188,091 persons within six days.

Dr. Fareed Ayaar said that register in voting centers in Iraq grow day by day, notably, 25th January is a deadline for registering. .

Yet , several sites in the capital Baghdad as well as other Iraqi cities have deprived from basic modern services such as waters and sewerage nets , paved streets , drinkable waters , electricity, schools and even statistic numbering of the houses.

Several sites in Karkh and Rasafa still suffer deprivation namely Abu al- Ma'alif , Turaath , Ray, Shabab and city of al-Sadr particularly their rural sites such as Tanak ( Tariq district) and Chechen etc

All along the roads connecting southern cities namely Nassiriya , Amara and Basra , there are villages and houses i.e if a Sumerian king or their leaders supposed to come to life again , he would say they are still as if he left them five thousands years ago for they lack civilized services , bricked-build houses, or any features of modern city.

Of course, the current government is not to be blamed, because it assumed power six months ago and its period of rule is counted, however, the ex-regime who ruled Iraq 35 years ago is to be blamed, because it did not put in mind constructing half million residential units annually and if it had done that , we would have more than 15 millions residential units , which are enough for housing Iraqi people and its hosts .

Anderio Horio the sociologist deems there are two conditions should be available to guarantee democracy and eliminate re-creation of dictatorship in the interim stage.

These two conditions are : availability of minimum life necessary requirements to avert exhausting people for the sake of obtaining them, contrary to that , social-political authority will be confined to a few group in the society i.e these two conditions require securing the five rights namely: security, housing , education, health and suitable income on one hand, and nationwide political participation on the other.

That is what the millions population of deprived cities are hopeful to achieve in 2005 no matter how the lists are to win seats of interim national assembly were.

Meanwhile, US ambassador to Baghdad Negroponte affirmed that investigation have got underway on a report indicates that $ 300 millions in cash transferred from Central Bank Of Iraq to Lebanon to purchase weapons from secret source .

HEALTH MINISTRY PUTS HUGE PLAN FOR ELECTIONS DAY

Health Ministry embarked rehabilitation to 190 hospitals in addition to many health clinics in all Iraqi cities to receive prospected urgency cases during the Election Day.

The Ministry's spokesman said that that the ministry has put an urgent table for the doctors and employees presence at the hospitals.

He said that the ministry would provide the cars and employees with special identifying badges in coordination with the electoral commission.

ZERQAWI'S TRENCH MAN CAPTURED

Sami Muhammed Ali al-Jeaaf nicknamed Abu Omer al-Kurdi and in charge of 75% manufactured bombed cars since the end of the war till now was captured by Iraqi security forces according to Prime Minister's office statement released recently.

The statement said that the captive was arrested on Jan. 15 with two other persons while inspections denoted that he was responsible of 32 bombed car attacks that resulted in killing hundreds of Iraqis.

Interior Minister Falah al-Naqeep has confirmed information.

FUEL CRISIS PREVENTS AL-GHADBAN FROM PARTICIPATION IN OPEC MEETING

The Oil Ministry indicated the incapability of Oil Minister the Eng. Thamer Abbass al-Ghadban on participation in the extraordinary meeting of OPEC scheduled to be held by the end of this month.

Al-Ghadban said that several reasons concentrated behind his not participation in the meeting, among which the necessity of his staying in the country to follow up fuel crisis and the attempt of ensuring it for the citizens from one hand and because the ministry is a service side and will contribute with other ministries to provide requirements of succeeding the electoral process, on the second hand.

Notably, the permanent Iraq's representative to OPEC will represent Iraq in proceedings of the extraordinary meeting of the organization.

On the other hand, the Oil Minister confirmed that the ministry is seeking to provide oil products through increasing imports from outside Iraq, referring that recently the ministry had signed a contract with one of the Turkish companies to supply Iraq with 6,000 tones of oil products.

He added that an agreement has been done with the Kuwaiti side to increase rates of importing benzene, gasoline and gas, referring that the ministry has mobilized its efforts to continue ensuring the oil products during the elections.

Meanwhile, and in order to increase production of oil products as well as develop, expand and refine crude oil in the country, the Higher Economic Commission at the cabinet has agreed to sign two projects in order to increase production of improved benzene.

Al-Ghadban confirmed that the first project includes establishing a refinery unit with capacity of 70,000 barrels per day which will be added to the productive energy of al-Dora refinery with total cost reaches to $43 millions.

He added that the second project is establishing benzene improvement unit and increase its production in al-Dora refinery with cost of $67 millions.

TEN WATER COMPLEXES ESTABLISHED IN BAGHDAD

The Mayor of Baghdad, the Eng. 'Ala al-Timimi has announced the establishment of ten water complexes to put an end to the water shortages in Baghdad Municipality.

This came during a press conference held by the mayor to repair damages which water pipe lines had subjected for.

He pointed out that water complexes are suffered from several problems in supplying operation such as the continuous cut of electricity power in addition to the old-fashioned complexes which couldn’t ensure the actual status of the municipality reaching to 3,250 million cubic meters, referring that al-Rusafa water project has not been initiated because of the futile wars launched by the former regime in addition to the non-existence of financial allocations by the interim government a matter that led to transfer water from Kerkh to Rusafa to put an end to the water aggravated shortages.

ELECTIONS SCENARIO FROM QUEUE TO POLLS

The Independent Electoral Commission is keening to provide suitable climate for election in order to make polling process going on as required, at the same time it called electors to restrict with host of procedures and measures to perform election easily.

The task of electors has begun from standing in the queue arriving to the polling area, thus, elders, women, handicapped and pregnant must have the priority to follow the queue easily and regularly.

The conditions of election necessitate for elector to bring his card with him in order to display it to the man in charge for ID to be sure that the ink specializing on polling is not existed in it, pointing out that the elector must not practice voting in two centers, clarifying that the ink stamped in the ID is not disappear easily after it dray out a matter that prevent reiterating of polling process.

CHALABI CALLS FOR SOUTHERN KURDISTAN

The Leader of the Iraqi National Conference Ahmed al-Chalabi has called on Monday to create a region in southern Iraq whereas the majority people is from Shiite similar to the situation in the northern Iraq whereas Kurdish people are enjoying autonomy.

During his meeting with representatives of civil society within his electoral campaign of the unified Iraqi Accord list, al-Chalabi said "I call to create region for three southern provinces includes Basra, Meisan and al-Nassirya, referring that this must be included in the next Iraq's constitution, calling Iraqi interim government to allocate 20% of Iraq budget for southern population.

He pointed out that the situation now in these three provinces is difficult and they are not obtaining any thing from the allocated resources.

Al-Chalabi called officials in these provinces to solve their problems by themselves, pointing out that they are more than Kurdistan population which obtain 17% of government budget.

10 WOUNDED DURING ATTACK ON AL-WIFAQ HEADQUARTERS IN BAGHDAD

A medical source clarified that ten were wounded in trapped car explosion on Monday morning at the entrance of the street leading to the headquarters of the National Accord Movement headed by Dr. Ayad Allawi in al-Zaytoon St., west of Baghdad.

"ten wounded had been transferred to the hospital, seven from police and three civilians", a source at emergency department at al-Yarmouk Hospital informed AFP.

On the other hand Interior Ministry announced that three persons had wounded at the attack.

An officer at the Iraqi police said that the driver of the trapped car had burst into the roadblock at the entrance of the street and bombed it around 9:00 am.

Meanwhile, a video tap was showed by an internet on Monday, pointing out snapshots of killing an Egyptian driver who drive a truck under the allegation that he was worked with the US forces.

Guarantees of democracy

There are three matters by which non--creation of dictatorship is guaranteed in Iraq.

The first is the existence of a parliament and a strong legislative authority constitutes the upper ceiling for what the government does, which is a guarantee that the government will not misuse its authorities and leverage. Legislative association would be a powerful once it is elected in free, impartial and democratic elections, and passed through a real competition among realistic options contrary to the national associations which are formed in harmony with ruling forces or parties or through false referendums as what is happened in a number of Arab countries.

The second guarantee is the existence of active institutes of civil society which form, in turn, the constitutional framework for productivity of the citizen ; keeping in mind that establishments of civil society are voluntary , non-profit or non-commercial relations for the citizens which are , at the same time, the conditions of changing the individual into a citizen. These powerful institutes will protect individual and society from being swallowed and affiliated to the government to be exposed in front of its ability, might and coercion.

The third guarantee is a powerful media, independent from the government, capable of monitoring it and raising voice loudly once it wanted to impose hegemony or diverted from democratic line.

Iraqi people has had a golden chance in 2005 term, to build these guarantees. On 30th January, the first legislative authority will be elected, which is hopeful to draft the constitution necessary to guarantee freedoms, maintain human rights and clearly regulate relation between rulers and people on one hand , and accurate relation among three government's executive, legislative and judicial departments.

It is hopeful that national assembly will make available guarantees for protecting institutes of civil society from authority hegemony and media protection as well.

Thus, Iraq's future is about to be in the hands of 275 representatives, who will be elected for membership of national assembly.

Although the majority of lists and candidates do not clearly declare their constitutional intensions, yet Iraqi people pins hope that they will not be frustrated in the course of protecting democratic transformation to eliminate re-creation of dictatorship in the exhausted Iraq.

NEW CATEGORIES INCLUDED IN PENSION RIGHTS

An official source at ministry of defense said that new categories are included in the pension rights for new military and pension law.

Meanwhile, senior general at US army said that US army plans to keep on at least 120,000 troops in Iraq over two coming years, for training Iraqi forces and combating terrorists.

In the meantime, sources of US administration and Congress said that US President is to declare its intention to obtain $ 80 billions as new financing for military operations in Iraq and Afghanistan in the current year.

Moreover, quantities of ammunition was found and confiscated in storming operations for houses south of Baghdad thought to be used as centers for supplying gunmen with weapons.

Furthermore, Serge Lavrov the Russian foreign minister affirmed importance of restoring stability and peaceful life in Iraq as soon as possible, expressing optimism that Iraqi elections will be run impartially with participation of all forces and segments of the society, to implement stages which are specified by UNSC Resolution 1546. Meanwhile, Bshaar al- Assad the Syrian President said in Moscow that the situation in Iraq poses a threat to Syria, referring particularly to the presence of US forces in Iraq as Farouq al Shar' the Syrian foreign minister said that Saddam's elements are undesirable in Syria.

TURKUMANS OBJECT KURD DEPORTEES' VOTING IN KIRKUK

Iraqi Turkuman Front and Arab group in Kirkuk Province Council lashed out admitting Kurd deportees to vote in Kirkuk, who came to the city following collapse of Saddam, press sources said in Kirkuk.

In a conference attended by Science and Technology Minister Dr. Reshad Mendan Omer, head of the Turkuman Front and many Arab and Turkuman people, the meetings considered the decision as unfair since there are many other Turkuman deportees were not included in the process by the Electoral Commission.

DEPUTY SPEAKER DENIES STATEMENT

Deputy Speaker of the National Assembly Jawad al-MAliki has denied statements of quoting him saying that he had informed the electoral commission of some infiltrations of former Baa'thists into the candidacy of the elections.

An Arab newspaper claimed al-Maliki was quoted that the electoral commission had told about some former Baa'thists being infiltrated into the candidacy and performed themselves as electoral candidates and saying that the commission has a list of hundreds of names that would not be able to candidate due to past links with the former regime.

He stressed full commitment to the electoral rules and unknowing any information to documents concerning the subject.

PRIME MINISTER ASSERTS GOVERNMENT'S DETERMINATION TO PREPARE IRAQI FORCES FOR FUTURE TASKS

Prime Minister, Dr. Iyad Allawi asserted that Iraqi government had achieved all requirements of elections to so as all Iraqis can participate in the political process and elect 275 candidates in which they represent the Iraqi nation.

22 BILLION DINARS FOR MEDICAL CITY

Health Ministry has allocated some 22 billion dinars for improving the health condition in the Medical City, Director General of the Medical City, Dr. Abdul Amir al-Mukhtar said.

He elaborated that work has got underway for rehabilitating the city. 50% of the work has been achieved, referring that many projects were achieved during 2004 ,adding that money allocated was added to original sum so as to enlarge services of developing emergency and maternity wards in addition to water and sewerage nets.

7,000 DEALS ON AGRICULTURAL, REAL ESTATE DISPUTES IN KIRKUK DISSOLVED

The commission responsible for dissolving conflicts on agricultural and land real estate in Kirkuk is going on to receive and circulate citizens' suit concerning regaining their properties seized coercively by the former regime.

Around 7000 deals have been referred to the specialist council in Baghdad, sufficient sums have been allocated to substitute the legal owners after submitting the regular documents which proven the regulatory of the citizen property.

Notably, the decision of creating this commission came within the frame work of dissolving conflicts by several legal and sound means in cooperation with the concerned sides without restoring to force under the regulations that guarantee the citizen right to regain his rightful possession.

The work is underway in al-Majar al-Keeber district, Meisan province by province reconstruction council cadres to develop the basic services in it.

An informational source at the council said that work includes presenting municipality services, paving a group of interior streets including covering streets with tar after covering them with mixed coarse sand fine shingle stones, repairing electricity generation station at Meisan Sugar Plant, building new schools, providing work opportunities for 970 unemployed citizens in coordination and cooperation with al-Majar al-Keeber Reconstruction Council as well as implementing a plan to reconstruct service projects and develop plants of sugar, sheets, plastic and vegetable oils through allocations donated by donors in addition to provide mechanisms to the province Municipality Directorate.

US RESPECTS IRAQIS WILL IN ELECTIONS

A spokesman for the US Secretariat of State said that the US respects Iraqis will and voice as it will be able in the upcoming election next Sunday.

Adam Early spokesman of the Secretariat of State said that the US has provided the election with money and supported the election employees.

He stressed that foreign observers can not decide credibility of the election referring that such matter could be only decided by Iraqis who will go into the elections and they would determine the way they prefer of participating and views of the results. He made it clear that tens of thousands of Iraqi and foreign observers were to practice their task to make sure of the election conditions according to rules decided.

SUICIDE BOMBERS V. SUICIDE VOTERS
Greetings Friends,

I bow in respect and awe to the men and women of our people who, armed only with faith and hope are going to the polls under the very real threats of being blown to pieces. These are the real braves; not the miserable creatures of hate who are attacking one of the noblest things that has ever happened to us. Have you ever seen anything like this? Iraq will be O.K. with so many brave people, it will certainly O.K.; I can say no more just now; I am just filled with pride and moved beyond words. People are turning up not only under the present threat to polling stations but also under future threats to themselves and their families; yet they are coming, and keep coming. Behold the Iraqi people; now you know their true metal. We shall never forget the meanness of these bas…s. After this is over there will be no let up, they must be wiped out. It is our duty and the duty of every decent human to make sure this vermin is no more and that no more innocent decent people are victimized.

My condolences to the Great American people for the tragic recent losses of soldiers. The blood of Iraqis and Americans is being shed on the soil of Mesopotamia; a baptism with blood. A baptism of a lasting friendship and alliance, for many years to come, through thick and thin, we shall never forget the brave soldiers fallen while defending our freedom and future.

This is a very hurried message, while we are witnessing something quite extraordinary. I myself have voted and so did members of my family. Thank God for giving us the chance.

This was my way to stand against those who humiliated me, my family and my friends. It was my way of saying," You're history and you don't scare me anymore". It was my way to scream in the face of all tyrants, not just Saddam and his Ba'athists and tell them, "I don't want to be your, or anyone's slave. You have kept me in your jail all my life but you never owned my soul". It was my way of finally facing my fears and finding my courage and my humanity again....

As I got out it was still early and I saw no one on the streets but as I got near to the voting center I started seeing people in groups heading the same way. Most of them were women. I saw a crippled man and my old neighbor and his older wife leaning on their walking sticks going to vote. An old woman cleaning her door step stopped me, "Say son, can I go and vote?" She asked after she saw many people going to vote. "Sure Khala (aunt)! Everyone can". She thanked me and went inside apparently to change and get her IDs....

This was the same place I went in 1996 to cast my vote in a poll asking if we wanted to have Saddam as a president for life or not. I had to go at that time. The threats for anyone who refused to take that poll were no less than the death penalty....

This time we went by choice and the threat was exactly the opposite. As I was walking with many people towards the center explosion hit and gun fire were heard but most were not that close. People didn't seem to pay attention to that. Some of them even brought their little kids with them! It's like the Eid but only a thousand times better....

The only things I can feel so strongly now are hope, excitement, pride and a strange internal peace. I have won my battle and I'm watching the whole Iraqis winning their battle too. I'll try to write to you later my friends.

The Purple Finger of Democracy
Today's greatest symbol. The terrorists are killing people, but it's not stopping the Iraqis:

"As the day progressed, at least nine deadly homicide bombings and mortar strikes shook several polling stations across Iraq. The attacks killed at least 31 people, including four policemen and two Iraqi soldiers.

Despite the attacks, turnout was brisk in some Shiite Muslim and mixed Shiite-Sunni neighborhoods. Even in the small town of Askan in the so-called 'triangle of death' south of Baghdad - a mixed Sunni-Shiite area - 20 people waited in line at each of several polling centers. More walked toward the polls.

'This is democracy,' said an elderly woman in a black abaya, Karfia Abbasi, holding up a thumb stained with purple ink to prove she had voted."

The Power of the Vote
Every Iraqi who woke up this morning was faced with this calculus:

"Some voters today will, without a doubt, be killed either on their way to vote, waiting to vote, or actually voting. Will I risk my life today for democracy?"

And they Iraqi people have answered loud and clear: Yes. These men and women have been waiting their entire lives to make this kind of political statement.

I can't even begin to accurately capture the excitement in the air. When I've visited the polling station this morning (3 times, so far), I've seen nothing but smiles. And that is with the sound of bombs in the distance. Let's forget all the differences we have in the United States for one day, and celebrate the amazing resilience of the Iraqi populace.

Greetings friends,

What we have witnessed is something amazing. I am an Iraqi and a Baghdadi and should know, and deep down in my heart I knew; yet I must admit that I did not expect all this. The common Iraqi citizen has taken all by surprise, including those of us who are indigenous to this land.

It was expected that relatively secure areas in the South and North were going to see heavy turnout. Yet Baghdad; subjected to a terrorist and intimidation campaign of unprecedented scale and cruelty; Baghdad, deprived of electricity, fuel and lately even water( which is more dangerous than anything else); Baghdad, that lacks security, where the citizens face mortal danger every moment of their daily life; Baghdad, where life has almost ground to a standstill; that citizens of this Baghdad should line up at polling stations braving very real dangers, with mortars raining down and scores of suicide bombers sent out to blow up people, and moreover that many even brought their children: this Baghdad was a revelation even to Baghdadis.

There were amazing scenes; not very likely to seen anywhere else. There were acts of heroism. Abdul Amir Kadhim, saw a man whom he suspected to be a suicide bomber, he threw himself on the man before he could get to the waiting line of people; and sure there was an explosion and this young man gave his life to save the others. Prime Minister Allawi paid tribute to this heroism. At one station there was a suicide attack and several people fell; when people of the neighborhood heard of this, the waiting line suddenly swelled to three times in size; people rushed out of their homes and came running to wait in line; it was their way to express their defiance and anger at this crime. The examples of bravery and courage are too numerous to recount. People took courage from each other, as people came out others watched and did not want to be left out. It was something incredible to watch. Yes this was a historic day, a day to remember until our dying day. With one stroke, in a single day, the silent majority spoke and answered all the pundits and doubters, and those who spoke on their behalf. Yet we have been telling you this all along; we have been telling you ever since this blogging movement started. Do you now see that we were not representing minority views, that we were not some CIA agents trying to make propaganda?

I find it difficult right know to write coherently; I just want to convey to you some of the tremendous feelings overwhelming my soul now.

As for some of the Arab scum and other detractors, they are appearing on TV screens looking like they have just swallowed a cockroach, or perhaps had some awful lizard creeping up their backsides; They fidget, they try hard to find some words, some way to get round this, to belittle, twist to distort facts; but it is not easy, not easy when the entire world, the entire humanity are watching intently this incredible event.

Finally, we heard the speech of President Bush Loud and clear. He, and the American people and their British and other valiant allies have much to do with this event. All I can say is that this man has all the essential traits of character that distinguishes the great men of history; the insistence and utter conviction and the perseverance and steadfastness in the face of all doubters and detractors. This was no ordinary election, and it was not simply to elect a constituent assembly. It was the answer of the people, what they really thought about the liberation, what they really thought of the ideas preached by the president. This was a message by the Iraqi people to the American people and their great president. It was the heart of Iraq answering the heart of America that voted to give the President the mandate to finish the task; it was the answer that the common people of Iraq gave by braving danger and exposing their life and that of their children and families to death, this was their way to make their voice heard.

Well, thank you Mr. President, we heard you; and I am sure you also heard us.

Peace be upon you all and the mercy of Allah and his blessings.

First round… Victory!

Last Sunday, Iraq won stake as it came out a victor, after those, who fear democracy i.e enemies of democracy lose stake.

Coming out a victor from Sunday's stake, Iraq scored several victories in a deathblow.

Iraq is triumphed over security concern in which several sides put it at a stake for being an obstacle could not be surmounted as Iraq's electoral merit is to fall back.

Iraq is triumphed over fear obstacle in which several concerned sides attempted to plant between the citizen and polling center under threat of blowing up and trapped cars. Iraqis who were previously harmed by acts of terrorism came out to say that they are not intimidated as they practice their rights in elections as they are stronger than terrorist threat.

Iraq gained victory over division and disunion , after different sides attempted to portray elections right as if a step towards division whether division of land or people.

These sides described situation of elections as if ethnic dispute blow Iraq away i.e this sect is supported elections , to impose through which its domination over other sect who fears this domination and opposes it . Iraq is triumphed over danger of administration's chaos after several sides sought to describe Iraqi individual as if he is not qualified for practicing civilized election process.

None of these illusions came true as the opposite has been realized. On Sunday, Iraqi people came out ethnically, regionally and politically victors and courageous as they face death and forces of darkness who want to deprive them light. Iraqis came out of this process as they learned developed experiment in regulation, poll, vote and competition in spite of slips occurred here and there in such situations.

Iraqis scored Sunday wonderful victory, however, it is a victory of the first step not a victory of the round's end. Because the step started Sunday needed to be continued towards its promised end in a democratic, constitutional, pluralist and federal Iraq.

AL- ZARQAWI SEES HIS DEFEAT

Iraqi people have triumphed over terrorism as they went to the polling centers on foot Sunday.

Around 8 millions Iraqi people voted in an unprecedented democratic process over Iraq's history since more than 50 years ago. They elected 275 candidates for the national assembly, who is to assume patriotic tasks specified in the interim constitution.

The wonderful success forced terrorist Abu Mus'ab al- Zarqawi to make up his mind to flee out of Iraq after failure he inflicted in the course of Iraqi elections. He realized the gap between Iraqi people and terrorist group who are rejected on Iraqi land.

Iraqi people decided to choose course of democracy, peace and security and reject clearly all features of violence and terrorism.

Sheikh Ghazi al- Yawer the President of Iraq called on reconciliation dialogue after first pluralist elections in Iraq since more than 50 years ago, describing elections as "a landslide victory".

At a press conference, Al- Yawer said we should call for reconciliation dialogue include the all unless those who resorted to violence, nobody should be excluded.

He further added that the elections were wonderful success, urging the all for drafting the constitution include outsiders, affirming that there is no loser or a winner as Iraq is the greatest winner.

Meanwhile, Adel al- Lami , the chief constituency announced the start of counting votes locally i.e on national level at the electoral commission's headquarters in Baghdad Tuesday morning , saying the final outcomes are to be declared within 7-10 days , adding the process was attended by monitors and journalists .Manual process for counting votes at each polling office started before sending the outcomes and polls to the national bureau in Baghdad.

He indicated that polls and outcomes are to reach respectively to national bureau, after announcing the results; political entities and individuals can offer nullification, and therefore, the commission approves final outcomes.

"The current government will remain until the electoral commission approves the final outcomes". He concluded.

In the meantime, US President George Bush lauded Iraqi people, describing them as courageous as they step forward for promoting democracy, calling all Iraqi people for voting to announce loudly that terrorists could not halt Iraq's procession towards freedom.

Moreover, most world countries welcomed elections, affirming landslide victory realized through high proportions involved in the democratic process.

In the meantime, chief of generals' staff at the Iraqi army affirmed that coming weeks are to witness capturing large numbers of terrorists as well as Al- Zarqawi aides.

OIL MINISTRY PROMISES TO SETTLE OIL CRISIS

Oil Ministry asserted that it has pumped a huge quantity of oil products into fueling stations in Baghdad and provinces.

Well informed sources at the Ministry said that this has come following a meeting between Oil Minister Thamir al-Ghadhban and other concerned officials so as to end long queue started following a couple day stop during the election holiday.

He elaborated that the ministry would resort to build large storages for oil products instead of pipelines which are targeted recurrently.

Trade Ministry called on people to receive the 2005 ration card from distribution centers right February 1st.

A source at the Ministry made it clear that the new pattern of the new ration card can not be forged and each province has its special color to be fixed on the card.

He concluded that every body should hand over the 2004 old card if he wants to receive the new one.

CITIZENS PROUD OF NATIONAL GUARD

Iraqis have to be proud with the great efforts submitted by the new Iraqi army, National Guard and the Iraqi police in the elections.

The citizens in al-Habibia district could be a great example which could be followed by others when several terrorists attempted to shake the election center located at al-Jolan Intermediate School. Notably, no long time passed and an army and National Guard squads cordoned the district, citizens of this district noted for the first time how the Iraqi soldiers raided smartly and quickly on terrorists, a matter that revealed a proficient military knowledge.

Citizens who saw the operation scene touched the safe and security that they have an army with all such boldness and secrecy, besides that the Iraqi officers asked citizens to be far away the danger which might be occurred as a result of chasing terrorists, but the operation ended quickly.

ADEL NASSIR AL-BAHADLI – MARTYR OF FREEDOM & DEMOCRACY

The Iraqi youth Adel Nassir 'Alegh al-Bahadli had taking his role to vote in the election center located at al-Shahba' School at Hay al-'Amel, Baghdad, looked to the beautiful flowing of the citizens from their houses to the polls to elect who will represent them in the future.

Suddenly, Adel paid attention to a scene erects suspicion when he saw a black bearded man tried to rush among the citizens for a purpose may be don't known by others, Adel noted this suspicious man who tried to go forward anxiously and fearfully, the strange man tried to penetrate electors when Adel rushed, raised him with his two hands and took him away from the electors, suddenly in a tragic moment the man bombed himself and Adel fall with him.

It was known that this terrorist is a Sudanese man was trapped with dynamite belt, but Adel noted him sharply, so he decided to die for the sake of others.

Notably, the martyr Nassir al-Bahdli was an Iraqi citizen, didn't have anything except his connection to his country, besides that he resided in rented house and hardly could earn his daily bread to support his three sons.

By the way, the Iraqi Prime Minister had mentioned another martyr who is Abdul Ameer Mohammed Kadhim who also preferred to die for the sake of Iraqi people when he kept one of the terrorists away from the electors.

The Iraqi elections which led to good results are the same ones which led to create fantastic and imaginary photos, headed by Adel and Abdul Ameer and may be another Iraqis.

The two martyrs were died for the sake of freedom and the free Iraq; they are the sacrifices of democracy.

PROPORTION OF ELECTIONS PARTICIPARTION IN DUHOOK EXCEEDED 90%

Within very strict security measures, hampered the process of elections for so many hours, the elections' voting end in Duhook without any noticeable problems inside the city and districts belonging to it.

The long queues of citizens have been seen since the early hours of the morning, waiting to vote despite what had been caused from the security procedures like confuses and disturbances.

Arbil , center of Iraq's Kurdistan region witnessed wide turnout for voting.

At 7:00 a.m voters queues started flowing on voting centers. Their numbers increased as time passed by.

Peoples in Arbil voted for electing national assembly (Iraqi parliament), Kurdistan parliament and the province's council.

Elections ran under strict security procedures reached a peak on Saturday as curfew imposed starting from 10:00 p.m . security forces deployed all over the city.

Blocks were set in front of elections centers to prevent passing vehicles. Large numbers of National Guard as men and women deployed to inspect voters at each polling center.

Jameel Abdul Ahad Nabati in charge of the elections center No. 212 said " the center witnessed wide turnout" , adding that about 40 employees were appointed in the center .20 policemen and national guard in addition to 22 representatives of participated parties were existed in the center also.

He indicated that votes counting should be started after locking the polls.

Mithal al-Alousi of the Iraqi Nation Party voiced prospects of mar due to fraud but that does not mean contest for the whole political process for always there are means to settle down disputes in the election problems.

End of the road!

As we surmount the electoral merit successfully , it became necessary to keep in mind that the elections poses the first step on the road, not the end of it, however , it constitutes the backbone for the democratic concept as the elections themselves are not an indication for the existence of democracy in this country , unless they will be boosted by other requirements which are conditions for the democracy of the elections.

If the elections are the start of the road, hence, its end will be in establishing Iraqi constitutional state in which Iraqi individual enjoy his rights that will be controlled by the law , and Iraqi people always are the source for political legitimacy of the rulers .

The path towards democracy and constitutional state is neither easy nor short as it is longer and more difficult than the road towards elections.

Firstly, we will need strong national assembly that constitute basic pillar for the democratic and political system, capable to draft proposal of building the state and political system. That project will be known, after being approved by the people, as the permanent constitution. Devoting on putting project of the state makes it necessary for members of national assembly to be characterized with large amount of impartiality and transparency further for resisting deep-rooted human disease i.e tendency towards authority and its gains

Iraq will need national assembly leads nationwide and national dialogue among the three sides set aside by the current political scene: those who took part and won the elections , those who took part and failed and those who basically did not involve as candidates nor as voters. Because the project of the state concerns not only the first side, however it also concerns all sides. The national dialogue is the ideal means for creating a situation of national unanimity on the new state and political system.

If previous electoral lists had submitted electoral programs most approximate to the government's program, hence the winners should offer now constitutional programs i.e they should express their constitutional notions to get the citizens acquainted with what will be written by those whom they elected!

SALARIES OF MILITARY INCREASED,
NUMBER OF MILITARY CATEGORIES CALLED TO JOIN IRAQI ARMY

Ministry of Defense has announced about great increase in the salaries of military and paramilitary.

Meanwhile, the ministry called on officers and rank and file of the dissolved Iraqi army to join new Iraqi army.

Ministry of defense allocated 229,000 dinars as payments for a danger include all military and paramilitary in addition to the previous payment.

Chief of generals staff Babakir al- Zibari said that monthly salary for voluntary soldier will be 509, 000 dinars , with the aim to promote his standard of living and secure all his requirements.

Moreover, Al- Zibari called on all dissolved army categories include republic guard and special force to join new army.

He spoke about new plan is to be relied by ministry of defense for forming 15 regiments to protect oil pipelines in coordination with ministry of oil .

He announced the opening of new military academy in Zakhou region, to graduate new youth officers, indicating to the graduation of the first group of officers from ex-military colleges.

28 MARTYRS, 95 WOUNDED – CONSEQUENCES OF ACTS OF TERROR ON ELECTIONS DAY

Statement issued by the ministry said that none of acts of terrors succeeded because policemen were watching them carefully.

The statement said that some explosions occurred outside polling centers all over Iraq .As a result of these explosions, around 28 citizens were martyred , 95 were wounded as seven terrorists killed .

Statement added that policemen have arrested Syrian terrorist with bombers and hand grenades as well as three Egyptian suspects and Iraqi one . Vehicle loaded with rocket's base was seized also.

Dr. Alaulddin al- Alwan the minister of health said new plan has relied for epidemic control. The plan concentrates on registering mortality rates and health events .Statistics are collected on communicable diseases in all health centers , sectors and hospitals . These statistics send to control section, which gather information and analyze data to be sent to the communicable disease control center at heath ministry.

He clarified that epidemic control, case and outbreak investigation systems for following epidemic spread will be used to investigate mortality rates resulted from epidemics. This method aims to know causes of the disease and morality.

MISSING CENTER IN IRAQ TO BE ESTABLISHED

Dr. Bakhtiar Ameen the minister of human rights said that decision for establishing a center for the missing in Iraq, which is emerged from international conference held in Amman, considers as an indication for international community's solidarity with hundreds of victims of ex-regime.

Elections held on January 30 represented the first real step towards establishing democratic state in Iraq.

Iraqis on that day paid farewell for all forms of selective appointing whether it was of direct or indirect one, and started the elective way, which is the essential way in the democratic state.

In the latter way, the President, Premier or ministers can not appoint any official, like ambassadors or ministers on their own mind unless they propose who they want and wait for parliamentary approval following an interview with the appointee.

Hence, we say that elections are the first step in which many other steps follow with various ranges of significance.

The most important step is shaping democratic image for the state, and this would be formed by the elected National Assembly.

Concept of Democratic State will be new for the Iraqi society and logic and it will be new for the country's intellectuals, politicians, civil society organizations, and constitutional jurists as well. And that was because of simple reason, as this process was absent for more than half a century. So, that concept will be difficult to understand, comprehend, represent, apply and general acceptance.

At that point, pioneers' task appears to be important to preach this concept and promote its ideas in addition to make it easier to be applied.

Concepts of democratic state do not end in elections rather than interference in all parts of administration and knowing how to cast authority, while those terms are engaged in human rights, authority and limits of law, citizen's duties and media role.

All those terms do not mean relax following passing elections but to shape the concepts of democratic state.

CONSULTATIONS RISE FOR FORM NEW GOVERNMENT

Kurdish leader Massoud Barzani said that his colleague would be either the president or prime minister of Iraq in case posts were offered on Kurds.

Meanwhile, the UN has intervened in making Sunni sect members take part in drafting constitution as UN Envoy to Baghdad Ashref Qadhi met with Muhsin Abdul Hameed, head of Islamic Iraqi Party (pro-Muslim Brothers) in Baghdad, whereas Hussein Sharistani has called on granting Sunni sect the post of President as goodwill intention.

Secretary General of the Arab League Amr Moussa stressed significance of national agreement in Iraq during the upcoming dialogue while, Egyptian Foreign Minister Ahmed Abul Gheit asserted that Iraq represents a big value for the Arab world that makes Egypt resorts to offer help to Iraqi people to pass crisis.

As for elections, 3,3 million ballots were counted and that United Iraqi Coalition led by Seid Abdul Aziz al-Hakeem has won two thirds of the ballots, whereas Iraqi Slate led by Prime Minister Dr. Ayad Allawi has won the other third of the votes.

TRADE MINISTRY FINDS LOST RATION CARDS

Trade Ministry declared it had found the lost ration cards that were lost on their way from Beirut to Baghdad near Ramadi after being attacked by looters.

Trade Minister Muhammed al-Jubouri said that the Ministry had printed the needed quantity in Lebanon and were looted during their way to Baghdad by thieves who thought they were ballots or else which do not mean some thing valuable, so, they left them.

FINANCE MINISTRY SETS C.C

Finance Ministry has decided setting the Credit Card (C.C) system via the Trade Bank of Iraq within a week.

In an interview with As-Sabah, Finnance Minister Dr. Adil Abdel Mehdi said that the C.C would be used in some restaurants and transporting companies. He added that it is an Iraqi card with new experiment.

On the other hand, the central bank of Iraq has accepted requests of selling US dollar with 1460 Iraqi dinars with the same price of the pre-election period.

It is worth mentioning that US dollar has deteriorated during the election days down to 1250 Iraqi dinars.

BA'TH DEFECTION COMMISSION DEMANDS TO EXCLUDE 113 CANDIDATES FROM ELECTIONS

Well-informed sources at the Independent Defection Commission said that it demanded to exclude 113 candidates in the general elections because of involving in suspicious relationships with Saddam's suppressive bodies during the former regime.

Several Iraqi politicians have demanded to stress the security procedures and treat the administrative corruption in the Iraqi departments, alleging the Bathi elements in these departments in hindering reconstruction and development process besides the deterioration of the security situation in the new Iraq.

OPERATION CHAMBER FOR SECURITY COOPERATION, RECONSTRUCTION DRIVE

Baghdad Governorate has created an operation chamber to study and prepare the sponsored plans in cooperation with the security sides to impose sovereignty of law in addition to follow reconstruction programs.

During a press conference held in the last week weekend, the Eng. Ali Fadhil Mesyare, Baghdad's governor clarified that that a reconstruction commission has been established in Baghdad will adopt plans and unprecedented features by using best world standards.

HEALTH MINISTRY ADOPTS NEW MEDICINAL & FINANCING POLICY

Ministry of health had adopted medicinal policy, to make available medicines and medical appliances in the coming period besides preparing a working plan for financing health system.

Dr. Allulddin al- Alwan the minister of health indicated to the necessity of putting medicinal policy to be implemented as soon as possible.

He said the ministry paid great attention for this matter, to make advantage of expertise of the Iraqi cadres in this field.

He further added that ministry is to put a draft for medicinal policy within local expertise under supervision of international counterpart in coordination with World Health Organization.

IRAQI BANKERS ENDS TWO BANKING COURSES IN AMMAN

Around 40 Iraqi bankers have ended two training courses organized by Banking Studies Institute in Amman in cooperation with Pernick Point belonged to US promotion agency.

The 1st session which was attended by 20 trainees of Rasheed Bank entitled "Managing human resources and career's category".

The 2nd course dealt with credits, remittances and bills.

Adeeb Hadad dean of banking studies institute said that the session of human resources and career level have aimed to get participators acquainted with importance of human element besides offering special scientific methods related to systems of human resources as preparation and evaluation of career descriptions in addition to specifying career paths.

Difference

The biggest difference between democracy and dictatorship, let alone political theorizations, is transparency.

And transparency, again let alone political theorizations, means that people knows all what is going on. Today, we know as a whole that voters have come to reach eight million people to choose 275 out of 7471 candidates for Transitional National Assembly.

For its part, the Electoral Commission has to inform us with results of counting votes step by step and declare result as soon as information appear.

Within several days, declaration will be achieved and results will be known, no secrets, no obscures and surely there will be objections or demurs to be presented to the electoral commission and issued openly and every body concerned knows every thing quietly as the people is the most concerned side in the political process.

At the same time, Prime Minister, Dr. Ayad Allawi set a thankful gesture for national dialogue with various political, partial, sectarian and regional sides basing on a promise of sharing all parties in political process.

On the constitutional hand, the current government has ended its tenure and there should be a new one in the coming days according to 'law of transitional state' which provides that presidency commission nominates a person for the premiership who will choose ministers in coordination with the presidential commission before presenting the assortment to the National Assembly and wins 138 members' approval.

We heard that candidates are competing for the premier post like Ibrahim al-Ja'ferri, Jalal Talbani, Adil Abdul Mehdi and Ahmed al-Chalabi in addition to current Premier Ayad Allawi, who may win the post. So we can talk and write about any one's personality in an unprecedented transparent way.

It is some of democracy's advantages as Culture Minister Mufeed al-Jazaeri said, thus we pray God witness hot political competing month in February.

FIVE NAMES COMPETING FOR PREMIER

Five names were presented as competing candidates for premiership, well informed sources have told As-Sabah.

The five people are Hussein al-Shehristani, Adil Abdul Mehdi, Ahmed al-Chalabi, Ayad Allawi and Jalal Talbani.

A wave of new coalitions is coming in the air of new competes among political parties before declaring results of the elections.

The problem in the united Iraqi coalition is that four powerful persons are included in the said slate and may compete for the premiership at the time two thirds of the parliament can approve any decision but the problem is that the slate may control only more than half of the parliament's seats and that the crucial decisions would not be passed unless new coalitions appear.

ELECTORAL COMMISSION RECEIVE POLLS ABROAD

The electoral commission supervising elections has received polls abroad from Elbert Erben in charge of World Emigration Organization. Notably, the polls included 260,000 votes out of 280,000 votes registered at the organization in 36 electoral sites.

"Due to the long distance between electoral centers and the sites at which Iraqi people are existed, some Iraqis did not participate," Elbert said.

He added that some of them feared explosions which were expected, because most of Iraqi citizens abroad have nationalities of countries they live in.

On the other hand, recording section at the commission undertake setting aside ballots and counting votes as each thirty packages linked together for verification purpose.

MOSLEMS SCHOLARSHIP COMMISSION DEMANDS TIMETABLE TO JOIN WRITING CONSTITUTION

Moslems Scholarship Commission demands on Feb 5 to put a timetable for withdrawing foreign forces from Iraq to join in formulating constitution. This came upon a meeting done by the commission's president with UN representative.

The spokesman in the name of the commission Omar Rajab said that the UN Secretary-General's envoy to Iraq Ashraf Qadhi had demanded from the commission to participate in the political process, particularly in formulating the constitution.

The UN envoy said that we informed him that we have certain demands which we will discuss with sides which boycotting election, referring the announcing of a joint position concerning this.

He added that these demands are representing in reaching unanimous agreement with all political trends on time table for the withdrawing of foreign forces from Iraq.

He added "Until that time wise men of the country will tell insurgents that there is no need for shedding blood".

OIL MINISTRY CONTINUES PROCEDURES TO CONFRONT CRISIS

The Ministry of Oil has decided to increase fuel stations working hours' in the city of Baghdad after the regaining of security situation after elections.

During a meeting includes undersecretaries, counselors, members of the ministry's operations chamber created recently at the ministry and the general-inspector, the Eng. Thamer Abbess al-Ghadban the Minister of Oil said that the ministry has decided to make working hours of the fuel stations from 7:00 am and until 8:00 pm in addition to find several stations working until 10 pm, besides that the ministry has decided to increase quantities provided to the citizens from 30 liters to 40 liters.

He added that the ministry has instructed to effectuate the role of the inspection teams by arranging several visits to the stations, referring that these visits must be suddenly and unexpectedly whether in the evening or in the morning to eradicate briberies phenomena, stressing that several strict procedures and severe punishments will be adopted against violators, referring that in case of committing any violation by any employee, his contract will be ended immediately, besides addressing strict functional punishments against violators, especially the permanent cadres.

Al-Ghadban pointed out that increasing of coordination among fuel stations protection force, National Guard and Interior Ministry has been discussed to arrange work of these forces representing in protecting and specifying duties without interfering in the technical maters.

The subject of the closed stations has been discussed also in addition to the ministry's instruction to resume work of one of the ministry's commissions after eradicating causes behind closing.

At the same level, the minister confirmed that the subject of filling fuel through jacks has been discussed; referring that certain places will be specified for distribution to alleviate the extent of pressure and chaos took place in the fuel stations.

$ 100 MILLIONS FOR PROMOTING, CARRYING OUT NUMBER OF PROJECTS

Kirkuk governor has instructed to form a special committee to shoulder responsibility of supervising process of distributing oil products in the city.

Meanwhile, specialized cadres at Kirkuk health department and cadres of Haweija municipality undertook implementation of a number of health and service projects, with the aim to promote level of services.

During his visit to the oil products distribution company in the province , Kirkuk governor said the committee will make available 100 liters of kerosene for each family , 9% for individuals weekly , 50% of gasoline for electric generators , three gas cylinders monthly in decided prices for each family.

In the meantime, Kirkuk governor met members of engineers union and Kirkuk chamber of commerce , to tackle means of implementing architectural and service projects in the city during current year , in accordance with the sums specialized by the ministers council.

2004 PLAN ACHIEVED

FOUR HEALTH CENTERS TO BE CONSTRUCTED

Diwaniya municipality directorate has achieved most investment plans for 2004, with a budget worth of two billions and 368 millions.

Eng. Abdul Hussein Mahmoud the director of the province's municipalities said the plan aimed at promoting situation of services submitted for peoples, adding the plan include maintaining and paving roads and roads sides namely Itfai'ya street , entrance of Dhagara district , roads of industrial district in addition to networks of roads in Sadeer , Shanafiya , Siniya , Nafar , Al-Bedeir , Al –Mhanawiya , Summer and Shamiya besides paving streets of Raja' schools and main park in Afek district .

Meanwhile, Iraqi office for engineering consultancy and construction (ICCB) undertook establishing four health centers in Diwaniya .

Notably, ICCB is supervising implementation of other projects in several cities.

These health centers will be ranged between two in the city center while two others are in Gammas and Bedeer 0

d.1istricts. Notably, work has got underway in Jadeda and Wihda districts.
