This is a horrible story, but a lot of the blame falls on the soldier. He should have realized that once that dog is out of his hands the only thing saving it are tags of identification.

He should have tagged the dog immediately after coming back, if not before hand.

I am sure the military could have tagged the dog as a military dog with army dog tags.

Why didn't the dog have this?

Sounds like he was irresponsible. Hate to say that, but the dog should have had a collar and tags.

When I bought my girlfriend a dog last year, first thing we wanted was the vet to give it tags, but the vet would not give a tag until it had all of its shots.

This took like 4 or 5 months, so we got a tag made at petsmart saying who the dog belonged to and a telephone number.
