I tried a search of your archives and found nothing along these lines.
I was in the US Army. We used Army Regulations and in the regulations were how to prepare award recommendations. The Navy in 1969 used a regulation for awards. Now they use SECNAVINST 1650.1G and OPNAV 1650/3 (1-94) Personal Awards Recommendation. I have yet to see an award recommendation. I have seen citations which mean nothing, in that they are after the fact and do not cover circumstances. An award recommendation has all of the information.
Could not a Vietnam era Navy Veteran obtain a full set of records along with awards and recommendations and show what is missing from Kerry's web site of Navy paperwork. I just looked at my US Army Official Miltary Personnel File Micro-fiche and have over 170 pages, and everyone of my awards and citations have an award recommendation file that covers who recommended me and the full write up. |

The contention seems to be - IF Kerry signs SF 180 then the originals become available to the public.
I would think that Kerry would NOT have to sign Standard Form 180 to get the originating paperwork on many of his awards. He got medals during incidents where others got medals. THEY could request the initial documents.
A back door to Kerrys records?
