Does anyone have access to the Awards Manual that was in effect during 68-69?

The latest version, OPNAV 1650.1G, includes as one of the requisites for a Purple Heart that the wound must require immediate medical attention.

If this was also the case in 68-69, then there is enough documentation that clearly shows Kerry did not deserve the PH. It is clearly documented that he did not seek "treatment" until the following day.

There are also provisions for a review procedure to confirm the validity of awards. I would like to see the PH officially expunged from Kerry´s service records.

Award documentation is _not_ part of a service record and _not_ privileged information covered under Privacy Act provisions. We should be able to request this information directly from the Awards Board. At the very least, the officers signing the documents should be able to request a copy directly. After all, these are _their_ documents.
