If you check out http://www.homelandsecurityus.com/Litvinenko121906 you will find that the cost of a lethal quantity of Polonium 210 would be exceedingly expensive and a poor choice for an assassination weapon. A more logical explanation is that Litvinenko was probably smuggling it for use as or in a WMD. Since it is an alpha particle emitter and alpha particles can be blocked by means of paper or skin or any thin solid structure, one might speculate that Litvinenko may have swallowed a balloon filled with it so that it would escape detections by the authorities while he transported it. He probably didn't count on the container leaking and he's now paid for his folly. The question to ask now is, "Where is the rest of it?"
