The FOI memo was probably produced after Bush 41 first ran for president in 1979-80. There would be no point before then.
There certainly were systems in common used by office stafffs by the late seventies that could do bold and special characters.
I can see the DoD getting lots of requests for Bush 43's records once Bush 41 entered the primaries. |

Watched Rather. I'd rather not be in his shoes right now. He dealt with only one of the 20+ questions about the documents. Experts? There was no expert in typography presented. Only a handwriting expert, and pasting images into documents is now relatively easy.
Provenance is the question. If one purchases an expensive work of art, one wants to know what the entire chain of custody has been. If one introduces evidence in court, one must document the complete chain of custody. No provenance evidence was provided.
There was no reply to the question as to how an unelected private citizen exercised his political muscle (the guy did not take office until the following year).
This reminds me of the charge that Bush 41 had been flown to Paris in an SR-71 to arrange for the freeing of the hostages when Reagan was inaugurated. At the time, the issue had to be discussed because of the importance of the charge and not because of the lack of any documentation.
This is the same network which called the election for Gore before the polls closed in Florida.
This is the same network which has engaged in fraudulent explding fuel tanks. This is truly DNCBS.
It is not Killian who wrote a CYA memo. It is Dan Rather who was in full CYA mode. And it isn't working.
