In the debate between Kerry and O'Neill, toward the end, while they are arguing about the potential causualties of the US leaving, Kerry says the following:

... And I think when you balance that against the fact that the United States has now accounted for some 18,600 people through its own Phoenix program, which is a program of assassination ...

It struck me because of “The Phoenix Project.” assassination plot that he claims he wasn't part of .. but the naming of the plot would tend to incriminate Kerry based on what he said in the debate..

Am I nuts?

What's the timing of the Winter Soldier Investigation, the Dick Cavett debate and the VVAW meeting at which the assassinations were discussed?

Kansas City meeting where this was discussed was Nov 12-14, 1971

winter Soldier was January 31 - February 2, 1971

That's roughly what I thought - the Dick Cavett debate was after WSI.

Kerry had already begun to parrot wholesale the lies he heard and encouraged and coached at WSI at the time of the debates.

That would include the Phoenix mythology.

No, Cavett was in June - the Assassination meeting was in November.

He supposedly quit after that meeting, but continued to act as a spokesman and speaker/leader at VVAW events for at least 18 months after the Kansas City meeting.

Scott Camil was the proponent of the assassination plan - who knows who came up with the idea. I believe I read that it was Scott Camil, himself.

Maybe he collected suggestions?

Kerry argued vigorously against the plan - I always wondered if it was truly abhorrent to him or if it was because they knew that the leadership had been infiltrated by FBI.

In any case, he didn't report the plot to the authorities, that we know of.

Where did that, alone, leave him, from a legal standpoint? Very odd.
