Shouldn't it be every voter be counted only once?

Reminds me of a story related by Jimmy Carter when speaking of an earlier political race - maybe his gubernatorial campaign, can't remember.

Anyway, while politicking around Georgia he discovered a cluster of southwest Georgia counties where it was legal for widows and widowers to cast an additional ballot for their deceased spouses because "they knew how their spouses would have voted". As I remember, this special dispensation was effective for three years after the death of the spouse.

I imagine that little oddity will pale in comparison to some of the shenanigans dreamed up by the dems in this election, especially the denial of counting the votes of servicemen overseas.
