Iraqi people still do not know to whom they would vote in the general elections supposed to be held next November.The reason behind this confusion is that nobody, whether a person or a party, has stranded as a candidate for the election.Moreover, the “political entities”, the term referring to the candidates, as individuals or parties, have not been settled to decide how to behave in the coming elections.These entities which have not registered formally yet are still negotiating between each other in order to agree upon a certain political form.These negotiations have put under severe bargaining. Some are looking forward to those who work in the government, from one side, and to those outside it, from the other to deal with all possibilities before deciding with whom to connect. There is somebody who talks about a list submitted by the government and other one submitted by the Kurds, in addition to a Shiit list. Nothing is certain up to no because the registration of the political entities has yet to start and the negotiation has not resulted in announcing the elective alliance.Even the government’s intentions have not uncovered. The whole matter is empty of transparency. Therefore, the Iraqi people are still confused. The political entities need a longer time than the available to make electoral campaign and to collect the public opinion. The Iraqis have the right to know who is competing to win the seats of the national committee and which lists should stand for election so that their choices on the day of elections would be based on good reputation and great account.



BILLION ID TO ESTABLISH 1ST CENTER FOR BONE MARROW IMPLANT IN IRAQ

Al-Sabah daily has been informed that the Italian government is intending to start the project of establishing the 1st specialized center for implanting bone marrow in Iraq. The center in the University of Mosul has been chosen to be the place of this center at a total cost one billion Iraqi dinars as a gift from the Italian people to the Iraqi people in this stage of reconstruction of Iraq.The responsible source in the University of Mosul said that it has been agreed upon supporting the center with the most up-to-date equipment by the Italian government.



PROCEDURES OF IRAQI EXPATRIATES’ PARTICIPATION IN THE ELECTIONS STILL VAGE

The participation of the Iraqi expatriates in the elections aroused the unrest of many officials and political parties about the way in which they participate in the coming elections. The number of those expatriates reaches to more than four million Iraqis.Dr Fareed Ayad, the spokesman of the Independent Higher Legation for the elections, said that until now, no registration of the expatriate voters has been made. Negotiations and deliberations are underway with the legation about this subject.



6500 EMPLOYEES DISTRIBUTED ON ELECTORS’ REGISTRATION DEPARTMENTS

On November, 6500 employees will start registering and organizing the forms of the election process.Mr. Izzuddin Al-Mohammedawi, member of the Higher Legation Committee, said that this number of employees have been employed for this big mission.



ELECTRICITY SEEKS TO SUPPORT POWER WITH MORE 1200 MW

Ministry of Electricity has announced that it is about building six new power stations to support the power with 1200 megawatts .Mr. Ra’d Al-Haris, the former undersecretary in the Ministry of Electricity said in a statement to Al-Sabah that three companies from Finland, Britain and Lebanon, have won tenders to build three new stations in Baghdad alone. They will assist the power system with 600 megawatts. He also said that the ministry has announced tenders to build three other stations, two in Baghdad and one in Sulaimaniya province, north o Iraq, to supply 600 megawatts.



SALAHUDDIN GOVERNOR: SECURITY CONDITION DETERIORATING IN SAMARRA’

Mr. Hamad Hmud , governor of Salahuddin Province, in a statement to Al-Sabah, said that there are some terrorist gangs tried to enter Samarra City through Tigris by boats . He pointed out that 12 secret shelters for various kinds of weapons and explosives have been found inside Samarra’ City. The attack campaigns have been done by Iraqi National Guards forces and the Iraqi police.



NEW TAXES SYSTEM FOR CIVIL SERVANTS

Taxes committee declared that the new system of the taxes would be of its charge instead of the counting department at the Finance Ministry and other circles in the provinces since the beginning of the next New Year. Director General of the Committee who declared the news said that that was because of many mistakes done by the liaison circles, which were dealing with the taxes.He added that there would be open courses for civil servants to make familiar with the new system.



1,5B ID TO IMPROVE IRAQI FAIRS

Trade Ministry has allocated one billion and half ID to be donated from donating countries to improve Iraqi fairs and reconstruct the Iraqi Company of Iraqi Fairs and its facilities for the aim of reactivating its role in the upcoming era, a source at the Ministry told As-Sabah.The source said that the project would cover the Company's departments in provinces, adding that erecting halls, avenues and gardens would be suitable to modern styles as what is going on in developed countries.Despite of a two-year suspend due to deteriorating security, the company has left great impression through its massive presence in many global fairs.



PARTIES, POWERS MAKE NEW ALLIANCE FOR ELECTIONS

Nearly six parties have come to agree on united electoral list for the upcoming elections scheduled next January, Naseer al-Chaderchi head of the National Democratic Party told As-Sabah.He said that his party was a deep rooted one and was established in 1946while the first partial group have worked before that history under the name of al-Ehali (the natives), referring that the party share five Iraqi groups calling for democracy and other terms.He named the five as Independent Democrats, Communist Party, Socialist Arab Movement and the main couple Kurd factions.On the other hand, spokesman of the Shiiet Political Council Jawad al-Bolani said that his council has invited Dawa Party, the High Council for Islamic Revolution in Iraq and Sadr gathering to coordinate efforts for the new political process.Mr. Abdul Aaziz al-Hakeem said "we are thinking of forming a united list and fit procedures to choose candidates".Meanwhile, Sa'd Abdul Razzaq of the Independent Democrats said "we study the political process through what we cal the democratic meeting in which we coordinate efforts with six Iraqi parties".As for Dr. Ahmed al-Chalabi leader of the National Conference Party, he said that we search the issue with all parties so as to pass the democratic process.Sherif Ali Bin Hussein said "we negotiate with all factions serving new Iraq for combined list, however, participating in the election is fairly more important than winning the positions".Sheikh Ali Smeisim of Sadr gathering said that his faction has contacted with faction including the Christian parties and tribal groups in Nineveh Province.



SECURITY AND ADMINISTRATION SUPERVISOR OF THE NAJAF OLD CITY DECLARES BEGINNING OF CONSTRUCTION

EMERGENCE BATTALION ESTABLISHED IN DIWANIYA

Work is going on in Diwaniya city to establish a new emergency battalion loyal to the City's police and including five hundred personnel.Head of the City's police affirmed that , referring that there are conditions to choose the applied citizens.He pointed out that the first priority is for the former army personnel and in condition of having good will features.



SECURITY CONDITION IN SADR CITY IS BETTER FOLLOWING RESENDING WEAPONS

Thanks to improving situation in Sadr city and deployment of many police forces, nine suspected people in Bab al-Mudham , Midan, Bab el-Sheikh, Bab el-Sherqi, Rasheed Street and al-Fadhl neibouhoods were arrested.Meanwhile, the police forces found out five artillery bombs near an oil station in a Thawra city.The police said that they have detained 26 people in various districts loyal to al-Thawra city in addition to capturing a gang of three car stealers with their weapons.

I have been trying to post something for days, I even wrote two articles and was about to post them, then stopped because of new incident happened made what I wrote doesn’t fit daily happenings . Last time I was writing about how things are getting steadier and the terrorism actions are targeting the weaker rings in the chain, now churches and cafes and less actions against INGs volunteers centers and police stations and electric power stations and oil pipe lines, those things can be felt by someone who is really living our daily nightmare, but cant be said on TV station or written reports.

We do live a nightmare here because when you wake up every morning prepared to go to your work and you take the chance to be an easy target for a freak woman who wears a TNT bomb and drives her car toward a police station, like what happened last time in Dora police station and kill all innocent people who are there by a coincidence, then you do live inside a nightmare.
This morning my wife told me that she suspects that our daughter who is only five years old is sick and she’s not sending her to school today, I felt happy and relief because I wont feel worry about her till she comes back home safe. But when a month ago my wife asked me “are we sending our daughter to school this year ?” , I answered directly, “yes”, I couldn’t stand that I will do what terrorism want us to do and be, and keep her home without education, but I still worried all my day long. This point of view is spreading widely among the Iraqi people they are really feeling that they should do something to stop those who are willing to paint our future with black color, and they are doing their best to stop terrorism and Arab fighters and old regime supporters and any other fanatics religious groups who want to live inside a wide kayos to benefit from and fill their sick hearts and minds with their desires and demands to rule by dark ages mentality. And the best they may ask for is a UN forces instead of the occupation.

Replacing the multi national forces by UN forces! What for?, well……. an answer to a single question will clear the matter “where in the world through all UN history a UN forces made a difference on land? “, answer “none”. We do need someone to support our government and not to rush things to go home fast; democracy will come, but step by step. And let me be honest and talk about something I have been avoiding to talk about for months, because I kept thinking that it’s not my business. Well it’s a free country now and I can say what ever I want to say and its FOR AMERICANS ONLY.

Americans……….what’s the matter with you, why are you talking a lot about dumping us to UN? Why are you thinking that you made a wrong act by removing Saddam?, Have any one thought for a moment about living under Saddams nightmare?. Was his dictatorship a right thing?, what about the mass graves?, he supported many terrorists in the world, and if you ask me, yes he would be happy to help Bin Ladin if Bin Ladin asked him for, and he would do whatever it would take to have WMD to use it not, if not now then later, and he would live all his live trying to kill more and more of all those who don’t carry on his ideas, Iraqis, Americans, or even Jordanians.

And with the entire bad nightmare we live in today, which we are cretin it will end soon, we are happy that we are a part of the rest of the world again and acting positively to continue being an active peaceful part.

After all that, don’t you ever think that removing Saddam was wrong, not only for Iraqis, but be sure that when many enough dictators will rule in the world even those who live under democracies will not be safe anymore.

And if and only if we will assume that you did something wrong towards Iraqis and made our lives more difficult by removing Saddam, then is it the right thing to leave us half way with all our problems and dump us to an irresponsible corrupt universal organization like UN who took long years working in Iraq before March 2003 hiring and employing only Saddams intelligence and Bathiyests ?, ..........of course not.

For all that, either you thought this or that, you should think you are obligated to continue helping us. I say that to those American who are willing to vote for the person who are planning to give up the war against terrorism and stay home waiting for them to come after him and act at then.

But for the man who took the right decision at the right moment and decided to fight terrorism and remove all its supporters all over the world and at the same moment he knew he would face many problems and criticism from that by his competitors, at his next presidency campaign I say Thank you President Bush you made the right decision from my point of view.

I know I can’t vote or make any difference but truth will make that difference, so it must be said, and telling facts will help showing the truth.

From a free country I want to say by the name of all those who share my opinions, and I don’t think we are a minority, that we do feel our freedom and we intended to keep it whatever it cost and we do feel that the future will be better and the light of the sunrise which begun on the 9th of April 2003 will continue to shine all over Iraq and Iraqis and January is not far to prove what I am saying.

DIVISION

There is a clear division in the Iraqi public opinion about the elections subject. Such a division should be treated immediately in order to reach a national total agreement.Some people, and this seems to be the majority’s opinion , are enthusiastic for the elections, calling upon them, even they regard them as religious duty to take part in just as important as praying and fasting.The second team refuses the elections for many reasons. The first reason is because of the occupation, as if they say that elections are not possible under occupation. The second reason is because the “hot regions” in Iraq where the elections might not be possible. The third one is that certain parts announce that they boycott the elections for reasons they regard as reasonable. Another team says it is not against the elections but it will not take part in them for certain reasons.All reasons are disputable. There are no fixed opinions in the political affair except that related to higher national bases.The fundamental cause in discussions on elections is that it is part of the solution, not part of the problem. The problem that should be solved consists of three parts: legitimacy, sovereignty and security.The way to public legitimacy passes through elections for sure. There is no other way to achieve legitimacy other than elections. The real sovereignty, including putting limits to the dealing with foreign forces and scheduling their withdrawal , could not be achieved unless under an Iraqi government that enjoys political legitimacy that could be found through elections.The security file has a political problem in many parts of it. And the elections held under healthy and democratic climate will represent a political fundamental step towards solving the security problem.Boycotting elections may not be considered illegitimate but it may reflect a shortcoming of the boycotters. The possible number of voters among the boycotters is less than 120.000 opposite to 20 million. This number is much less than the Iraqi voters outside Iraq who will be deprived from the elections.If treating the division regards the elections is popular and political necessity, hence the treatment could not be realized unless through expanded national dialogue. Some Iraqis are debating now within the interviews programs of some satellite channels, but the needed matter is a direct national dialogue inside the Iraqi house.





CIRCULATIONS OF COINS TO START IN NOVEMBER

The Central Bank of Iraq has announced that the coins' mini denominations will be circulated in the markets in the advent of November.The director of bank of issue said that coins of small denominations include ID 25, 50, 100 denominations which could not be counterfeited for the limit ness of its value.He added the issuance of the coins which are valid in most world states comes to meet the markets' needs for such mini denominations necessary in the trade dealing further for its privileges of longer circulation than paper currency.Meanwhile, the Central Bank Of Iraq has urged for relying the checks to avert the citizen from carrying big currency as well as averting him counterfeiting.



JUDGES TO RECEIVE PENSION SALARY EQUIVALENT TO THEIR SALARIES

The court of cassation has decided to grant judges and members of the general prosecution a pension salary equivalent to their salaries once they were in service.Notably, the civil expanded board at the court of cassation decided on 10th October upon the lawsuit No. 102 to include the judges and members of the general prosecution in the amended Decision of the dissolved revolution command council No. 120 for 1997 and Decision 145 for 2001 pertained granting judges and general prosecution a pension salary equivalent to the total salary of them once they retired.



MILITARY TO RECEIVE RAMADAN PAYMENT SOON

The director general of the warriors affairs at the ministry of defense said that about 60 ,000 Iraqi dinars will be paid to dissolved ministry of defense staff and military, adding that the sum was allocated on the occasion of holy fasting month of Ramadan .



9,000 ELECTION CENTERS ALL OVER IRAQ

The Iraqi national assembly has hosted the high commission on elections to discuss the elections process scheduled in January.In a debate, Mr Hussein al- Sadr tackled participation of Iraqi residents abroad in the elections particularly this question is not settled yet by the commission.Abdul Hussein al- Hindawi the chief of the commission said that contacts have got underway with Iraqi ambassador abroad in this concern.On his part, Tawfeeq al- Yassiri the member of the national assembly demanded the voters to elect more than a list on condition the candidates not exceeding 275 members, indicting that the constituency makes it inevitable for the voter to elect one list the matter deprives him choosing his candidates.Meanwhile, the member of the commission said around 9,000 election centers are distributed all over Iraq. Each center consists of 40,000 constituencies. The poll contains 500 ballots.



ESTABLISHING OUTPOSTS ON IRAQI-KUWAIT BORDERS

Major General Hussein Mustafa al- Ubaidi the general commander of the borders, customs and the outposts in Basra accompanied by brigadier Al- al- Mousawi the commander of southern borders and customs toured Um Qasr port which is considered as an important border point and a center for transporting Iraqis and Gulf States visitors .The tour shed light on the importance of checking official documents, referring to the necessity of the visitor to obtain visa from Iraqi official departments.



DEPOT FOUND IN BAGHDAD

BASRA UNIVERSITY DEMANDS TO CLOSE EARTHY ROAD TO PROTECT STUDENTS

Basra University has criticized the decision issued by the British forces pertains re-opening the earthy road parallel to Shatt Garmat Ali north the university of agriculture after the security force refused to re-open upon a demand of British forces.Dr. Ali-al- Hmdhi the security official at Basra University said that the road was closed for security reasons related to acts of terrorism.



MINISTRY OF DEFENSE SLAMS KILLING OF IRAQI RECRUITERS

The ministry of defense has vehemently denounced the coward act in killing recruiters of new Iraqi army , affirming determination to pursue the terrorists to have just punishment.In a statement sent to As-Sabah , the ministry said that these acts will not hinder Iraqi troops from purging Iraq from all criminals and terrorists.



60 BILLIONS DINARS TO SUPPORT HEALTH SERVICES IN IRAQ

The ministry of health has signed a contract worth of 60 billions to purchase 126 generators to meet the needs of hospitals and health centers all over Iraq.The spokesman of the ministry said that this step is aiming to secure sources of the electricity in case of power cuts particularly in the intensive care halls.Meanwhile, the ministry decided to carry out a number of projects in Baghdad, Mosul and Najaf further for rehabilitating training centers in Basra and Kerbala and expanding blood bank in Baghdad and Najaf.



550 TRUCKS LOADED WITH LENTILS, RICE SMUGGLED TO SYRIA

The Ministry of Interior has adopted quick procedures to protect Rebaa Crossing point, after some smuggler elements run 550 trucks loaded with lentils and rice over two days.The ministry has sent a military force to halt the frequent act of smuggling food stuff granted by cabinet, demanding to close the outpost since there is no controlling on it at the time the same time the ministry refers this trespassing to the judicial authorities in order to settle it.As-Sabah got acquainted on a telegram addressed from Border Directorate and Nineveh Customs. Mohammed al-'Ani the Supervisor of Companies' Activities, Ministry of Industry and Minerals has revealed that there is a mafia in Iraq specialized to monopoly cement and locally manufactured fertilizers to realize high prices. The mafia includes personnel at directorates of some provinces in addition to the personnel of cement and fertilizers companies.Al-'Ani said that the ministry in coordination with sub-districts municipality councils has followed new mechanism to distribute cement on districts and sub-districts in order to secure that each citizen would received his ration backed by the government.Al-'Ani indicated that cement companies have allocated 60% of their products to the citizens, 40% to the government's establishments. Each ton of usual cement reaches to ID100, 000-105,000, the ton of the resistant cement reaches 115,000 at the time the price of each ton in the local market reaches to ID180, 000.

The Central Bank of Iraq is seeking to develop the monetary policy which aiming to stabilize stock market and solve the large inflation which the country is witnessing now.An official source the bank said that the new law issued by the Central Bank of Iraq, No. 56, 2004 will ensure the improvement of monetary policy aiming to upgrade the ID exchange price, considering it one of the main factors to solve inflation through auction of the foreign currency which realized dropping in dollar value with rate of 27%.

The newspaper is still receiving telephones, personal contacts and e-mails that concentrate on same subject which is helping the students who didn't pass the examinations in last year.The subject of the needed help lies in permitting the students who failed in the 2nd term examination and their grades close to the needed success to return the examination for third time for being the last opportunity given for them to avert the return of the academic year.In a telephone call from Diwaniya , a mother of a student told me that her son obtained only 43, 45 in the 2nd term examinations. But he will find himself forced to return the academic year because he didn't realize the needed average which is 50 , hence, this student will return the academic year because he is in need for 7 and 5 grades respectively.Dr. Al- Sadeeq al Mudhafar the minister of education is the concerned person in adopting right decision in this regard as he is the suitable man in human, scientific and education domains .We could not demand him unachievable matter in conformity with the reliable standards in this concern.Dr. Mudhafar , the man who is trustworthy in solving problems of students stemming from fatherhood in sympathizing with his sons. He will be the hope for thousands of fathers, mothers and students to find a human solution for this problem which hinders the student a full study year because of several marks not realized.Stemming from my knowledge , the students in some countries are shifting from academic year into another up relying on the age only and without passing the examination obstacle for the sake of realizing the last stage to have an exam directly related to their university options and future wishes .I don't call for implementing this system in Iraq as the educational affairs are not taken in this manner or being solved in this hasty method. But the question is that Could the minister of education find a human solution not contradicting educational or teaching requirements? The answer is up to the minister. But giving third opportunity for students Is it an acceptable solution? Also the answer is up to the minister.

Further more; al-Shaheed Company has signed several big contracts with Ur Company and Diyala Company for Electrical Industries.



$2 MILLIONS FOR WATER PROJECTS IN BAGHDAD DISTRICTS

TRADE MINISTRY FOLLOWS UP FLOUR AGENTS IN BAGHDAD

Turning Point

The new national assembly is to be the 1st political board establishing through mechanism of elections since the collapse of Saddam in April 9th last year.That is specifically what is needed by Iraqi voters in next January. They will establish through free and faithful elections the 1st elected political board in Iraq since the establishment of the republican regime in 14th July 1958.Hence, the coming elections will be a turning point in the history of Iraq in comparison with the new stage. A turning point from appointment system started with the establishment of the Governing Council into the election system is due to start by January.There are necessities made it necessary to adopt appointment system that led to the establishment of the Governing Council and the current government in addition to other numbers of boards and formations.Whatever said on these necessities, the appointment system is not the best for building the state. In a modern study dedicated for analyzing the behavior of the US in Iraq after collapse of dictatorship, Larry Diamond the US expert said that this system could build a government, but it could not build a state. Building a healthy and real state could not be realized through the appointment and popular will disregard. But it is realized through elections depicting practically the restoration of authority to the people who assumes, through his representatives, building a state starting from writing the permanent constitution and approving it later on then building an authority in the light of decisions of permanent constitution.That is specifically what will happen in next January. In that month and through general elections, the usurped rights over decades ago i.e sovereignty and authority will be regained by the people . From here, the scheduled elections acquire extreme importance related to the destiny of Iraqi state as far as its nature, identity, structure of the political system, the role of the people in building this state and selecting its political regime and government are concerned.

The National Assembly Committee authorized to negotiate with Fulujia population was decided to present its report today.Jwaad al-Malki, the National Assembly Deputy Chairman said that the negotiations have been started on Wednesday but they faced serious troubles, referring that Fulujia population still demanding of the ceasefire before initiating the negotiations.Al-Malki informed the newspaper that the number of insurgents reachs to 1.800 matter that constitutes a serious pressure on both Fulujia population and process of negotiations.AFP said that the assembly has formed a five-member delegation met Baghdad top-rank figures.Meanwhile, a spokesman in the name of deputy premier bureau said that this mediation may be the last chance. In a telephone call with the newspaper, Abbass al-Baiti, member of the Presidential Committee in the National Assembly said that all sides have a joint desire to solve the crisis peacefully and resume quietness to the city.



ELECTRICAL AMMETERS CARGO ON THE WAY TO IRAQ

According to the contract signed by the Electricity Ministry with Egypt, around 5000 electrical ammeters will arrive soon to the country; these ammeters have monatomic and triplicate degrees. The Eng. Abdul Kareem al-Qobusi, the Director-General of distributing energy at the ministry said as soon as these quantities have been sent to the ministry, the technical and engineering cadres will erect them in the residential units which their ammeters had been harmed by failures during previous periods.He indicated that around 20,000 ammeters which represent other quantities will arrive during the next weeks, adding that this plan is coming within the ministry's plan aiming to put an end to the waste in the electricity power, controlling houses' power consumption, catching wages correctly and perfectly and disregarding sums' estimation as been done before.Al-Qobusi confirmed that the ministry will erect these ammeters according to the system applied by it in the past. On the other hand, he said that the quantity of lifting violations on both sides of al-Karkh district during the previous period through exchanging power feed reaches to 1.928.265, while the numbers of ammeters are 7.323, numbers of wires had been confiscated are 2.110.676 , adding that the calculated sums for both Karkh and Rusifa reaches to ID 785.515.784.

The notes uttered by Dr Iyad Allawi the Iraqi Prime Minister on the security responsibility of the coalition forces "the multi national forces" considered as a criticism by political analysts .The world newspapers particularly the American stated that Allawi criticized these forces and held them responsibility.Lari Diamond the US researcher who worked previously within the coalition authority wrote a detailed essay in the " foreign affairs " US newspaper in which he dealt with the faults of the coalition authority and US administration in Iraq , that led to the deterioration of the security situation .And these are some positive phenomena in dealing with developments of the security situation in Iraq after the collapse of Saddam. So , the criticism and advice are civilized democratic practices in favor of the all.The late Egyptian President Jamal Abdul Nasir once wrote "One who don't work, don't make mistake" I don’t know if this phrase was an outcome of Abdul Nasir thoughts or if it was metaphor.No problem for the metaphor. Once upon time was said that" knowledge is an essay" but it was a wise and deep phrase .Committing a mistake is accompanying the work. The important matter is that the man should work and no problem in committing mistake as non presence of faults is meant two matters: whether the working side has false impression or it is not working absolutely.But the fault ought not to be created in the human in his unconscious, tending for self –defense and pride on a sin .The fault should be as a prelude for another important matter which is the criticism for correction not for defamation or calumniation. The criticism is a civilized democratic practice the society is in need to avert accumulation of faults so as the souls not become pride and arrogant resulted in false feeling which is infallibility.Starting a criticism by prime minister publicly is a good indication. As the performance of the US administration faces a criticism, the performance of Iraqi government is subject of criticism and questioning. Stemming from that, the ministers and officials ought get used to criticism that reflects the survival of the society and work safety.







167 ARAB TERRORISTS, 3000 GUNMEN ARRESTED

287 BILLIONS DINARS FOR IMPLEMENTING SERVICE PROJECTS IN WASSIT

$1,200,000 TO REHABILITATE OIL SECTOR

The Iraqi government has allocated one $1,200,000 to rehabilitate oil sector with all its aspects as production, extraction oil, refineries' rehabilitation and pipes extending.During a conversational seminar on status of the Iraqi oil held by Association of Economic Journalists, the Eng. Thamer Abbass al-Ghadban, the Oil Minister said that these allocations have been approved for 2005 ministry's budget in order to upgrade status of the oil industry in Iraq after it had been neglected for many years, indicating that these sums will enable the ministry to escalate the productive energy to 3.2 bpd.He added that nowadays' crude oil productive energy is 2, 8 millions and it is the same production levels which the ministry had reached before the US-led war on Iraq, 2003, indicating that the ministry is exporting 1.6 millions barrels from the southern ports, particularly al-Basra and Khor al-'Amia. The total production from the southern oil fields reaches to 2.1 millions bpd, while northern oil fields production reaches to 700,000 bpd; most of it turns to Kirkuk, al-Kassak, Haditha refineries and al-Dora refinery in Baghdad.Al-Ghadban confirmed that exportation pipes which transform the Iraqi oil to the Turkish Cyehan Port always subjected for sabotage acts a matter that negatively affected the stability of oil exportation from northern oilfields. "The ministry is combating with outlaws' elements since the later have practiced sabotage acts in addition to bomb pipes from time to time, the engineer and technical cadres rehabilitating pipes now," al-Ghadban added.He confirmed that technical cadres have rehabilitated pipe specialized to transfer oil products from Basra to Nassriya, referring that the pipe subjected to 181 accident ranging between holes and cuts done by some saboteurs and smugglers.

Several intensive consultations have been done by Higher Education and Scientific Research Ministry with Iraqi officials and chieftains in al-Anbar province to ensure suitable studying atmospheres.On the other level the Education Ministry has announced that it finished a plan to reconstruct and rehabilitate 651 schools.Dr. Taher al-Baka'a the Minister of Higher Education said that the ministry is resented from the unstable security situations which hampering study in al-Anbar University, adding that he continued his consultations and contacts with Iraqi officials and chieftains to find suitable means sponsored to reopen the university and secure suitable studying climate.An official source at the ministry expected that the minister will hold several meetings with the ministry's officials as well as cleric men and chieftains to listen to suggestions that would led to the re-study.


AS-SABAH POLLS: 79% IRAQIS READY FOR ELECTIONS

Around 79% of Iraqis are expressed their desire to join the elections scheduled to hold in next January.The polls implemented by as-Sabah center on citizens participations in elections, reveals that 13% of Iraqis are rejecting participation in elections, while 8% hesitated to give a clear position.Notably, as-Sabah center had polled 657 from different Iraqi segments to get acquainted with the citizens' interest extent on elections and to know whether they abstain from joining the elections.Notably, the Iraqi rate which expressed their preparedness to join the elections will be succeeded and supported by Iraqi people, stemming from interim Iraqi government interest to anchor pillars of democracy in Iraq.

Around 1800 of Arab extremists are existed in the city of Falluja according to reports.Certainly this number is awesome. In small city like Falluja , those extremists form force de frappe which is capable to impose hegemony on the city and its population and consequently makes it a subsidiary territory .With the presence of such large number of terrorists who flowed into Iraq in pre and post Saddam's collapse, the search for easy solution for the problem became difficult.Because they didn't come to Iraq for a picnic nor for negotiating with the Iraqi government or national assembly , but they come for carrying out terrorist strategy titled "the occupation paradox" aimed at foiling political process and aborting democratic transformation include hindering the scheduled elections in coming January.With the presence of such large numbers of Arab gunmen, Falluja as a city and population is the grandest hostage. The city and its population have been taken daily as their stronghold in defiance of its good population.And with the presence of such large number, the comparison between military and political solutions is difficult and critical. The political solution requires negotiations, dialogue, and questioning with whom would you interview?. Certainly, the dialogue is not allowed with foreign outlaws.If the dialogue realized with Falluja good population, the outcome make it evitable to discharge the foreigners. If the city population deems it difficult to discharge them (extremists) for any reason, it means the dialogue reached blocked road whereas the patience is exhausted as being expressed by Dr. Iyad Allawi. If the patience is exhausted, the matter requires military solution as the only possible solution. And this solution is not preferred by good people but it is the final one. There is a racing between the two solutions and the rest of the time is shorter.

NEGOTIATIONS BREAK DOWN BETWEEN FALLUJA POPULATION AND NATIONAL ASSEMBLY DELEGATION

750 CONTRACTS TO IMPORT MEDICAL EQUIPMENTS

Health Ministry signed 750 contracts with international plants and companies to import medical treatments and equipments, Director General of importing medicines Taha al-Wasiti said. He said that the imported terms would received by Iraq during the coming couple of months. On the other hand, 900 permanent doctors were distributed among the Iraqi districts and villages to improve the health condition in the said regions.



UNEMPLOYED EMBARK PROTEST IN MEISAN

HINDIYA DISTRICT.. FULL OF PROJECTS

Hindiya District belongs to Kerbala Province and characterized with relative stability in comparison with other Iraqi cities in the middle of Iraq. Head of the municipal council Hussein Kadhem said that security of the city is well controlled thanks to coordination between police, National Guard, religious scholars in addition to partial committees.As for services, Kadhem said that water stations in villages were erected in addition to change the old ones. He said that sewage pipelines were extended in many neighborhoods in the city, while streets were paved with about 14 km.He added that a small hospital was allocated to be built on seven acres square.However, the big problem that 70000 populations are still facing is lack of portable water because of the old facilities and pipelines that moves water into the city.



NEW PIPE COMPANY ESTABLISHED IN KIRKUK

The parity of the voters for US president Bush and his democratic competitor Kerry means that US society is divided. The Americans could not be biased for the pole of equation in transparent majority. The US community could not be divided into majority or defeated minority. But it was divided into two equal parties.On the other hand, the division is attributed to the fact that Bush and Kerry have not fundamentally disagreed. As they agreed on the supreme interests of the United States that represented in four words: Israel, oil, terrorism, situation in Iraq. But they proportionally disagreed in the details and mechanisms necessary for maintaining these interests.The agreement that based on diagnosing vital interests constitutes supreme background for US political intellect controlling the disputes and political debate in the course of more than 200 years old democratic process.Without this basic supreme agreement, the division was possible to create civil war because such division might destroy everything.That matter occurred in Kurdistan once the elections caused a division , but without background . The matter led to the outbreak of civil war that caused the division of land and administration after the settlement was impossible due to the lack of the general political background.That is the lesson regardless whoever the winner of the elections, Bush or Kerry.The outcome of this lesson lies in the fact that the agreement among the segments of the society on joint dividers that form unified vision for vital strategic interests will make available the unity of the political process.With the presence of such fundamental framework, the society's segments resort to political maneuver getting benefit of all political tricks which are more better than the gun the people resort to once they disagreed and have no democratic means to manage the dispute.



IYAD ALLAWI: WHOEVER THE WINNER HE IS OUR FRIEND

She said that the Japanese government had donated with $11billions and it is big sum contributes in establishing projects and developing marshes' areas, indicating that the ministry is shouldering with project to study the most contaminated areas in Iraq to put plans necessary for solving such dangerous problem and find the suitable solutions for that, clarifying that the ministry is implementing several enlightenment programs, holding several courses and educated students with suitable means to maintain environment.



UNICEF DISCUSSES RECONSTRUCTION DRIVE

Died …not dead

President Yassir Arafat died…the President is not dead ! and in both conditions, the situation is very dangerous as was reported by a Palestinian official through an Arabic satellite channel.Head of Palestinian National Authority's death means that the situation is dangerous.Presidents mere human being as any one.. live, get ill, die .. and life goes on ..with them or non… and so on. What happens if President of a democratic constitutional and stabilized state dies ?
Respected constitutional texts or constitutional customs deal always with such situations quietly without hurly-burly as no one cries that the situation is dangerous. When president of the US John Kennedy was assassinated, the situation was not dangerous. His vice president Lyndon Johnson ascended the rest of the late president's term until the new time of presidential elections.In other countries, speaker of the parliament ascends authority temporarily for some time until presidential elections produce an other one following a period limited by constitution.Transforming, exchanging or rotating authority in democratic systems does not mean problem or crisis, while gap of term for any reason like death, retirement or alike does not cause dangerous situation.There is streamline in succession of authority in which stabilized democratic constitutional systems are honored for.But we, in the Arab and Islamic world, do not know this characteristic with little exceptions.The president or leader in our region is every thing on which the political system depends and goes forward, while dangers come with his death and the system might be collapsed.In Egypt, when Nassir died, Saddat followed him and every thing has changed, yet the current Egyptian President still rules for more than twenty years without vice president. Many Arab countries are doing the same as the authority is molten with the ruler's person.We can talk about separating legislation, executive and judicial authorities, however we are deprived from talking about separating the rule from the ruler or separating the state from the president.Since we are establishing our state from the scratch following collapse of the idol, we have to establish state of institutions which do not live in line with the leader nor die with him or even be ill by his illness.





$ 75 MILLIONS FOR RECONSTRUCTING FALLUJA AFTER PURGING

US military spokesman announced that two US marines were killed and four others were wounded.Two others were injured due to an explosion. A spokesman said that two marines from the 1st corps were killed and four other wounded in a military operation in Anbar.Earlier, US fighters targeted goals in Falluja in a new aggression out of five ones as being described by the US army.



ALLAWI: NO PECIFIC APPOINTMENT FOR ELECTIONS

WATER RESOURCES TO ACHIEVE NEARLY 200 WELLS

Ministry of water resources is going on ditching 197 wells as 157 are in northern Iraqi region, Engineer Ra'd Abdul Jaleel Director General of the Irrigation Projects said.He added that his department is working in 25 wells in Basra and Meissan referring that the project costs more than 243m I.D. in addition to other 23 wells in Irbiel with the cost of 380m I.D.He concluded that there is huge study to count the whole opened usable wells in the whole country.

SANITATION NET IMPROVED IN MEISSAN

Head of sanitation department in Meisan said that technical cadre have completed works in connecting new station with the other lines of the sewage nets that cover the province.He said that the whole work covered extension of more than 3100 meters length of sewage with new station of 600 meter per hour capacity.

Iraqi woman has and still playing distinguished role in political, social and economic life in a way that puts her at premier position in comparison with her sisters in the region, a matter that makes us proud ..men and women.Developed societies are evaluated through some terms; one of them is woman's role in the society's spiritual and material production. In return, backward societies are measured with their attitudes towards woman's role in production in common life.Iraqi society have proven along the reigns of oppression that it is better than other societies in the region in providing woman margin of role in common life.Iraqi woman was a minister, a politician; a researcher, journalist, a businesswoman and many commercial and cultural roles were played by her.And recently, Planning Ministry and Development Cooperation performed an other proof of woman's role to the general social scene and precisely in the economic field. Despite unemployment in Iraq has come to 30,1%, it was ranged noticeably between men and women as men unemployment was 30,2% while women's was 16% only which means that working women are more than men. It makes us really proud of Iraqi women. you can see women employment in urban and rural areas, offices, companies, media …and so on. Thus, as result woman's 25% share at the parliament's seats is not big enough.Since the highest working segment of the society represent more than half of the population, they should better get suitable share at the parliament in proportional level with their role and capacity.Albeit, that does not let us sleep prosperous life for employment rate whether it is of men or women still high and we have to do our best through ministries concerned to belittle it down to the lowest level in order not to squander manpower by suspending them and not providing them job opportunities.





SIEGE ON RAMADI, FALLUJA AS SAMARAA SUFFERS EXPLOSIONS

The US forces has blocked the main and sub roads in Ramadi and Falluja as the population started leaving the city to Baghdad and other sites because the US aims to launch military operations to liberate both cities from the gunmen who controlled the city.Notably, a military operation named "anger ghost" was carried out by US forces in the beginning of last month in the triangle region or the death region including Mahmoudiya, Yousifiya , Latifiya , Askandariya and Haswa where as the kidnapping and killing concentrated.US officials affirmed that Iraqi forces have flowed into US military bases near Falluja coincided with news of imminent attack on the city.Marines' spokesman said that at less a battalion of Iraqi rapid interference force who trained on street war arrived in the marines sites around Falluja.In the meantime, the US forces imposed curfew in the city of Samaraa starting from yesterday midday for further notice.



CRACKDOWNS ON WEAPONS & PERSONS IN RAMADAI

The US forces undertook blocking the roads for the 3rd day respectively.As-Sabah correspondent reported that the US forces banned movements of cars and persons in search operations on weapons and suspects.He clarified that the road-blocking and hunting operation occur frequently with the aim to end movement of gunmen and impose a siege on them.He affirmed that tens of tanks and armored vehicles blocked the roads and putting large blocks on the entrances.He said that new military consolidations in machineries and persons were seen in the city.He indicated that the siege imposed on the city in coincided with mass emigration of the families resided in the eastern side of the city particularly in Al- Mal'ab district and Street No. 20.

The Federal German Minister of Interior has expressed his government's preparedness to cooperate with the Iraqi government to restore security and stability, referring to the importance of training Iraqi security forces in Germany.Notably, Mrs. Soriya Yohanna Ishou the minister of expatriates and immigration has visited Germany recently and met German Interior minister.During the meeting, the Iraqi minister reviewed the security and reconstruction developments, indicating to the role of her ministry in solving situations of the refugees.Meanwhile, Ishou affirmed, in her call addressed to European Union states, the importance of not pressing on Iraqi refugees for repatriating them in the current stage until the improvement of the situation.

HIGHER COMMISSION APPROVES ON COUNCILS' ELECTIONS SYSTEM

Carlos Flanzoula, the UN representative at the Independent Elections Higher Commission said that there is a misunderstanding in UN role in next Iraqi elections.In an exclusive statement to the daily will be released later, Flanzoula said " UN is not responsible on elections, really it will shoulder a certain role but it is restricted in presenting advice and technical consultation and that is what will be done by him and the UN team," citing that UN representative in Iraq, Mr. Ashraf Qadi will shoulder the political side to the elections which represented in ensuring widest participation in the elections.Fanzoula indicated that that stabilizing security in elections is not the responsibility of the higher commission but it is exclusively the duty of the Iraqi government and it is not restricted on protecting polls centers at the elections' day but it extends to include all election process.He confirmed that electoral allies parties list will be cancelled in case that any party may be withdraw after the period of registration, attracting the attention of other big parties to the necessity of be careful during holding alliances with small parties which their withdrawal might prevent these parties from going into elections.He approved that winning of the independent figures in elections is a very difficult matter, referring that nominee must be a well-known figure on a wide range to win large number of voices.Fanzoula admitted of election difficult process in Iraq, indicating that "I don't say that Iraq case is more difficult that other countries but it is not the easier undoubtedly, referring that the problem represents in Iraqis themselves which large part of them don't know so much about elections and commission, on the same level, Geneva nowadays is looking for 1400 personnel who have perfect Arabic and Kurdish languages both verbally and in writing to give data on Iraqi electors in order to pave the way for the next elections.



UN OPTIMIZES ON ELECTIONS IN IRAQ

A top senior official at UN has expressed her doubtful optimism last Friday concerning the possibility behind arranging general elections in Iraq on next January after a one week from registering electors on lists.In a press conference, Ms Carina Barely the Director of Elections Arrangement Assistance Department said that" time is still early to predict on Iraqis who will register their names on elections' lists", adding that she don't expect that these elections be partial".She indicated that UN work necessitated supporting the election committee to ensure the opening of 100% of registration bureaus and not 85%."Opening registration bureaus mean we will allow people to acknowledge by themselves whether they want to participate or what, our duty represents in providing them means to do that."Barely said that opening registration bureaus have faced big problems in three regions, namely Mosul , Falluja and Ramadi.



COMMERCIAL RATE BETWEEN IRAQ, JORDAN INCREASED

The Jordanian exports to Iraq reach to $380 millions in the last eight months, while the Iraqi exports to Jordan reach to $410 millions.Economic Jordanian information said that Jordanian exports to Iraq in 2001 reach to $450 millions, while in 2002 reached to $470 millions. The imports coming from Iraq in these two years reached to $750 millions. In 2002 the imports reached to $801 millions, in 3002 trade retreated especially the first three months after the war.The Jordanian exports to Iraq reached to $300 millions, while imports from Iraq reached to $375 millions, a matter that reflects the rising of trade volume between the two countries, especially the returning of Jordanian exports to the Iraqi market.The figures and statistics of the Jordanian Trade Ministry to the increasing in materials which re-exported to Iraq during the first eight months of this year to reach $152 millions in comparing with $122 millions at the same period last year.During this year, the economic and trade ties between Iraq and Jordan have been resumed to be newly rise in the frame work of the joint cooperation approved by joint meetings committees.



57 SUSPECTS IN TERRORIST ACTS ARRESTED

The national guard and police have arrested 57 suspects involved in acts of terror . including terrorist network's two leaders in Latifiya.The ministry of interior issued a statement in which it said that 36 suspects were arrested in Haswa .Meanwhile, Col. Adnan al- Jubouri said that around 13 mourners were killed while a mourning convoy passing in Latifiya district .



BAGHDAD NEEDS SEVEN YEARS TO REACH ARAB GULF STATES

Baghdad Mayor, Engineer Elaa' al-Timeemi said that Baghdad needs seven years in order to reach the Arab Gulf states' range in services.The Mayor hoped enough allocations to rehabilitate the six million populated city And move it into the modern levels.He elaborated that the city suffers problems of garbage, lack of water , enough sewerage nets, transforming and many other sufferings, while its people do not know that expired age of the sewerage system was over for many years, referring that 271 sewerage pumps are working to remove the sewage.He noted that thanks to cleaning drive made by the mayoralty cadre in July and August, the sew rage system now less deteriorated than expected.However he revealed that the non served region with the sewerage system are about 25 % of the whole city, which is an influential factor but he said that there were portable pumps to remove the sewage from the said regions.



AL- ALWAAN : WE SEEK TO USE MODERN TECHNOLOGY IN HEALTH DEPARTMENTS

The prices of the foodstuffs, fruits and vegetables are stable in Ramadan despite the soaring prices of some materials range between 6,45 % and 40 % during a period between Sha'ban and Ramadan months .Ramadan coincidence with the end of summer season led to the shortage in some materials thought to be raised by some traders to obtain profits during Ramadan fasting month.In a study for the prices of commodities a month ago by the team of researches market and consumer's protection belonged to Baghdad University, many tables and diagrams summed up middle level of markets prices in the four coming weeks preceded Ramadan and the middle level of prices prevailing in the local markets in Baghdad. The study unveiled stability of the markets' prices in comparison with the exported materials.

Emergency

The new interim Iraqi government had no alternative except to take its difficult decision and announcing state of emergency for 60 days after the other side had blocked every possible peaceful solution for Falluja cause.Since the beginning, the choice of both the Iraqi government and the National Assembly was concentrating on negotiations, dialogue and other peaceful means to solve the problem, but two fundamental changeable factors made this matter unfortunately impossible.The first factor: is the persistence of the terrorist insurgents to circulate "Jihad" Fattwa (formal religious opinion) that released by foreigners while they performing their sabotage acts and crimes that committed against civilians, courageous National Guard, governmental officials and the public installations. Such acts have witnessed an escalation that one could describe it as hazardous in a way that threatens not only the democratic political process and election program but it also threatens safety of the whole population.The second factor: is the persistence of "negotiators" to stipulate several political conditions a matter that runs in contrary with the whole political project that the Iraqi government is enhancing it now including carrying out elections in scheduled time, moving elements of the former regime away from leadership centers in addition to the clear elusion from confronting two main deserved factors of the peaceful settlement and they are: entering National Guard forces to the city, secondly, extraditing "Arab insurgents" who controlled the city and taken its population as a hostages.All peaceful means and all last well-doer endeavors have failed a matter that push the government and it is right to shoulder its own national and legal responsibility to return the city to the Iraqi sovereignty and rescue its population from the kidnappers to realize the great target representing in preparing the country for the election political battle over next January.From this point, the announcing of emergency state came as a final procedure to solve the problem and interact with it decisively and it is so necessary method to put an end for the terrorism, genocide and security chaos.Announcing emergency state gives the government wider authorities which is in need for now while it engaging in a decisive battle against terrorism, such authorities one hopes to be practiced firmly and decisively by the government as a first step to settle terrorism cause. The government must practice this step accurately and wisely to avoid any human rights violations and this is the second step. One hopes also that the government would be capable to cancel emergency state before 60 days deadline, in case it would be capable to carry out the national responsibilities which it seeks to realize in a shorter time than the origin planed period.Absolutely, it is not a hidden matter when the government launches its war against terrorism as long as such responsibility is not restricting for government only but it is also the battle of both government and people.





EMERGENCY DECLARED IN IRAQ

Iraqi interim government has declared a sixty-day emergency in all over Iraqi territories except for Kurdstan enclave following exhausting all peaceful means and large contacts to include all the factions in political process instead of violence, spokesman of the Prime Minister Thai'r an-Naqeeb told reporters.In Falluja, Iraqi Guards forces and US forces are preparing themselves to launch attack on the city for the aim of entering and cleansing it off the controlling militants.On the other hand, Syrian government has made some effective procedures to enforce its borders with Iraq. Syrian shovels were seen making series of three-meter hills in a 130 km borderlines so as to prevent infiltrations via this region.An-Naqeeb said that issuing the emergency situation was based on Para 1 of the National Safety Law issued in 2004.A militant group have killed with cold blood 21 policemen in following an attack on a couple of police stations in Anbar Province as about two hundred militants have broken into the police stations in Hadeetha and Haqlania districts, according to an officer in Hadeetha that has witnessed the events.He said "we found that bodies were tied up from their backs in one of the police station's rooms".He confirmed that the attackers have taken 15 police cars and the troopers' guns.



RECONSTRUCTION COUNCIL ALLOCATES 25 MILLIONS FOR HIGHER EDUCATION

Dr. Tahir al- Bakaa the Minister of Higher Education and Scientific Research has announced about the initiative of allocating $ 25 millions monthly for implementing the projects related to the ministry and teaching institutes.In an expanded meeting held at the ministry's headquarters, attended by Dr. Bayan Jabur Solagh the member of the high committee for reconstructing Iraq at the Ministers Council and directors of the engineering departments at the Iraqi universities and institutes, the committee allocated the 1st donation for education as an indication for the government's support for teaching institutes.Al- Bakaa affirmed the importance of implementing the ministry's projects in new style coping with the world standards.



SABOTEURS BEHIND ELECTRICITY CUT

The high voltage electricity lines and transporting towers 132 KV and the high voltage line 400 KV subjected to acts of sabotages resulted in the separation of western Baghdad –Baji line and collapse of three towers.An official source affirmed that the engineering and technical cadres undertook rehabilitating these damages, hoping improvement of the grid in few coming days.In the meantime, an official source at the ministry said that Baghdad's need for electricity is 2000 MW.



GREEN BELT AROUND BAGHDAD

POLICE PREPARES ATMOSPHERE FOR ELECTIONS IN AL- SADR CITY

500 PRISONERS TO BE RELEASED

Emmara Health Department set a new drive to eliminate communicable disease and other diseases of deadly influence in the city, Dr. Ahmedal-Ke'bi head of the department said.He added that the drive that lasted for three months included pregnant women's care.The drive has extended to cover cadastral view of to follow up children's care and new emerging diseases.The drive covered a campaign to prevent slaughtering sheep and caws out of their traditional centers and to lift garbage off the city center and streets.

Prime Minister's authorities according to National Safety Law are confined with a couple of barriers; the state administration law (interim constitution) and time limits for the upcoming elections before the end of January 2005.The National Safety Law says that Prime Minister has no right to rescind the State Administration Law entirely nor partially.As for appointment of elections the law says that no term could be used to delay the election deadline limited in the law.The National Safety Law does not curtail the exceptional authorities granted for the Prime Minister but it just reminds to the main functions of the government at this time as it said :Interim government have to commit its main duties to prepare suitable atmosphere for making elections at its scheduled time.The term (Main Time) is the main justification to proclaim emergency and to set military operations in the troubled regions since terrorist and sabotage activities against civilians, national guards, police and government and economic facilities aim to disrupt the political process and especially the scheduled elections.Hence, the government and all political powers have to do their best to prepare the suitable atmosphere to make elections at the scheduled time.The political solution is the best option to deal with any problem. However, its efforts did not result in any thing due to terrorist activities and unrealistic demands paid by negotiators On the other hand, the military solution was because the political failure and the base of declaring the emergency.Albeit it is important to remind the government that exceptional and military procedures are not separated off their political aims yet it is an episode of a policy that prepares the country for elections, which should be complied with its scheduled time no matter the circumstances are.



ALLAWI IN FALLUJA AS MILITARY OPERATIONS ON

Prime Minister Dr. Ayad Allawi has visited Falluja district during the military operations to cleanse it off terrorists and met with Iraqi national Guards and police personnel who are participating with the multinational forces in this operation.The Prime Minister stressed the Government's aim to cleanse the city off terrorists who want to impose chaos.Allawi said that the government has no problem with the city's residents alike other cities, however the problem is with terrorists and dark-living powers. He stressed determination to defeat and dismiss the foreigners who entered the city in order to let people of Falluja live in peace and stability.On the other hand, Iraqi and US forces have broken into the city with out any resistance, while most of the militants have collapsed at the Iraqi force capture.One of the Iraqi military units have controlled the Falluja general Hospital without any fighting while the US force have controlled a couple of bridges west of the city.

US, IRAQI FORCES CONTROL ON MAIN HOSPITAL, TWO BRIDGES IN FALLUJA

The Iraqi interim government and the National Assembly have agreed on the necessity to apply national safety law in Falluja and Ramadi after exhausting all means to solve the crisis of the two cities peacefully.Dr. Ayed Allowi the Iraqi Prime Minister said that the foreign insurgents are controlling the city and taking it as a base to carry out their terrorist operations against innocent, adding that insurgents are rejecting concept of law sovereignty, preventing Iraqis from practicing all political rights and they subjecting the security of Iraq and Iraqis to continuous danger.He called the Iraqi government to release the two cities from the terrorist elements and return security and safe, especially after 200,000 citizens from Falluja residents became homeless because of the criminal and illegal acts.He clarified that the curfew in Falluja will be started after 6:00 pm, beside that the Iraqi government has adopted several procedures including closing roads leading to the city, preventing any entering or existing of any car to the city except the emergency state, closing the public facilities excluding fire brigades and hospitals. The Iraqi government also imposed blanket ban on using weapons in addition to close joint Iraqi-Syria borders and Iraqi-Jordan borders to prevent terrorists from infiltrating to Iraq and vice-versa through days of the military operations with Iraq and closing Baghdad Civilian Airport until next notification.He clarified that these elements have no public and clarified targets except hampering the political process and shaking the security and stability of Iraq, pointing out that Iraqis will face courageously all other blazing regions, indicating that the problem is not in Falluja and Mosul but the real problem is with the terrorist forces which transfer among Iraqi cities back by former Saddam regime agents to prevail chaos and killing among Iraqis, clarifying that we hope from this process and other to eradicate terrorists and uprooting them totally.

The last Fetwa (dictum) issued by some of Saudi religious scholars on necessity of jihad (holy war) in Iraq is a prescription for more blood shed, chaos and maybe civil war which many sides might wish it break out to foil the democratic project to rebuild Iraqi state on fair and right bases.In addition, the fetwa is considered a clear interference in interior Iraqi affairs under pretexts of religion and jihad despite that Iraq is a Muslim country as was admitted by the fetwa.We were, and still, wishing the pioneers of fetwa and others to let Iraqi affair to its people since they know more than the others what should they do under national, legal and moral commitments.Iraqis know that their main duties are restore stability, step on reconstruction drive and make elections as a condition for democratic political transformation, which is a real step to expel foreign forces off the country.Iraqis and others, maybe with exception of those religious scholars of jihad fetwa, realize that terrorist activities targeting Iraqi civilians lead to blocking their drive and prolonging the transitional phase and deepening Iraqis' sufferings and problems.The most risky thing of the religious scholar is to release fetwa while he is sitting in high towels provided with all accommodations.Why don’t Saudi scholars try to call on Iraqis with out weapons with unveiled faces to see closely Iraqis sufferings and to discover the real suffering?
They might change their fetwa and issue new ones that prohibit killing civilians, kidnapping the safe people and sabotaging oil facilities.They may issue fetwa for necessity of participating in reconstruction, pass political process and democracy on basis of rights, justice and equality.





IRAQI, US FORCES IN THE MIDDLE OF FALLUJA

Iraqi and US forces have come into the middle of Falluja as US officer said that his forces are about one kilometer far from the ongoing bombed city center.On the other hand US defence secretary Donald Ramsfeld said that the Falluja attack would not be the last battle with terrorists in Iraq.Meanwhile, British Prime Minister Tony Blare referred that military operations would stop once the militants controlling the city give up and declare participating in the upcoming elections, a view shared by Australian Foreign Minister Alexander Downer.On the Iraqi side, Deputy Prime Minister Berham Salih said that hundreds of foreign terrorists used residents of Falluja as human shields pointing out that Iraqi extremists and former regime agents took part with other foreign terrorists are fighting.However, deputy secretary general of Iraqi Islamic Party Iyad Samaraei declared withdrawal from the government in protest of not consulting the Falluja attack with the party.



THOUSANDS OF IRAQIS CROSSED JORDANIAN KERAMA CROSS BORDER

Following closing the al-Waleed cross border via Syrian territories, thousands of Iraqis most of which are families crossed into the Jordanian territories.According to eyewitnesses, US marines reoccupied al-Qaddisia cross border with many tanks along with the high way to Baghdad.The eyewitnesses said hundreds of Iraqis are still in the desert on their way to the borders with hard security conditions due to sporadic raiding to positions in al-Anbar province.



STRATEGIC PLAN TO COMBAT DRUGS

Health Minister Alaa al-Alwan said that there should be coordination with the national committee for combating drugs so as to face the status quo of drugs in Iraq .He justified the increase in using the said poisons with Iraqi being between producing and trading countries to drugs in addition to unemployment and amnesty of 2002 that pushed the criminals make use of the condition.He added that the Ministry have trained 770 doctors on means of treating the addicted with drugs.

The Ministry of Finance has demanded from Education Ministry and Iraqi Media Network (IMN) a displaying on their need for services of the dissolved Information Ministry cadres to be capable from renovating new functional degrees and add the resulted cost from this.The current number of dissolved Information Ministry cadres reaches to 3,000 personals, but the Ministry of Finance didn't clarify in its memo addressed to the Education Ministry and (IMN) whether it has meant transferring all the cadres or transfer the number which both education ministry and IMN announced their need for.Notably, the Information Ministry was dissolved by the occupation authority during Paul Bremer period, since that time no solution was found. Since then, it was circulated that Finance Ministry will shoulder the responsibility of distributing informational cadres among state's ministries, particularly the new one like: Human Rights, Expatriates and Immigration, Environment and Woman Affairs Ministries.The Finance Ministry has continued its efforts to grant financial aids for information ministry's cadres despite such aids don't meet their families' needs, finally the ministry has intended to grant half aids or cut them completely from some personals. The Information Ministry's cadres see that they have faced large negligence and prejudice a matter that not equals their positions as Iraqi civilians see a good omen in new changes after the dictatorial regime toppled.



APPOINTING MILITARY RULER FOR ANBAR

Thair al-Naqeeb, the spokesman of the Interim Prime Minister Dr. Ayad Allowi has called terrorist insurgents in Falluja to disarm and allowing Iraqi forces to enter the Falluja city peacefully.Al-Naqeeb added that Allowi is on a continuous contact with tribes' chieftains in all Anbar, referring that they announced their solidarity to the government, indicating that the peaceful political solution is still possible, despite the continuing of combat, confirming that Duleim tribes which have higher dominance in Anbar will announce in a certain statement their support to the Iraqi interim government.Allowi has appointed the Lieutenant General Staff Abdul Qader Mohammed Jassim Mohan the leader of the military operation in Falluja as a military ruler and civilian governor of city of al-Anbar and appointing the Brigadier General Shaker Saleem as a deputy-governor.



IRAQ, JORDAN AGREED TO EXTEND OIL PIPE TO CYEHAN PORT

Iraq, Jordan have signed agreement to extend pipe for Iraqi crude oil via the Jordanian territories of al-Aqaba Port, beside holding agreement to increase volume of oil exchanging between the two countries.After paying a short visit to Jordan and Turkey, the Eng. Thamer al-Ghadban the Minister of Oil said that signing these agreements came to enhance ties with all neighboring countries, citing that the Jordanian side had expressed preparedness to increase volume of cooperation to serve interests of the both fraternal countries.Concerning his visit to Turkey, al-Ghadban said that the visit has came to effectuate role of the Iraqi-Turkish committee, referring that many meetings were held to agree on increasing volume of exporting oil products from Turkey to Iraq in addition to discuss the increasing in Iraqi oil exports volume via Cyehan Port in addition to the Turkish side preparedness to train the technical and engineering Iraqi cadres on updated techniques on oil industry domain.

TERRORIST IDEAS ….OUTSIDE CITY OF FALLUJA

Terrorists try to create and fabricate several side battles to confuse the main battle in Falluja or to turn the attention from it, or at least to show power which in its role will bring back calculations of the two sides. This could be observed in Baqoba, Mosul and Baghdad whereas several views of armed operations, explosions and trapped-cars took place. The tension of this situation is increasing as long as Iraqi forces realizing advancement in Falluja's battle. One can note that the master mined responsible for running terrorist forces in Iraq are the same which make this battle not restricting in Falluja only but extends in more than one Iraqi city.Kut Police has announced that several policemen had arrested around 48 terrorists who infiltrated from Falluja to spark side wars in Wassait, in a time that several attempts were escalated to cut the way connected Baghdad with Hafria while several accidents are remarkably increasing in Mahmouda, Latifiya and districts belong to Diyala, a matter that necessitates us to realize the insurgents capability on maneuver, their capabilities in quick movement and changing and transferring the chaos from unrest districts to quiet ones.The problem is not in viewing this scene but to see it around Baghdad setting; to observer it in districts have certain effect on the country. Terrorists want to connect terrorism adjective to the capital and makes it continuous and that what the terrorists try to show it to give an idea confirming their ability to reach state's center.

AMNESTY FOR INDIVIDUALS WHO DIDN't COMMIT CRIMES

Thai'r Hassan al-Naqeeb, the spokesman of the Iraqi Ministers' Council has announced that the Iraqi government will issue amnesty for citizens who don't commit crimes towards Iraqi people.Dr. Ayad Allowi, the President of Iraqi Ministers' Council expressed his satisfaction to liberate Falluja from the armed groups, referring that around 150 groups had surrendered to the government and declared its cooperation with the Iraqi government.Allowi's statements came during the joint press conference held with Major General Abdul Qader Mohammed Jassem, Falluja's Governor, indicating that several news are circulating on Iraqi government loss to the Sunni society which are groundless, pointing out that the Iraqi government is determined to purify Iraq from terrorists and door for dialogue is still open and not closed, citing that the target of the Iraqi government is to return Falluja's people to the city and prevail security and stability in it.



CITIZENS EXPRESS RELIEF FOR ISSUING NATIONAL SAFETY LAW

Several citizens have expressed their relief that the interim Iraqi government has announced national safety law in allover Iraq except Kurdistan. In their statements to the newspaper, Iraqi citizens indicated the necessity of government's bodies to apply the law correctly without harming citizens' rights.Nohad as-Samari', Iraqi citizen said "No body desires that an emergency state been imposed on his country but if the matter necessary, then it is ok, indicating the importance to end this procedure as long as the aspired targets would be realized, adding that is procedure is like make an individual jailed inside his country." Dr. Ali Taha al-Shomari said that the national safety law is good since it guarantees the safety of innocents which violence acts affected on them since the entering of US forces into Iraq and until now, adding that Iraqi citizens have optimized with such law which it must be applied since the transferring of national sovereignty to Iraq but it passed without application.



CURFEW IN MOSUL, BAJI

The Iraqi authorities have decided to impose curfew in Mosul, starting from Nov 10, according to the US military announcement.Mosul Governor Dorud Kishmola issued a statement in which he clarified that curfew in valid in the city starting from 16,000 (Mosul Local time) until later notification.The statement has prevented crossing of city bridges, clarifying that who dare to cross these bridges will be shot or killed.On the other level, the Iraqi authorities have imposed curfew on Baji after the violence acts, 10 have been killed, 26 wounded over last 24 hours.



CITIZENS' PETROLEUM QUOTAS WILL INCREASE

The Ministry of Oil is studying a plan to increase citizens' quota of petroleum during the next period to save large reservoir of this material.Before his presiding a meeting included counselors, companies' directors affiliated to the ministry, Eng. Thamer Abbass al-Ghadban, the Minister of Oil said that saving large reservoir of petroleum will encourage increasing of the decided quotas for citizens during winter season.He added that the meeting will discuss the possibility of ensuring a plan to distribute petroleum and liquid gas on citizens and adopt several necessary procedures to upgrade the implementation level in addition to discuss the possibility of generalizing this experiment again on districts and neighboring which oil distribution experiment according to the ration card had faced several obstacles, referring that several municipalities' councils never show complete cooperation, citing that this experiment has realized big achievement in other districts and neighboring since it contributed in alleviating citizens suffering to gain oil derivatives.

DEC 15, TIME TO INITIATE ELECTIONS CAMPAIGN

The Independent Higher Commission of Elections has specified Dec 15, 2004 until two days before elections starting enable political entities from performing their elections' campaigns.Dr. Fareed Ayad, the spokesman of the commission said that all political entities as well as all approved alliances have the right to arrange elections' campaigns within the limits of the law and within the orders of the independent higher commission of elections in Iraq.He indicated that the order approved by commissioners' council on Nov 10 referred that all political entities and alliances have to verify that all their elections' campaigns are within certain conditions stipulated in this order.



SEVERAL ARAB INSURGENTS ARRESTED IN FALLUJA

The US Forces Informational Center said that US Forces are still controlling completely on thee quarters of the city, adding that 10 men were killed.Concerning the state condition in the city, the head of the informational bureau said "there is a mosque was believed it contained several Arab insurgents, I would like to clarify that multi-national forces have securing protection to the region surrounding the mosque and they waiting the arriving of Iraqi forces to enter the mosque to verify whether there are terrorists or no, because the multi-national forces don't enter the holy places."It is clear that insurgents are taking from the mosques and holy places as shelters. Notably, more than 20 persons were arrested inside one of the mosques in al-Joalan neighboring.

The objective media in the democratic regimes and countries is concentrating on events, ideas and causes more than persons unless they are concerned in these events.This is an objective and scientific response for the news-reader's or the citizen's needs as the citizen is not interested in the personality of the minister of electricity rather than the minister's doing for solving the long electricity cuts for example .And the citizen is not interested in the personality of the minister of oil rather than his doing to solve benzene crisis in Iraq.In the countries controlled by dictator regimes particularly those under the individual ruling as was the situation in Iraq before the collapse of Saddam , the matter is different as the media in such countries is for the ruler or specifically for the ruling individual who have the lion's share .For example, Iraq's newspapers were abided by putting the picture of the toppled president on the heads of the first pages daily whether the news in that day is related with him or not In the T.V and Radio news, the news of the president , his deputy and the ministers were used to be dispatched in the beginning of the news regardless the following ones.This is a procedure or a media school might be established by Hitler and colleague Gobliz . It is an ancient school dates back to the reigns of goddesses rulers such as Pharaoh of Egypt who used to say "you may see what I see, no more" which is a procedure is fundamentally different from democracy.In states such as Iraq, practicing and accepting democratic media is a difficult matter because it is possible re-implementing and re-producing media procedure that was implemented in the dictator regimes during the transitional stage or the democratic transformation stage.I notice that the newspapers of some parties are not yet liberated from that because these papers are keen to put the picture or the news of the party's chief on the heads and the headlines of their pages.Our ministers including Iyad Allawi and the President Gazi al- Yawar are representing an example to follow in this field as we don't see them racing for the media's fame. Many of whom are working seriously and quietly away from media's fame . It is our duty to shed light on them as a gratitude from time to time , supplicating to Almighty God for maintaining them to serve Iraq and the citizens away from the media's fame .







ALLAWI MEETS FALLUJA'S PERSONALITIES
TRANQUILITY PREVAIL IN MOSUL

The multi national forces and Iraqi police have controlled Falluja . Meanwhile the city of Mosul witnessed tranquility in most of its districts after the national guards and the US forces succeeded in controlling the tension sites.In the meantime, about 16 Iraqis were killed in explosions and clashes occurred in Baiji , Ramadi , Mosul and Kirkuk in addition to 20 gunmen killed in Baqoba .The Iraqi government allocated 150 millions dollar for the reconstruction drive in the city.As part of the requirements of formation process for the civil administration in Falluja, Dr. Iyad Allawi the Iraqi Premier along with several ministers met political leaders and civilians in Falluja among whom the deputy governor of Falluja Mahmoud al- Geresi who welcomed , for his side, the government's efforts to resume the sovereignty of the law in the city .Moreover, Iyad Allawi stressed the government's determination to eliminate the terrorist groups in all Iraqi regions .On the other hand, his majesty Ali Bin Hussein the supporter of the constitutional monarchy urged on opening roads in front of aid convoys to reach Falluja's refugees and the besieged as the Ministry of Health announced the arrival of the aids to the city as soon as possible.

MINISTRY OF OIL SEEKS TO BUILD NEW FILLING STATIONS

The Ministry of Oil has sought to sign contracts with world and local specialized companies with the aim to build modern filling stations coping with the world standards. These stations are to be constructed in Baghdad and other Iraqi cities.Meeting a number of officials in the governmental filling stations , Eng. Thamir al- Ghadban the Minister of Oil said that this project were to be carried out in the last period to alleviate the loading in the old and exhausted filling stations in the city of Baghdad, saying that acts of terror are behind the delay of such project.Al-Ghadban urged the workers in the filling stations on promoting their work and shoulder responsibility of making available oil products to the citizens to alleviate the people's sufferings, referring to the government's backing prices of benzene and other oil products.He confirmed that the ministry has a big reserve of oil products stockpiled in the tankers and the filling stations, saying the ministry set a precise plan to increase stockpile on one hand and help flowing of oil products on the other.





TWO SITES CONTAMINATED WITH RADIOACTIVE MATERIALS IN NASIRIYA

A technical specialised team in radioactive materials in the city of Nassiriya has unveiled two contaminated sites.Eng. In'aam Muhamed Hassani the director of the environment in the city said that the technical team belonged to Thi Qar directorate in cooperation with the radioactive prevention center paid a field visit to survey the radiation rate in the districts of Nassiriya particularly the sites that subjected to the military operations and those contained broken pieces of the machineries.Two contaminated sites were discovered whereas the contamination is exceeding the allowed rates 0,059 more than 60 times.He said that such rates cause different cancers. The two contaminated sites are Sumer district in the city center and other site near Basra-Nassiriya crossroad on Shamiya side.





MORE THAN TWO BILLIONS DINARS FOR PROJECTS IN KERBALA

Within the investment plan for 2004, the technical and engineering cadres in Kerbala municipalities have achieved several important projects at a cost more than two billions and 180 millions Iraqi dinars.The projects include paving a number of roads in the city at a total cost of million and 200,000 Iraqi dinars and paving a number of the roads in Ein Tamur district at a cost 18 millions Iraqi dinars .





AL-SISTANI: EDUCATION JOB IS SACRED DUTY

The Grant Shiite Religious Authority Mr. Ali As-Sistani has called teachers to deal with education job as a sacred duty.As-Sistani call came in private Fatwa (Religious Legal Opinion) as a replying for inquiries of several citizens on private courses given by teachers to students. The Fattow which As-Sabah has obtained a copy of it said "Teachers job legally and officially is concentrating in teachers' keenness to transform the scientific course to students and dealing with education job as a holly duty, so teachers have obligated to abide by education rules and morals to used on raising several generations capable to be scientists and great people in the future."His Eminence has clarified in his Fatwa that the scientific needy in any society is a big epidemic and an essential element which contributes in retardation the society a matter that goes in the sake of the greedy persons who aim to change its genuine and original literature.Notably, a number of citizens had presented an application to get the opinion of Sistani about teachers who seeking to gain sums from students through the private courses.



MOE ALLOWS EVENING VOCATIONAL SCHOOLS STUDENTS TO JOIN DAY SCHOOLS

The Education Ministry has decided to allow students of the canceled evening vocational secondary schools to join the day schools for the academic year (2004-2005) and their records will be stricken off in case they are failed in the examinations.Dr. Zahad Dowad Hassan the Director-General of the Vocational Education Directorate said that the approval of the Education Minister has gained several proposals presented from committee specialized for putting students of the canceled vocational secondary schools in the diurnal schools, referring that approval has included the students who passed the 2nd class of the intermediate vocational schools to the 3rd class, the approval also includes students who failing in the 3rd vocational class and students who passed the 5th vocational secondary class as well as students who failed in the 6th vocational class in (2003-2004).He added that the mentioned students who actually joined the diurnal vocational schools have no right to participate in the general examinations as day students because they have the chance to join the diurnal schools in 2004-2005, while students who will not interested to join the diurnal vocational schools have the right to join the evening vocational schools subordinated for the General Directorate of the General Education, the Directorate of the Evening Education.Students who failed in the 2nd vocational class in (2003-2004) have allowed also join the general vocations examinations as a day students during (2005-2006). Students who failed in 5th vocational class in (2003-2004) will be allowed also to join in the evening vocational schools subordinated for the general education, evening education. They are capable also to register to perform the general examinations as day students after calculating failing years.



ADDITIONAL FOOD RATION FOR FALLUJA FAMILIES

Dr. Ayad Allowi had ordered to distribute additional food ration for Falluja families in addition to give them money sum.In the meantime, the Prime Minister ordered the reorganization of al-Anbar Police in addition to build new headquarters for it. The Ministry of Interior has announced its control on Mosul city, referring its chasing for terrorists and insurgents.Thai'r al-Naqeeb the Spokesman of the Premiership said that Dr. Ayad Allowi has ordered on Nov 19 to spend ID150, 000 for each Fallujan family as well as granting them additional food ration in addition to further support will be offered from Finance Ministry to compensate them for damages of houses and shops due to purifying their city from terrorists.He added that orders had addressed to the concerned ministries, calling them of the necessity to provide essential services and working to ensure the quick returning of the emigrant families, confirming that a specialist team from Housing and Construction Ministry had visited Falluja City to offer requirements of reconstruction drive.Al-Naqeeb clarified that the Iraqi government is in need for several days to liquidate terrorists after the US Forces and Iraqi National Guard have won the battle completely in Falluja, indicating that these forces are determining to chase terrorists and insurgents in several parts in Iraq.Notably, Allowi had addressed an order for Anbar Governor to initiate the building headquarters for the city and province administration and he addressed another order for Anbar Police Leader to distribute in the province's districts and prepare for new police forces organization, this came after several consultations with chieftain and prominent figures of the Falluja and Ramadi cities to appoint new leaderships in the city and province.

SEVERAL RECLAMATION PROJECTS CONDUCT IN SEVERAL PROVINCES

Companies and commissions loyal to Ministry of water resources continue efforts to achieve projects of renovating and irrigating lands in many provinces, head of Iraq's state company liaison to the Ministry Engineer Ali Mahdi said.He said that the company was working in Yossufia district to renovate lands near Sheishebar river with about 8000 acres in addition to open channels and building them by cement for paracentesis with accost of 1250 million Iraqi dinnars. The Engineer added that other projects would be achieved in Anbar, Diala, Dhi Qar, Wasit, Kirkuk, Diwania and Muthanna provinces.The projects include enlarging paracentesis channels, reclamation of nearly 30000 acres building bridges.





PROCEDURES TO TRANSFORM BASRA INTO A BIG TRADE CENTRE

Basra province have approved studies to transform Basra city into a big trade centre, head of Basra municipal council said.The project includes covering many services like cleaning the city off garbage and removing their gathering posts far from the city for the first phase, while the second one includes appealing investment projects to many companies who want to erect hotels and tourist facilities in Shatt-al-Arab area.





POLICE CAPTURE ONE OF CULPRITS OF DHOUK MAYOR LIFE-ATTEMPT

Police said that they have arrested on of the culprits of Dhouk Mayor life attempt that failed to target the mayor on September 13.The policesaid that Abdul Wahab Abbas Salih, 40, has admitted committing the crime by moving the T.N.T materials into the city from Musul city with the help of three people of the city in return of a big sum of money.The police said the culprit was captured on Nov. 9th and the terrorist group of Ansar al-Sunna (Advocates) have conducted the crime.





MANY RECONSTRUCTION CENTERS TO BE HELD IN MEISSAN

Reconstruction council at Meissan Province said that nine centers for reconstruction in the province were held so as to commit reconstruction drive in the whole city and its districts.A source at the council said that the project would create many job opportunities in addition to many services paid by the said centers like training on computers and sewing in addition to many logistic activities thatcan help in construction drive.On the other hand head of Ali Sherqi district said that a big drive to clean the holy town off garbage was implemented last week. He said that the drive covered many activities of cleaning the sewerage system and extending potable water into several villages that depend on the district in drinking and irrigation.
