Armed groups

President Jalal Talbani has set a call for conversation with armed groups on condition of disarming and linking to political process poised for a general amnesty proposed by the President.

This is a good idea that can help creating a positive atmosphere in Iraq and helps supporting political process and joining all social and political powers in the said process.

Yet, this call should distinguish between three kinds of armed groups.

The first kind; is of those gunmen, groups and individuals who directed gun on innocents for kidnapping and getting ransom or killing them for whatever reason. This kind should not be included in the call.

The second kind is of those individuals and groups who directed guns against Iraqi state and society under pretexts of resisting occupation. Those groups formed by remnants of buried former regime and extremist Arabs who entered Iraq as we saw them on the T.V. set. Those figures can be called terrorists since they terrorize civilians, civil servants of police and National Guards for specific aims let alone their targets, yet they rejected Talabani's call which can not include them essentially.

The last and third kind that we suppose its existence at least in theories including Iraqis pushed under national enthusiasm and political opinion to choose armed action to pass their sound of rejecting foreign forces in Iraq.

Those people can be included in the Talabani call on condition of declaring clear denunciation to terror and been engaged in targeting Iraqi people and institutions.

Conversation with those people could be available and required and might be fruitful, for conversation may lead to convince them of changing their stances and political views into another view of seeing resistance in political action and resort to democratic state and negotiating scheduled deployment for foreign forces in Iraq so as to withdraw them later.

JA'FERRI HOLDS TALKS ON GOVT.

Baghdad, April 12 p1

News reports told that Prime Minister is going on deliberations to form a new government following Iraqi slate declaring participation in government.

The news said Ahmed Chalabi and Rose Nouri Shawees would be both deputy premiers.

The report added that Barham Salih would be planning minister and Falah al-Naqeep for Defence while Ibraheem Baheral Uloum would be Oil Minster and Bayan Jabur Solagh for Interior.

Current Ministers of foreign affairs Hoshiar Zeibari, education Sami al-Mudhefer and higher education Tahir al-Bakka would remain in their positions.

On the other hand, Shiekh Ghazi al-Yawer Vice-President has met with leader of Muslim Scholar Association Sheikh Harith al-Dhari. Well informed sources said that the meeting discussed the association's role in new political process denying its intension to participate in the government.

The sources added that following his visit to Umal Qura Mosque (Headquarters of the Association) Sheikh Yawer headed for meeting Grand Ayatulla Seid Ali Husseini Sistani holding letters of brotherhood and respecting to Grand Ayatullas as he met with Seid Muhammed Saeed al-Hakeem, Sheikh Muhammed Ishaq al-Fayadh, Sheikh Basheer al-Najafi in addition to Seid Sistani.

DEFENCE MINISTRY TO REHIRE FORMER OFFICERS

Defence Ministry has formed a committee of high rank officers so as to study needs of former Iraqi officers in order to contain them in new Iraqi army.

A source at the ministry told reporters that the ministry has asked the former officers to join the new army by filling applications to be distributed with slips granted to them in banks.

The Cabinet has decided to depose Dr. Aladdin Abdul Sahab al-Alown from his position with maintaining his all pension rights.

An official source at the ministry clarified that this decision has came under a demand presented by Dr. Alown to remove him from his position for health and special reasons.

IRAQI INDUSTRIALISTS AGREE ON IMPORTANCE OF TAXES IN SUPPORTING NATIONAL ECONOMY

The Iraqi industrialists belonging to the Iraqi Industrial Gathering have agreed on importance of the taxation account to back the national economic.

The Director-General of the State Taxes Commission has clarified the large facilities in domain of exemptions and exclusions, besides, decreasing the volume of taxation rations.

This came during a symposium arranged by the Iraqi Industrial Gathering on April 11 under the motto "Taxation culture is a consolidation to the national economy", through which the taxation laws and systems as well as the up-dated mechanisms were discussed.

Addressing the audience during the symposium attended by Nassar al-Waili the Secretary-General; Abdul Hassan Mohai al-Shamiri, the head of the gathering said that the aim behind establishing the Iraqi Industrial Gathering is to reach the industrialists' voice to the elected national assembly, ministries and those who are concerned in cooperation with specialist civil society organizations and services organizations.

He pointed out that the deteriorated situation of the industry in Iraq led to the necessity to upgrade and develop this vivid and important sector.

Later, Talib Mohassan Jaber the Director of the State Board addressing a speech in which he clarified the big changes in domain of lifting the tax burden from the shoulder of citizen generally as well as lifting the industrial burden, pointing out that the rate of tax reaches to 3% and ends to 15% while it was reached during the dictatorial former regime to 40%.

Fulfillment

Every official in authority has to fulfill what he has promised, specially current officials who got power through elections when their slates had paid promises during elections campaign.

Premiership occupies the first position in power according to authorities granted to it by interim state law, as prime minister is the most powerful figure in government and mighty to fulfill all his promises since he is the head of executive authority that has many authorities with the exception of little cases like deposing the elected national assembly.

Fulfillment constitutes achievement and this term means it is one of sources of legality in political systems.

Dr. Ibrahim al-Ja'ferri occupies No. 2 in his electoral slate, on the other hand, he ha set many promises following choosing him for prime minister post, and now he is demanded more than his colleagues to pass the test of fulfillments and meeting his promises.

One of his promises was that he would form a government containing qualified and decent people, and that what peoples demand from their governments: mighty, qualified, decent and democratic government, i.e., they derive legality from people and power from constitution.

Our country is in deep need of concentrating on quality and integrity in forming government specially that test of two-year ruling following dictator rule was not based on quality and integrity. In addition to ethnic, sectarian and party proportion family links have played curial role in choosing specific people for high rank positions. A global newspaper has warned of family map dominating on government affairs in Iraq. Many brothers, sisters and other relatives have occupied positions according to such rule, and it was not secret that such rule has played a crucial role in forming electoral slate, like a husband, his wife, relative, brother-in-law and others in one slate.

One of parties' leaders has told me that lines of applicants for ministry posts were so long that MPs feel they are not satisfied with an MP seat rather than a minister despite that Grand Aytulla Seid Sistani has proposed forming the government by people out of parliament, which polls agree with.

Now, the ball is at al-Ja'ferri's court and it is a test of passing other success and new achievements.

DEFIANCE FACING FORMING NEW GOVT., NAQEEP REJECTS TTALBANI'S GESTURE

Prime minister Dr. Ibrahim al-Ja'ferri unveiled some deviances facing political process that can delay forming new government averting declaring the said defiance.

He added that he would combat corruption depending cooperation among all state institutes.

On the other hand and at the time US Defence Secretary Donald Rumsfeld did not comment on President Jalal Talbani's call for general amnesty for terrorist detainees, current Interior Minister Falah An-Naqeep objected to President's call, considering it lacks his authority's for such a decision since that National Assembly has the sole authority.

An-Naqeep warned of the decision thanks to dangerous its ramifications in Iraqi public opinion as the juristic authority and police would be marginalized despite let alone many casualties were sacrificed during facing dangerous criminals.

Ministry of Planning has called on pursuing a new economic policy depending on opening on the external world and forming economic reforms.

A well informed source at the ministry said the proposals rely on increasing revenues and decreasing expenditure in addition to depending on private sector's role in development.

The source made it clear that inviting foreign investments in Iraq would create good atmosphere by joining the modern society and world trade organization.

Ministry of Information

I think time is ripe now to solve chronic problem of so called "dissolved Ministry of Information's employees".

Many people have written on the problem created by hasty decision made without making a study by former US ruler Ambassador Bremer as it threw thousands of civil servants into the street away off concerning human and legal consequences of those people. It was not a right decision to cancel many thousands employees' services including their legal and financial rights.

The deposed ministry's employees are public civil servants who have served at state institutes, while the state's duty is to maintain their rights and not to ignore them by the state itself.

Naturally, those employees have families. So, it is unacceptable to deprive them from their incomes just because they were belonged to a dissolved ministry. Even when accepting a concept of canceling a ministry in a democratic system, that does not mean denying their right of incomes, for governments work usually for decreasing unemployment in their societies and not vice versa.

As for Bremer's decision, it increased the percentage of high level unemployment in Iraq.

Many have written on this problem and many have set promises in vain, albeit, it is not a sophisticated problem that Iraqi mentality is so paralyzed that can not find a resolve, yet the confuse along with two years in the country has prolonged and sophisticated the problem.

Now at the time of forming the National Assembly, the ball is at the Assembly's court so as to take a gesture to solve it by issuing a decision of distributing the employees among ministries and then refer those old aged into pension on condition of finding career levels and allocating money for them in their new ministries.

IRAQI SLATE REORDERS CARDS OF GOVT.

Well informed sources said that Nasreen Berwari and Dr. Ahmed al-Chalabi would be nominated as Deputies Prime Minister as the United Coalition has informed Iraqi slate that it has the right of two posts rather than four and has to reply within the coming hours otherwise Dr. Ibrahim al-Jaferri would declare his government next Sunday.

IRAQI AIR FORCE INITIATE SORTIES

An Iraqi warplane has restarted air flight in the context of a time schedule of patrolling over Iraqi skies. Army capabilities have shown a high rank ability of revealing arms cashes everywhere. SECURITY FORCES FOIL CRIMINAL PLANS

Security forces have foiled criminal plans before conduct their crimes against people when they captured 18 terrorists in Baldrouz district while 24 others were captured before that as they have confessed many crimes of assassinating and bombing many national targets.

Other forces have clashed with a terrorist group killing 13 and capturing great deal of ammunition following losing three soldiers in the clashes.

In Adhamiya district, security forces have detained 6 people holding pistols in addition to capturing a man in Thawra city holding a host of forged rubberstamps and documents.

HEAD OF SUNNI ENDOWMENT CALLS FOR UNITY

Head of Sunni Endowment Dr. Adnan al-Duleimi stressed the necessity of all Iraqis taking part in settling security, stability and combating all sorts of chaos and disorder.

In a speech paid in Muslim Scholars Conference held in Diala, Ad-Duleimi said that uniting stances and prevailing lovely and brotherhood principles would enforce relations among Iraqis.

LABOR REGAINS 119 VAGRANTS TO SOCIETY, DEMANDS TO RESTRAIN NEGLECTFUL PARENTS

A campaign organized by Ministry of Labor to collect 119 vagrants from Baghdad's streets to eradicate the beggary phenomena in the capital.

The Eng. Layla Abdul Latif Mohammed the Minister of Labor and Social Affairs, Chairwoman of the Childhood Welfare Commission in Iraq said that the commission has done in coordination with Interior Ministry, adding that this decision has emerged from the ministry believe in the necessity to change the Iraqi status and get acquaint with their social and economic circumstances and saving them from several social and morals problems force them to present in the streets.

She said that the ministry through the Social Welfare Department had created for this purpose three groups, the 1st one include 4 sociologists with a patrol of Iraqi police in Baghdad, al-Rusafa while the second group has entrusted with working in Baghdad, al-Karkh, the third group includes the Director of State Orphans Houses and two sociologists, their duty is confined in receiving vagrant and beggar children to open new files for them and conduct interviews with their parents in order to enlighten them to the hazards of existing those poor children in the Baghdad's streets and quarters, asking them to present warrants certified with ID1 million prove that the parents will commit not let their children regaining such job again.

She indicated that around 113 vagrants and beggars from the children have been returned to their parents, after the latter has had presented warrants of the mentioned sum, saying that we found 86 males and 33 females were beggaring in Baghdad's streets.

WATER RESOURCES MINISTER: ADVANCED STEPS REALIZED ON EFFECTUATING GRANTING DONATIONS TO IRAQ

The Central Bank of Iraq has allocated $20 millions as a first step to carry out the irrigation projects in Iraq, particularly in three provinces; namely: Muthan, Thai Qar and Messan.

The projects include the implementation of several pioneer stations, besides, maintaining 40 cahiers in Sulyminia, while the ministry has allocated $9 millions for the second phase within programs of loans given to Iraq and within the ministries share reaches to $55 millions.

Baseless charge

As-Sabah newspaper was astonished with baseless charges reported by Saudi al-Watan newspaper and quoted by the late Ahmed Ar-Rubeie's family, ex-mate in As-Sabah, who was lost as victim of a terrorist group called Ansarul Sunna-Saraya al-Jihad wal Tawheed (Sunni's advocates which belongs to battalions of jihad and unification) who confessed kidnapping and slaughtering the reporter.

The Saudi newspaper cited unnamed figures of Ar-Rubeie's family accusing to unnamed employees in As-Sabah of selling the victim to an armed group who have kidnapped him last week.

Although this accusation is baseless in content and form and practically worthless, we appreciate nervous condition the Ar-Rubeie are passing under which great sorrow of their lovely son that we have to understand the situation and not hold them more than what they burden.

As-Sabh has paid great sentiment with the late friend family who made several visits supposed to be friendly and recurrently to the newspaper's offices when they were received in a respected, sentiment and lovely manner so as ease their sadness and perform cooperation with them in order to catch threads leading to the culprits. The National Guards have captured members of the gang that confessed committing the crime of kidnapping and slaughtering and we considered the case is under the Guard's control and the state would take tough measures against them.

We were obliged not to speak out the subject in complying with the family's demand, whereby the case had got its natural way according to law pursued in this country.

Yet, it is regrettably that figures of the said family resort to accuse employees at the newspaper with what we have said in the beginning in a falsely manner without any evidence, approve or eyewitness thinking that setting charges would ease grieves or get the dead back to life.

We do not unveil a secret when we say that we felt wit ha sort of blackmailing against As-Sabah basing on a weak story lacking to any indication for the aim of some external motives that have no links to the subject. It is a blackmail that can lead to threats of exposing the newspaper's cadre to risks of unjustified crime or mistake.

Reaching to such point, make us feel that government have to protect the newspaper and its employees from any threat, blackmail or danger in addition to keeping the right to resort to all legal and juristic means to provide such protection.

SLATES DISCUSS DECLARING GOVERNMENT

Deliberations concerning forming government went on crucial tuning point as time is going over for other deserves demanded for the next period.

Robert Zoleek the US deputy foreign secretary made last week quick talks with Iyad Allawi and Hachim al- Hassani the chief national assembly and Ibrahim al- Ja'fari the newly appointed Iraqi prime minister after quick talks made by Donald Ramsfield the US Secretary of Defense.

During the meeting, Ramsfield met Talabani the Iraqi president and Ja;fari before meeting US troops in Baghdad airport.

Following meeting al- Ja'fari, Zoleek said he discussed with Iraqi officials the situation of political process to create an atmosphere necessary for reconstruction process and security stability besides discussing joint tasks of common interests .

He promised Iraqi government to waive its debts to make Iraqi economy able to face difficulties and accelerate industrial, commercial and social promotion.

Before his meeting with Iraqi officials, Zoleek visited the city of Falluja and got acquainted with reconstruction process there.

Zoleek expressed pleasure over return of Falluja population to their city, referring to joint efforts exerted by Iraqi government and US to restore normal situation there.

On his part, Al- Ja'fari said, at a press conference, that Zoleek has a detailed vision on Iraq's situation, expressing US government's attention over promotion of democracy in Iraq and developments in all fields.

KURDISH DEPUTY: WE WILL UNIFY EFFORTS TO SECURE WOMAN'S RIGHTS IN PERMANENT CONSTITUTION

Kurdish deputy at Iraqi national assembly said that Iraqi woman proved her efficiency in different fields. She could assume president and prime minister posts in near future.

Intisaar Bakir Salih the Iraqi MP considered electing a Kurdish person as a president as s a victory for democratic process in Iraq.

"We will unify efforts to guarantee woman's rights in Iraq's permanent constitution" Bakir said, adding that elections on 30th January opened new prospects and better future for the Iraqi people.

She clarified that Iraqi people were disappointed after the elections due to the suspension of national assembly's sessions and the creation of the government.

"Iraqi citizen looks forwards, I deem that choosing Al- Talabani as a first Kurdish president for Iraq was a victory for democracy".

IRAQI, KURDISTANI COALITIONS VOW TO MAKE IRAQ FOR ALL

The Iraqi and Kurdistani Coalitions have vowed to make Iraq as a country for whole, respect and care others religions, faiths and formations.

This came through a document issued by the two lists and stipulated that the two sides had agreed to carry out the transitional phase on bases that the task of the transitional phase is the preparing for the permanent constitution, going on national dialogue policy and expand participation in the political process.

The document stated also on maintaining Iraq's sovereignty and accelerating in plans of continuing the Iraqi armed forces to enable them from receiving the security responsibilities from the multi-national forces in order to end their task in Iraq.

The document confirmed keenness on unity and conformity of the transitional government.

Notably, the collapse of participation deal between the Unified Iraqi Coalition and the Kurdistani National Coalition will not happen unless principles have been agreed on to create the new government would be disagreed.

The document has mentioned the situations which might led to unbind the coalition between the two sides, among which discharging a member whom in a sovereign post in the government or to vote of no confidence without a legal reason or the approval of the side whom the member has belonged to, in addition to abolish any requirements given to any side of the coalition.

According to the document's provisions, the two sides had agreed on accelerating the trailing of the ex-regime criminals and impose extreme penalty on them.

Dr. Iyad Allawi the Iraqi prime minister visited Shourja commercial center to get acquainted with situation of large blaze sweeping Shourja.

On the other hand, Shourja blaze has not been controlled yet as 35 civil defense teams face difficulty in putting out the blaze.

Civil defense spokesman said that blaze continued until Friday afternoon in largest blaze Iraq ever witnessed in a commercial center.

Information source at civil defense told As-Sabah that at 1815p.m Thursday, a blaze erupted in Mahla 108, Rasheed district, St. 17 in Qaddisiya building in Shourja . More than 35 civil defense teams were present at the center of Baghdad, backed by other civil defense teams from other Iraqi cities to control the blaze which was erupted in storehouses for chemical materials, perfumes and raw materials used in chemical industries.

The source added that narrow passages and iron storehouses in old Shourja besides absence of outlets led to the spread of the blaze which devastated all shops in Qaddisiya building as well as hundreds of proximate storehouses and shops as the blaze included coppersmith's market.

Col. Ali al- Ubaidi the commander of 3rd regiment 6th division of Iraqi army assured martyrdom of Ahmed al- Rubaee by a terrorist group who confessed belonging to Ansaar al- Sunna al- Tawheed and Jihad.

The colleague Ahmed al- Rubaee was disappeared several days before kidnapping, however, As-Sabah was keen on unveils no news about his slaughter upon a request of his family.

Al- Rubaee left highly respected friendly impression for his colleagues who feel bitterness of his loss because he was diligent editor and sweet –hearted person lovely for the all, characterized with strong relations with his colleagues.

Colonel Ali explained to journalists who represent newspapers, Iraqi and foreign news agencies, showing live photos clarify confiscation of documents, and videotapes proved the gang's involvement with terrorist organizations.

He indicated that among videotapes found were slaughter acts practiced against Iraqi security guards and civilians including Ahmed al- Rubaee .

At the time As-Sabah feel sadness for missing Ahmed, it feels regret over accusations addressed by Ahmed's Family against staff of As-Sabah for selling him to armed group who kidnapped him last week.

Iraq is a Moslem country with respect to other religions in Iraq, and according Islamic view, natural resources like oil should be owned by people and not included in privatization process which admits individuals owning oilfields. Such rule are banned in Islamic law thanks to the idea that all the people share the oil fortune, and government and ministers of Finance and Oil are just operators of exploration, extraction and investment of this fortune and its revenues which is owned by people. So, that means every body has his share in the revenues, yet the question is how can people get their shares of money?

Some people demand frankly their share by distributing the money one each one in cash which is valid since it expresses people's ownership o their fortune. But it needs to a deep study to be made by a specialized committee at the National Assembly in order to issue laws needed to serve the process, however there are other techniques of applying the idea. There might be a social insurance fund aided by a share of oil revenues while every body has the right to get his share from that fund basing on adequate measurements relying on some external experiments in Britain, Holland and Scandinavian countries as a ministry of Social Insurance should regard the concern. On the other hand, services made by the government in fundamental constructions and health care could be part of making use of revenues. I don't know how much money taxes revenues imposed on people that developed states use in funding such services and if they can not cover consumptions they would rely on oil revenues. It can be discussed in the light of five essential rights that should be granted to people; security, housing, health, education and suitable income. Any how it is another affair that National Assembly should study and put a plan for it.

Baghdad Governor proposed convening sessions on Thursday, Friday and Saturday and in the evening so as to ease load of traffic in the city. Nessreen Berwari Municipal Minister asked for limiting provinces authorities referring that the ministry is discussing services with councils of provinces so she proposed joining them in parliament sessions.

100 MILLION DOLLARS FOR NAJAF

Najaf Governor Asa'd Abu Gullel said that 100 million dollars have been allocated for the province for service and construction plans in the city. Mr. Hoshiar Zibari the interim Iraqi foreign minister has met Ahmed Salim Haidara the Yemenis charge d' affairs to Baghdad, During the meeting, Zibari received an official invitation to attend proceedings of 32nd round for foreign ministers of Islamic conference scheduled in San'a from 28-30th of coming June.

Haidara handed Zibari a letter from Abu Bakir al- Qurbi the Yemenis foreign minister, included an invitation addressed to Iraq for attending the meeting. Means of promoting and enhancing bilateral ties as well as causes of common concern were discussed during the meeting which was attended by chief Arab office at the ministry.

Being parts of props of democracy, Integrity and transparency judge that officials who are members of presidency, national assembly and government have to perform their open account concerning their financial and land properties in addition to their relatives' ones before ascending posts in state in order to be asked about their fortunes following departure of their posts basing on question 'where did you get your fortune from'?. It was said, according to many rumors, that many of those who ascended posts during the last couple of years have grown their assets which have become mammoth abroad. Some of them are in clear proper names while some are in their wives' names or members of their families' names. Some of airport employees told that they have seen boxes full of US dollars accompanied by officials departing Iraq. If it is true, yet we hope it is untrue, it means that Iraq is being exposed to an organized robbery whereas some of thieves are state officials. We have an integrity commission which has to have an open eye on corruption since Iraq has an advanced position in its financial and administrative sorts. In order to enable the commission and other departments to perform adequate job, there should be an open account for all to see. This transparency helps not blocking the way on rumors and stories only but also protects the officials against rumors let alone active measures that contains corruption and prevents individuals from collapsing in such dilemma. The National Assembly can run case by issuing a law that obliges officials and employees to reveal their properties following ascending posts, of course following ending building authorities, and I think it is easy.

SISTANI REJECTS PUTTING PICTURES ON BUILDINGS STATE INSTITUTIONS

KUWAIT ADOPTS CONSTRUCTING 120 RESIDENTIAL UNITS IN NAJAF

I do not remember that one of winning slates has promised of restoring the stat's properties including headquarters of the party's interred regime despite that many of the winning parties, nowadays are MPs and may be nominated as ministers, occupy those headquarters up to now including former ministers' houses.Those buildings were built by the state and people's money, so they are the people's heritage. There was a decision made by Bremer calling for restoring those buildings into the state, yet it was not implemented up to now.Now we have an elected legislative assembly and elected government in addition to an elected Iraqi president as they have the right to wait good intention gesture from officials and parties and even the opposition parties so they can hand over the buildings to the state while Ministry of Finance or the liaison ministries can deal with their properties. Iranian instance can be used in this regard when the late Imam Khomeini had ordered forming a committee called 'Martyr Committee' which was in charge of confiscating all past Behlevi regime's properties in order to make use of them and invest them for the Iranian martyrs of national movement who paid lives under the dictator policy of the former shah. Thus the National Assembly can make such committee so as to restore houses, buildings, cars, etc …following asking those people to hand them over. The committee can put a plan for maintaining and investing the properties. Talking about new Iraq is meaningless unless applying slogan of 'restoring fortune and authority into the people' since that those properties are the people's right and leaders of the parties can present the first step.

LONG LINE VEHICLES IN IRAQ-TURKEY BORDER WAIT FOR ENTRANCE

Dozens of Turkish vehicles were waiting at Ibrahim al-Khalil bridge border point due to Turkish authorities measures of inspection that left cars waiting along with fifty kilometers near Fayda sub-district. Some of the drivers told As-Sabah that their house are near the border point but they could not move and leave their cars fearing of stealing the cars. A source at the border point police said that the problem was not linked to Turkish side only but also to Iraqi one because they inspect all cars crossing the point accurately.

Democratic revolution

US President George Bush says that success of democracy in Iraq could lead to comprehensive democratic revolution.

Before that, Druze Lebanese leader Waleed Junbalat said that success of elections in Iraq worth collapse of Berlin Wall in1989, which really had led to spreading waves of democracy all over Eastern Europe as they were called Socialist countries orbiting the domain of former Soviet Union.

Ideas and trends have the nature of movement and crossing over borders and they can be planted and reproduced in other countries, while peoples usually interact in positive or negative way with ideas passing the borders like what happened with Christianity, Islam, Marxism and ideas of English and French revolutions and now is going on with Democratic Revolution.

This is a natural tour for ideas and not' export of revolutions's and ideas.

I say that because I know that the term Export of Revolution was linked to unlikely memory of '80s past century in our region.

However, success of democratic experiment in Iraq is not a historical or mechanical eventuality yet it came as a result of individual and subjective factors that have interacted together with human role who occupied a prominent position since that historical criteria is a human criteria at all .

Human factor in democratic revolution is Iraqi people in addition their representatives and active politicians in political process beside social, intelligentsia and religious leaders.

Among all, members of National Assembly occupy prominent position thanks to their role of drafting constitution and observing government.

Democratic experiment would either grow and go on or dry up and deteriorate for success is possible likewise failure according to the MPs performance.

GOVERNMENT TO BE DECLARED WITHIN TWO DAYS

Well informed source in the Iraqi United Coalition prospected declaring the government for a coupe of days following withdrawal of Iraqi slate from ministerial formula.

The sources see that the way for Ibrahim al-Jaferri became open as the Kurdish slate has presented its list of ministers after it was insisting on including Iraqi slate and Arab Sunnis in 'national unity government' as it was described according to Humam Baqir Hammoudi.

COUNTERTERRORIST UNIT TO BE BUILT

Iraq counterterrorist force hinted that it was ready to form a specialized unit of combating terror in Iraq.

Brigadier leader of the special forces in Iraqi Army told that four courses were held for that aim where personnel of the courses would receive hard training for ten days before selecting 350 members out of more than 800 to be tested and separate 100 of them for an other hard and special training to combat terrorist gangs.

ABDUL MEHDI, CHANI, RICE DISCUSS STATUS OF NEW IRAQI GOVERNMENT

The Iraqi Deputy Prime Minister Adel Abdul Mehdi has announced that he had discussed with his US partner Dick Cheni and the US Secretary of State Condeliza Rice the status of the next Iraqi government.

The spokesman of the US administration Adnan Earli had told reporters that Iraqis had elected the transitional assembly, which in turn, selected the new Iraqi President Jalal al-Talabani who authorized Ibrahim al-Ja'fari to form the new Iraqi government.

Earli added "We have many matters which we would like to discuss them, namely the security cooperation, efforts of the two sides on both local and regional levels that had been discussed to contribute in reconstructing Iraq again, clarifying that the meeting had tackled various related matters in this concern.

Problem

We have a problem with some officials especially director generals in ministries and hope God it is little.

The problem is those people cite press statements to our reporters to be published according to scientific journalistic rules. Following publishing the statements, bosses of those directors feel confused to read the news and summon them for enquiry. The directors push to deny what they had said before. Hence the boss supposes he had discovered a secret and revealed a lie or unveiled a forgery. So, he would inform the press office in his department to issue a falsification.

Mostly, we receive such statements and publish them basing on right of publishing despite that our news is adequate while the reporters record their interviews and statements paid by those officials, a matter that the falsification can by rebutted.

This is not the matter; however I wanted to concentrate another issue linked to directors feeling of dismay? Why are those directors afraid and what is the hidden authority in their ministries?

There is a sense of fear of bosses still lives in the ministries and their departments; I mean personal fear and not fear of violating laws of corruption and embezzlement yet it is necessary to be afraid of the second sort in the light of employees obligation to integrity and honesty. The unwanted fear is of losing jobs, positions or privileges since they are liaison to the boss, so, this fear prevents the employee of talking or enforces him to withdraw his view if the boss threatens him of depriving him of some privileges.

Four inspectors in important ministries have told me they could not state their views since they fear losing their jobs. It is a hazardous condition covers the state and constitutes a big defect in the state and relation between the employees and their bosses. Besides, it can lead to a bigger defect of performing actions and meeting legal, ethical duties on the employees' burden. Finally, we are in need of a new civil servants' law that can liberate them from fears.

GOVERNMENT LEAVES INTENSIVE CARE UNIT

Government forming has left intensive care unit before directing to halls of decision and personal testing by Prime Minister Dr. Ibrahim Al-Jafferi at the time Speaker of National Assembly Dr. Hachim al-Hasseni has left the parliamentary session without asking for permission to leave as his deputies continued the rest of the session.

Iraqi slate was put aside of new portfolio though there are some confirmations about its participation following impossible demands described by united Iraqi coalition.

Foreign Minister Hoshiar Zeibari told reporters that forming the government has become crucial and will be presented for the President to be approved before presenting it again to the parliament for approval.

VIOLENCE CASES AGAINST PHYSICIANS ESCALATED

The Ministry of Health has pointed out that cases of violence which targeted physicians in Iraq have increasingly escalated over the last period.

The spokesman of the ministry said that there are several political, economic and social reasons behind such cases in addition to several factors a matter that created a suitable environment for spreading kidnapping and violence against physicians, pointing out that there are certain sides aimed to abort establishing unified civilized and scientific country, citing that this phenomena has became one of the problems which facing the process of promoting the health status.

He indicated the necessity for eradicating this phenomena and respecting the law authority in cooperation with other ministries and related sides.

For his side, Dr. Mohammed al-Hassoni, the Director of Violence and Harm Prevention Program said that Health Ministry's statistics indicated expanding the range of this phenomena and its direct impact on teaching level in Iraq.

Notably, the number of physicians whom subjected for threat, kidnapping and killing has exceeded 120 physicians, according to the last updated data done by the Health Ministry.

Starting Point

It is important for politicians and citizens in general to say that democracy is not a target in itself, yet it is a starting point for higher social aims. Democracy is a system of neutral techniques to order comfortable handing over authority in society in a rotative manner according to popular choosing through free and impartial elections. Such meaning aims at finding a safe and stabilized political and social place in order to ensure human rights including the main five rights and capable of building up society's human, material and spiritual capabilities in development workshop. Democracy by such meaning is a political recipe to achieve social peace basing on pacific coexistence among different groups by accepting political settlement that means resorting to compromise and political concession under titles of mutual relinquishments so as to reach common ground whereby it is reconciliation with oneself likewise with the others in order to achieve joint political and economic interests. When a society makes reconciliation with itself basing on reciprocal acceptance and joint submission for duties, values and democratic compromise, it will open the door for its nation and coming generations to participate in creating better life under names of active and goodwill citizenship, which will build a powerful ground for sound relation between citizens and the state, and pave the way for qualification to play essential role in assumption of service posts in the state. Such wide participation, concentrating on citizenship and qualification, is provided to set a project of political, social, cultural and economic development, while denying it may lead to turning the projects into a dictator and totalitarian recipes. Besides, a gap between society and authority can not be bridged and people may turn to be a persecuted poor group that moves them back into the first spot of dictatorship or pre-modern state. Hence, January 30th elections were the first step of modest start of a long and hard way not only for building democratic, federal and multinational system but also for building new life that Iraqi people enjoy security, health, education, housing and suitable income that grants political life. If our democracy does not put in account such goals, it will be just a kind of external image of an absent potential content.

RICE URGES IRAQIS TO DECLARE GOVT.

Following 85 days of non government situation in Iraq,Kurdish coalition expressed understanding to Arab Sunnis demands in its efforts to establish government, according to Salih Mutlag's statements who is member of council of democratic dialogue. He stressed non marginalization to any Iraqi ethnic no matter what was the reason. On the other hand, US Secretary of State Condoleezza Rice urged Iraqi politicians to set aside their political disputes and push to declare new government rather than spending time in conversations in vain. CIVIL DEFENSE WARNS OF BURNED BUILDING COLLAPSE

Civil Defense Directorate demanded residents to leave their Al-Qadissia burned building due to great fire that swept up the Shorja Market but affected the said building. A source at the Defense said that fears of collapse to the building have grown since that scientific tests found out that the build is about to deteriorate following the fire because it had bad impacts on concrete props. He confirmed that the fire was made deliberately.

Delay

Whatever those who mentioned reasons of delaying new government seemed convinced of such reasons, yet the subject has another view. People see another face as they were unfamiliar with decorated speech or diplomatic phrases that mean every thing and mean nothing. Three months passed following the great event of Jan. 30th elections which were nominated by media as 'democratic wedding', however delaying the government has stolen its fascinating shine while people started enquiring if it is worth all sufferings, risks and sacrifices they have paid on that day. Many people did not feel that their elected deputies have given them their backs and become competing between each other not on meeting their set promises in the elections but on portfolios that they want to distribute them on sectarian proportionality that can lead to anything but not to democratic elections. Locked political horizons led to security deterioration following relative stability after the elections for the political process has influenced the security positively and vice versa while delay of the government led to creating another place for terrorists who enhanced their activities in an escorting conditions of violence like what happened in the past days. In addition an administrational paralyze appeared to cover the whole government because the current government led by Dr. Iyad Allawi is unable to deal with complete authorities because it is a take over one, nor the promised government is coming and it is not secret that some ministers have exploited the situation to pass some cases which the National Assembly and call them to account. Finally the government would be formed whether it is now or later and the important thing is not of the forming but of the delay. It is useless to register that in history and telling that the government has been delayed for three months as the country fallen in political vacuum because history is a cruel thing for many historians would search the fact among thousands of documents while it is unwise to wait for history we live in exceptional phase that people want to know every thing and I have to reiterate my word that people have to get more knowledge as one of the democratic props we want in Iraq.

FADHEELA PARTY HOLDS JA'FERRI RESPONSIBLE FOR GOVT.'S DELAY

Ali al-Adeeb of the Dawa Party considered the Fadheela candidate for the oil Ministry is unqualified. CANCER RANGE INCREASES IN IRAQ

New survey published by Ministry of Health reported that 20 cancer cases were reported every day in Iraq, according to a source at the ministry. The source added that 7500 cases were reported in 2004 especially southern Iraq, referring reasons to raising level of radioactive pollution caused by three wars in which various weapons were used. The source clarified that most of cancers are leukemia, lymphoma, brain cancer, polyneuritis cancer, children cancers and breast cancer in addition to many women cancers, nodding that the current number of cases is about 140000 various cases.

TWO MEMBERS OBTAINED COUNTERFEITED CERTIFICATES AT BABIL COUNCIL DISCOVERED

The Bureau of the Higher Elections Commission in Babel has discovered two cases of counterfeited diplomas for two members of Babel governorate council.

NATIONAL ASSEMBLY CONTINUES DISCUSSION OF ITS INTERIOR SYSTEM

The National Assembly is continuing discussion of its interior system in its 13 session held on April 26 whereas it modified some of its interior system's articles, while it presented several proposals concerning the meetings of the National Assembly for this week and the next week. After the Chairman of the assembly Hajam al-Hassani started discussion of the interior system, Mariem al-Raiss, the member of the assembly and member of the constitution writing committee had expressed her opinion that there are no notes on Charter No. 15 which stipulated on work manner of the permanent committees. Vote had been done on it because there are no modifications in it, while Article No. 116, Charter No. 16 had been modified whereas the phrase "the Committee of the Assembly Presidency has referred" into "The Chairman of the Committee has referred". While Article No. 124, charter No. 17 had been modified which stipulated on agreements and deals. Dr. Sadi al-Barzanchi, the member of the assembly and deputy-chairman of the Kurdistani Coalition Bloc demanded to abolish article No. 123 from the same charter, considering it as surplus in the law and has no connection with the national assembly, describing it as wedging in incorrect way.

Shadow govt.

Political scene could be completed in democratic countries with existence of a commission called 'shadow government', which constitutes official opposition against current government. This government uses the same official titles of ruling government; as there is a foreign minister instead of the real one in the government and so on... the state may allocate salaries for members of such government, and usually, members of the shadow government sit before the ruling ministers in British parliament's seats. By the way, Britain is the only country that has shadow government. This government has several functions in the light of political democratic process. First; facing the real government, it constitutes a readymade, declared alternative, which should have knowledge as essential factor for public opinion who have to know in case of government's collapse the successor that will follow. Unlike what happened in Iraq when rival slates have failed in test of forming government following winning the elections. So, it is important to be acquainted with candidate. Second, the shadow government represents an organized opposition and it is a needed opposition in democratic system because organized one makes it systematic by making each opposition minister watching dog his run-counter and following up the ministry. This specialization pushes the shadow minister to concentrate his time on his target and means that we can have a powerful opposition instead of powerful government. As a result political process would be insured and democracy be maintained as government would not be able to cast absolute dictatorship or misuse authority, likewise prevents the opposition of being weak. Anyhow, the shadow government would sit before the real government, while people will be able to observe the political scene and judge true stances.

JAFFERI: NO DISPUTES BETWEEN SHIITE & SUNNIS

Electric Ministry stresses production reaches 6000 MW in June

An official source at Ministry of Electricity affirmed that work to belittle power-cut hours following re-linking 400KV power with the service. The source made it clear that Baghdad enjoys nowadays 4000MW power that can make the cut schedule 3 for 3 hours, adding that the ministry has imported many towers to cover the affected ones due to sabotage acts. The source concluded that with reforming activities in the whole country, the power level would raise up to six thousand Mega Watt in the coming June. On the other hand, technical teams have managed in reforming Musseib affected power line that links Baghdad with the power station. IMPORTING US WHEAT CONTAINS IRON FILINGS

The Ministry of Trade has discovered that the ratio of the iron filings in the US wheat which had been recently imported reach to 5 millions tones, referring that this ratio approximates to the 8 millions tones existed in the Australian wheat which hurly-burly raised about it. An official source at the ministry said that the five millions ratios are not a harmful as well as the eight millions, pointing out that the hurly-burly which circulated the Australian wheat was fabricated because it had not impacted the consumer badly. Notably, the Nutrition Researches Institute announced on April 26 that iron dust in the Australian wheat has reached to a dangerous ratio may be caused cancer diseases. The National Assembly is verifying now in the manner of importing the Australian wheat which contains high ratio of iron filings, the operation done by seven ships anchored in Um Qasr Port whereas the silo which much check the wheat had been burned. The Trade Ministry defended the subject by considering the ratio as normal and doesn't represent any danger, depending on tests made at al-Taji labs, the tests showed that wheat is edible, but the National Assembly unanimously voted on the necessity of summoning the Trade Minister to inquire him on this question. Notably, the Syrian Tartous Port had received 75% of the US wheat which been formerly signed with the Iraqi side and reached to 300,000 tones.

Success of political process depends on combating corruption in government departments in addition to other issues as they were inherited from the interred regime while other problems came following toppling the regime.

Iraq is one of top level countries suffering of corruption in about seventy per cent and putting this number in financial circles leads us into imaginary numbers of millions of dollars and billions of dinars which it is not new story as many people and officials talk about it in mockery, paining, and frustration.

Corruption is like black holes that can suck everything while all efforts of constructing the country, authority, citizen and state could be vanished when these efforts turn to be just like blowing in a bagpipe.

Commission of integrity headed by excellent judge Radhi al-Radhi is the authorized department of following up corruption, unveiling it and calling engaged people to account let alone their posts in state and government.

This commission includes a host of well known people of integrity and honor, yet this commission relies on mean power and not on theoretical authorities sited papers.

A statement released by Criminal Court telling that the tyrant Saddam would be presented to the court with the coming weeks in presence of his advocates to see crimes accused of.

The statement affirmed that head of judges had visited the tyrant and his accomplices in addition to meeting their advocates for several hours, hinting at it is not the first time to meet the criminals and their advocates.

FINE PENALTIES AGAINST VIOLATING FUEL STATIONS

Ministry of Oil has imposed fine penalties against violating fuel stations who exploited the last fuel crisis in escorting the situation for their benefits.

TWO STATIONS FOR GENERATING ELECTRICITY IN NORTHERN REGION BUILT

The Ministry of Electricity has signed two contracts with private sector to build electricity generators stations in the northern region; the capacity of each one is 200 MW.

An official source at the ministry said that the signing of these two contracts came due to need of the northern region to these generating stations which will contribute in case of building them in fulfilling the need of electricity power, especially the national electricity which providing the northern region now is 250 MW.

The source clarified that the production of the electricity power from the hydraulic stations distributed there is not fulfilling the need of the northern region, expecting the accomplishing of the work in these two stations during the current year.

He pointed out that the technical and engineering cadres at the ministry had put a plan for this year includes entering new generating units in Beji Gas Operated Electricity Station and it is now in phase of accomplishing in addition to enter new unit in Kirkuk, particularly this unit had been hopeful to enter work by the beginning of this year but the delay of arriving the spare parts prevents this.

He added that two electricity generating units in Khor al-Zobair station will enter the service by the end of the current month, besides, entering 16 units in southern Baghdad station with capacity of 2 generating power to each unit, 25 MW, it is hopeful to be accomplished this year allover the country.

The source pointed out that the technical and engineering cadres at the ministry are continuing their efforts to rehabilitate the electricity grid which subjected for huge damages due to the sabotage acts over the last week, citing to its succeeding in rehabilitating these two generating units in Beji Electricity Station, hoping that they will enter service over next few days, indicating that work has resumed in one of al-Maysaib electricity station.

An official source at the ministry said that the ministry had addressed meats and food stuff merchants on necessity to submit thermal record for the process of the shipment on graphic papers to follow the process of the shipment from birth place until the arriving of this shipment to the stores, clarifying that the ministry has adopted this step to verify from the articles and then to protect citizens health.

The source confirmed that inspection committees, subordinated to the ministry, Nineveh province had capable from seizing more than 66 tones of the inedible red meats, referring that the ministry has decided to stress supervision on border checkpoints to test these food stuffs and meats, preventing the entrance of any inedible or expire materials.

Ja'ferri's heart

Yesterday I have seen many leaflets in Baghdad streets on which a phrase stereotyped "Ja'ferri's heart holds all Iraqis" while some of them have colored portraits of new Prime Minister. It was a nice phrase as I have read yesterday's New York Times editorial, which has stressed that Jafferi is a premier for women, Sunnis and seculars. That is right as it is addressed to all Iraqi officials because it is not of state's interests to be ruled by figures favoring their parties, sects or ethnics and personal benefits. Doubts are far from Abu Ahmed (al-Ja'ferri) thanks to his old age struggle against the former regime and paid heavy sacrifices in that way. Yet he is an Islamic Shiite leader of a political party. From Islamic point, Jafferi has to search for alternative of Islamic state that can be suitable with Iraq's circumstances. Perhaps State of Human is the most suitable kind for Iraqis as it is an open way for all Iraqis to get their rights and specially five essential ones. Hereby, there could be capabilities of Islamic Cultural Project that human's state could function. From Shiite point, Ja'fferi should not hold political Shiite project since the state is not a sectarian political one, yet it is no use replying on sect's persecution with a sectarian run-counter project. As for the party's point, I wish Ja'fferi transmigrate the soul of independent Iraqi figure away off imitating old Dawa Party's texts that put the "nation's interests " at the expense of any consideration. As we know Ja'ferri, it is not an impossible demand or a utopian dream and I suppose he is capable of doing so, and he can emerge from little circles into big ones in the light of national space that can put him in the whole people's hearts as the leaflet said. Anyhow, it does not mean we should not stress on leaving personalization of the authority and state because ruling is bigger than the ruler and not vice versa, which is the media's task and it may collapse in quagmire of selfishness or live up to horizons of subject like the state as an institute. On the other hand, he should supervise directly on accords signed by the state and ministers so can he prevent corruption destroying our state nowadays. This is the moment of building democracy in Iraq and Ja'ferri holds one of its key roles.

PEOPLE DEMAND GOVERNMENT SUPPLY SECURITY

As-Sabah polling center found that 56,5% of 306 people put security in their first demand form the new government. 18% of the answers demanded putting Saddam in trial, whereas 1,63% demanded putting an end to unemployment, which his strange in value, yet it is important to suppose that people think security and conquering terror is favored rather than unemployment. Delaying of government led deterioration of security especially on the declaration day of the government. On the other hand, Iraq's neighbouring states started their meetings in Ankara following declaration of the Iraqi government as Dr. al-Ja'fferri excused to not attending them. The meeting called on Iraqi government to put in account Arab Sunnis participation in the government. Kuwaiti Foreign Minister Sheikh Muhammed al-Sabah reiterated welcome to new Iraqi government.

UN, RUSSIA, IRAN OFFER COOPERATION WITH IRAQ

UN has praised forming new government in Iraq emphasizing on readiness to escort the country in the next period of political process. On the other hand, US President George Bush welcomed the new government inviting Prime Minister Dr. Ibrahim al-Ja'ferri to visit Washington. White House spokesman Scott McClellan said that Bush has offered Ja'ferri cooperation in rebuilding in addition to political process. Russia and Iran hoped the new government success and Iraqis could boost brotherhood ties with neighboring states.

CLERGY-DRESSED TERRORIST KILLED

On the other hand, security forces broke into a mosque in a Baqouba city mosque forcing a wanted to hands up as indications asserted he is the Imam of that mosque but he got out holding a grenade and when he was exchanging fire with the troops he was shot in his leg but the grenade was bombed killing him and injuring several troops.

DEATH PENALTY STILL UNDERWAY IN IRAQI LAWS

The Ministry of Justice has clarified that the Iraqi laws are still issuing and applying the death penalty against criminals whom special laws are implemented against them. Several news have been circulated on Iraq's possibility to abandon from this penalty, especially after statements declared by Jalal Talabani, the Interim President of Iraq when he said that he is against this penalty. An official source at Justice Ministry said that Iraq had already been participated in Rome agreement specialized in canceling sentence of death during Bremer phase, but the former interim government had decided to withdraw from this agreement.Several Judicial experts said that crimes perpetrated by terrorists, besides the crimes committed by Saddam regime's former loyalists have necessitated remaining death penalty, especially in light of violence wave which the country is subjected for, which causing the death scores of thousands of innocent civilians due to the terrorist and sabotage acts which annihilating the Iraqi street.

Supplying power to new residential areas in Diyala

Diyala Electricity Directorate has supplied nine new residential neighborhoods with electricity power. The supplying areas include al-Mo'almeen Qr., Khans Beni Sa'ad, al-Sadiya, Kan'an and al-Khalass. The directorate had ended the erection of 16 diesel generators in different areas in the province to revive the electricity grid. The Eng. Abdul Latif Ibrahiam 'Alo, the Director of Diyala Electricity Directorate has clarified that work is still underway to implement the second part of the Iran's line project which feeding the governorate with 50 MW after the first part of it had been implemented with capacity reaches to 90 MW, referring that this line will include al-Khalass, Maqdadia, Bald rose and part of Baqoba center. He added that Iran's line will be merged with Hamreen project under the supervision of Electricity Project Company.

Security

People want to live in peace. That is the main interest in Iraqis' mind following two years of tyranny's collapse, or what was unveiled by As-Sabah web-site poll where hundreds or thousands are participating every week. Security is the first affair, whereas the rest are mere details, up to current moment 54% of votes decided that achieving security is the main task of current government headed by Dr. Ibrahim al-Ja'ferri.

This sense of demand is almost instinctive and natural since that security is the first requirement in nature and that what the poll had stressed.

Second demand limited by the poll was quelling terror with 12,63% noticing its little per cent, while Saddam's trial got 9,74% and drafting constitution 6, 39%, then combating corruption was of 4,72% as foreign forces withdrawal came with 4,41% before ending unemployment which was 3,35% followed by applying Islamic law with 1,67% and improving general service was equal to providing shelter when they each got 0,91%. 1,22% were unable to respond for they do not know and it is of no objection due to many circumstances that lead people not to decide what to choose for ambiguity of Iraqi scene in general. I admit the numbers were not absolute or final, besides, they are not adapting the fact 100 per cent for there is no such poll that can claim these numbers, yet they are a good note for general indication of public opinion and people's fovorites. Seven months period is the whole rest of the government's age to test its performing and it has to pass the test of achieving security which can be its popular credit in the upcoming elections.

DIFFERENT VIEWS ABOUT GOVERNMENT STILL MOVING

Turcoman have finished their option to choose their candidate for deputy premier when they nominated Aneesa Oaji for the said post well informed sources described her as independent and non-national or Islamic organizations linked . Head of national dialogue council said that Ja'ferri government had apheld political programme but some people in the United Coalition deny its activities and programme referring that Sheikh Ghazi al-Yawer was misled mistakenly about nominating some Sunni ministers, a matter was denied by Jawad al-Maliki one of the coalition key figures.

167 PROJECTS IN PROVINCES TO BE HELD

AL-JA'FAIRI: 35 WEEKS TO TREAT SECURITY ISSUES, SUPERVISE MINISTRIES' WORK

In a press conference, Dr. Ibrahiam aj-Ja'fari indicated that his government has initiated to put 35-week security plan to supervise the security issues and process of the ministries' work, while he discussed with the Australian Defense Minister tottering of the wheat question. Al-Ja'fari confirmed that his government's program will be comprehensive in viewing to the state's facilities and all life domains according to the necessities of life such as security, services and eradicating corruption, adding that the program of the government is meeting urgent needs now and set up for future case by overtaking government age into new democracy age, new political situation and parliament situation. Concerning the plan drafted for this purpose, aj-Ja'fari clarified "We will treat with the security and services dossier, economic dossier and another with the remaining few months, whereas the plan has been put on base of week which are 35 weeks specifically."He said that we will supervise the process of work of all ministries on the light of these indications until the drafted plan be implemented on the current level, stressing that the plan is not separated from the future or strategic plan which performing the task of generating the constitution, generating the democratic process and establishing the general electoral situation at the same time we will anchored pillars of the new future democracy, so that our work and plan which established on base of fulfilling the necessary needs on a specified term until the end of 2005 doesn't mean definitely that it will be on the sake of the long-term strategies. Concerning the state of the last bombings, the Prime Minister aj-Ja'fari said" since the early morning we had established operations room in coordination with officials related with the security affairs and all figures connected with the Interior and Defense Ministries and other facilities, referring that the Iraqi government had held several meetings, whereas the operations room had started its work and prepared the necessary reports round the day. He pointed out that several items had been put to prevent the occurrence of such cases in the future, concerning the new formulation of the government, al-Ja'fari said that the new Iraqi government is working on parliamentarian facts and there are two fundamental blocs: the Iraqi Coalition and the Kurdistani Coalition which enjoyed with the third.

NECESSITY OF ALL IRAQIS POLITICAL PROCESS PARTICIPATION

Obviously it seems many Iraqis have focused on new government's steps which earned trust of the National Assembly and also they can easily specify faults and weak points because of it's lacking of perfection. Al-Sabah daily met some educated people. The poet Hatem Abdul Hadi sees that Iraq now passes through a complex political process still unsettled or balanced, "so it is naturally this will not be so perfect, nevertheless he thinks that the new government should take important steps in spite of all political, economic and security challenges facing the country". Moslem al-Ta'an has another opinion; he thinks there are challenges in front of Dr. Ja'ffari unless his ability for re-building and bridging confidence then plant and spread trust with all political parties and this step will be the principle success in his new job.Omar al-Dorri is an architect he left Iraq since 1993 because of Saddam's followers he finds himself with no position, unable coming back home unless all kinds of injustice lifted from all Iraqis. Abbas al Zubaidi, is emphasized on the importance of writing and forming constitution law sharing all different Iraqis.
