Unacceptable

Unacceptable.. Unacceptable. It is unacceptable that US trooper kicks an Iraqi citizen's car just because he could not clear the way ahead of military convoy for a reason beyond control, which is traffic jam. This has become yesterday and I have seen it myself on my way to the al-Iraqia T.V channel studio. Traffic was heading down for Karradet Mariam across Jumhuria Bridge, but it was almost halted due to barriers, large number of cars and disorder in traffic. A military convoy including civilian cars managed to reach a point in the way, yet it was stopped like other cars because of the traffic. One of the US protection troopers lost patience immediately, then he got out of the car and directed for an Iraqi car, led by an Iraqi citizen accompanied by his family, and kicked it by his foot like a brave lion, directing his gun before the others.This is unacceptable act and is neither of carriage nor a civilized manner to ease traffic. US forces and other forces are no more occupying forces since they have become multination ones. Besides, their troops are Iraq's guests for sometime. Under either titles of occupation or guests, they have to respect the country on which they exist, let alone their nationality and they have to respect its citizens.The soldier's act made me upset because it is out of decorum, unacceptable, condemned and abhorred zct. Foreign forces should resort to gain Iraqis hearts and minds; however their acts were the opposite by unacceptable acts and insulting people or miss commitment. We wish translators translate our old Arabic proverb saying "strangers should be polite" so as leaders of the foreign forces can read and explain it and not to panic Iraqis and terrorizing their children, finally they should be more polite, generous and humble with world peoples.

VIOLENCE CONTINUES, PARLIAMENT CONVENES SESSION

Baghdad, May 3, p1

Four car bombs have been blasted in Baghdad targeting police and National Guard forces following declaring government last Thursday. A security source told that eight Iraqis were killed in addition to injuring 12 others, nodding that one of the cars was targeting leader of Special Forces in Interior Ministry General Rasheed Fleih while other cars plagued residential buildings. On the other hand, 14 th session of the National Assembly is scheduled to be held today with prospects of new ministers swearing in during the session. In Beirut, former Prime Minister Dr. Iyad Allawi met with Speaker of Lebanese House of Deputies Nabeeh Berri who stressed that Iraq and Lebanon are linked to brotherly ties.

IRAQI SECURITY FORCES ARREST 178 TERRORISTS IN BAGHDAD

Iraqi security forces have arrested 178 terrorists from different nationalities. Well informed sources said that some of them were from Saudi, Jordan, Syria in addition to Iraqis, with enclosure of many kinds of weapons including bombs, grenades, hand-bombs, time bombs, cannonballs in addition to many trapped cars. Second major's assistance colonel Hussein, said his force caught 150 terrorists loyal to Al-Qaeda organization named at Al-Jihad, Al- Jihad wal- Tawheed , Saraya Al- Ghadhab headed by Al-Zarqawi specified for killing and kidnapping policemen and the national guards in addition to killing translators. A source of interior ministry said that 20 Iraqis were killed and more than 26 were injured and two women and a girl also injured while 4 trapped cars exploded in Baghdad .

HIGHER EDUCATION MINISTER: PROCESS GOES ON DUE TO MINISTRY'S REQUIREMENTS

Dr. Sami al-Mudhfar, the Minister of Higher Education and Scientific Research said that requirements and priorities which the ministry has went on during the last period are general requirements proved their activity in erecting principles and teaching bases in new Iraq. During ceremony of receiving his new post as Minister of Higher Education and Scientific Research from Dr. Tahar al-Baka'a who's his term office was expired in a celebration held at the ministry on May 2, Dr. Sami al-Mudhfar said "We will exerted our utmost efforts to adhere in implementing principles which contributed in putting the ministry on sound route and in a way serving the teaching process in whole. Dr. Tahar Khalaf al-Baka'a , the former minister had pointed out that the country is passing in new phase to rebuild its teaching structure based on several methodical and objective bases, pointing out that the numerous problems which facing some rules issued from the ministry and some governmental sides as law of the university's service which still suffering from several obstacles put by Ministry of Finance, besides, to the necessity of putting new priorities be depended as a practical base as these must be depended in system of missions, through which priority must be put for provinces' universities due to lacking to the sufficient scientific efficiencies due to the injustice pre the collapsing of the former regime.

IRAQ EXPECTS WITHDRAWING OF FOREIGN FORCES BY MID 2006

Mowfiq al-Roba'ee the Counselor of the Iraqi national security that the US forces and other foreign forces in Iraq will be started withdrawal with large numbers by mid of the next year. In an interview with CNN, Al-Roba'ee said that will be large surprise for me if the US and other foreign forces will be withdraw by the end of the first half of the next year in all probability. Replying on pressing question concerning mentioning certain numbers of these forces which might be expected to withdraw next year, al-Roba'ee said, this depends on the extent of speed through which Iraqi forces could be trained and be armed to take the responsibility of security.

Constitution

Now we have finished forming the government, the national Assembly have to start immediately drafting permanent constitution. Really it is just four months remaining to achieve the task, yet it is not a long period if we wanted to draft and study constitution at a patient pace that grants producing fixed texts of organizing relation between the ruler and people on a hand and state as a whole on the other hand. It should provide also efficient guarantees to protect human rights and maintain them in addition to put techniques of democratic and peaceful handing over authority. Three months have been lost from the parliament in declaring results of the elections and convening its sessions in addition to forming new government. Just as a reminder, we say that Jan. 30th elections were held for forming a legislative authority that can draft constitution, following religious offices and powerful political leaderships that constitution should not be drafted by appointed commissions and limited the task with elected National Assembly, which was very right option because Iraqi people are fed up with appointed commissions drafting constitutions in the dark and away of people's eyes. The world have witnessed qualified step toward democracy in Iraq in the elections. Now the Assembly have to overtake the lost time make up for what we have lost in time duplicating efforts to achieve drafting constitution and commit to timing of political process, which his part of success in combating terror betting on foiling the political process and the whole Iraqi state. August 15th would be an important target as people holds the draft for referendum in two months time later.

AL-JA'FARI CALLS FORMER BATHISTS FOR REPENTING

The Iraqi Prime Minister Dr. Ibahim aj-Ja'fari called on May 3 the members of the dissolved Arab Ba'th Socialist Party whom not committed criminal acts towards citizens to repent and hold a dialogue with the new authorities, this came during a speech addressed by him following swearing in oath in Baghdad. Ag-Ga'fari added "I would like to say for those who preferred to stand with the buried former regime that the heart of Iraqi people is large and expand for them unless those Bathists are violating the sanctity of the country by committing several kinds of crimes. Aj-Ja'fari urged the former Bathists to return to the ranks of Iraqi people after repenting, referring that the dialogue is the only way which reaches them to the right way, not using the revenge. Aj-Ja'fari praised the innocent victims who died during the former dictatorial regime, namely the Shiites and Kurds.

The general satisfaction has surrounded the Iraqi street in general, after the Iraqi citizens had watched via TV Channels the oath swearing of the new ministers who will initiate their works to serve the country and upgrading it to level of the super states.Following the ending of ceremonies, as-Sabah newspaper had transformed to quarters, districts and streets meeting people who expressed their happiness to what they had listened of Iraqi Prime Minister aj-Ja'fari's speech in front of the members of the Iraqi National Assembly and members of Presidency Council, besides the clear and accurate replies stated by aj-Ja'fari during the press conference.Hameed Abbass, personal, said "for the first time in my life I would like to say that after I passed the age of 60 years, I had never hear an Iraqi official speak by such clear dialect which helped oppressed and support right.Meanwhile, as-Sabah met Ms. Sana Khalaf, an Iraqi citizen saying "we used to hear the lengthy and detailed speeches delivered by the dictator Saddam which not carry any degree of love for the country and Iraqi people who suffered for the building of Iraq.Ismael Abdul Ihad, earner, said "I hope that the new Iraqi government had succeed in tits endeavors to serve the Iraqi citizen, hoping that the Iraqi people live in safe and peace after the have became one hand against terrorism, referring that this strong hand will frustrate the bad intentions of any body dare to hinder and hamper the democratic project.

DEMANDS TO REMOVE PRESS OBSTACLES

Participants of international Day for freedom of press festival demanded canceling many items limiting freedom of press. This has come during festival of ''The national day for freedom of press'' held in Baghdad, headed and organized by Undersecretary of Human Rights Mrs. Ai'da Asseran who emphasized on free opinions that should form and enrich the concept of true political, social and cultural sides of life.She mentioned that "it is impossible to be free unless being plurality of opinions that takes part in our life and it formed the basic principle of democracy". Many journalists demanded canceling some laws put in 1980 which comply with the freedom of press.Many journalists, civil society organizations working in Iraq, deputies and specialized representatives of many ministries were present at the festival.

IRAQI FILM WINS GLOBAL PRIZE

For the first time sine 30 years ago and in the light of sophisticated circumstances in Iraq, a new Iraqi film has won a global major prize. The film was called Gheir Salih (no use for), directed by Udei Rasheed and produced by artist Ziad Turki, while some Iraqi actors have cast the film like Yousuf al-Ani,Samur Qahtan, Awatif al-Salman,Haider Hulu, basim al-Hajjar and Majid Rasheed. The prize was from 18th Cinema Festival in Singapore.Artist Ziad Turki said that the film was funded by the film's team and then Inleel Com. Has taken part in production.

Constitutional culture

Three months remains on writing the constitution, "15/8" and five months for the general referendum...There are still big sectors from Iraqis are in need for more constitutional culture.Polls made by several related establishments indicated large dissimilarities in the extent of Iraqi people knowledge in various aspects of the constitutional process, which forms the most important parts of the political process.These polls have revealed for an example that 68,10% of those who participated in the polls who are 2705 citizens from various Iraqi provinces don't know the deadline specified by Transitional Administrative Law during the transitional period of the transitional National Assembly specializing for writing the last draft of the constitution. As for those who imagine, others who fancy that they are know, only 1, 30% are capable to specify the correct date.But what comfort and consol us, we can say that 65, 20% of participants in the poll have knew that the last draft is depended on general national referendum, and not upon a decision from the National Assembly, for example, 11, 30% or the approval of the Republic President "7, 50%" or the approval of prime minister "1, 60" or the approval of UN "1, 40". But "11, 10%" said that they are not know anything.Envisions of the participants on the main aim behind writing the constitution have been differed. 13, 90% said they have not known originally what the aim behind it is, but 38, 60% said that the aim is to specify and protect the people's rights, 22, 3% said is to specify the figure of the government, 13, 10% said is to put an end for the government's authorities, 8,60% said to protect the majority, 2,10% to protect the minorities.Around "29, 30%" of Iraqis have not known how much time, the National Assembly, is in need for to write the constitution. 28,20% of Iraqis see that the National Assembly is in need for 3-6 months, 15,20% said that the period is less than three months, while 14,3% said that the period is extended from 6 to 9 months …and so on.This level of the constitutional culture is in need for intensive and instant effort to upgrade it... Mass-communications and firms of the civilian society are shouldering large amount of this responsibility.

LION'S SHARE GOES TO COALITION IN CONSTITUTION WRITING COMMITTEE

The Iraqi Republic's President Dr. Jalal al-Talabani said that "The trial of the dictator Saddam will be public". Through various press statements released in Amman he said that" the trailing of the dictator and his group will started soon", expressing his believing that Saddam's crimes are so large a matter that couldn't free himself from it, setting an example the mass graves. At the same time, the US forces had cordon off al-Abaidi village, near the Syrian borders and killed 175 terrorists from different nationalities.Meanwhile, the Iraqi Unified Coalition has formed a committee of five members to choose 28 members to represent the coalition in the committee of writing the constitution which will include 51 members from various parliamentary blocs.Al-Talabani confirmed that there are big and unlimited interventions in the country, but he didn't specify them until now, referring that these interventions are documented by the confessions of the detainees, besides the documents which reflect the financial and training support for the terrorists, expressing his regret for the Arab informational support for the terrorism in Iraq, indicating for an example that when a terrorist action happened in one of the Arab countries, the other Arab states condemned that, but when such matter happened in Iraq, he said, we find who glorified this, adding that the Arab Mass-Communication is launching anti-Iraq campaign.He denied that the coalition forces present in Iraq now, considering as occupation forces, referring that they are mere foreign forces, rejecting response for the demand of some Arab states to specify a timetable for the foreign forces withdrawal.

This figure added that he has participated several attacks in all places in Iraq and emphasized that all coming fighters were completely trained in Syria, most of them are Saudis, Yemenis, and Arab countries .On the other hand multi- nationalities forces have arrest one of the most wanted figure works with Al-Zarqawi net, his name is Ammar Adnan Mohammad Hamza Al-Zubaidy known as (Abo Al-Abbass). While Iraqi forces were captured him they found out many serious killing plans documents aimed attack and kill present Iraqi government leaders. Earlier Iraqi security forces and the National Guards have found important weapons such as 4100 mortar missiles, 800 RBG, more than 100000 gun missiles, 400 hand grenades, thousands pound of different explosives, dynamite bombs, many cannonballs, guided missiles ,dynamite, sub machines gun, and 400 rockets.The criminal admitted that he stole all these weapons since 2003 and hide all into two positions under the ground in his farm near Al-Youssefia district. Abo Al-Abbass has confessed that he was the main responsible one of a large facilities offered to Arab fighters arranged and headed several explosives of cars bomb occurred last week in Abo-Ghraeb and other places in Baghdad.

Taliban's orphans in Baghdad

The foreign minister of Taliban regime, Wakil Ahmad Mutwakkil, was once asked by a British journalist to explain why the regime used the main soccer field, which was built by western donors to be a resort and means of relief for the Afghan youth, as a site for conducting executions and thrashing punishments incurred on Afghanis. He calmly answered: "Because you didn't build us any facilities where we can carry out Shari'a rules, we were obliged to use the soccer field!! " This Taliban foreign minister is the only educated man, amid a bunch of illiterate ignorants, who had received academic education outside his country and attained a high degree from the U.S. and I leave it to you to imagine how deeply ignorant and retarded the Taliban creed is . This creed that ruled Afghanistan, and from which, and under it's incitement, dark clouds and swarms of locusts blew towards us and the rest of the world in order to cover Iraq's sun so that they can do whatever they wish in the ensuing darkness.What Iraq's new leaders, and all decent people in the world, face today is obviously not just a gang of murderers and bearers of the ideologies used to be adopted by the murderous old regime that rejected and exclude all others, , it is not just those whose interests were hit hard by the new situations, those who understand nothing about their religion or their world.What they are really facing is an alien creed and a murky ideology that desperately tries to enforce on us a kind of rule and creed that had long been defeated in Egypt, Algiers and Afghanistan, and whose leaders preferred to flee rather than to make a stand despite their previous claims that they shall seek either of the two blessings : victory or martyrdom. But as victory drifted away leaving them behind, and as they found themselves surrounded by defeat with martyrdom only inches away, they chose to flee in order to avoid facing the fate they made their followers believe that they longed for. They sought shelter in isolate caves, completely disconnected from the world of men, and from there they continue to issue their edicts and " fatwas " incriminating all and making legal shedding every body's blood but that of those affiliated to them through ideology or practice.This was exactly what their likes, leaders of the same creed, in Algiers and Egypt had done before.Now what the Taliban did in Afghanistan, and what their likes did in Algiers – namely, arbitrary killings, beheadings, terrorizing peaceful citizens, closing schools and universities, isolating Afghanistan from the worldwide movement towards progress and civilization – is what they try to inflict on Iraq today. What they plan to achieve is a Zarqawi republic of horror in Baghdad, God forbids, for the packs of murderers to spread under a variety of names and titles on which they bestowed legitimacy just as they did elsewhere.All that is happening in Iraq today, all the killings, bombings, and assassinations, is but the consequences of what happened in Afghanistan, Algiers and other places that could be reached by the swarms of locusts .

TWO EXPLOSIONS TARGET BAGHDAD AS CONDITIONS PUT ON SYRIAN BIDS TO ENHANCE TIES

A source at the interior Ministry said that seven Iraqis were killed and 16 others injured due to a couple of explosions as a suicide bomber exploded him self in the second one. Police sources considered the said casualties as premier and wait for hospitals to inform the final numbers.Seven cars in addition to Atlas cinema were destroyed in the bombing according to eyewitnesses.On the other hand, Iraq put conditions to rise up bilateral ties with Syria providing that Syria should control borders with Iraq so that Iraq can accept Syrian invitation to visit Damascus and discuss bilateral ties. Iraqi forces reclaimed Qadissia highway linking Jordan to Iraqi territories following blocking it after setting fire in fifteen Jordanian trailers.

WOLF FORCES CAPTURE 87 TERRORISTS IN BAGHDAD INCLUDING TOP LEADER

Wolf brigade declared detention to more than 87 terrorists including top leaders of their nets during a last 48-hour raid conducted in various regions in Baghdad.

Spokesman of the forces told reporters that his brigade troops have captured about thirty Ameer ( Arabic word of prince which means leader of terrorist group) including a top leader called Abu Shwarib, three major generals in former Iraqi army and a main financer.

Iraqi Foreign Ministry has censured kidnapping a Japanese national Akiheto Saitoo, 44 years old, from Tokyo following a car ambush in Iraq. In astatement issued by Iraqi Foreign Ministry, a spokesman declared that the ministry works hard as far as possible with responsible sides to free Saitoo.On the other hand, Japan government, in a new step, started to collect new independent information about their citizen who was working with a British security company in Iraq for more than a year and now kidnapped by Ansar As-Sonna group connected with Al-Qaeda net.

AJ-JA'FARI RECEIVES MARTYRS' FAMILIES, PROMISE TO ERADICATE TERRORISM

Dr. Ibrahaim aj-Ja'fari, the Iraqi Prime Minister has received martyrs' families in Mosul and the Major General Ahmed Mohammed Khalf aj-Jabouri, Nineveh police leader. Aj-Ja'fari said that bloods of martyrs will not go in vain, and they are lightening candles in the path of freedom and democracy, pointing out that democracy needs more sacrifices and the government will work strongly to face terrorism and impose security and law sovereignty.The martyrs' families, among them the family of Eaman al-Mosuli who witnessed the martyring of his father, demanded to implement suicide penalty against the terrorist killers and save Iraq from their evils.The Prime Minister promised that martyrs' families will enjoy Iraq's wealth and have the honor of the government's attribution.

IRAQI CREDITS CARDS INTERNATIONALLY RECOGNIZED

The identifying figures of the credit cards of the Iraqi Bank of Commerce have been entered in the world system of credit cards "visa card", by this the Iraqi credits cards have became internationally recognized since May 10, like other credited cards internationally recognized, which issued by banks have memberships in the International Via Organization London-based.Mohammed Dhaia, the Assistant Director-General of the Iraqi Bank of Trade, Chairman of the credits section announced this to as-Sabah newspaper, indicating that the bank had started since May 9 the implementation the executive process of launching work in credits cards whereas the first mechanic exchange machine had been erected with other several machines in the country.

A host of Kurdish and Arab journalists held a casual party in Basra recently.The party was held in coordination with information center of International Union of journalists, Iraqi Union of Journalists and Kurdish Union of Journalists. Many groups of journalists were attendant at the party including many Iraqi journalists.The party covered seminars, speeches in addition to a wedding party made by a Kurdish family who came from Arbeel to hold it in Basra. All of the attendants greeted the couple newlyweds as sounds of music and utters in telling cries of joy beside Kurdish and Arabic songs and dances.

It seems that Iraq is in need of a party or parties that can overcome ethnic, sectarian and religious limits so as to facilitate political process forward a national democratic state.First, parties constitute the back bone for political process that can not be let hand-off in democratic process.Parties are old idea in our country since the founding of Iraqi state were it not for the Ba'th regime who destroyed the ideas.Third Iraqi parties have started with national terms away off religious, sectarian and ethnic loyalties, like Communist party, National party and so on.Along with time, many parties started linking to branch cultures like Islamic party in return of Christ or Shiite or Sunni ones.It is not the time of crucial turning to development or social movement for Iraqi parties but political indications refer proportion as for cultural impact it is likely that proportion would lead to social immerging basing on cultural unity of national awareness.So we are waiting for a national party that can merge the Iraqi national identity.

Ja'ferri visits Turkey, Talbani meets Syrian official

Baghdad, May 12 p1

President Jalal Talibani met with Syrian Deputy Foreign Minister Waleed al-Mualem on the fringe of Brazil Summit. During the meeting means enhancing bilateral ties were discussed.On the other hand, Prime Minister Dr. Ibrahim al-Ja'ferri is to visit Turkey in order to deliberate situation in Iraq and the region.During the prospected visit, Ja'ferri would meet with Turkish Prime Minister Rjab Ahmed Ardoghan and President Ahmed Najdet Seisar. In the security status quo, four car bombs were exploded resulting in 66 people killed and more than 100 injured.

Not resistance..?

It is not resistance conducting acts, like hurting any Iraqi citizen or blooding shed him no matter what his title is, whether he is from police, army, civil defence or mere a civilian.Besides, it is not resistance to hurt civilian foreigners who have no links with occupation like, reporters, drivers, donation employees and the same.And pursuing method of slaughtering can not be resistance made by gunmen call themselves resistant groups since it is a banned method let alone its justifications.The same verdict can applied on affecting infrastructure facilities like oil pipelines and civilian facilities.Clashing with foreign forces in addition to car-bombs inside towns and residential neighbors can not be called resistance thanks to civilians plugged to results of attacks and random reply accompanied by such clashes.And finally, cooperating with whoever any faction is not resistance since they permits killing civilians and convicting them with infidelity.I have summarized those rules from a statement arrived in As-Sabah mail printed on beautiful kind of paper and signed by an "organization" yet it call itself Iraqi resistance.I myself don't know source of statement which does not indicate much information. Besides, no one declared linking to the organization openly. The statement also did not refer an address or contacting method.This means that we deal with unknown body.The statement did not decry those who commit the said crimes included in its content and did not call them terrorist acts despite it said that all weapons should be directed to the occupation forces only with the said limits.These limits are under discussion and thinking and as a result it will be hard, or seldom to direct operations against the only occupation forces. Because there is an Iraqi proverb saying "don't cut a bread, nor cut vegetables, and eat till you satisfy", so, the result is not eating. It is just like the Shakespearean bound in Merchant of Vince to cut a pound of flesh no more ,no less and without an even blood drop and the upshot is not cutting a flesh from the man's thigh.So, this leads us to decide the statement does not reflect a military trend as far as it is of political stance and it may reflects a U-turn in political stance in some of people or groups who were lifting weapons against foreign forces, yet they may incline to political action in the light of political process as a good manner to achieve targets, however they are searching for an outcome.We have to help those people.

CULTURE MINISTER: CABINET WILL FINISH DISSOLVED INFORMATION ISSUE

Newly appointed Culture Minister Nouri Ferhan Ar-Rawi stressed that Council of Ministers would issue a decision concern the dissolved Information Ministry issue by joining all the dissolved employees within the Culture Ministry.He added that the Cabinet had discussed the issue last week and recommended to annex all the employees to the Culture Ministry with all their job merits.

Iraqi government declared that tanks and armored vehicles would be used in Iraqi army and police activities.In a statement released by the government, first battalion would commit patrol actions in Baghdad using tanks and personnel carrier near Abu Ghreib region.The statement pointed out that more than 100 soldiers were graduated from training course concerning tanks and amours.

Combating corruption

Despite that public polls say that maintaining security is the key task for Ja'ferri's government, rebuilding state and authority and achieving reconstruction drive on right bases require combating corruption that causes many waste in money allocated and lead to abortion to construction drive.Let us talk on the story from the beginning; Iraq is suffering of high percent corruption and part of it was inherited from the past regime as huge part was clear currently.It is clear in many images, like presenting routine applications in official departments which need bribes to achieve them.Some of civil service posts are offered for sale likewise contracts dealt by state companies. During the governing Council era many government posts were offered according to family relatives, groups or party links rather than quality and other conditions.An Arab businessman described status quo in Iraq commenting that every thing in Iraq is impossible, yet it is possible since you can pay.So, reconstruction and political build up can not be achieved as long as corruption controls the country. It is necessary to build up the country to combat corruption which is as dangerous as terrorism.The government is the key role of facing up corruption following making sure that it has not infiltrated in its departments as Abdul Kareem al-Inizi stressed that it is one of the government's conditions is its capability.One of its conditions is its capability of confronting corruption by enforcing the Integrity Commission's role and keeping it aside off government's control so as to maintain its independence.

AGE IS LIKE A CIGARETTE

My mother was saying that age is like a cigarette. I was little child and knew nothing about her speech, which was reiterating uttering it from time to time, in sadness and pleasure. I was so puzzled that I was just looking to the smokes going through her fingers drawing question marks but like small clouds that withhold her depressed face.After twenty years of her depressed death, I discovered her wise phrase, yet it was an Iraqi original wise when you drop the wise on thirty five years of tyranny rule on Baghdad as a waste Iraqi age since the dictator had controlled the capital till handing it over to the occupation. Iraqis' fond of graves was some thing strange. The wise thing is that people should take death in mind so as to make use of living and not the opposite, like what Iraqis do when they live in miserable situation because they always think of death that will come at any time. Hence, people scramble to get a meter square for a grave in Iraq, while some of people are bringing their relatives' bodies from abroad.

$46 MILLIONS TO SET UP NEW HOSPITAL IN FALLUJA

The Engineering and technical cadres at al-Anbar Health department is establishing a new hospital with cost of $46, besides establishing other three new developed health centers with cost of $3 billions within a campaign of reconstructing the city of Falluja.On nature of this hospital and these centers, the Chairman of the Engineers Jalal Abead Zaydan, the Director of the Engineering Section at al-Anbar Health Department said: work has started to establish new hospital in al-Falluja post the destruction, the city had witnessed, particularly, after the returning of security and stability, referring that a committee specializing in reconstruction and services had been created in the city, the hospital includes several important sections, adding that it will be supplied by the up-dated machines and the necessary medial appliances, besides accommodating 200 beds.He pointed out that many operations could be performed by several specialist qualified physicians; the treating of patients could be performed daily, besides offering medicines to them.Concerning these 3 new centers, he said: a direct contract had been signed to initiate the establishment, referring that several places have been chosen to establish a-Jaghafi, Jawlan and Jebeal Neighborhoods, according to their importance, taking into consideration the population density, the region's distance from the town's hospital.He indicated that these centers will be furnished with various machines and medical appliances, the cadre will be from the specialist physicians in addition to the male and female nurses, a matter that make that medical center as a hospital in that neighborhood or district where the center has been established on.

WAR NATIONAL DEFENSE COLLEGE RE-OPENED

The Ministry of Defense has decided to re-open War and National Defence College specializing in granting Master and Ph. Degrees in military science for military men and civilians.The Secretary-General of Defense Ministry Brosca Noori Shoass confirmed that this college will shoulder the responsibility of granting military staff with high academic qualifications, a matter that qualify them to assume leading posts in the Iraqi Army.

I wish our Prime Minister Dr. al-Ja'fferi establishes a new political and media tradition in the country by a weekly audience including editors in chief of daily newspapers.It is a traditional audience in democratic states who do not cast censorship as what is going on in our country as we have no information ministry and the information commission now does not cast the censorship or any punishment authority on private mass media. Besides, government has no authority to publish private newspapers, and if there is a dispute between government and newspapers, courts would be the place where the dispute could be served.However, that does not prevent establishing ties and bridges of confidence between the two sides in addition to exchange ideas and dialogue in order to understand each other that government can ask something from media to write on something, yet this does not mean blocking the media role of watching the government activities or criticizing it because this process constitutes correcting to mistakes and directing the right way.The whole process comes in the context of direct relation between the government and the media including the said invitation to weekly meetings which have a big benefit of reviewing events with them and informing them of ban news, like the off-the-record.Finally, every one has his point to declare and discuss in a democratic way that goes with the country and people's interests.

But no one of them have turned down to other face of the dilemma, i.e. Arab action, whom experiment tell that along with a century could not analyze events and crucial points or inventing new resolves for some troubles.It, for instance drew attention of necessary of Arab unity as a condition of independence, advancement, and liberty in addition to socialism, nevertheless, Arab action was responsible for the failure and not the mentality.After a period, this mentality raised up slogans of solidarity rather than unity, which also failed because failure of action to cast solidarity. As many experiments of other peoples were reviewed especially in economy, Arab mentality has relinquished unity and solidarity and raised slogans of joint Arab market which kept limited in couples' efforts.

Thank God, life is coming back again to Baghdad Airport gradually as many travelers from and to Amman and Dubai so as to go for anywhere are flowing to entrance halls in the airport and we have trips for the Iraqi Airways state company in addition t o private companies let alone a single Arab company.Private companies working back in this sector reflects coming raising up again of middle rank in society.Along with the new resumption of airport, Iraqi originality returns back by airport employees in various fields including cheerfulness, well behavior and kind treatment.This is clear from the beginning of landing of plane, going for custom office and security which his far away from the airport due to security conditions.Taxi cervices are available and air-conditioned and passport officers who check the documents and faces are positive enough to feel safe, unlike the past era. They all are working hard to serve their nation, people and facility, surly it is not the end of the story, and I shall come back to talk about negative images since that perfection is for God only.

IRANIAN FM: IRAN DON'T INTERFERE IN IRAQ'S AFFAIRS, KEENS TO PREVENT TERRORIST TRESPASSING

Iraq and Iran have renewed their joint cooperation to serve interests of the two neighbouring countries.Iranian foreign Minister has denied any Iranian interference in Iraqi policy, referring that Iran is keen to control borders and prevent terrorists from trespassing into Iraqi territories.This came during a press conference held by Iraqi FM Hoishair Zabari and Kamal Kharazi, the Iranian FM.Zabairi confirmed that the Iraqi government is looking forward to close the humanitarian file of the Iraqi prisoners and missing in action (MIA) during the war launched by the former system regime on Iraq.During a press conference held on May 17, following Zabair's meeting with Kamal Kharazi to hold intensive talks with Kamal Kharazi, the Iranian Foreign Minister Both ministers had agreed to enhance the bilateral ties between the two countries and creating ministerial committee for the two countries to discuss the security, economic, tourist and border's causes.

SAUDI ARABIA PREVENTS TERRORISTS MORE THAN SYRIA

The American Foreign Ministry has declared that the Saudi stand towards extremists trespassing to Iraq through borders is completely different from the stands of Syria or Iran.During a daily brief, Richard Boucher, the FM Spokesman, said, there is a kind of cooperation with Saudi Arabia in border regions which we know it's far and relatively isolated from other regions of the kingdom, adding "Defiantly we work with the Saudis to cut the ways to these regions in a try to reduce the possibility of extremists trespassing''. Also he said ''Coalition and Iraqis do not save any offer, but there is less cooperation''.''About Syria '' he continued ''as the American Foreign Minister explained, the Syrians did not offer enough to close their borders and there are some people gathered from Syria to supply insurgents with their needs and we believe that the Syrians should work harder in order to control their borders''.

Some body wants to invoke denominational sedition in Iraq as many indications appeared denoting killing of Sunnis and Shiites.

Sunnis were not killed by Shiites likewise these who were not killed by Sunnis. The killer is a third person wants t invoke sedition not for he loves Sunnis or hates Shiites or feels opposite, but for hates this country, its people and their right to live free in a democratic and constitutional state.

Iraq is flying with couples of wings; Sunnis & Shiites, Arabs & Kurds, Muslims & Christians…etc.

Iraq's grandness is hidden in its variety of ethnics and plurality that makes it like a bouquet of various colored flowers and provides the image with more brightness and glory.

In the past we were shy of asking some body on his religion and sect, thanks to ideas of our being Iraqis from one origin and mien, and proud of Sumerians and Abbasids and their services to the whole world with no need to declare one's sect or ethnic.

We were, and still get marry form any sect or ethnic origin. So, many Shiites marry Sunnis or Kurds marry Arabs or Turcoman and vise versa for all are linked to one national Iraqi league which his deep enough in originality and nobility.

The other side is, no matter whomever, enraged by continuous peace relation among Iraqi society factions, which serves the country's stability and political process, a matter that does not be preferred by other side.

Terror, assassination, car-bombs and threatening do not affect the national will and that was clear on Jan. 30 when they threatened with a blood bath and were failed thanks to people's steadfastness and active participation.

The last acts of terror aim at not only foiling Jaferri's government, but also diversion of people away off political process, while continuous failure of third side reflects using the last card of sectarian bet.

IRAQ BUILDS UP CIVILIZED TIES WITH THE WORLD, SAYS JAFERRI

Baghdad, May 20 p1

Iraq is seeking to build up civilized and improved ties with world countries away off tense and strained based during the former dissolved regime for long decades, Prime Minister Dr. Ibrahim al-Jaferri told reporters in a joint press conference with Iranian Foreign Minister Kamal Kharazi who ended a several day visit to the country.

He stressed on joint interests and vital resources that can be used to enhance cooperation ties between Iraq and Iran.

Jaferri ruled out prospects of Iranian interference in Iraqi internal affairs, hoping that Iran would live up to raise bilateral ties since it is one of the neighboring states.

Iranian Deputy Oil Minister Hadi Najad Husseinian hoped that Iraq make use of reciprocal exchange in oil industry for the two countries benefits, nodding that Iran had proposed pumping 350 thousand tones of oil from Basra oilfields into Iranian Abad Dan Refinery a year ago and still waits for a reply.

For its part, the US administration welcomed indirectly Kharazi's visit to Iraq in a new step to promote cooperation holding olive branch for peace.

Richard Boucher, spokesman of the US administration addressed that Iraq and Iran have to hold fruitful and transparence mutual ties so as to prevail peace and stability, asserting the US administration's upholding to such ties.

In joint press conference with Dr. Kamal Kharazi, the Iranian FM, Dr. Ibrahiam aj-Ja'fari, the Iraqi Prime Minister said that Iraq has new strategy in its relations with neighboring states group, referring that we are looking forward to upgrade means of dealing with the neighboring state, Iran.

He pointed out that Iraq post the new era is making progress in openness on world by several civilized means.

Meanwhile, Dr. Kamal Kharzi the Iranian FM said that Iran is ready to offer all support means, besides exerting utmost efforts to control borders.

In the joint conference, aj-Ja'fari said that this Khozami visit, it is the 1st of its kind on level of the foreign ministers into Iraq post the elections and the emergence of the new Iraqi government.

Aj-Ja'fari added we had talked with the Iranian Minister on the latest and new experiment; the Iraqi people had been capable to pass and how it could to create parliament and selected government by the Iraqi people and how it entered new era.

He went on saying "We confirmed on necessity to maintain relation between Iraq and Iran which is depending on bases of the joint interests and at the same time utilizing the joint Iraqi-Iranian vital resources due to the geographical site.

Aj-Ja'fari said we had confirmed on this meeting on nature of ties that contacted the two neighboring countries, adding we expressed readiness to upgrade Iraqi-Iranian ties for high levels harmony with the reality of the geographic reality, which Iran represents pat of it, besides working to surmount all obstacles in front this reality.

CO-ORDINATION WITH HUMAN ORGANIZATIONS TO SOLVE IMMIGRANTS' PROBLEMS

Baghdad, May 19

Shelia Abed Gaffer, Minister of immigration and Deportees, assured the importance of joint co-ordination between the ministry and Human Rescue Organization and another human associations to exchange information and statistics about immigrants to solve their problems and relief them.

During a meeting with Human Rescue Organization, she said that the ministry will offer necessary facilities and aids to this organization and any other human organizations seeking to help this oppressed faction of Iraqi society who suffered a lot inside and outside Iraq for decades. Also, she notified that all the offices of ministry are ready to co-operate with un governmental human organizations in order to help Iraqi citizens and to put an end to their suffering during the past decades.

Notably, the Human Rescue Organization had offered human aids to expatriates and internal refugees in north and south of Iraq.

SECURITY FORCES ARREST SOME WANTED, SEIZE 9 TONS OF EXPLOSIVES

Baghdad, May 19

Al- imaret police had arrested 5 form Anser al-sauna group accused of implementing several attacks against some mosques in Baghdad. Iraqi Army had arrested Hamza Hasan, one of the wanted .In addition, arresting 2 photographers accused of taking pictures for a school during final examinations in al- sew era city. In Basra province, 9 tons of ammunition had been seized.

Assassinations and car bombs had killed 5 Iraqis one of them is general detective in ministry of internal and the other is under secretary of Youth ministry. In Amiria, Iraqi police had found 7 bodies belong to members of Iraqi Facilities protection Force and also Ex Ba'ath official was killed in Nasiria.

A statement from Ministry of Defense said that the Iraqi army had cordoned Hejil village searching for some terrorists and guns. Earlier, un detonated car bomb had been located in a park at Kifah street and the location was cordoned to dismantle it.

The statement also added that the terrorists had left another car bomb beside Imam Ali mosque in Ahdameya, but the Iraqi army had controlled it.

Muslim scholars committee bearing government responsibility of violence against its members

Baghdad, May 19

Iraqi Muslim Scholars Committee had denounced in a statement the silence of transitional government towards activities of some security constitutions against scholars.

The statement notified that the corpse of Hassan al-Nei'my, the member of committee and Imam of Joseph Mosque in the city of al-Sha'ab, was found last Tuesday in the forensic, in Baghdad.

Sunni scholars committee holds the transitional Government responsibility of increasing the assassinations and arresting attempts against its members and Sunni Imams. Also the committee asked the Defense and Internal Ministers to resign from their position; warning from any matter could be sparked denominational sedition.

The committee had accused Iraqi security forces of assassinating and arresting number of committee members and Sunni Imams.

The statement added "Some of them are still under arrest in the prisons of security institutions and we can not keep silent about these inhuman criminal acts done by Defense and Interior Institutions and another parts cooperating with them.

Information authority

Information is an authority as some people called it the fourth authority following legislative, judicial and executive ones. But my friend Hussein Derweesh al-Adili calls it the first one in Iraq thanks to apparent weakness in other authorities in the country.Media in all its norms have great role in people's mind and manners, yet I have no notion about its impact on members of legislative authority whom we no more hear their voices or members of executive authority as they assumed their new posts.Information is not like other authorities because it is observing one as its personnel cast unofficial watching to government's activities and other authorities with exception of judiciary.Watching authority constitutes following up and unveiling bad things, wrong and violations since that media watching means criticism more than praising in value. Hence, no one can prospect praising to any one.So, information authority depends on criticism, nevertheless it is like any authority of capability of misusing it even in democratic systems when any journalist was able to defame or scandalize people or talk without knowledge or document.Societies resorting to limit authorities try to do the same with information as well, while it does not contradict with press or express freedom whereas your freedom ends with others rights, and if it and if you breaks into others rights you should be halted and go back to your freedom circle through the law and judiciary.If any citizen feels that somebody in media had attacked him personally or by his identity, he can claim his right via courtyard.

SUNNIS TO PARTICIPATE IN DRAFTING CONSTITUTION

Iraqi government affirmed that ties with Iraq's neighbors are rising up and advancing.This has come in a press conference made by the government's spokesman Dr. Leith Kubba, who pointed out that in the light of cooperation ties, Iraq's prime Minister Dr. Ibrahim al-Jaferri had signed several minutes with Turkish government.He added that Jaferri would visit Iran in his second tour that would include Iran and other states in the region.On the other hand, he stressed that hundreds of detainees would be set free in case of clearing their court off any link to saboteurs.Earlier, Sheikh Humam Baqir Hammoudi told As-Sabah that Arab Sunnis would participate in drafting constitution in a real term of action. He made it clear that the Sunnis participation would be under agreement and not voting notifying that voting can not be used in drafting constitution.

ICC SENTENCED LIFE PERSON TWO SYRIANS

An Iraqi criminal court ICC in the city of Kut has sentenced to death three terrorists, were condemned of committing killings, kidnappings and rapping.AFP correspondent at Kut said that death sentences were issued against Bian Ahmed al-Jaff, Taxi's driver, 30-year-old, Udai Dawood ad-Duleimi, 25-year-old, building worker and Tahar Jassim Abbass, 44-year-old, butcher.According to the private Criminal Court in Kut, the sentence will be implemented over 10 days since the date of issuance.During its public session, the court asserted the confessions of the three terrorists, belonging to the "Terrorists Sunni loyalists Army". The private criminal court is one of five similar courts in Baghda, Basra, Mousl, Hilla and Kut.The session, which lasted for five hours, was attended by 50 persons, most of them from the victims' families who all were shouted at once the death sentence had issued the phrase "long live justice – long live justice."According to the court's report, the three criminals confessed of committing 2 terrorist operations, including the killing of many policemen, kidnapping several Iraqis and rapping number of the Iraqi girls.Notably, the Iraqi law stipulated to sign penalty of death for several cases, among them, the committing of the intentional killings.

INTERIOR MINISTRY EQUALS POLICEMEN, ARMY SALARIES

The Interior Ministry has decided to rise officers' and Interior ministry's ranks salaries to be similar to the salaries of officers and Interior ministry ranks.An official source at the ministry said that the salary of the policemen will be ID 509,000 and will be gradually raise, namely, the lieutenant salary will be ID74,000, while the colonel salary will be one million and ID 65,000 and will continue to escalate due to the highest ranks.

MPs being ascended ministers have led to vacancies in the National Assembly's seats since that Interim Law bans gathering of two parliamentary and ministerial posts in order to separate legislative from executive authorities.This stance is viewed as an advanced step even of British manner, where constitutional custom obliges choosing ministers from elected MPs.The target of such step is to restrict the winners' willing to monopolize portfolio because it may deprive winners of being ministers. Besides, the Interim Law did not let the question accidentally, yet it meant to push the winner to opt between the ministry and parliament.Nowadays, the parliament discusses filling the vacant seats and some people propose filling them from the winner slates. Others do not object to that, yet some people see it is not a democratic manner.The ball now is at the National Assembly court thanks to its position as the top legislative authority in the country.

PARLIAMENT APPROVES LAW OF VACANT SEATS

NEW STRATEGY TO END TERROR

In Iraq and for the first time, a new common strategic plan put together by groups from defense, interior ministries joined with multinational forces, a statement released following the meeting said. The statement added that they put a new strategy works together in order to end terror, emphasizing that that would be a start for a new period of cooperation between Iraqi policemen and army. The statement declared that Ministry of Interior and Defense forces in addition to coalition forces "they will work together to defeat all kinds of terrorism". One of Iraqi commanders said, "it is very important to notice that this order is the first cooperation between Iraqi policemen and army forces", adding "they will work together from now in an active and united way to defeat all kinds of terror". At AL-Rasafa District, the chief commander of coalition forces Capitan Daslavo has briefed his forces plan, but he said ''This operation is a common one and we are in need of Iraqi forces to get success''. Finally, he said, ''It is very important for Iraqi people to understand that Iraqi security forces are here to help them as far as possible'' emphasizing that terror would end by this summer because they either being under arrest, in prison or dead.Another Iraqi officer has offered some notices about signs of terror situations such as shadow cars, cars bombing, warning people to be very careful if they see any suspected car with one heavy loaded side, cars with religious writing on one side because this signed as a specify car by terrors to photo their operations and a fast car pass very quickly near specific places.

27 NGOs CONVENE WITH CONSTITUTIONAL CIVILIAN SOCIETY

CALL OTHER COUNTRIES TO HELP IRAQI Refugees

Iraq had requested other countries to help Iraqi refugees and not to expel them out, till security is stabilized in Iraq. It was reported yesterday, when Sauhaila Abed, Minister of Immigrants and Deportees, had met secretary general of the Iraqi Sweden Cooperation and friendship Organization and chairman of Iraqi Refugees Organization ( Maged Al-Amery ).The suffering of the Iraqi refugees in the other countries had been discussed. And she asked the countries which have Iraqi refugees to suspend expelling them in the present times till security is established in Iraq. She added, messages will be sent to immigration ministries in the European Union and other countries in order to prompt them not to push Iraqi immigrants or expel them, also to look in the possibility of giving them temporary green cards and look at their living conditions. Mr. Al-Amery made an agreement with the Iraqi minister states that the ministry should open offices inside Iraqi embassies in the countries which host a great number of Iraqi refugees to facilitate carrying out their paper work and check their affairs. ARREST 185 SUSPECTS, SEIZE $ 6000.000 BELONGS TO TERRORISTS

Wolf brigade and the supporting forces had succeeded in arresting 185 suspects in the widest operation aimed to arrest terrorists, as the security forces arrested some involved in different places and seized $ 6000.000 belongs to a terrorist group.Mean while, it was declared that some kidnapped people had been set free and the kidnapers were arrested. Police forces had announced that some unknown gun men assassinated the director of the operation room in Ministry of National Security. While, some observers say that security forces controls terrorism, but officials informed that Iraqi citizens showed a great cooperation in giving important information.A ministry of defense statement declared that Iraqi Army Forces had assumed wide operations to arrest some terrorists in different parts of the country. In Mosul, Iraqi patrol was exposed to shooting from 3 terrorists driving gray Opel. The patrol members fired back and killed all the 3 terrorists.According to intelligence information, security forces in Baghdad had succeeded in finding ammunition and guns cache inside a secret room had been built recently in one of the houses, 5 suspects were arrested in the same house.

As-Sabah news nowadays are cheerful. First, it is distributed every day in Amman as the first newspaper that published in Baghdad and distributed abroad. Choosing Amman for the first step in Arab and regional distributing has come thanks to near distance and easy procedures of delivery following approving official applications required deliver the newspaper in Arab country. Our reporter in Amman addresses that Iraqis there got the newspaper eagerly and rapidly.Numbers of distribution is going up and we have overtaken block of 50000 distribution recently, in addition to publishing six specified supplements that increased its distribution. A matter that pushed our mate Ali (a distributor) to ask for more copies joyfully with his mates despite that his demand do not end in a limited point.Rising up numbers encourages advertisers to publish their tenders in the newspaper, which we witnessed growing in their number and makes our accountant Mr. Fadhil glad.Touch wood! Touch wood!Albeit, it does not mean that the newspaper is winning, and of course it does not lose. Because profit and loss can not be used in describing a newspaper since As-Sabah is not an investment project hen it is of the Iraqi state that supposes funding it for limited aims, besides, it is just like funding schools, army, police and other state services to people like T.V, broadcast and newspaper in the light of Iraqi media network.Experts want ad percent to be 51% to cover its expenses, however we did not reach this point yet, but As-Sabah profits the most important thing: the reader's confidence.

NO LOBBY FOR ADJOURNING TYRANT'S TRIAL

Spokesman of the Iraqi government Dr. Leith Kubba denied any international lobby concerning adjourning the tyrant's trial. In press conference, Kubba affirmed that the tyrant would be exposed for trial with his aides and the government would finish the building containing the court soon.On the other hand, Trade Minister Abdul Basit Kareem stressed that rest of ration card foodstuffs would be handed over to people because they are dept to be paid.He unleashed that 75 thousand tons were received from US flour out of 300 thousand tones.Vice-President Adil Abdul Mehdi noticed that Arab Sunnis representation in the constitution, referring to a proposal of increasing the commission into 101 members adding that committees were divided according to subjects, like the committee of federalism, the committee of religion and state, rights and freedoms, role of civil society organizations, system of rule and language committees.

As, a delegation members of Muslim Scholars Association (MSA) showed their readiness to co-operate with security forces in order to achieve homeostasis During a meeting with Adnan al-Dulaimi, Chairman of Sunni Endowment, and with a delegation from MSA, the minister said that the desperate tries which made by the enemies of Iraq are not useful because of the firm structure of Iraqi society since 100 years ago, mentioning the role of Muslim scholars to enhance unity and solidarity in this period of Iraqi history.Also, he confirmed the order issued by his ministry which dictates not to break in to mosques and other religious places by the police forces, without his permission. Clarifying that he will visit the prisons that belong to his ministry in order to check out the condition of detainees.

Slow process

Drafting constitution is slow and very slow. Though Jan. 30th elections were held for the constitution, four months have passed without writing a letter in the long term process. It is just two months and half to finish the period on August 15 providing that the draft would be presented for referendum on November 15th.Unfortunately, the parliament was busy of other many other things but not the constitution.Following forming a constitutional committee, some people were enquiring of the motive of such committee since that all the MPs were elected for that purpose. The national Assembly were busy of nominating President, which is a post that can be assigned under agreement. Former experiments proved that slowing down of political process would lead to a political process encouraged by terror acts as if it were contradictive relation between terror and political process, which is not good for people who tested that following the elections and delay of forming the government.Along with count down of political process, signs of extending the transitional phase is growing up. Polls show that process is going on in its agenda Some people fear that hurrying up drafting constitution may lead to drafting a premature constitution, and that could make legislatures live up to responsibilities and take the notices in mind.



TIES WITH SYRIA NOT OK, SAYS ZEIBARI

President Jalal al-Talbani received a memorandum presented by three Turcoman MPs talking about terrorist acts targeting Tallefer district, northern Iraq, demanding providing protect to its civilians.President Talbani deliberated the problem with Vice-President Adil Abdul Mehdi who would contact other officials to halt the terror acts in the town.On the other hand, Deputy Prime Minister Ahmed al-Chalabi met with Seid Muqteda al-Sadr basing on settling disputes between Iraqi factions.He stressed on Sunnis participation in drafting constitution with about at least 15 members.Foreign Minister Hoshiar Zeibari justified exchanging greetings with Israeli Foreign Minister as casual and was not deliberately, stressing Iraq's commitment to all decisions concerning relations with Israel.But he indicated that bilateral ties with Syria are not going better despite Iraq's willing to enforce them demanding the Syrian government cooperation to boost ties and restore stability in Iraq,



TERROR AT ITS FINAL PERIOD

Iraqi security, army forces were in a continued activity on terror shelters, keeping on their pressures at their positions of the evil gangs. A statement issued by Council of Ministers declared that Iraqi security forces have captured many terrorists in various places in Iraq and seized large quantities of different weapons. The statement added that Iraqi security forces have attacked a specified terrorist group as the were establishing illegal checkpoint in one of Mosul district, according to intelligence information and they could kill so-called (Sabhan Ahmmad Ramadhan) nicknamed (Agha Abo Saa'd) one of the top assistant for extremist fellow (Abo-Talha) who accuses people of infidelity in Mosul. They used to establish an illusion checkpoint for looting and kidnapping to provide their gangs with money.On the other hand, a source at Interior Ministry has declared that their forces had captured 13 terrorists in Baghdad, 6 in Tikrit and 3 in Ramadi.





JA'FFERI URGES DONATING COUNTRIES SUPPORT

Prime Minister Dr. Ibrahim al-Ja'fferi, has met Italian Foreign Minister Ghian Frankofity, who is in a several day visit to the country. During the meeting, Dr. al-Ja'fferi has urged Brussels conference of donating countries, which would be held lately next June, asking them to support Iraq.He also, discussed bilateral ties with the Italian minister reviewing extra achievement carried by Iraqis in rendering democratic process for the first time in their history and their ability to be free. Earlier, the Italian Minister expressed his country's political and financial support to Iraqi government.

Baker Jabber, Minister of Internal, had honored members of Wolf Brigade subjoined to the Headquarters of Internal Commando Forces, for their active role and their contribution in defeating the terrorist groups. During the speech, the minister mentioned the great confidence which officials of internal ministry and Iraqi people have towards the members of this brigade. Especially, they sacrifice themselves to secure the country from any terrorist activities.He also clarified that Wolf Brigade and other services of the Internal Ministry are the iron hand which defeated all the terrorists.As to leader of Wolf Brigade, he promised the Iraqis to continue his war against enemies of Iraq.





ACTIVATE GENERAL INSPECTOR'S ROLE IN MINISTRY OF OIL

Ministry of oil had paid an attention to activate the general inspector's role to achieve the aim of fighting the administrative corruption and increasing production.The general inspector of the ministry said ''The ministry realizes the importance of our office to fight the corruption and increase production. He added ''From this start point, we conducted a meeting within some plans were made for the coming period, as an absolute support was showed by the ministry to help in carrying out the drafted plans.The inspector also mentioned that the unveiling of the administrative corruption cases passes through certain patterns, but the significant cases are submitted to Integrity Commission and the members of this commission declare it after that. In the same sequence, office of general inspector submitted a study which includes the strategy of fighting corruption in Ministry of Oil, and the ministry started canalizing this study in order to put it in to effect.A liable source in the ministry said that the Minster, during a meeting with members of inspector's office, mentioned the intensified corruption in the Iraqi institutions which grew up because of the wrong policy of the ex-regime.
