Guarantees
The freedom of media and press is one of the most important achievements that realized for Iraqi people after the collapse of the buried dictator regime.After decades of oppression and suppression and long black lists, the Iraqi individual became able to express his opinion freely and without fear of being punished, chased or arrested. The Iraqi individuals, particularly the financially and vocationally prosperous, have been able to publish as much as they want of newspapers, magazines or books. The publication movement has been flourished in Iraq for the 1st time despite the critical security and economic situations. The writer became capable of criticizing the government, praising this official or questioning the other. It became possible to open all dossiers and open the doors widely.It is a great and wonderful achievement which could not be relinquished, neglected or not making available its elements and guarantees necessary to secure its existence and promotion.Iraq is a dire need for free, strong and democratic media capable to act an active role in enlightenment, education and criticism further for entertainment.The strong and free media is one of the main pillars necessary for political and democratic life as being known by the all. Therefore, the success of the political process and the democratic transformation is relying on the extent of the media's ability to perform duties and the extent of the society's ability in maintaining freedom of the media also. Once the media lose freedom, it will immediately lose ability to perform its duties as well.For the sake of keeping media free, we are in need for constitutional, legal and realistic guarantees for such freedom. Currently, there are no guarantees more than what are stipulated in the interim constitution for the transitional stage, which means that the situation needs a solution either immediate , through the national transitional assembly, or through the intended elections and the establishment of the elected national association which will hopefully make available the necessary guarantees which do not exist now.





POLL: MAJORITY ARE WILLING FOR PARTICIPATING IN ELECTIONS

The majority of the Iraqi people deem that the situation in Iraq is promoting towards the best, they do not think the outbreak of civil war as they expressed desire for participating in the intended elections in coming January.In a poll made in September for more than 2200 certain groups of Iraqi people in 18 provinces, more than 50% of the citizens deem that Iraq is advancing towards democracy while 39% deem that Iraq is stepping towards the worst. About 9% do not express clear opinion in this concern.The poll indicated that the cause behind Iraq's stepping towards the right direction lies in getting rid of the ex-regime and the creation of an independent government.Meanwhile the group who deem the opposite is attributed the cause to the deterioration of the security situation and the existence of the foreign forces further for the existence of unelected government besides deterioration of the economic situations and non cooperation between the government and the people.The poll showed that more than 77% of the people affirmed they do not affect by violence during the last period after the collapse of the regime while 22% of them said they are affected by the violence.



REGISTERING SYSTEM & ELECTIONS OUTSIDE IRAQ APPROVED

The UN High Commission on Elections has approved the registering system and the elections outside Iraq.In the meantime, Arbil conference has succeeded in gathering 15 parties in the light of the preparations of the elections. But it failed in realizing its goals to postpone the elections, prepare a unified list or solving Kirkuk problem.Dr. Fareed Ayaar the commission's spokesman said that the conditions of voting outside Iraq are similar to that inside Iraq as the expatriates and residents abroad will have the opportunity of registering and voting in the elections process of the national association.He said that the process will be implemented by the international emigration organization under the supervision of the UN Commission on elections in agreement with the understanding memorandum signed between the organization and the commission.



IRAQI KIDNAPPED NARRATES SCARY STORIES ON HIS MEETING WITH AL-ZARQAWI

ALLAWI URGES GERMAN COMPANIES TO CONTRIBUTE IN RECONSTRUCTION DRIVE

The Prime Minister Dr. Ayad Allowi said in an editorial essay released by the weekly Beild M. Sontangh in its Nov. 21 edition that "It is not expected that Germany will send German Forces to Iraq, asking German companies to contribute in reconstructing Iraq.Allowi said "We don't ask Germany to send military forces; we appreciate its help in training elements of Iraqi police, and its contribution in decreasing Iraqi debts, hoping that German companies will participate in reconstructing Iraq".He pointed out that Germany which completely resisted war on Iraq, had undertaken the responsibility of training elements of Iraqi police and Iraqi soldiers in United Arab Emirates and it had started that project. Before holding the International Conference on Iraq, on Nov 29, 30 at Sharm al-Shaikh, Egypt, Allowi said "Realizing dream of free and democratic Iraq is will be more realistic than any time before, adding that in next January Iraq will witness free and just elections, which are the first of its kind in Iraq's history and will receive great support in allover the country.He said that "Electors names have been registered on electors lists, referring that terrorists who want to hinder these elections are not majority, referring that they can't offer any thing except violence and chaos."



AL-NAQEEB: CIVIL ADMINISTRATION'S CREATION IN FALLUJA TO BE ANNOUNCED TODAY

Mr. Thair al-Naqeeb the spokesman of the Prime Minister has exposed that certain talks will be performed between the Iraqi government headed by Dr. Ayad Allowi and Chieftains of Falluja, referring that outcomes of these talks will lead for announcing the creation of the new civil administration, beside the creation of police leaderships and National Guard in Falluja.In press conference held on Nov 20, Al-Naqeeb confirmed that the Iraqi Armed Forces and US Forces had found 90 ammunition and arms depots in addition to seize several workshops specialized to prepare trapped cars in addition to 600 mines had used for this purpose.The inspection processes extended to include third Falluja area, the forces continued to purge 75 districts out of 86 in Falluja.He announced that the government is coordinating with humanitarian organizations to reach aids for Falluja populations, referring that more than 15 trucks loaded with foods, medical aids and humanitarian contributions had been reached to the city and distributed on Falluja population.



EXTINCTION 80% OF IRAQ'S DEBTS

An official source at one of the seven group countries in Berlin said on Nov 20 that Paris Club which includes the main donor states in the world has reached an agreement for cancellation 80% of Iraqi debts.The source said, on condition on anonymity, "That an agreement had been signed in Paris Club to cancel 80% of Iraqi debts", clarifying that Paris Club later on will officially declare this question.Currently, several negotiations had been held in Paris between Paris Club States to reduce the huge 120 billions Iraqi debts.The German Finance Minister Hans Eachal confirmed on Non 20 in Berlin that in principle a certain agreement had been signed in Paris Club to delete 80% of Iraqi debts, clarifying that the process will be done on three phases.



REGISTRATION CENTERS INITIATES RECEIVING PILGRIMAGE FORMS

The Registration centers in Baghdad, Iraqi provinces and Kurdistan Region have initiated to receive forms of citizens interested to perform pilgrimage duty to this year.The Supreme Board on Hajj has specified 22 centers in Baghdad, while registration citizens in other Iraqi provinces will be done through Shiite and Sunni Endowments Directorates and the elected centers.



SISTANI REJECTS REVENGE FROM GUNMEN, STRESSES RESPECTING LAW

Grand Ayetullah Seid Ali Sistani has rejected demands of revenge from gunmen who committed killing in Latifia sub-district.During an audience with chieftains of tribes that have lost their sons in Latifia, The Grand Ayatulalh stressed the need to respect law and yield to it in that concern.He affirmed that rights could be restored through legal ways while revenge and neglecting law would not serve Iraqis this time.



RESIDENTIAL COMPOUND IN QADISSIA PROVINCE TO BE BUILT

Construction and Housing Ministry has approved a project to build a residential compound in Qadissia Province.A well informed Housing source said that the Ministry had referred the project into an executive company with a cost of about 25 billion Iraqi dinnars.The source said that that project was designed by the ministry so as to participate in solving the housing crisis in Iraq, while there are some residential compounds are being committed in several provinces.



MUNICIPALITIES, JUSTICE ADVISORS ASSASSINATED, US-IRAQI FORCES KILL 15 MILITANTS CAPTURE 45 OTHERS

A spokesman for the Minicipalities Ministry affirmed that the Ministry's Advisor Dr. Amaal Abdul Hameed was assassinated during her leaving home on her way to the Ministry.The spokesman said that the Advisor was killed by unknown masked gunmen who killed her driver in addition to one of her assistants and a woman used to be her secretary.On the other hand the Justice Ministry said that colonel Ahmed Fuad a director General at the Ministry was assassinated on the way between Baghdad and Khalis city were he lives.In Mousul (450 km northern Baghdad) US-Iraqi forces have killed 15 militants along with sporadic clashes in the city. The same forces captured 45 others during search operations of suspected locations of meetings held by militant groups.



OIL MINISTRY IMPORT PRODUCTS FROM NEIGHBOURING STATES

Oil Ministry has signed minutes of importing oil products with neighbouring states so as to increase the storage of the said materials, oil Minister Thamir Abbas Ghadhban said.During an interview with Polish Ambassador to Baghdad Rezard Khristoseik, the Minister said that those procedures were met despite challenges of sabotage and terror targeting the Iraqi oil facilities.He added that the additional accords would support the past accords that were signed during the past months.For his part, the Polish ambassador confirmed his people and government's support to Iraqi people and government hoping that bilateral cooperation especially in the oil field would witness more increase.



KERBALA POLICE DISMISS NEWS OF DEPOSING ITS BOSS

Coming with one list in the intended elections is not unanimous. Yet, there are clear differences among the political parties in this regard.Some are talking about unified and comprehensive election list for its great benefits. On the forefront, integrating the political trends, besides finding strong parliamentary bloc will be, in turn, capable of concluding agreement on the draft constitution and the creation of a strong government.That might be one of objectives of "Dokaan Meeting" or at least the willingness of some participators. But it is clear; the meeting did not realize such agreement.In return, other team, among whom experts of the political process and the elections, deems it is good.As the elections is a unique opportunity to dot the I(s) and cross the (T), for the sake of specifying the popular affect for the political parties.It is a natural matter that each team expresses itself in a way coping with its willingness and the requirements of the elections propaganda.But , the reality is a crystal clear in the elections . Each citizen is voting in favor of the preferred team. Thence, the outcomes will be clear after classifications of the votes. Furthermore, the long, comprehensive and national list will be based on the principle of agreement and political settlement held between the concerned sides away from the popular voting.Political analysts say that the policy is halting once the agreement and unanimity started.The debates of reconsidering the idea of "the one list" lies in the fact that its existence canceling the essence of the elections that relied fundamentally on the idea of selection. As the elections is meaningless without the availability of real opportunity for selection out of several options.If we denied the outcomes of such elections, in fact, we deny the existence of democracy itself as no democracy without true elections that implying serious options.In the last 10-day of the current month, the political entities should settle their position and submit their latest decision, either one list, or multi lists.



30TH JANUARY –DATE OF INTENDED ELECTIONS

The UN High Commission on the Elections has announced that the elections will be held in 30th January . That announcement forms a reply on the rumors circulated two days ago. Which referred to the possibility of postponing the elections under pressure and demand of some regional and local political forces.Dr. Fareed Riyaal the spokesman of the commission said that the specified date will include the elections of the national association and elections of the national assembly in Kurdistan region in addition to the elections of councils in 18 Iraqi provinces.He denied the rumors on the contacts made by Lakhdar al- Ibrahimi the UN special envoy with the Iraqi parties to postpone the elections , saying that is groundless and it is just predictions because the commission is the only concerned side in adopting the decisions concerning all elections in Iraq.

Health control department at ministry of health has seized large quantities of expired vegetable oils in Alwiya hospital, notably these quantities supplied to the hospital as human aids.Dr. Imaad al- Naqash the director of the department said that health control teams were capable, within their activities, to protect children and patients at the health institutions.He clarified that some hospitals were regrettably circulated such expired food stuffs for several causes i.e their ignorance of the expiry of such materials.

These events are coincided with announcing of US Chief of Staff that he doesn't see any indications of civil conflicts in Iraq.The National Guard Forces in Nassiriya have announced that several armed groups from 604 Battalion, 70th National Guard Brigade in Nassiriya have broken in many highways robbers' dens and were capable to arrest numbers of terrorist groups who possessed different weapons, and then these groups will be handed over to the judicial authorities.The Lieutenant Colonial Amar Hamad the Head of the battalion said that National Forces Guard have broken in these place in cooperation with sincere citizens who volunteered to inform upon these situations a matter that push several units of the brigade to enhance its evening patrols and chasing the suspects criminals, highway robbers and smugglers.On the other hand, the correspondent of AFP said that violent confrontations were taken place in Latifia, southern Baghdad between several insurgents and Iraqi-US forces.The confrontations had begun around 7:00 am, after number of insurgents had fired mortar shells on US and Iraqi sites.



RELIEF AIDS FOR FALLUJA'S EMIGRANT FAMILIES

The Iraqi police have exerted an extraordinary role coping with the critical transitional stage Iraq is passing through.In addition to the traditional task of the policemen that represented in maintaining security and eliminating the crime, those brave men are standing side by side with the guardsmen at the first front in confronting gunmen who target Iraqi military force.In this brave position, several policemen and guardsmen were martyred in defending Iraq and Iraqi people's right to live safely.Appreciating these sacrifices, the cabinet has already issued Order No. 10 on 1st June, stipulates "compensating martyrs and injured because of acts of terror". That order is implying other emblems as gratitude for their sacrifices.Of these matters , are impotence and death compensations further for pension salary stipulated in the Order No. 63 for 2004 issued previously by the Coalition Provisional Authority. The order is stipulated also on donating families of the martyrs 3,750,000 Iraqi dinars , handed to his wife if he was married , or to his mother if he was a single .However, I receives many complaints , letters and telephone calls in which the relatives of the martyrs and the injured say this order has not implemented yet, which makes it necessary to follow up the question by the concerned officials. To assure the fact that the citizen who had scarified and is still scarifying in favor of his homeland is to get, in return, his rights.Our duty to protect our sons makes it necessary to say that some of policemen and guardsmen fell a victim to their enemies i.e in Diyala massacre in which 50 men were slaughtered as well as others who came from Jordan.The question that raises worry and doubts has concentrating on the circumstances that made it possible to ambush those victims easily.Some rumors spoke about infiltrations in the ranks of the police and National Guard. So the question requires a precise investigation.





INTERNATIONAL WELCOME OVER ELECTION'S DATE, WAIVE OF IRAQ'S DEBTS

World countries and figures have welcomed the timing of the elections by 30th January. They welcomed also the decision of Paris club to waive 80% of Iraq's debts, considering it as a historic decision that contribute in promoting new democratic Iraq .In the meantime, Iran specified 30th of this month as deadline for the meetings of the interior ministers of the neighboring countries .Blocking the roads in Ramadi are going on , to search for gunmen and chasing them in Latifiya and Askandaria after the start of purging operations for the death triangle.On the other hand, Dr. Iyad Allawi expressed pleasure for specifying the time of the elections by the High Commission on Elections, instructing the ministerial board to support the elections to secure support of all ministries necessary to facilitate election process.



NATIONAL ASSEMBLY CALLS TO DENY IRAQ'S DEBTS

The economic committee at the Iraqi national assembly has instructed to deny Iraq's debts approved by Paris club , urging to pass this dossier to fair panel under UN supervision , which should halt payment of compensations and issue decisions of donations.In his report submitted to the assembly in today session, Salih Sa'd Jabur the chief committee described this decision as a crime committed against Iraqi people which could not accept unbearable debts that require tens years of payments He indicated to the importance of creating a supreme committee for compensations and debts including experts and specialists from ministries, national assembly and Central Bank Of Iraq , with the availability of all documents and requirements to realize the main aim of the committee.



SALARIES OF SOCIAL CARE FAMILIES INCREASED

The ministry of labor and social affairs has increased the salaries of families including in the social care from 30,000-40,000 Iraqi dinars for each person. And 50,000 Iraqi dinars for the family that includes two persons or more , starting from the beginning of 2005.Mrs. Layla Abdul Lateef the minister of labor and social affairs said that this decision was approved by the ministers' council.



NATIONAL ASSEMBLY QUESTIONS MINISTER OF INTERIOR

EXPLOSIONS, CRIMES IN BAGHDAD DECLINED

The level of the crimes and trapped cars have declined in the current week in comparison with the previous weeks thanks to the plans prepared by the ministry of interior .In the meantime, the interior special departments seized 43 passports prepared for counterfeiting in Baghdad as these departments interrogate on cases related to the corruption.Witnesses said they saw Prince White car of shadowed glass opened fire on police check point in Jaddiriya in the center of Baghdad, resulted in the killing of policeman, injury of other, and the killing of one attacker. The attackers were fled the intensive resistance.



SUPPLYING OIL WELLS WITH WATER TO UPGRADE PRODUCTION

The engineering and technical cadres at southern oil company are capable of achieving project of supplying oil wells with waters.An official source at the company said that the project will enable the oil cadres of upgrading oil production that will be reflected positively on increasing volume of Iraqi oil exports from southern ports.

A cage thought to shelter British hostage Kenneth Begley who was beheaded on 10th October was found .The officer said that the cage that found in south Falluja is similar to the cage screened in the videotape in which the hostage was put.



BUSH, ALLAWI WELCOME PARIS CLUB DECISION

Dr. Ayad Allawi has welcomed the agreement which Paris Club has reached to decrease Iraq's debts with rate of 80%, saying that this agreement is like an important message to support Iraq by main allies in a critical time.Allawi indicated that the burden of the Iraqi debts which had been greatly decreased is still an important matter, looking for Arab presidents to exempt Iraq from consequential debts in near future and to participate in realizing joint security and development for their countries and Iraq.Allawi hoped from states which are members in Paris Club to reduce larger quantity of debts, either through bilateral agreement or general agreements done after the elections scheduled on Jan 30.For his part, US President Jorge Bush has welcomed with the decision adopted by Paris Club states to cancel 80% of Iraq's overdue, calling the other countries to adopt similar step.In statement issued on Nov 21 in Santiago whereas Bush had participated in Asia Economic Cooperation Forum Summit and Pacific Ocean, he said "The agreement is considered like an international contribution to rebuild Iraq politically and economically.Paris Club agreement came to cancel 80% of Iraq's debts and to put an end to the difference raised with USA concerning this matter.Notably, Bush decided to decrease Iraq 120 billions debts or cancel them, considering this as an important priority in his policy.



$50 MILLIONS TO IMPORT AMBULANCE CARS

The Ministry of Health has allocated $50 millions to import 700 ambulance cars to the Urgent Succor Directorate and other health establishments in all Iraqi provinces.The official spokesman of the ministry said that the ministry has formed a team to study contracts which will be signed with the foreign companies in order to import them. Notably, Dr. Aladdin al-Alown the Minister of Health has called later to upgrade emergency services level whereas these services have suffered from bad situations in a time these services are in need for in a time violence and military acts have been increased.



TECHNOLOGY UNIVERSITY PREPARES STUDIES TO PROTECT, IMPROVE IRAQI ENVIRONMENT

The Environmental Researches Center at the Technology University has prepared studies, designs and researches for better environment.In order to lime light on center goals and its activities, As-Sabah met the Director of the center Dr. Salah Farhan saying "the center works to realize serving of the environmental cause in Iraq in addition to the center efforts to carry out several outcomes for the sake of the academic, scientific and economic side for the university, referring that the center cadre is preparing complete system to control on environmental pollution and preserve natural sources in the country according to the accredited and specified rules internationally valid according to the system related to the environment, regarding the geographical and political circumstances, as well as estimating the current under-reconstruction development environmental projects.

National dialogue
Why no is our coming and elected parliament gains political legitimacy, it is the place that runs in it the national dialogue and reconciliation?
There are several calls urging for national dialogue and general reconciliation all over Iraq.Yet , the call itself is good and have no problem , in a country that suffered a lot particularly the events of last year and a half , it is beneficial to make general national dialogue includes the representatives of different Iraqi political , social and cultural formations. To exchange opinions and agreeing on what will became as supreme national principles among which the general view of future Iraq.I think that the best framework for making such dialogue is the elected parliament, for simple reason which is fundamental related to the representation for those running the dialogue.Each individual is capable to say that he is representing a certain a group, but he will not be truthful for such claim unless he is elected , as the election is specifically granting the individual the real legitimate representation.Not any dialogue is needed rather than a dialogue is running by elected representatives from the political formations i.e representatives characterized with legitimacy and competence in representation.That could not realized unless through elections. Representation could not be accepted by whoever as long as he was not elected.That means that the elections is the condition of the right national dialogue as it will create , for the 1st time, an elected social and political board distinguished by representation legitimacy to be qualified for running national dialogue and reconciliation as being a representative of Iraqi segments of the society.Also, that means that the parties who chose boycotting elections should reconsider their decision by adopting new one urges for participating in the elections because participation will help finding a board of more representation for the Iraqi segments of society so as to run the national dialogue and reconciliation. Choosing to stay out of the political process will leave the central question open. Who is representing who? And does the claim enough to realize credibility of representation, or the elections is the only means to realize that?
Briefly, the elections are the real step for realizing the dialogue and reconciliation.





ALLAWI PAVES WAY FOR EXPANDING POLITICAL PARTICIPATION

"Work has got underway quickly to control all smuggling outlets adjacent to Khor al- Zubeir and Shatt al- Arab's banks and block all land roads leading to these outlets" Brigadier Ali Hamadi al- Mousawi the commander of the guards and customs of the 4th zone said .Two land check points were set in this respect, to control land roads surrounding Um Qasr port and Khor al- Zubeir to help confiscating smuggled fuel by all means.

IRAQI GOVERNMENT TO DECREASE HAJJ FEES

The Iraqi government has decided to increase the financial support for Hajj costs for the current year 2005, and decrease its costs to alleviate the long-period Iraqi pilgrims suffering.During a meeting held by Higher Pilgrimage Committee, Dr. Brahm Saleh said that the committee has specified the sums which will be received from Iraqi pilgrims, referring that pilgrims who travel by airplane will pay ID900, 000 while pilgrims who will travel through by land.For his part, Dr. Salah Abdul Razzaq the Director-General of Ties and Islamic Information Department said that all arrangements necessary for making lottery among applicants who filled the private forms whereas lottery will be made on Nov 17, referring that the Iraqi government is working to take all procedures necessary to facilitate task of Iraqi pilgrims which their names will be chosen by the lottery, according to the private conditions of pilgrims travel specified by Higher Pilgrimage Committee and according to the number decided in agreement with the supervising authorities responsible for arranging Hajj in Saudi Arabia Kingdom.



APPOINTMENTS OF TEACHERS TO BE RELEASED IN RURAL SITES

DAWOOD: IRAQI GOVERNMENT TO REPEAT FALLUJA EXPERIMENT ON ANY OTHER CITY DOMINATED BY TERRORISTS

The State Minister for National Security Affairs Qassim Dawood said that the Iraqi government has decided to repeat Falluja experiment on any city dominated by terrorists and persons who stand against law force.In a meeting with the daily, Dawood said that forces of Iraqi army, National Guard and the Iraqi Police will be supplied soon with the heavy weapons, referring that these forces will witness both vertical and horizontal expanding, expressing his optimism that these forces will chase terrorists and insurgents to purge Iraqi territory, referring that some neighboring countries have disregarded sometimes operations done by some groups to leak funds to the terrorists inside Iraq.Dawood pointed out that facts prove that terrorists are capable to enter Iraq via border cross points and they formed safe resorts in some Iraqi cities, most important of them is Falluja, clarifying that Iraqi government is looking forward to let Iraqi security question takes an international dimension, hoping from neighboring states to join us seriously in dealing this matter. He clarified that joint committees among the Iraqi side, multi-national forces and neighboring countries have been formed, saying that we are until now don't see any practical steps.He said that some neighboring countries see that the security question is no more than monitoring borders and it not included the existing of terrorists on their lands, a matter that let terrorists moving actively and freely, pointing out that these countries have disregarded also the financial dealings specialized to provide terrorist elements with money inside and outside Iraq.

Some media particularly the western seeks to describe situation in Iraq as if a Shiite-Sunni conflict to assume authority.These media supposes that along the latest 80 years, authority was in the grip of Sunni and after the collapse of Saddam, they were dismissed, stemming from the presumption that the authority is to be handed to the Shiite.Portraying the situation in Iraq in such way makes it shifting from the dictator conflict circle on one hand and democracy circle on the other into sectarian conflict circle that deforms a lot the political picture and keeping it away from the fact.No body says that problem in Iraq was sectarian. However, the former regime had practiced policy of sectarian oppression and racial discrimination within the frame of comprehensive and free dictatorship. It is the policy which was practiced fairly among all Iraqis of their different national, sectarian and political belongingsIn fact, Arabs didn't oppress Kurds, Turkmans or Assyrians. Muslims didn't oppress Christians or Yezidis , nor the Sunni were oppressed by the Shiite, but the tyrant regime was oppressed the all who bear "Iraqi " specifications .Some may trust in the depiction of some Arab and western media. And they may believe the sectarian tune in depicting political developments in Iraq , the matter necessitates firm stance and an obvious announcement from all concerned parties to face this tune , not only to clarify political and civilized feature of the political process , but to strengthen Iraqi national unity leading for integrated and diversified Iraq in terms of Iraqi ethnic and sectarian belongings.This clear position could be considered by the political analysts, intellectuals, society and Iraqi Arabs, Kurds , Turkmans ,Christian Chaldean and Assyrians , Muslims Shiite and Sunni is as being rejected in terms of sectarian and ethnic description. With the affirmation on the political democratic feature as being the frame of the unity and as a gesture for broad and reciprocal soothing process , stemming from joint consciousness and faith in the unified belonging.





DATE TO SUBMIT LISTS OF CANDIDATES EXTENDED,

AL- SISTANI SUPPORTS NO LIST

As the Iraqi national guards and multi national forces have controlling death triangle, Al- Sistani affirmed he would not submit any list representing him in the coming elections , urging for the necessity of involving all Iraqis in the political process .In the meantime, the date for submitting lists of the candidates has been extended to 7th December instead of the previous date 30th November, to give opportunity for political entities to make more contacts.Meanwhile, Ramadi witnessed uneasy calm, air and land attacks decreased unless the roaming patrols in the streets of the city.The documents that is related to the elections have distributed on food agents in Baghdad.In the meantime, national guard's commander said that intelligence force is chasing Abu Mus'ab al –Zarqawi who fled Falluja to Tozkhormanto pre the purging operation .Dr. Iyad Allawi confirmed that all the terrorists dens in Latifiya were purged.





CREATION OF NATIONAL, DEMOCRATIC FRONT ANNOUNCED

MUNICIPALITY SENDS TECHNICAL DELEGATION FOR FALLUJA

The ministry of labor and municipalities has formed a specialized team from the technical and engineering cadre at the directorate of Baghdad water to survey damages inflicted Falluja water nets.Eng. Zakki Mattar Jassim the director of Baghdad water said that his team is ready for entering Falluja after the end of military operations, to survey damages, change bad oil pipes and make comprehensive maintenance work on all transporting lines.He clarified the directorate sent ten drinkable waters to supply Falluja refugees who existed in the neighbor sites.





VACCINATION CAMPAIGN FOR PUPILS AT PRIMARY SCHOOLS 1ST CLASS STARTED

NATIONAL GUARD, MULTI-NATIONALITIES FORCES CONTROL LATIFIYA

A 5,000 US, British and Iraqi soldiers military force had launched a wide assault on insurgents dens in Latifyia in the framework of procedures adopted to combat insurgents' groups before holding the elections, according to US military force statement. The statement clarified that Marines forces and an Iraqi force have invaded the city of Jabilia, south and middle Iraq on Nov 23, beginning a new campaign on Babil province.The raid which had been called "Play mouth Rock" came after a wide military operation launched by US forces this month on the city of Falluja.The Iraqi and US forces backed by British forces besieged insurgents who try to move between Babil and Anbar provinces, the statement said, adding that rebels' attacks had concentrated in Babil during the military operation in Falluja as an effort to turn attention away from the large battle which was waged south of Baghdad.Since the invasion of Iraq by US-led multi-nationalities forces, the American-Iraqi forces launched on Nov 8 a biggest military attack on the city of Falluja, 50 km west of Baghdad which considers as a biggest obstacle in front of Iraqi elections.On the other hand, the leader of the Iraqi National Forces confirmed that after receiving certain information, the security forces chased on Nov 23 Abu Mosub al-Zarqowi in several districts located in the north of Baghdad.The Major General Staff Anwoor Ahmed Ameen said" We had received several information from reliable sources said that Zarqowi had moved from Tozz Kharmoto to Baqoba."Notably, US forces confirmed that Zarqowi is the enemy No. 1 for USA, referring that $25,000 was allocated as an award to arrest him, clarifying that he was present in Falluja but he could escape short period before the US-Iraqi raid on the city had been started.





COOPERATION AGREEMENT BETWEEN WARSAW, BAGHDAD

Majority & minority

Majority ruling is not the most delighted thing of democratic rule despite it is undoubted. The most delighted one is that it is a way to ensure the minorities' rights thanks to legal frames and constitutional facilities. Preserving minorities is one of the right conditions of democracy since it means the majority's rule and the minority's rights no matter what is the minority of (nationality, sect, religion or even political one, which is the most common minorities in the democratic world).

Voting in democratic system means that there is majority and minority and this classification has no link with ethnic or religious cases.

In addition interference may come through those ethnics in a movable way according to political issues concerned.

Many political and social polls and surveys found that ethnic, tribal or even party roots were not the sources that reflect the result of voting.

In the UK, members of the opposite Torries have voted preferring the ruling Labor Party stances. Alike the Labor Party members voted for the Torries stances.

The voter, the MP may be in the majority for some time while he may move into the minority in another vote, for life is changeable and politics as well. Democracy is continuous political and social movement.

Democracy does not mean majority's dictatorship against minority. And the majority should rule according to legibility provided by voters and means respecting the minority's rights according to constitution including objection to majority's decisions.

In all democracies, there would be conflicting differences, and Qur'an decrees that social conflict is one of reasons of social movement and growth.

And the deference is the said conflicts are going on through political and democratic and not military ways.

Finally it is an armed conflict with the voter's vote.











LARGE QUANTITIES OF WEAPONS IN FALLUJA FOUND, FOREIGN GUNMEN IN BASRA ARRESTED

The National Guard and multi national forces have arrested six terrorist elements in Shargaat , Mosul after a joint raid on the city.

The US forces launched a raid two months ago, with the aim to arrest some of terrorists, the raid was to be carried out 3:00 dawn, but the information infiltrated to the terrorists at 2:00 dawn , the matter forced them flee their places.

Reliable sources said that those terrorists were met in one houses during the raid on Mosul houses recently, several counterfeited identity cards and explosives were found.

The source said the terrorists are confident that Iraqi force and security department will not distinguish them because of the counterfeited documents and identity cards , notably , they are the most wanted who launched sabotage against oil wells and pipes in Shargaat region in addition to slaughtering Turkish drivers and blackmailing Iraqi contractors who participate in reconstruction campaign through deducting 25% or they are killed .

On the other hand, Qassim Dawood the minister of national security affairs said that a lab for manufacturing explosives and poisons besides booklets on how to manufacture germs of anthrax were also found by Iraqi forces.

The ammunition was found as hundreds of British troops belonged to Black Watch brigade participated in new raids against the so-called Saddam's supporters thought to live on Euphrates banks.







17 POLITICAL BODIES URGE TO POSTPONE ELECTIONS

Meanwhile, the Islamic party threatened to boycott elections to join the Sunni forces and bodies already announced their boycott for the elections.

In a statement issued by the Iraqi government, Dr. Iyad Allawi said Iraqi security forces will make available safety to the elections by 2005 , affirming that Iraqis are determined on defeating terrorism.

In this regard, the Iraqi Islamic party threatened to boycott the first free elections if it made in decided date.

Notably, Muhssen Abdul Hameed the chief of the party said they called for postponing elections for six months because the security situation is not suitable enough for elections.







ZIBARI: JORDAN MEETING TO ENLARGE BASE OF POLITICAL REPRESENTATION

TWO BILLIONS DINARS TO IMPORT MEDICAL APPLIANCES

The ministry of health has contracted with world foreign companies to import medical appliances and antiseptics worth of two billions dinars.

It was also announced about supplying Karama hospital with update medical appliances.

In the meantime, the official spokesman at the ministry said the ministry contracted Spanish, French and Denmark companies to import more than 200 insecticides sprinklers, 600 antiseptics appliances, and seven apparatuses for treating waters.

The source said the ministry is to distribute these appliances on communicable diseases control center and city of medicine.





ANBAR ADMINISTRATION DECLARED, ZARQAWI DEPUTY CAPTURED

Interim government has approved nomination of the administrative body of Anbar Province following the end of the military activities in the province, the State Minister for National Security Qassim Dawood said yesterday.

The Minister said that Khesal al-Goud was declared Anbar Mayor while Muayyed al-Hardan was declared as deputy Mayor and Fawaz Armouk as head of Anbar Police.

The Minister said that more than 2000 persons were killed while 1600 were declared detainees following the end of the military operations

He said that one of Abu Musab al-Zerqawi deputies was captured thanks t cooperation between people of Musul city and police.

He noted that the police have discovered a bomb factory in the industrial sector of Falluja.

On the other hand, National Guard in Haweeja have captured leader of the militants with many storages of weaponry near his post.

Meanwhile, the Iraqi Red Crescent started distributing human funds among peole of Falluja via a couple of centers with about 40 employees in each one.

The Red Crescent said they found 225 bodies in a potatoes factory near Falluja but no notions about their names or identifications.





FOUR PROVINCES DISCUSS SECURITY & CONSTRUCTION

Mayors of Suleimania, Diala, Kirkuk and Salahiddin have discussed security and means of rehabilitation of the people enforced to emigrate following the war due to the past regime policies in the region.

A source at the meeting said the meeting held in Tikreet has discussed reconstruction drive in the four provinces.

US General John Batist said that his division have achieved four projects of which two are linked to oil industry.

He said there are other projects including building schools, railway station, clinics and sewerage system with the cost of half a billion US dollars.

The US General affirmed that their duty was to provide security to the people by performing help to the Iraqi National Guards and police.







DECISION TO BAN IMPORTING CARS RESUMED

The Iraqi interim government has decided to prevent importing cars under 2000 model to Iraq, after it had issued a decision allowing to enter cars for three days only.

As-Sabah correspondent in Amman said that the Iraqi border authorities in Trebiel had notified that Jordanian side of this decision.

Official sources at Trebiel cross point said that around 700 cars had entered to Iraq during the permission period which included Sunday, Monday and Tuesday of the last week before implementing the new prevention procedures.

Notably, large numbers of cars are entering Iraq daily, a matter that makes traffic very difficult inside Iraqi cities and highways.

The concern sides warned that if the Iraqi government had permitted to enter more cars to the country this will create various problems and obstacles in front of the concerned sides preventing them from finding the suitable solutions.

Several specialists in environment domain said that the old cars will have a negative impact on Iraqi environment, referring that the imported cars are from the old models which many countries are refusing to use them now in their streets.





75 CARS FACTORIES IN KURDISTAN TO BE ESTABLISHED

MOSLEM SCHOLARS ASSOCIATION MOURNS TWO OF ITS MEMBERS

The Moslem Scholars Association has mourned the late Dr. Faidh al-Faidhi the member of the administrative committee of the association, Mosul branch and Shiekh Ghaleb al-Azzawi the member of the Moslem Scholars Association, Maqdadia branch who killed by insurgents.

In statement released by the association, the association condemned these two coward acts which reflects bad morals of their executors who seeking to evacuate Iraq from its sincere scientists, scholars and fair spokesmen in addition to instigate sedition between ranks of Iraqi people who refused to fall down in sedition and separation atmosphere.

Election education

Polls run by As-Sabah center and another similar centers unveiled that " election culture" yet does not realize the needed level that is necessary for superior election process in the course of electing national assembly will assume heavy burdens in writing the permanent constitution of Iraq.

Host of new terms have been included in the election process which are not familiar for Iraqi citizens. As Iraqis started to get used to such terms published in the newspapers or circulated by speakers Yet, emblems and signs of new terms are ambiguous, away from people's comprehension.

Among these new terms are proportional representation, the constituency, multi constituencies, united list and multi lists in addition to the term of the independent commission on elections.

The matter doest not relate to understanding of these terms only, but also to comprehending them because many citizens know nothing about these terms.

Update poll revealed that 73,90% of participators in the poll hear nothing about the independent commission opposite to 3,20%, who are minority, said they hear more about such terms.

In fact, that represents a perilous knowledge gap attributed to the modernity of the subject for Iraqis who did not pass such similar experiment along 50 last years besides the deliberate backward policy practiced by the buried regime against Iraqis.

This gap is representing a big challenge for concerned persons, starting from the independent commission to various media passing by opinion and culture-makers here in Iraq.

The ambitious figures and politicians will be busy with the seats of national assembly or provinces' councils will be busy with election's propaganda for themselves or their parties or programs. And that their undoubted right , but it is necessary for others to be busy in circulating democratic and election culture so as to make the voters well educated in election process once they go to the elections on 30th January .









NO POSTPONEMENT FOR ELECTIONS

The Iraqi government, commission and political bodies have agreed on respecting the holy date of elections in 30th January and rejecting postponement of them.

Meanwhile, the Iraqi interim government announced its determination on making elections on 30th January.

Tha'ir al- Naqeeb the premier spokesman said ,at press conference, that the government is determined on making elections in a decided time, saying the government is coordinating with different political forces in this respect.

Interviewed by BBC, Barham Salih the deputy prime minister said that he is hopeful for making elections in decided time in January 2005, but if this is not occurred, it is not the end of the world.

Salih further said "I am still hopeful we could make elections in decided time because in such way we will maintain credibility of political process to prove the terrorists are false.

On the other hand, US ambassador to Baghdad John Negroponte said that the security situation in Iraq will not hamper intended elections on 30th January .

Abdul Hussein al- Hindawi the chief high elections committee said that "No option other than making elections".

Salih deem that 17 parties' demand on postponing elections including Allawi's party is a legitimate matter.









MAJORITY URGES FOR ELECTIONS ON DECIDED TIME

The politicians and analysts interviewed by As-Sabah have agreed on the necessity of making the elections in the decided date on 30th January.

Those citizens affirmed importance of making the elections ought to be distinguished with transparency and impartiality further for being free , saying it is not necessary to make elections ideal because of the extraordinary circumstances in Iraq and because of the interference in Iraq's internal affairs that aims to destabilize Iraq.

The supporters of elections in decided time said there is guaranty if the elections postponed will put an end to the security situation.

Meanwhile, Abdul Illah al- Nasrawi the member of political bureau at Arab socialist movement said " we are with the opinion deem the elections is the final solution for political problems, but the necessary requirements for elections are not available in the decided date particularly the security situation and minimum security requirements regarding the voter and the nominee.





GOVERNMENT REJECTS POSTPONEMENT OF ELECTIONS

The Iraqi interim government said it is not convinced with proposals and ideas of some political parties aiming to postpone the elections as the postponement will not secure wide participation in the decided general elections by 2005, indicating to its determination for making elections in the decided date.

Al- Naqeeb the premier spokesman said that Iyad Allawi held meeting yesterday morning. The meeting was attended by high commission on elections and ministerial council for the elections, to study procedures necessary for democratic process, referring that the commission affirmed full preparations as it offered a detailed explanation on distribution of election centers and security situation in these centers for the candidates and the voters, through cooperation with security authorities in all elections sites.

Al- Naqeeb said that dialogue has got underway between the government and political parties, trends and cultural personalities to secure participation of the all in the elections.







PLAN TO CONSTRUCT, REHABILITATE IRAQI REFINERIES

The Ministry of Oil has put a plan to effectuate role adopted by the Iraqi company specializing to drill the Iraqi oil wells through driving the company's staff in training courses, develop mechanism of drilling equipments and enter the modern technology in it.

During his meeting with technical and engineering staffs in the company to discuss effectuating company's role in drilling oil wells, The Eng. Thamir Abbass al-Ghadban said that the next period will witness preparing and planning for future projects in this domain, specially the company's works had been stopped because of the last war on Iraq and the continuation of the military operations.

On the other side, al-Ghadban met cadres of Studies and Planning Department at the ministry to discuss a brief paper presented by the department to set up, modernize and rehabilitate the Iraqi refineries to increase the productive and exporting power to cover the local consumption and reduce the importing of oil products which costs Iraq millions dollars annually.









AS-SABAH POLL SAYS MINI DIFFERENCE BETWEEN UNITED & MULTIPLE LISTS

377 (40%) out of 935 people preferred united list rather than multi-party lists in the upcoming elections, As-Sabah polling center said.

The center said that 38% preferred the multi party lists while still 22% have no crucial opinion to decide, a matter that has big question.

The center pointed out that the result of polling says that public opinion is split vertically which indicates either the society's inactivity or miscomprehension of election.

The poll covered 613 males and 340 females between 18 and more than 45 years age including all Iraqi ethnics.

It is worth mentioning that the High Independent Commission has pursued the united electoral list since it is better than the multiple lists for the Iraqi society's benefit.







HEALTH MINISTRY FORMS COMMISSIONS FOR CHRONIC DISEASES

Health Ministry decided to form follow up commissions to investigate and check out distributing treatments and medicines over pharmacies and storages and clinics pharmacies, general inspector of the ministry Adil Muhsin said.

He said that this decision was decreed following discovering of more than 4 million I.D cost of leaking medicines in a Baghdad private pharmacy.

The Inspector affirmed that the Ministry stressed on printing phrase 'MOH Iraq' on the medicines so as not to be misused or be leaked inside or outside the country for they are so expensive in the neighboring countries.







MIESSAN SET UP CONSTRUCTION COUNCIL PLANS

Miessan Province started conducting plans of the Construction Council that covers speeding up projects according to local commitments, Miessan Mayor Riadh Hattab said following a province meeting held recently.

He added that the meeting discussed procedures presented before Deputy Prime Minster Barham Salih last week.

The Mayor said 10% of the money allocated for the said projects would be set within a fortnight to companies and contractors and could be withdrawn and paid to another companies in case of delaying the embark upon the projects.

He elaborated that conducting the projects would pursue the direct implementation.

He concluded that the projects include water, electricity, oil, education, security, borders, transportations, municipal services, highways and bridges.







NEW STRATEGY TO UPGRADE NURSERY STATUS IN IRAQ

During the national conference held by the ministry in coordination with Ministry of Higher Education and Scientific Research and World Health Organization and specializing for putting an executive plan for nursery and midwifery strategy in Iraq, Dr. Aladdin al-Alown the Minister of Health Ministry pointed out that the ministry is seeking to set up centers for self-education in each nursery college and institute. These centers include libraries, labs, computer centers, confirming the necessary of twinning nursery colleges and institutes in Iraq with these of Arab, regional and world countries and create new nursery generation possesses knowledge and scientific skills.





EDUCATION MINISTRY IMPLEMENTS ACCELERATED EDUCATION PROJECT

Kidnapping

Could the elections be kidnapped and turned to be no more than a formal exercise and just carries the democracy dust?

Election experiences of countries resembling our circumstances admit the answer to be 'Yes'!.

What does kidnapping elections mean?

It means depriving voters from real chance to opt by subjecting them to foreign influences in a way that enforces him to vote a way off his own choices and convictions on the basis that real democratic election might mean an exercise of choosing the best candidate by the voter with out influences that may confiscate his will and freedom to choose.

How could the elections be kidnapped? There many means.

One of them is that a voter can present a sole choice whether it is a presidency candidate or a party to assume power or a sole list for the parliament membership.

In this case it is meaningless to talk about democratic election basing on choosing one from a host of alternatives.

The sole option turns elections to be a preemptive guaranteed referendum or allegiance like what has happened in Iraq during the comedy of presidential election to elect the ousted tyrant and could be happened in all totalitarian ruling states.

The second means of kidnapping election is the authorities exercising terrorist activities so as to expose dismay and horror among voters for the aim of not participating in the election or enforcing them to vote for a specific choice, this sort of terror is used commonly in formal or fraud elections.

However other groups could use this style to gain the same purpose and it is used now in Iraq as election registering centers and the whole people are exposed to various kinds of threats; written, e-mailed or phoned letters threatening people who receive them to face risks and warn them not to go forward election like shopkeepers and ration card distributors were exposed to such threats.

The third means is purchasing voices, which happens in many back warded societies who suffer miscomprehension in elections and politics. This means enforces the voter to sell his voice instead handful dollars. Practically, this voter has lost his right of voting and paid it for some money. Unfortunately, this means begun to take place somewhere in our country and it spreading means that elections are really being kidnapped.











IRAQI PARTNERSHIP IN RECONSTRUCTION

Meanwhile, the calls to postpone elections have been decreased after faced with wide rejection, and full determination for making them in the decided day.On the other hand, Japanese newspapers affirmed Japanese government demands for British forces to support their forces existed in Samawa after the withdrawal of Dutch forces in coming March.

In a telephone call with As-Sabah , Al- Hafidh urged for Iraqi reconstruction partnership instead of foreign companies, referring to the government's demands to increase the budget's allocations relying on the donors so as the state will be capable to resume its role in maintaining security and defending the national economy.

NATIONAL ASSEMBLY: POSTPONING ELECTIONS CAUSE LEGAL VACANCY,
DIALOGUE WITH BATHISTS IS POSSIBLE

Jawad al- Maliki the deputy speaker said that postponing elections is attributed to sides such as national assembly, saying that the postponement causes a situation of legal vacancy.

NO POSSESSION FOR STATE'S REAL ESTATES

KUWAIT GRANTS EDUCATION SECTOR $ 40 MILLIONS

HEALTH PROJECTS TO BE CONSTRUCTED IN MUTHANA

The ministry of health undertook rehabilitation and construction of 11 health projects in Muthana province worth of billion dollar.

Health official source said the ministry started constructing and rehabilitating six health centers and a number of hospitals and subsidiaries, within its plan to get benefit of the investment budget of the ministry and the Japanese donation.

He clarified that the ministry seeks to construct ideal health centers in the provinces and districts particularly the rural ones which suffer shortage of medical and health services.





HIGH COMMISSION ON ELECTIONS: READY FOR MAKING ELECTIONS

The high and independent commission on elections has issued a statement No. 6 regards expectations and declarations hinting for postponing elections.

The commission said that a number of media's declarations are hinting for the possibility of postponing Iraqi intended elections on 30th January as a number of media men and journalists aimed to get acquainted with the commission's opinion regards this question or affirming rumors hinting for its agreement on such matter.

76 MILLIONS IRAQI DINARS FOR REHABILITATING DORMITORIES IN BAB AL- MU'DHAM

BRAHAM SALAH: POSTPONING ELECTIONS HAS DANGEROUS OUTCOMES

In his statement to the BBC, Iraqi Deputy Prime Minister Braham Salah said that postponing the Iraqi elections scheduled to perform in Jan, 2005 will have dangerous outcomes on political process.

"What I said and anew will say that keeping the agenda will be very difficult and will form a serious challenge, but postponing elections will have different serious outcomes on political process particularly the legitimacy question.

FORMER OFFICERS SUPERVISE BUILDING BORDERS UNITS

TRADE MINISTRY REHIRES 1900 POLITICALLY DISCHARGED

Ali Mousa the Director-General of the Administrative and Financial Department in the ministry said that regaining dischargers came under premiership instructions and Financed Ministry approval specialized to regain dischargers in the ministry and companies belonging to it, confirming that all deals presented by dischargers had been agreed on.

Ministry of Finance

Thankfully, the Ministry of Finance caused me a problem in (As- Sabah newspaper) as the Finance Ministry thankfully undertook distribution of the salaries or half salaries or emergent payment to the staff of the dissolved information ministry , within a gratified effort , to support victims of Bremer's hasty and non-studied decision in dissolving the former information ministry.

However, this effort in alleviating the sufferings of Bremer decision's victims, thankfully for the 4th time, did not solve the consequences of the problem yet. I mean specifically the legal situation for the personnel of the dissolved information ministry in terms of pension salary and considering their past service or rehiring them in the state's other departments.

As regards the last point, the Ministry of Finance , thankfully for 5th time, undertook contacting the Ministry of Culture ,urging the said ministry to submit proposals on its needs and the extent of its ability to accept the staff of the information ministry , for the sake of finding necessary career levels for them so as to make available the financial allocations . Up to this point, it is good, and there is no problem.

The problem lies in the 2nd line ! As the Finance Ministry has excluded the staff of dissolved information ministry currently work in As-Sabah newspaper as well as their counterparts in Iraqi Media Network ( T.V & Radio) , from the payment or half payment salary .

Once I asked the concerned sides at the ministry about the exclusion, they told me that the payment is paid only for the unemployed information ministry staff as a help, but those who work in other fields are not included in the help currently.

Up to this point, the problem is reasonable, but it is complicated once As-Sabah staff of the dissolved information ministry knew that their colleagues who work in other departments have included in the said payment.

Of course , they keeps on calmness as they are polite and respectful .Some of them , started to search for another work opportunities out of As-Sabah , while some others urging me to contact Ministry of Finance once again , as for the grand part of them , they managed to observing only , they may secretly put the blame on their misfortune , that misfortune leading them to As-Sabah , then deprived them generosity of Adel Abdul Mahdi the Finance Minister.







NATIONAL ASSEMBLY HOLD GOVERNMENT RESPONSIBILITY ON MEETING OPPOSITION, ALLAWI DENIES

The National Assembly held Iraqi government responsibility on meeting the opposition outside Iraq , considering that as a contradiction for the Iraqi objectives and as individual practices .

In the meantime, Dr. Iyad Allawi denied that he will meet the Iraqi opposition in Amman. Contradicting by this the alleged meeting and declarations of the minister of foreign affairs Hoshiar Zibari last Thursday in which he indicated to the government intention to meet opposition groups in Amman or Iraqi chieftains to enlarge base of political representation.

In the meantime, religious authorities and Iraqi national conference renewed their support for making elections in the decided day.







IRAQ TO RESUME FLIGHTS TO EMIRATES

Iraq has expressed its willingness to resume flights to United Arab Emirates.

Eng. Fadhil Abbas the director of Iraqi airlines said that high –ranking delegation was sent to Emirates in this respect. To set out regular flights between Baghdad and Emirates, adding that company currently preparing its planes for Hajj .Notably the Iraqi airliners undertook regular flights to Amman and Damascus.





EFFORTS TO SUPPORT HOUSING & LENDING FUND BY 2005

Omar Farouq al- Damloji the minister of housing and construction said that support has got underway to increase the capital of housing fund to $ 750 millions, through coordination with donors and International Bank, announcing that the fund is to start lending by 2005.

He said that good steps have been realized to support building residential houses through increasing the number of debtors in accordance with the mechanism put by the supreme administration of the fund.







163 SERVICE PROJECTS ACHIEVED IN BAGHDAD, BABIL

200 VEHICLES FOR TRANSPORTING PILGRIMS, 18 MEDICAL CENTERS FOR CHECKING THEM

830 MILLIONS IRAQI DINARS TO SUPPORT REFUGEES

Brigadier , Jassim Abid Chillab said the directorate confiscated 80 vehicles yesterday Traffic violations ranged among 12 violations for right-steering cars , 120 traffic violations for shadowed-glass cars , 199 violations for drivers marching the wrong sides , 238 cars parked in banned sites , 1156 different traffic violations.







NATIONAL ASSEMBLY TACKLES CURFEW IN BAGHDAD, SECURITY SITUATION

The National Assembly held the government responsibility on meeting opposition in Amman.

Meanwhile, subjects of curfew in Baghdad, rehiring of politically discharged, hajj and security situation were discussed.

Members of the assembly demanded to reconsider the subject of curfew in Baghdad as it caused problems and obstacles for Baghdad population.

Hameed Moussa the deputy speaker said, in a statement to As-Sabah, that the assembly discussed the security dossier and concerned subjects, affirming assembly's support for the efforts exerted by the government to improve security situation and realize security stability in Iraq necessary for the intended elections in coming January by 2005.









BABIL POLICE ARREST 87 TERRORISTS IN LATIFIA



Babil, Nov. 30 p3

Babil police declared that its forces have captured 87 terrorists of which seven people were foreigners in an assault on Latifia district 45 km southern Baghdad.

Sthe police said that they control the Baghdad-Hilla and Baghdad-Kerbala highways.

Captain Hadi Sultani of the police information said that the police found 263 mortar bombs and 167 rockets.

On the other hand Hill police have arrested 22 militants and killed 17 others during another assault on the highway near Latifia on the Hilla direction.

It is worth mentioning that special British forces have participated in the assaults including many tanks and warplanes bombings.







ELECTRICITY CANCELS ACCORDS WITH TRIBES

Ministry of electricity has decided to cancel deals with tribes to perform protect for the power lines via the territories along with the tribes control.

The protecting electricity system department which is in charge of protecting the power lines said that this procedure was taken due to neglect of the tribes to protect the lines and stations that caused many lost and casualties.

The department said that the security advisor had seen many shortages included in the deal signed with the tribes.

The Electricity Ministry has signed deals with tribes that the electricity lines and stations are passing through their lands so as to protect them from the terrorist attacks.





ALLAWI CONFIRMS CRIMES' DECREASE FOLLOWING FALLUJA BATTLES

The Iraqi Prime Minister Ayad Allawi said on Nov 29 that the rate of cimes in the country has been decreased after the final wide attack launched by US-Iraqi forces on Falluja and which forced insurgents to leave the den which located western Baghdad.

Allawi who spoke live on governmental Iraqia channel said that rates of crimes have been decreased and still decreasing continuously after Falluja wars.

He added that despite purge operations are still continuing but we are preparing to regain Falluja people to their city, confirming that the government is planning to construct Iraqi security potentialities, referring that the Iraqi government will not remain as spectator at time Iraqi people is bleeding.

He clarified that arresting terrorist elements are still underway and Latifia, Mahmouda (southern Baghdad) have became passable now while one week or two weeks ago these two roads were difficult and full of gangs.





CONFERENCE TO DEVELOP MARSHES IN NASSIRIYA

After more than 35 years of dictatorship and destruction, Iraq needs several urgent matters. The 1st is a firm government, qualified enough to face challenges.The 2nd is a firm national assembly, strong to control the government's performance and brave enough to defend people's causes.It is a crystal clear; the current government is firm in facing challenges, which is a good matter in the remaining period of its rule.But the efficiency in performing duties is considerable. As electricity and fuel crisis has been aggravated. The electricity cuts in some sites reached 10 hours. The price of a gas cylinder reached 10,000 Iraqi dinars which is unbearable burden on the citizen, who is demanded to active participation in the intended elections.The opportunity of the current government or at least, some of its ministers in winning the coming elections, in case they proposed for position, will be based on their success to be more decisive on one hand, or to be efficient in solving life problems facing the citizen on the other.Until now, some members of national assembly try to practice a kind of control and questioning for the government's some ministers. It is doubtful; the current members of national assembly will be able to face this challenge successfully, for several reasons known by most peoples.Yet, the citizen we want is active, positive and brave.Being an active citizen , he needs to be distinguished with political and patriotic knowledge , add to that, secondly he needs to join voluntary and non-profit institutes in terms of direct personality. Thirdly, he needs to be committed to system of just rights and duties.These three items create brave citizen, committed by the law, who is voluntarily doing many works, stemming from his patriotic and human sense. It is hopeful that all gallant Iraqis, who suffered more than three decades of oppression and sadness, deprivation and poverty that scratched Iraqi personality be able to do good deeds. We need to do the best for rehabilitation.







THREE CONFERENCES ABROAD TO SUPPORT IRAQI ELECTIONS, URGES TO ELIMINATE TERRORISM

ERADICATING AIDS CONFERENCE INSTRUCTS TO GRANT ILL 50,000 IRAQI DINARS MONTHLY

YAWAR: CREATING COMMITTEE TO STUDY SITUATION OF DISSOLVED MINISTRIES

TRADE MINISTRY SPECIFIES PRICES OF RICE, MILLET

The Ministry of Trade has specified purchasing prices of each tone of Anbar rice as following: Anbar 1st degree ID450, 000, Anbar 2nd degree ID400, 000. The Ministry of Agriculture has specified prices of millet as 180,000 for each ton.An official source at the ministry said that the State Company for Seeds Trading has decided to increase the purchasing price of Anbar from farmers and marketers, confirming the necessity of farmers and marketers to market their product of Anbar yield for receiving bodies formed in the State Company for Seeds Trading which distributed in Najaf, Daiwania, Hilla, Nassirya, Samowa, Amara, Baqoba, Khan Beni Sa'aad, Kut, Sowara and Taji Complex.Notably the Ministry of Trade was started the process of receiving Anbar as a raw materials through the State Company for Trading Seeds and starting from Nov 1, 2004, the receiving process will last until Feb 15, 2005.The ministry of Trade was started process of distributing Anbar rice with items of ration card in number of Iraqi provinces over the last months.

200 INSURGENTS IN LATIFIA ARRESTED

The US Army has announced the arresting of more than 200 suspects since the beginning of the military acts in Latifia.AFP quoted from certain sources that seven persons had injured due to the explosion of trapped car near National Guard block near al-Latifia neighborhood.In Basra the Iraqi police arrested four Arab insurgents; one of them is Saudi, other one Libyan and two Tunisians in addition to an Iraqi driver from Falluja population.An official source, at the Intelligence Directorate that the insurgents had come from Basra to carry out suicide operation after tightening their activity in Falluja, so they were capable to flee from Falluja and they directed disguised to Qurna district.







FOUR SHIPS TO SMUGGLE GAS SEIZED

4rth Borders and Customs Forces Leadership has seized on Dec 1 four ships loaded with smuggled gas in Khor al-Zobair waters.The Colonel Ali al-Mousowi the leader of 4rth Borders Forces said that these ships were loaded with 150-250 tones of gas to smuggle it to the waters of Arab Gulf, adding that several legal and security procedures had been adopted to specify the originalities of these ships and loaded quantities due to legal procedures to refer them to the judiciary sides.

His Excellency the Electricity Minister!....

His Excellency the Oil Minister!....

I swear that you are lucky men!.

Despite all sufferings due to electricity and fuel crises, Iraqi people still keep the highest marks of patience and referring the whole matter into God.

It is incredible that you both suffer shortages of electricity, benzene, gas and other sorts of fuel.

No doubt that both of your houses and all the high rank officials' in addition to the rich people are provided with the fuels and all what one could dream of foods and drinks.

However, ordinary people are not the same, for they endure many hours a day electricity cut off along with raising cold winter while queues cars waiting for fuel are coming longer than the past days as some of the queues were as long as five kilometers which means waiting for many hours since the first minutes of dawn.

The electricity Minister had called people to buy generators which I do not think it is a serious thing to ask people to do so in a country that is moaning from 30% unemployment in addition to many sufferings of living standards which have deep rooted problems since the days of the past regime and have been raised following the end of war.

Iraqi people are patient, for if you look at drivers awaiting for their queues you would see they are waiting quietly without disperse or upset or even enraged.

Those people may wish electricity and fuel not be cut again or raising their prices, albeit they may curse the Oil and Electricity Ministers secretly.

Iraqi people are exceptional in kindness, high morals and capability of enduring sufferings and I think that we have inherited these ethics from Sumerians who had built the first civilization in history. Those ancient people kept high ability to adapt themselves with nature and not to change it as and it is a sole characteristic of peoples as historian Twembi said.

And this kind and patient people deserves better political life and living standard than its condition nowadays.

So , this your people. Lucky Ministers of Oil and Electricity, and where you will start from, to solve its crises?.







INTERNATIONAL FUND FOR RECONSTRUCTING FALLUJA ESTABLISHED

Dr. Iyad Allawi the Iraqi premier paid a visit to Germany.Allawi held talks with German leaders on the possibility of their participation in reconstruction drive in Iraq .Meanwhile, Allawi met a number of Iraqi personalities in Amman, with the aim of enlarging participation in the intended elections.On the other hand, Bush rejected the call for postponing elections because of the security situation, affirming that the US forces will be increased to 150,000 troops.Notably, Allawi met Iraqi chieftains who urged for postponing elections so as to give opportunity for all Iraqis, particularly the hot sites, to participate in these elections.Moreover, Qassim Dawood the state minister for national security affairs said that the government set a plan for keeping security during elections. This plan includes protecting election centers by Iraqi security guard.In the meantime, sources indicated to US intention to open dialogue with moderate Baathists , urging them for participation in political process.Iraq's Independent Electioral commission decided to extend registration period for the political entities in Anbar, Mosul and Saladdin until 15th December as some political entities withdrew from participation in elections due to non-availability of women participation, which is approved by interim constitution.Furthermore, Qassim Dawood the state minister for national security affairs and Hazim al- Sh'alan the minister of defense paid a visit to Bahrain to attend the Gulf security conference.Well informed source said that this conference shed light on security situation in Gulf States and its reflections on Iraq. Diplomatic centers considered the conference is as important for the future of the region .Iraqi centers circulated news on the possibility of establishing international fund for supporting Falluja .Arab and foreign countries are expected to participate in.







SHEIKH FIDHAAL AL- K'OOD URGES FOR ESTABLISHING INTERNATIONAL FUND FOR RECONSTRUCTING FALLUJA

Anbar Governor Sheikh Fidhaal al- Kuood said he sought to dialogue with Anbar population, to discard violence and resort to dialogue language to rescue Anbar from catastrophe.He demanded Iraqi government and multi national forces to put tangible plans to maintain security in the city.He indicated that the Iraqi government has created committees for reconstructing Falluja as well as allocating sums in this concern, but he said that these sums are not enough.He proposed to establish Falluja reconstruction fund, in which Arab, Islamic and Europeans countries participate, referring to the efforts exerted in this respect, to resume life in all districts of the city."Before assuming my position as Anbar governor, I addressed an urgent call for all segments of Falluja's population, to gather in the governorate H.Q and tackle situation of the province's cities and villages". Anbar governor said, adding we urged population to rescue the city from a catastrophe.Replying to As-Sabah question regards the decrease of terrorism in the city; he said that terrorist acts retreated thanks to the efforts exerted by the good people in the city.







PEOPLE DEMAND CHECKING OUT THE OFFICIALS' FUNDS

A host of civil servants and business people called on the Council of Ministers and the National Assembly to push the country to take part in the international police (Interpol) so as to restore the smuggled money and capture the officials who committed the said crimes.They also demanded preventing al the suspected officials to be detained and check out his properties and sources of his funding.Some people demanded investigating the old contracts signed by all suspected officials with companies and states since those officials have become rich within a little time.Others demanded the Cabinet to chase the past regime officials who fled the country with mammoth sums of money.Other people demanded establishing new inspection committees away from the investigators appointed recently in the ministries.

Neutrality of Government

In any democratic country , the government can obtain election's good behavior certificate if it is fully committed to neutrality in elections battle.

The government is the strongest more than any other party for being more enlightened, further for controlling technical and financial resources besides authority of issuing decisions and orders.

The government poses no threat on election process if it keeps to be out of elections , which means its members or parties do not intend to run elections , or if they have no relations with parties running the elections.

In this case, several guarantees will be available on condition the government will be practically and technically unbiased, or at least, its tasks will be confined to facilitating the election process.

However, the situation is different always. As the governments, presidents and ruling parties were the concerned side in election process in most democratic countries.

In the US, the president who stand for 2nd period of rule will be a concerned side . In Britain, the ruling party will be a concerned side in parliament elections. This matter is applied in Iraq as all ruling parties are concerned side in elections.

Thus, the serious debate is concentrated on neutrality of government for being a side in the elections process further for being consisted of human beings adopt political ambitions and interests. It means it is possible the government can not be neutral . Being biased at the time that government keeps all resources will expose election battle for serious risks.

The government can do the best in term of benefiting its position in favor of its candidates in election process.

Officials can hold massive press conferences to practice declared or undeclared elections propaganda i.e they can benefit their resources to win votes, but if the government do that it is biased and partial.

In Iraq , the national assembly , parties , organizations of civil society and media should monitor the governmental performance in connection with elections battle , to give a certificate finally. Either good reputation, which is hopeful, or misbehavior, God forbid, which is rejected by whoever love Iraq.









MINISTER OF JUSTICE DEEMS POSTPONING ELECTIONS, TWO KURDISH PARTIES AGREE ON SHARING AUTHORITIES

Talbani is to assume sovereign position in Iraqi central government in Baghdad as Masoud al- Barazani assumes presidency position in Kurdistan . An important personality at Patriotic Union of Kurdistan will assume chairmanship of Kurdish parliament.





CHIEF SUNNI ENDOWMENTS URGES FOR POSTPONING ELECTIONS

A Sunni endowment has condemned offensives launched by US forces and National Guard against mosques in Iraq.

He called to postpone the elections scheduled on 30th January for 3-6 months.

At a press conference, Adnan al- Duleimi the chief of the endowments said that US offensives and raids occurred last week is considered as a perilous precedent in Iraq's history whereas mosques desecrated by US troops further for aggressing on prayers and Imams of the mosques.







225 BILLIONS DINARS –DONATION FROM INTERNATIONAL BANK TO IMPLEMENT 14 SERVICE PROJECTS

Baghdad Mayoralty and the Zech government have signed a deal for designing a reconstruction plan to the city with the cost of $8m funded by the Zech government.

Head of Baghdad Council Sheikh Muhammed Baqir al-Suheil said the Zech government has affirmed its readiness to improve the city in cooperation with the Baghdad Mayoralty according to a protocol that would be signed between the two sides.

He said that the deal includes modernizing the ancient sites and maintaining them.

On the other hand, the Baghdad Mayoralty decided fining companies and contractors who are in charge of cleaning streets, bridges and residential compounds in addition to other facilities as they fail to clean the city.

KIRKUK POLICE DECLARES: JOINT OPERATIONS CENTER

ELECTOR EDUCATING CAMPAIGN IS GOING ON IN DOHOOK

The Higher Independent Elections Commission Bureau in Dohook was continued more than one week ago in its continuous propaganda and information campaign to educate elector in Dohook province to emerge role of the citizen and teach him how to participate in the elections and be acquainted with elections rules.

The campaign in its 1st phase includes the secondary, vocational, Dohook University, the technical institute in Dohook and the technical institute in Zakho and Amadia.

Bair added that the bureau has specified until now more than 150 election centers for allover Dohook province and its sub-districts, referring that the political sides are continuing in presenting nominees lists to elect councils members.





PROCEDURES TO FACILITATE FOREIGNERS' RESIDENCE, PASSPORTS ISSUENCE PREPARED

The Ministers Council has decided to merge Emigration and Inspection Department with Residence Department in the beginning of the next month.

The Judicial General Hadi al-Mehanna the Director-General of Travel and Nationality said that this decision is aiming to effectuate and activate role of the Residence Department in the framework of adopting new procedures and work mechanisms in order to control foreigners' entrance, residence and the designation of work they doing as well as the reason behind their coming to Iraq.

Al-Mehanna clarified that Travel and Nationality Directorate has initiated process to deduce ID25 in return for travel passport issuance and travel procedures under a certified check from any bank addressed to the Passports Department.

SHIITE ENDOWMENT OPENS TRAINING COURSES FOR PC

The Shiite Endowment has opened its 1st courses to train departments' cadres on using computer's techniques in order to upgrade cadres' performance and develop their job capabilities.

Al-Assadi the DG of the Planning and Follow up Department clarified that the course which lasts two months includes 60 personnel at an average of one week for each course, referring that by the end of each course, a test will be done for participants to assess utilization extent whereas superiors will receive certificate of merits.

Iraq needs to be shifted into a reconstruction workshop to restore healthy and normal situation lost since more than 35 years.

The situation which is hopeful to be restored is political one in term of finding solution for legality question, and sovereign one in term of fulfilling current deficient sovereignty, and security one in term of solving problem of security disorder further for modernizing infrastructure and reviving economic situation in Iraq.

Several parties inside Iraq and abroad assume responsibility of carrying out several reconstruction projects to restore healthy and normal situation including current political process which is inseparable part of these projects.

However, reconstruction and building project clashes with a number of obstacles, following are three ones: terrorism, financial and administrative corruption and negative citizen.

Terrorism hinders construction process from outside, consequently, it was not be possible spent the funds allocated for reconstruction as these sums yet are frozen, and destruction still on and sabotage acts target everything.

As for financial and administrative corruption, it is a corroding for reconstruction and building process from within. Perhaps it is no less danger than the 1st destructive factor. Maybe there is a person who practices administrative terrorism no less danger than trapped cars and explosions.

As for the 3rd factor which is the negative citizen, the reconstruction process could not be advanced unless through the citizens, for they are the essence of the reconstruction from one side , and they are the destination of reconstruction on the other, thanks to their efforts . However, their bad deeds lead to the destruction and failure of Iraqis.

The negative citizen is a contradictory image for the productive citizen who is distinguished with three merits namely: the 1st is high citizenship sense , the 2nd is committed to system of rights and duties , the 3rd is joining voluntarily non-profit action in term of direct personality , within the so-called organizations of civil society.

Each citizen who is not characterized with these merits is a negative person poses the 3rd largest danger on reconstruction and restoration of healthy situation.

QASSIM DAWOOD: NO ONE IS AUTHORIZED TO POSTPONE ELECTIONS

ISLAMIC PARTY PUTS CONDITION FOR PARTICIPATING IN ELECTIONS

Upon Al -Ja'fari departure from Iran to Turkey, Abdul Aziz al- Hakeem paid a visit to Tehran.

He met the Iranian officials who expressed their support for elections in Iraq, to accelerate process of sovereignty transference into Iraqi people further for the importance of strengthening national integration among all segments of Iraqi society.

Kharazi dealt with the dangers facing Iraqi national unity, stressing necessity of unifying all national and religious groups and factions, to push forward political process in Iraq.

In the meantime, Muhssen Abdul Hameed the chief Islamic party confirmed that the security situation in Iraq is getting worst as soon as the elections date is getting close.

He indicated that the participation of the Islamic party in the coming elections is depended on improving of the security situation besides other matters connected with the work of Electoral Commission and the lists issued because the negative or positive points will specify Islamic party's final position vis-ŕ-vis elections.

On the other hand, Qassim Dawood the state minister for national security affairs, who is currently on visit to Manama, expressed welcome over the increase of US forces in Iraq, stressing that elections will be made in the decided time, adding the delay of elections, will be in favor of terrorists. "No one is authorized to postpone elections neither the government nor the national assembly or the UN" .Dawood said.

NEW DOCUMENTED SCANDAL OF OIL COUPONS UNDER AL-SABAH HANDS

Al-Sabah newspaper has accessed new documents concerning selling some of Iraqi and Arab journalists and companies in Arab capitals to their oil coupons during the pre-war era.

The documents have been revealed when investigations began recently over Saddam's burglary to about twenty-one billion US dollars from revenues of oil-for-food deal.

The documents unveiled that the Syrian author Hameeda Na'na's name has been appeared as she was granted a million oil barrel according to an order released by the former vice-president Taha Yassin Ramadhan to be sold and get their cost would be a couple of million US dollars in addition to her original quota of the ordinary one.

Despite the documents do not present justifications for the said gifts but a liaison sources to the former regime said that the said gift was granted to her following her intensive defence before the Iraqi opponent journalist Dawood al-Basri in an episode of al-Jazeera Arabic satellite channel's program AL-Itijah al-Muaakis (the opposite direction) in the pre-war era.

Other document s revealed Arab journalist Mahmoud al-Timeemi as he was granted six million barrels of oil.

Also, the Iraqi Al-Huda company was granted a preferable prices in Jordan thanks to providing the regime some prohibited aspects.

The company thanked the former regime by buying an expensive villa in the high rank Abdoun neighborhood in the Jordanian capital Amman.

ELECTION CENTERS NAMES IN MOTHANA DECLARED

The Five rights

Any citizen could not productive only by sermon, reading national essays or enthusiastic sense . However, three important matters already mentioned should be available to create productive citizen i.e patriotic consciousness, system of rights and duties and joining organizations & activities of civil society.

The journalist reader Khudeir Hussein told me that the citizen wants his right from his homeland in order to be productive citizen. He is right in terms of duties and rights system.

We can not ask the citizen to do his duties and obligations for the homeland unless this homeland including the state, authority and society is committed to the citizen's rights.

I think that there are principal and primary rights that the state or authority or the society should make them available for the citizen. These rights are : the right to have shelter, right to receive medical treatment, right of teaching, right of security , right of having good income in case of getting weakness for any reason , to secure the minimum of comfortable life.

These five rights represent primary requirements for the individual, which means urgent matters for the citizen.

Once again, Khudeir Abbas told me " the citizen wants his electricity and oil ration" .He is right . I said that his demand is little in comparison with the five needed rights demanded from the state, authority and the society, each shoulder part of its burden.

Any developed, democratic or civilized country does the best to make available these rights in the best way. The state and authority should serve the citizen and not the vise versa.

If the state or authority does its duty to the citizen, then, the citizen can do his duty in return.

The society creates the state and authority to assume responsibility of serving it , not the opposite .

The importance of any political leader or intellectual or concerned official is represented in his effort to fulfill these five rights. In case any one of them falls far short to meet the citizen's five rights , it should be better for him to quit political life as this life should only confined to the politicians who contribute in putting the first pillar of duties and rights system i.e the five rights.







EXPECTED DIALOGUE BETWEEN GOVERNMENT AND IRAQI PERSONALITIES ABROAD.

Well acquainted diplomatic sources said that new round of national dialogue is expected between Iraqi government and Iraqi politicians, parties members and academics in the Jordanian capital Amman within few coming days.

Meanwhile Iraqis diplomacy witnesses tangible activity in a number of Arab and world countries, to prepare suitable atmosphere that is necessary for the intended elections.

Dr. Iyad Allawi the Iraqi Premier arrived in Moscow in a couple days visit.

Meanwhile, the Syrian President Bashar al- Assad met Ibrahim al- Ja'fari .

During the meeting, means of boosting bilateral relations in different domains were discussed.

Assad affirmed Syrian position to support Iraq's rights in independence ,unity , integration and sovereignty.

In the meantime, Adel Abdul Mahdi unveiled attempts of some creditors to hinder Iraqi oil shipments.

The Electoral Commission said that it can not specify another period for receiving candidates' lists because the time for making elections is getting close.

Fareed Ayaar the commission's spokesman denied what is circulated by media that some members of the commissioned council belong to political parties, referring that all rules issued by the commission to regulate elections process are relied on the interim constitution for provisional stage and elections law.

Furthermore, Dileem chieftains council distributed a statement calling for postponing elections because of the extraordinary security situation, urging Iraqi government, UN , US administration , Arab League and all international organizations to support this demand.







12 ARAB SUSPECTS, SADDAM'S MEDIATOR FOR CHEMICAL MATERIALS ARRESTED

An official source at ministry of interior said that around 12 Arab suspects who used to set spy devices at the government's departments were arrested, adding among those suspects are four Syrians and other Arab nationalities did not identified.

In the investigations, the suspects said they belong to human organizations on pretext to offer help for the needy families. The suspects acknowledged they work in favor of foreign terrorist states to get benefit of these infiltrated information.

In the meantime, Dutch authorities arrested Dutch suspect thought to bring nerve gas and other chemical materials for toppled Iraqi president Saddam Hussein.

Dutch general prosecutor think that the suspect was imported thousands tons of raw materials of chemical weapons.







BOHRAZ TRIBES ALLEGE TO IMPOSE ORDER, ENSURE SECURITY

Tribes chieftains and Bohraz population affirms their preparedness to ensure security and impose order and cooperation with police and National Guard in the city.

The US Military Commander in Diyala that he doesn't hope that Bohraz changes to another Falluja, number of tribes' chieftains had renewed their allegiance to Diyala Governor Dr. Abdullah Hassan al-Juburi to exert utmost efforts to prevent any terrorist acts committed by strangers, not allowing them to seduce innocents young to join gangs which committing crimes in return for financial seductions.







HEALTH MINISTRY ASKS INTERIOR MINISTRY TO CONTROL BORDERS' PASSAGES

The Ministry of Health has demanded Interior Ministry the necessity to put active work plan through which the Interior Ministry will able to control borders' passages and activate roles of bureaus specializing to combat drugs in these passages to put an end for unofficially drugs' entering phenomena process into Iraq.

Dr. Aladdin al-Alowan the Minister of Health Ministry confirmed that the ministry is about to create work team to review current legislations and laws and put the necessary proposals.







Ba'th weeding out committee condemns Syria role

The Higher National Committee specializing in weeding out Ba'th elements has condemned Syria role representing in embracing Syria to number of Bathi elements.

The committee commented on item published by as-Sabah on Dec 6 in which the committee presented a proposal to halt armed processes in return for certain guarantees.

DUAL CRISIS OF FUEL AND ELECTRICITY GOES ON…DEMANDS TO STEP DOWN MINISTERS

Along with fuel crisis coming into the third week, the situation still in its first position as the oil Ministry kept silent leaving its employees burden its mistakes made by high rank oil officials at the time people have lost their patience toward electricity crisis, which it also have entered a long dark way with no hope of end.

Despite Baghdad streets were likely empty due to the fuel crisis, some of the streets leading to fuel stations were jammed because of many cars were accumulated near the station to get any quantity of fuel.

Some enraged people demanded resignation to the Oil and Electricity Ministers for not doing any effort to stop off the dual crisis which could be a mean lesson for those who ignore the people's needs.

In addition to the people's sufferings some of the National Guard personnel said that a group called Arnes has caused many problems by violating the queue lines for the cars and getting ten thousand dinars in stead of fueling the cars illegally.

The ministry officials told roving reporters that they have no capability to protect the oil facilities from terrorist attacks in the time that oil products were full in their storages.

On the other hand it was impossible to see the Electricity Minister for he is in a visit to Moscow with the prime Minister's combination.







GOVERNMENT HALTS ORASCOM MOBILE COM. ACTIVITIES

Communication Ministry decided halting the mobile Orascom Company for mismanagement and failing in achieving its commitments.

A source at the ministry said that the ministry has considered many complain concerning bad services paid by the company for the citizens.







SADR CITY RESIDENTS ENQUIRE GOVERNMENT PROMISES

Baghdad, Dec. 8 p3

People in Sadr City enquire about half a million US dollars allocated by the government for the city services which are still mere promises.

The people asked the Labor Minister Layla Abdul Latif about simple works of tiny reforms made by specialized machines while the major projects like sewerage systems and pumping potable water are still waiting.

The people said that the Sadr City includes 80 zones (neighborhoods) and the allocated money could be distributed among the said zones (each zone includes 1000 houses) and each house could get a million dinars which would turn over the city's face.







Baghdad police adopts comprehensive plan to support police stations

Baghdad police said that it had lost more than 1081 casualties between deaths and injuries since the collapse of the former regime till now.

Baghdad police leader said that a comprehensive plan was put to support the police stations following the attacks of some of them in Baghdad.

He said that the plan included improving the arming and immunity referring that police stations were designed to solve people problems and not for military confrontations.







BARHAM SALIH: FALLUJA GET BACK NORMAL LIFE

Deputy Prime Minister Dr. Barham Salih said that Iraqi forces in cooperation with the multi-nation forces have sent fierce strikes to the terrorist cells in the country in the recent battles. However, he said that the said cells are growing back again in several regions around Falluja.

The Deputy Premier said that Falluja city, which has get normal life again has witnessed gradual advantage and its condition is getting better, while terror is back warding specially in Falluja, where government is supervising reconstruction works in addition to re-providing it with potable water and electricity.

He revealed that the joint forces have discovered 365 storages for weaponry of various sizes and ranks just in Falluja.

He also said that the joint forces have captured seven of the attackers of al-Amil neighbored police station.







STUDY TO DESALT MARSHES' WATER, RETURNING POPULATIONS TO THEIR REGIONS

Nassiriya, Dec 8, P17

The Iraqi Institute supervised on reviving marshes' waters is studying now the possibility of desalting Euphrates waters to include all marshes' villages with drinkable water.

As source in the institute, it is possible to benefit from using the burned wasted gas in Rumalia southern and northern fields for this purpose and ensure quantity of water reach to 21 cubic meters per second.

On connected level, several specialists in development conference organized by Thai Qar province discussed marshes' needs.

The conference discussed several topics on immigration and migrants and the possibility of returning population their original regions as well as the service side and means sponsored to reach services to the marshes' populations.

The conference proposed to carry out several projects in marshes to improve the economic condition for their populations as fishes' cans factories.
