Human rights

There maybe a trend or decision made by high rank levels in the state on teaching human rights as curriculum in secondary schools and universities.This is a sounded decision since it his come following decades of violations and persecutions with clear lack of such culture in Iraq.In this light we have gab of knowledge and manner between our proper culture and the universal one.There is international legacy of human rights including the global declaration of the rights signed in 1948 and international vow in1966 for the same subject let alone many official documents in the global human right library.Although Iraq had approved all the said treaties, but they had not enter Iraqi culture neither in theory nor manner. This means we are in need of teaching many cultural curricula and apply them in daily life so as to be part of Iraqi people's culture and make them familiar like any daily speech of greeting and welcoming when we say God Bless You or Welcome.

BARAZANI: KURDISTAN AT THE COMMAND OF GOVERNMENT TO FIGHT TERRORISM

Maswood Barazani, President of Kurdistan Region, had said that the region and Kurdistan Alliance List are ready to put all abilities at the command of Iraqi government to fight terrorism and violence which spread in some provinces, calling for taking caution from sectarian sedition.In a speech made in the National Assembly, Barazani showed the political dimensions of forming regions and the federal regime in Iraq as one of the aspects of participation in the political process. Assuring that Kurdish people stick to Iraq unity in order to reach a federal regime which respects all kinds of freedom such as freedom of speech.The president of Kurdistan also indicated that the above mentioned bases need unity and cooperation of Iraqi community, calling for removing the impression of national and sectarian oppression which Iraqis have been exposed to during the era of Saddam Hussein.Baraazni's speech came a cross welcome from members of the assembly who congratulated him for being elected as a president of Kurdistan; the earliest among them was Dr. Hussein Al-Shahristani, vice-chairman of National Assembly.

IRAQ ASKS JOINING TO FRAMEWORK CHANGING CLIMATE AGREEMENT

The Iraqi delegation which consists of Science and Technology, Foreign Affairs, Oil, Industry and Minerals Ministries has advised to join the framework Changing Climate Agreement and Kyoto Protocol due to the importance of the agreement and due to the Iraq’s merits as an oil country, most its lands look like vast deserts which have direct impact on climate changing whether in summer or in winter.The Director-General of the Planning and Follow up Directorate at Science and Technology Ministry who participated in the 22 session meetings of the scientific consultation sub-commission and the sub implementation committee which had been held in the German City, Bon, said that the agreement has forced the industrially developed countries to offer assistance in using the clean technology and provide grants to finance joint projects of the developing countries, besides exchanging information and expertise, put systematic instructions and regulations to prevent entering the industrial technology which led to the increasing in the emission of the green house gases, besides the cooperation among Arab states particularly states of different regions to benefit from potentialities available their to build national potentialities in this domain.

Iraq has some powers and influences in which some were founded according to interim state law in the transitional period, so they enjoy constitutional legacy, while other powers are founded as a result of de facto rules of political and social affairs approved by people in tacit.Constitutional legacy includes presidency, premiership parliamentary speaker, leaders of parliamentary blocks and ministers.Up to now, we have no parliamentary opposition or shadow government that can have legacy, if any, since that I is hi right to be existent under constitution.Social powers, like religious authority which has powerful influence among people thanks to respectable view by people in addition to factor of experience along with many years of serving people.Political stability requires sounded relations between powers and authority including cooperation and coordination and historical experiment decides as long as good relation there would be advancement in society and vice versa that may lead to political tension.Democratic technique may helps founding sounded relations with powers basing on transparency and frankness in addition to appeal for public opinion.

3 BILLION DINERS FOR REVIVING MARSHES

Ministry of Water Resources had prepared a project for upgrading marshes through a 3 dimensions- plan which will be carried out on this year with 3 billion diners total.Dr. Abed Latif Jamal, Minister of Water Resource, said that Iraqi marshes have a great importance not only to Iraqi but also to the whole region, mentioning that this plan depends on protecting the cultural and economical heritage.The minister showed that the first dimension of the project is a comprehensive study, while the second dimension is implementing the projects in marshes such as building cars and walking bridges, cleaning canals and setting up surveillance stations.Dr. Jamal also mentioned that last year the ministry undertook a project to construct some passages in Theekar marshes and a dike to widen the size of Chepayes town.The marshes, which dried up by Saddam's regime in 1999 claiming that some opposes were hiding there, consist of three basic parts: Houwasa, Hamaar and Qurna marshes.

Executive authorities in democratic regimes have no absolute authorities and are not capable of doing all things, yet their authorities are hidden behind ability of action and movement in the light of constitutional authorities and not liaison to their proper abilities of issuing orders and instructions.Constitution can give executive power many authorities that should be limited by concepts and details.But constitution decides that executive authority can not do cast much power not in material ability but in constitutional ban. The constitution decides that interim law can not be revised by the ruling power unless three quarters MPs and unanimous presidency commission vote for that, besides, no one can change any of people's rights according to contents of Para. 3.And Iraqi nationality can not be denied off any Iraqi citizen who should not be exiled according to contents of Para.11, while Para. 15 decide that government should not do many things and I advise people to read the paragraph thoroughly.Para.2 decides that transitional government in all its commissions of enclaves and governorates can not intervene in people's rights of improving the civil society organizations.

1215 ARRESTED IN LIGHTENING OPERATIONS

The outcomes of the Security Lightning operations are the arresting of 1215 and wanted since the beginning of these operations and until now. 49 weapons dens have been found, while the implementers of the military activities had arrested 91 suspects in Baghdad and other cities.The Iraqi government announced that the security forces were arrested terrorist Abu Talah’s two assistants in Mosul. A statement issued by the Defense Ministry briefed that the lightening operations led to the arresting of 1215 terrorists and suspects, referring that breaking in operations arrested 303, implemented 67 raids against terrorists’ dens, 49 weapons dens have been found, 1529 checkpoints were set up and 4340 patrols had been driven.

In UNESCO, as the International Committee for Preserving Iraqi Cultural Heritage conducted a meeting in which Mr. said "the 170 ex dictator's palaces will be transformed to cultural centers for all Iraqis and visitors".Mr. Nouri had expressed his gratitude to UNESCO and international community for their assistance to limit the looting actions for Baghdad's museums in April 2003 after US forces invaded Iraq.In March 2004, Baker Saulaak, then Minster of Reconstruction and Housing, had stated that the palaces which dominated by US and British forces could be changed to hospitality palaces for formal delegations or as tourist places.

Poor people

Reader Mousa Eisa was too upset of my article 'Electricity privatization' and I do not blame him. He understood that it was a call to eradicate all poor people in Iraq so as to make them sell their honor and then he misunderstood that I told electricity companies should impose taxes on poor people and that is not right because the state should impose them on companies and not the poor. He finally called me to retreat my proposal saying "if you are honest enough, you should that apologize on what you have written and hand over the issue to the specialists".It was impolite reply but I shan't block the way of discussion.Let's reorder the problem again: the country is suffering lack of power crisis, while means of operating are not available as we are in need of new means since we want electricity and there is no difference between purchasing power from the state under installments or from private companies under government and limits observation whereby we have ability to adjust prices.Poor people are another issue, and the state can search for solutions to ease their sufferings instead of carrying alone their burdens.The solution could be presented via social insurance which is pursued in many countries like Sweden, Denmark, Norway, Netherlands and Britain.The idea focuses on state's efforts to provide safe life for the poor including food, residence, education, income, health care and security.Depending on natural resources and taxes, the state can serve the poor people.

SEVERAL SAUDIS TRESPASSERS ENTERED IRAQ VIA SYRIA ARRESTED

Auditing

President Jalal Talbani paid a sound example of manner of financial dealing when he let the supreme audit board making auditing of the presidency office.It was unprecedented step in Iraq since we were used to consider the former presidents' accounts as secret ones despite they were not elected unlike President Talbani who is an elected president.The Talbani example makes all officials under auditing, which is an important thing to protect the public money from waste and embezzlement.Protecting the public money is a national issue because it comes from a national resource in addition to taxes instead of services. So, it is a deposit that officials have to maintain and protect.This should not be indicated as charging of betray or mistrust to some body's manner yet it is a needed procedure for the officials who should not be upset.Nothing is seductive more than money and power. For if they meet in somebody, they'll corrupt him, hence there should be rapid procedures so as to protect those people from corruption by exposing the public money to auditing for the aim of reaching transparency.Talbani present the ideal example and we have to imitate him.

DEPUTY INTERNAL MINSTER: SEEK TO PREVENT TRESPASSERS TO IRAQ

Internal Ministry had ratified a treaty with Saudi Arabia to control borders between the two countries, as Iraqi-Iranian negotiations continues in order to receive 1000 Iranian visitors daily.Gen. Ahmed Al-Kafaji, Under Secretary of Internal Ministry, had said that the ministry proceeds to control borders with all neighbor countries and coordinates with them to prevent trespassers from coming to Iraq.He added '' negotiations with the Iranian side reached to an advanced level as the two sides agreed on the number of visitors, time of visit and their directions, mentioning that 1000 Iranian visitors will be received daily; 500 visitors come through Shalamcha access point while the other 500 come through Zarbatia access point and the time of the visit will be limited to 7 days only.Al-Kafaji had confirmed that the internal ministry prepared a compact plan to protect visitors and arrange for their transportation in Iraq.

ZABAIRI MEETS ARAB FOREIGN MINISTERS IN SINA’A

Independence of media is the most important features of democratic society for it means keeping media away off government's power and interference which supposed to be achieved when Iraqi commission of airing and releasing service was formed according to order numbered with 66 on March 20th, 2004.Forming the said commission constituted with significance of media in democratic society.The said commission plays a vital role in pushing for open dialogue as an active way of development in democratic life.The commission maintains freedom of expression including freedom of press and the right to keep the opinions without interference.The government order was quoted in a text saying that government should not intervene in the independent media or directing it for political purposes.Superiority, variety, independence, generality and inclusion should be distinguished in performing programmers and entertainments for all Iraqi people factions.This should contain free and open discussion concerning all issues that reflects all democratic, social and cultural values of Iraqi society with all its various factions.

Ministry of Agriculture had denied accuses about appearance of infections, and the general company of furriery had denied the news of infections with the spiral worm fly had appeared among the livestock in Kut province at Badra district.General director of the furriery company Dr. Dawood Sharife, has said that the appeared infections had just about surface infections attacked by wormy strikes, the director has emphasized that this infection absolutely had no connection with the spiral worm fly in any form of forms.

Human association for pension rights reiterated demands of a law basing on 80% of the last salary they had received.Abd Ridha Shiaya', head of the association told reporters that his colleagues would not give up demands hoping that National Assembly would respond positively to their demands.He clarified that his association would demand 100 thousand dinars for raise in their current salaries and they have requested the said raise from the cabinet who did nbot reply to them.On the other hand, banks started dispatching salaries for the pension according to former system.

2.47% OF POTABLE IN BAGHDAD IS POLLUTED

Several lab tests have revealed that around 50% of the potable is polluted with chemical and microbus materials in Baghdad, some of them contain bacterial and chemical pollutants.Khaleel Mohessan Mehdi, the Manager of Nutrition Researches Institute said that the examination of water over the last three months has proven the existence of these pollutants with the referred ration, pointing out that around 195 of the samples have been taken from various districts in Baghdad. Lab tests have proven that only 103 of them are potable, while 92 samples had failed, i.e. that 2, 47% of potable in Baghdad are polluted.He added that the number of samples which have been tested and have microbial pollutants are 77, while samples which have chemical materials (which are a composition of high-level stains salts), while 8 samples are containing bacterial and chemical pollutants.Mehdi confirmed on necessity to boil water and cool it before drinking to get ride from these pollutants and guarantee a clean potable water.

Iraqis are waiting hopefully for achieving works of constitutional commission at the National Assembly so as to put draft of the constitution just in time and that political process meet its aims of democratic change and free life.At the time of deliberations going on concerning its nature and forming its members got so much time that could be made use of preparing its terms, Iraqis have not lose hope of national bet on National Assembly.Iraqis are concerned over rumors of postponing the drafting constitution and following the elections scheduled to be held at the end of this year.This could mean postponing merits of the political process and give negative image of the national assembly's nature and work.Iraqis have won their bet against terror when they pushed into polls on Jan. 30 and are waiting for new victory in the second step of political process.

IRANIAN VISITORS ENTER IRAQ ON AUG. 1

Iraq and Iran agreed on August 1st to be the first day of Iranian visitors to enter the country to visit the holey shrines of Kerbala and Najaf.It was decided to raise the number of visitors to be1500 yet it was decreased into 1000 only due to security conditions. A source at the Shiite endowment said that Iranian side expressed understanding for this decision.The source stressed that visits would be short for just Kerbala and Najaf.



IRANIAN PILGRIMS DECREASED TO 1000 FOR SECURITY REASONS

The Iraqi and Iranian sides have agreed to specify Aug. 1 as a date for entering 1st Iranian pilgrims’ group to the holy shrines in Kerbala and Najaf. Around 1000 pilgrims will enter Iraq daily as a primary security procedure after the already approved number was 1500 visitors per day.Dr. Salah Abdul Razzaq, the Manager of Media and Relations at the Shiite Endowment said that it had been agreed with the Iranian side for entering the 1st pilgrims’ group at the beginning of Aug, whereas 1000 pilgrims will visit the holy shrines, then the number will increase to reach to 5000 visitors, pointing out the Interior Ministry had asked to decrease the number of pilgrims from 1500 to 1000 per day as a temporary security procedure, the Iranian side has realized the situation.Abdul Razzaq clarified that the visit will be restricted on the cities of al-Najaf and Kerbal, due to the deteriorating of the security conditions in some regions, especially the route of Baghdad-Hilla.



236 Sheep Prepared For Smuggling Seized

GOVERNMENT EXAMINES FILES OF 3200 DETAINEES

Currently, Iraqi government examines files of 3200 detainees; as 282 detainees were released. A committee consists of 9 representatives from Justice, Human Rights, Interior and Defense Ministries, will release who are not guilty. Dr. Laith Khuba, Spokesman of Iraqi government, had clarified in a press conference yesterday that 80 different projects carried out during the current year. While another 50 projects concerning sectors of culture, interior, electricity, potable water and bridges.The spokesman also mentioned that Abu Graib water project will be completed soon.From another side, Dr. Hamaam Hamoudy, Chairman of Constitution Drafting Committee, had said '' committee hopes that the participation of Sunni Arabs will not be a delaying factor for drafting constitution at the specific time.



AL-MUTHANA OFFENSIVE CRUSHES TERRORIST CASHES AT THE WEST OF BAGHDAD

Iraqi Army and Baghdad Task Force members had arrested 100 terrorists during Al-Muthana offensive.A statement of Multination Forces said that at least 100 terrorists had been arrested during this operation which carried out by Iraqi army and Baghdad Task force at the early hours of July 4th. The statement added that the operation, which relied on truthful information taken from inhabitants, targeted terrorists hide outs at the west side of Baghdad Airport. As, 600 Iraqi soldiers and 250 U.S. soldiers carried out the breaking in which led to arrest of some suspects, seize of illegal weapons and acquire information about terrorists groups.
