Ba'thists

Are all Ba'thists criminals? Are all Ba'thists Saddamites? This is an important question that people ask sometimes.

It is true that the Ba'th Party is a dissolved party officially, and it is true that there is an official committee called Deba'thification Committee.

However, the last question still exists and it is not a shame or crime on trying to answer it with high impartiality and subjectivity.

It is true that the Ba'th ruling regime since 1963, with the exception of brothers Arif (ex-presidents before 1968 coup) ruling have committed many crimes against the country and people and neighbouring countries as well, that required referring Saddam and his group to trial.

It is, also, true that justice should go forward on trialing the culprits, punishing them and restoring the oppressed people's rights, which they had lost during the former regime's era because justice is the main part of any national project to rebuild the state and authority.

But maintaining justice should not lead to entering the revenge chain just for doing so.

I have received recently a letter signed by Abu Omer al-Kinani, who considers himself spokesman of all members of the (new Ba'thi democratic rally).

Al-Kinani said "not all Ba'thists adhere loyalty to Saddam and many of them are keen on participating in rebuilding the country". He added, "we are of large faction of the party that do not believe in violence, assassination, yet we believe in political democratic dialogue and real desire to active participation in rebuilding our precious country…we are a large faction in society, I do not mean the Saddamites, but the honest Ba'thists who are clear of crimes, neither in the past, nor future".

Personally, I have not heard of such organization, nor do know its real size in number or influence, yet, it is beautiful ward. I remember that I have mentioned this subject in Issue No. 314 of al-Sabah on July 2004, saying that those people can join new proper party that does not carry the same Ba'th name, or its ideology, or its conferences' reports in addition to adopting new political address, basing on Iraqi citizenship, modern democracy and pacific coexistence with others. And we should wait more.

17 THOUSAND NEW TEACHERS APPOINTED IN SCHOOLS

Ministry of Education said Sunday it has issued a decision concerning appointing more than 17 thousand teachers in primary and secondary schools to be dispatched in all the country's schools.

Minister of Education Dr. Sami al-Mudhaffer said that the process is going on so as to cover shortages in schools with no exception.

On the other hand, the minister said that his Ministry has achieved rehire the politically discharged with more than 18 thousand in addition to those who left their jobs for economic reasons up to 23rd this month referring that the Ministry is following up the politically discharged affairs and they may reach 30000 figures to be back to their jobs in the Ministry.

NATIONAL GUARD BREAKS IN TERRORISTS DENS, KILLS 37

Kerbala police has arrested six terrorists, one of them carried foreign ID, and some sides suspect that they have been involved in bombings of the city of Kerbala. Al-Najaf Police has arrested a number of Arab terrorists have been suspected involvement in al-Najaf events, al-Muthan Police confiscated large quantity of drugs, while a tanker in al-Mansour neighborhood had been blasted up on Dec 24 near the Libyan Embassy in the city center of Baghdad.

The National Guard has arrested 36 insurgents, killed another 37 during a break in operations in al-Rasheed, Latifiya, Esscandria and Massiab neighborhoods.

Kerbala reporter said that the police had arrested five Iraqis and one foreigner, carried one ID of one the dissolved former SU states, it was reported that he has relationships with one of the terrorist organizations and speaks Arabic language fluently besides another five languages.

Rehman Meshowi the informational spokesman of Kerbala police clarified that the charged had confess that he had been trained in one of the European states, admitting that he belonging to al-Qada.

On the other hand, Meshowi confirmed to the reporter that the police are looking for two citizens carried a Gulf state ID, were as a link circle between terrorists and their organizations inside Iraq, they also have close relationship with bombs took place recently in Kerbala.

On the other hand, news reported that al-Najaf Police had arrested a number of Arab terrorists; it has been thought that they had been involved in al-Najaf bombings; no more details have been clarified about the item, on the same level, the daily reporter in al-Mothana province that the boarder police had confiscated 52kg of hashish.

Lieutenant colonel Dakhal Hallowi, the director of al-Mthan borders clarified that the police patrols had conflicted with smugglers near Saudi borders, but the roughness of the district and density of weapons' fires forced smugglers to leave the area and directed towards unknown sides.

IRAQ SEEKS TO OBTAIN ELECTRICITY POWER FROM EGYPT

Dr. Ayham as-Samari' the Electricity Minister has made talks with several Egyptian and Jordanian officials to supply Iraq with electricity power from Egypt and through the Jordanian territories.

An official source at the ministry said that these talks had came to effectuate the role of the Iraq's neighboring countries as well as the friend ones through buying electricity from them, citing that Iraq is buying electricity due to signed contracts with Turkey, Iran and Syria.

He pointed out that the signed contract with the Kuwaiti side which stipulated to provide Iraq with 300MW is still not implemented, despite that several technical and engineering cadres at the ministry had accomplished all the technical matters concerning the Iraqi side, astonishing Kuwaiti government position represented in delaying the implementation of this contract, especially that the ministry had expressed preparedness to purchase electricity from Kuwait with the normal price which neighboring countries to Iraq are buying now.

700 land pieces to be distributed for citizen

The Municipality of Dohook Municipality has distributed residential lands on province's populations; a college has been opened also in Dohook Private University.

It is hopeful that the municipality will distribute over the few coming days 700 land pieces for Dohook residents within a plan includes distributing 1300 land pieces allocated for several social and personal segments.

BAGHDAD COUNCIL CRITICIZES GENERAL BALANCE, CAPITAL ALLOCATIONS

The Baghdad Council has discussed the 2005 balance draft which had been approved by the cabinet and the presidential Committee recently and which instigated deplore of the council towards the specified allocations, the fundamental services and the capital infrastructure.

In statement to as-Sabah Daily, Shiekh Mohammed Baqer al-Saheel the Chairman of the Council confirmed that the council had allocated Dec 26 session to discuss the budget allocated for the capital, Baghdad, referring that it not harmony with aspirations of the city and projects presented by Baghdad Municipality.

Responsibility

Those who target oil institutions and bomb trailers loaded with foodstuffs and kill civilians in the streets do not announce their responsibility on such operations.

Iraqi opposing factions in the past undertook Jihadic operations against elements of ex-regime, bombed their headquarters, of course, they did not kill Iraqi people, however, they were announcing responsibility on these operations.

The situation is similar to the Palestinian resistance previously and currently .Once resistance organization implements jihadic operation; soon it announces responsibility on it.

Declaring responsibility of such operations is not a subject of pride rather than it reflected faith of doers in justice and truth of their practices, so the declaration depicts justice, truth and safety of process and position.

However, those who target trailers loaded with foodstuffs or fuels and explode oil pipelines resort to hide behind smokes of the blaze , yet , neither name of an organization nor photo of a leader are declared , because they are embarrassed of the burden of political and moral responsibility .

If this act is boastful, why do those who bomb oil pipelines not declare their name, photo or responsibility, so the operations register in their favor?

Really, they harmed Iraqi people .Who is behind flaming oil installations or killing Iraqi personnel or blocking provisions of foodstuffs?.

ARAB TACKLE TERRORISM, CORRUPTION

KHARAZI HINTS FOR BOYCOTTING AMMAN CONFERENCE

Amman conference on Iraqi affair has been held.

During the conference, King of Jordan Abdullah II warned against establishing Shiite crescent includes Iraq, Syria and Lebanon, under Iranian auspices. Notably, Abdullah speech received negative replies from some Gulf politicians.

Meanwhile, Iranian official source announced Sunday that Kamal Kharazi the Iranian foreign minister may boycott meeting of the neighboring countries scheduled in Amman in January because of the accusations of the Jordanian monarch against Tehran in interfering in Iraq's internal affairs.

In the meantime, political personalities in the Gulf States expressed denunciation over recent Jordanian statements on Iranian bids for establishing Shiite crescent in the region, considering such statements as irresponsible and doubtful.

On the other hand, Arab foreign ministers are to discuss in Tunisia next Wednesday, means of eliminating state terrorism and corruption besides tackling other terrorism –related subjects as drugs trade and state terrorism.

Health Ministry has innovated new programs to combat drugs, health Minister Dr. Abdul Sahib al-Alwan said in press conference.

He added that the Ministry is setting up intensive efforts to eliminate drugs included in tobacco, alcohol and some medicines, referring that the Ministry have provided the program with all required equipment to treat the ill and rehabilitate them.

Al-Shorqaat Deputy Governor, Turkish billionaire kidnapped

A number of unknown insurgents have kidnapped al-Shorqaat Governor, when he was directed to his house in al-Mousl, an officer working at the Civil Defense has been reported to be killed as well as one of the personals, meanwhile Turkish media revealed that a rich Turkish man had been kidnapped in Iraq.

The colonel Abdullah al-Joburi has confirmed that unknown persons kidnapped on Saturday the Deputy Governor of al-Shorqaat Township, Mohessan al-Sabhhan with two of his guards, indicating that the kidnappers had released the guards and kept al-Sabhan.

The police clarified also that several unknown insurgents shot fire against one the officers who working the Civil Defense and one of the personals, the two men killed at once on last Sunday

Several services projects in Baghdad implemented

Within 2004 investment plan and within a program to make Iraq cleanest and brightens, the Ministry of Labor and State Municipality has implemented several service projects in al-Nassar, al-Salam and al-Abaichi township.

The Eng. Abdul Ameer Kadhim the Director of al-Nassar and al-Salam Municipality clarified that the Directorate has accomplished several projects scheduled within 2004 session with rate reaches to 100% whereas al-Karama Neighborhood Street, 800 meters, with total cost reaches to ID85 million in addition to implement two gardens in Abu Manseer, Khan Dhari districts, and another two gardens in al-Nassar and al-Salam districts with total cost reaches to ID35 millions.

MOH ALLOCATES ID 67 BILLIONS TO UPGRADE BAGHDAD HOSPITALS, FAMILY HEALTH PROJECT

The Ministry of Health has allocated ID 67 billions to restore and rehabilitate three hospitals in Baghdad as well as developing family welfare project.

The official spokesman of the ministry announced that the ministry has allocated 15 ID billions to rehabilitate the Central Children Hospital in Baghdad whereas the hospital will be developed by adding an infrastructure to it to be a completed and developed hospital.

The ministry allocated ID1, 2 billions to rehabilitate al-Karkh General Hospital as well as rehabilitating al-Yarmouk Teaching Hospital, indicating that the ministry is seeking through this step to provide medical services for all citizens especially Baghdad's residents who constitutes half number of Iraq's population.

On the other level, Dr. Nema Saeed the Director-General of the General Health and Primary Welfare Department announced that the department has adopted modern and private program on family welfare, representing in establishing 150 typical centers for primary health welfare distributed all over the Iraqi provinces.

The program includes allocating one physician for each 10-15 1000 persons, as well as establishing typical health centers to present health welfare services, such as the welfare of mother, children, vaccines, treatment services, dentistry services, lab services, as well as other medical services, indicating that the program is included also establishing 21 primary health centers.

BAGHDAD-AMMAN PASSENGERS BELITTLE RISKS OF USING HIGHWAY

Iraqi borders have come to their past days of receiving passengers and goods' trailers and on both sides, tariff sources said.

Al-Kerama border post receives passengers round the day and it receives trailers for 14 hours a day starting with 8:00 A.M. while Iraqi border post are jammed because authorities let only 1200 trailers of modern cars to enter borders to make use of the admitting decided by Iraqi government.

Many resources affirmed peaceful condition and stability with soft passage to all cars and passengers following terror acts recently.

But comers from the Treibeel highway said that the way is still under risks due to looting acts committed by gunmen and gangs from time to time.

Those who do know political agenda of electorate slates are still very little.

With exception of little people knowing the lists, most of Iraqis do not know about agendas, candidates and their slates.

As-Sabah newspaper had made comprehensive program of presenting the political powers and their candidates for more than four months through "elections horizons' pages".

One should say that this is a big hiatus in the political process as a poll has revealed by the 'As-Sabah polling center', which works months ago for realizing the public opinion in Iraq so as to be a guide for editors.

The results of the poll symbolized a warning to candidates and voters and all those engaged in the elections.

Democracy is having knowledge, and without real and right knowledge, people can not exercise democracy in the right way.

Any exercise could be of a sort of divine knowing and fortune telling if it coincides with ignorance.

In real democratic exercise, voters should vote basing on knowing the candidates and political agenda in the light of comprehensive knowledge of the political process and if it is not, their voting would be swayed by other influences that may be not quite right.

Wrong influences could lead to mistakes in elections and may lead to other mistakes in the whole political process. Hence, candidates have to make wider propaganda in order that people be acquainted with them and their political agenda.

I think that such kind of efforts is useful for people and country and political process away of buying votes or deceiving voters which can lead to kidnapping elections and aborting their contents and aims.

IRAQIS DO NOT KNOW PARTIES' POLITICAL AGENDA

A poll made by As-Sabah center unveiled that only 7% of 805 Iraqis participated in the poll know about political agenda of parties.

The poll concluded that 60% have no idea of the parties programs, while

33% were uncertain of the programs.

It is worth mentioning that the poll had not cover all Iraqi factions and rivals as there were only 28 Kurds were asked to participate in the poll.

EDUCATION MINISTER: 50000 TO BE APPOINTED WITHIN COMING WEEKS

Education Minister, De. Sami al-Mudhaffer said that his ministry is working for appointing more than 50000 people in primary and secondary schools in rapid procedures away of routine ways.

He said that the ministry is serious in achieving any shortage in schools especially in rural areas, referring that the ministry has managed covering shortages by appointing 25000 teachers on its way to end the problem of gap between the schools and teachers.

He added that rehiring politically-discharged is still on so as to close this file forever.

ELECTORAL COMMISSION REJECTS US SUGGESTION

Electoral commission has rejected US suggestion for granting Sunnis additional seats at the interim national assembly after the end of the intended elections to avert Shiite hegemony, if Sunnis refused voting.

However, spokesman of the electoral commission Fareed Ayaar affirmed Americans have expressed their viewpoint that no goes in harmony with the commission's view "Electoral commission refuses interference in its work ... Making such is not coping with standards of the commission as it contradicts the commission's orders and bases.. US or other side's interference in running elections is unacceptable".

Meanwhile, Ayaar was decisive in rejecting such possibility "interference of anybody is unacceptable as the victor is the victor; that is situation in the elections".

Notably, Muslims scholars' board announced last Sunday that Sunnis will lose nothing once they boycott elections, however, their position will impugn Iraq's interim constitution.

On the Kurdish level, Mr. Karawaan Abdullah the member of the high independent committee of Kurdish referendum movement said that he was received a form carries signatures of more than 1,7 millions Iraqis demand to run referendum on Kurdistan independence from Iraq.

A delegation of the movement is to hand over the form to the UN H.Q in Geneva on 5th Januray .Kurds make up about 5 millions of the 25 millions Iraqis.

In an interview dispatched by Chinese media, Hoshiar Zibari the minister of foreign affairs announced that elections might be postponed in some Iraqi site because of security disorder.

Zibari acknowledged that security still is the grand problem, adding that electoral commission might decide partial postponement.

Moreover, Bakhtiar Ameen the minister of Iraqi individual human rights unveiled that a number of Iraqi detainees are still in the US dungeons under US control.

SAMARAEE URGES US FIRMS TO JOIN POWER SECTOR

Well informed sources said that Ayham al- Samaree the minister of electricity paid a visit to US currently.

During the visit, Al- Samaree made talks with a number of US firms urging them to resume their work in Iraq, to achieve special works, build a number of new power stations besides rehabilitating a number of the existed stations.

The source is further said that a number of US firms quit their jobs in Iraq because of deteriorating security situation.

On the hand, engineering and technical cadres at the ministry have succeeded in transferring electricity to a number of service departments in the city of Falluja i.e Falluja hospital, health departments, waters and sewerage department, referring to the restoration of the damaged and sub power stations.

He attributed the repetition of programming power cuts to the failure of the power feeders and generators as well as bad weather.

55,000 IRAQI VICTIMS OF TERRORISM

Dr. Bakhtiar Ameen the minister of human rights unveiled that the terrorists have killed and wounded more than 55,000 Iraqis during last period until now , including 40,000 martyrs killed in acts targeted scientists , physicians and scholars , with the aim to intimidate Iraqi people and destabilize Iraq's security.

At a press conference, attended by 741 Kurdish families departing from Haweija region because of killing crimes endangering these families there, Ameen indicated that a center for habilitating victims of wars and torture is to be opened in Iraq, to take care of large numbers of Iraqis who suffered along under Saddam.

"Contacts have got underway with some countries and organizations to open similar specialized centers for treating psychological problems Iraqi segments of the society have suffered of ". Bakhtiar said.

He clarified that UN Gulf War Missing Committee in cooperation with the ministry are capable of identifying 200 Kuwaitis out of 605 the Kuwaiti government declared their names. Also the committee declared names of 45 Iraqi missing.

Announcing the general budget in Iraq for 2005 is a kind of transparency which the government promised to dedicate to create joint responsibility between the Iraqi people and its executive bodies.

This announcement depends on giving people budgetary control on spending manner, means of expenditures, then put the government in an unveiled position which doesn't accept equivocation or secret schemes, and makes it in a continuous state to seek the necessary information towards any wasting or fault in money. This approach is new in Iraq, new because citizen was not recognize what are government's data used in spending money, or what are the necessary projects which the government take as priority.

The normal person didn’t know in best circumstances what are the country's resources except some total figures which surrounded with ambiguity and not understanding, this is increasing as much as people are penetrating deeply in knowing expenditure sources, especially that the government is concerning in this side twice as much possible that it attributed for other sides more important in the civil and civilized aspect.

In fact, the budget was a routine figure for a state must be ready for several instant and accidental changes.

ECONOMIC COMMITTEE MEMBERS AT BAGHDAD COUNCIL: 2005 BUDGET CAPABLE TO REHABILITATE GOVERNMENT TO UPGRADE DEVELOPMENT PROGRAMS

The head and members of the economic committee at Baghdad Governorate Council has agreed that announcing the budget for the next year through Iraqi media is considered as a positive step towards building a democratic country, as well as it is harmony with the financial resources necessary for security and national defense in way guarantees Iraq's stability.

They confirmed on the necessity to put the allocations in safe hands to realize transparency and right spending, asking Iraqi ministries to allocate certain funds from these allocations for implementing development projects to decrease the ration of unemployment and eradicate it completely.

Head of the committee Khalid Abdul Hussein said that the prepared budget for 2005 has harmonized with Iraq's materialized revenues from oil resource as well as other resources.

The Iraqi Ministry of Oil will announce during the next few days an invitation to all companies specialized in protecting oil pipes to submit their offers. The offers will include providing the Ministry with modern technology in the mentioned field.

Confession

At last, we have received undoubted confession from Usama bin Ladin.

This man has confessed that al-Qaeda net is existent in Iraq, and that, Abu Musa'b Az-Erqawi, head of this organization is an "imperative obeyed" leader.

He also confessed that this organization has conducted "Jihad operations against occupying US forces and Ayad Allawi government forces in Iraq".

Days ago, I have demanded those committing military operations against Iraqi civilian and military facilities declar their responsibility of their acts, and that what Bin Ladin has just done in his last confession.

Thus, al-Qaeda net in Iraq is not an illusion, and Az-Zerqawi is not a clothes-rack as an excuse. Besides, strangers' being living in our country is not a lie, so all these illusions are real story.

Basing on that fact,Bin Ladin, Az-Zerqawi, their net and the apostates cooperating with them are launching fierce war against Iraqis and Iraq.

Hence, the goal of this war is not obscure and could be summarized with little words: They do not let Iraqis live normally. They do not let Iraq enhance its role as an independent and sovereign sate as well. They do not want reconstruction drive go on along with political process in order to reach the democratic and constitutional stable life in Iraq.

In addition, they insult and oppress Islam since they kill, bomb and kidnap people under the name of Islam and God, while God and Islam are clear of them because they present bloody and barbaric image of God's religion, who preaches pardons and tolerance for the whole humanity so that people's safe from Muslims is an indication that Muslims are good believers.

It is a war between light and darkness, justice and oppression, people's interest and harming.

With God's blessing, the result of this battle would be guaranteed for what is interesting people is on the ground, whereas al-Qaeda net and its leaders do not serve people.

GOVERNMENT FOLLOWS PROCEDURES FOR UNEMPLOYMENT

The government made some procedures to minimize unemployment, Dr Ayad Allawi said during receiving a host of students.

Allawi said that the government is to form a specific department of studying the graduates conditions so as to distribute them among departments and pay some pocket money in coordination with the UN.

Earlier, for the second time, the National Assembly has adjourned discussing the 2005 budget, as the Kurdish group at the parliament demanded quarter share of the estimated budget despite that they had had 17% of it.

On the other hand, tension raised in Mousul city following the massive bombing that targeted the US base in the city and killed 22 US troops as they were having their lunch.

Observers say that US patrols are roving the streets and committing several detaining in the city center.

Concerning the failed life attempt targeted Seid Abdul Aziz al-Hakeem, Secretary General of the UN Kofi Annan denounced the assassination attempt.

Meanwhile, former US secretary of state Henry Kissinger criticized forming Shiiet Crescent, saying that admitting Shiiet dominance in Iraq means that the US has no interests in united Iraq and it is better letting each ethnic group forming its government instead of imposing religious one.

In Kerkuk US forces have detained some of Ansar al-Islam agents without mentioning their names or number.

In Najaf, security department said that the two culprits accused of bombing a car in Khan el-Nus district were referred to the military court. The source said that they were from Nasirya city.

2005 BUDGET STRENGTHENS ID, UPGRADE PRIVATE SECTOR, REVIVES IRAQI ECONOMY

Several experts in financial economy have said that 2005 budget will contribute in decreasing inflations rates which are reflected on reducing prices, ID exchange price, pointing out that the budget has specified most largest allocations for financial sector, a matter that gives a clear estimation that these allocations will contribute in improving the Iraqi economy as well as these allocations will express the correct Iraqi government vision during the current Iraqi economy.

The experts have criticized the lack of allocations for security, and defense sectors as well as the matter for other sectors.

They clarified that the budget is directing to replace the private sector instead the public one in several sectors like industry and agriculture, a matter that contributes in reviving the economic life in Iraq.

Dr. Ibrahim al-Ward, the professor of the economic theory at the Economy and Management College, Baghdad University, said that the previous budgets had concentrated almost on the expenditure side without appearing any side on revenues, a matter that makes observers whether they are from the normal citizens or specialists skipping the realistic of this budget as it was depended on a weak financing, so it causes huge inflation burdens for the Iraqi economy, their traces are still present until now.

Notably, financing deficiency had been done through random finical issuances a matter that creates inflation in local currency volume. This matter had made the Central Bank of Iraq had shouldered consequences of that especially the former budgets were directed towards defense and interior with rate of 94%, while the other sectors had gained 6%, pointing out that the matter is reversed through 2005 budget.

He clarified that most expenditure paragraphs were incorrect, most of them had hidden several dimensions far away expenditure, adding that the decade US-UN sanctions imposed on Iraq has caused huge inflation and that financial allocations of most previous budgets articles had not reflected the extent of the real value of these allocations, a matter that deteriorated the level of many services presented by the government.

ELECTRICITY UNITS ENTER SERVICE SOON, RISING POWER HRS To 4

The engineering and technical cadres at the Electricity Ministry will finish over the two next days the winter maintenances for a number of generating units and electricity stations, these cadres have undertaken their works since last mid Oct.

The Eng. Ra'ad al-Harass, the Electricity Undersecretary said that in case entering outdated generating units now, it would be expected that electricity power supplying hours will be increased to reach four hours in return for two hours programmed cutoffs, supposing that this could be realized in case that there is no more technical deficiencies or sabotage acts which might be targeted the electricity net.

Al-Harass clarified that according to a former contract Iraq had signed with Iran, Iraq will be supplied with 100 MW of electricity power, pointing out that Iraq had received only 86 MW of this power, most of it feeds Diyala with electrical current.

JAN, 2005 RATION WILL BE SCHEDULED WITHIN 2004 CARD

The Ministry of Trade has decided to supply citizens with next Jan., 2005 ration within current 2004 ration card, until distribution of the new cards have been finished.

An official source at the ministry that food ration and flour agents in the city of Baghdad and other Iraqi provinces have been asked to visit food supplying centers to receive citizens' food rations for Jan, 2005, referring that the agents had been informed with distribution mechanism for this month in which 2004 will be depended.
The source pointed out that quantities and prices of these stuff which will be distributed within the food basket had remained the same as in 2004 without any increasing or decreasing, calling all citizens to visit agents to receive their rations over 20 days since the day of pay, referring the necessity to not remaining it towards agents.

REPRESENTATIVES OF SEVEN PROVINCES SUPPORTS POSTPONING ELECTIONS, UNLESS THEY BOYCOTT

Representatives of seven provinces have urged for postponing elections for six months.

At a conference held in Tikrit, they affirmed their determination on adopting a decisive decision in boycotting elections if Electoral Commission rejected postponement.

Representatives of tribes and political formations in Saladdin, Kirkuk , Baghdad, Anbar , Diyala, Babil , Kirkuk –based Turkman front , representatives of Muslims scholars and Sunni endowments department attended the conference.

Conferees demanded Iraqi interim government and Electoral Commission to make available necessary security atmosphere besides reconsidering integrated list to be exchanged with lists based on population density , within geographical site of the provinces as well as giving nomination freedom for women and don't insist on 25% specified by current law .

Also, conferees agreed on creating a committee includes three members from each province, to follow up implementation of the meeting's decisions. Calling for another meeting held in the light of the commission's reply.

Meanwhile, Ali Ghalib the chief Saladdin province's council reviewed the aim of the conference in adopting suitable decision regards participating in the conference or not, reflecting negative sides of boycotting or participating in the elections.

It had been said that Greek philosopher shouted at the face of his pupil as saying: Hey you! Speak until we see you!

By the way: this pupil was persistent on attending lectures of the philosopher, however, he was kept silent all the time, without uttering one word

The professor or philosopher saw his silent pupil, but he was not seeing his mind or thoughts, so he said: hey you! Speak until we see you. Because the philosopher deems that the speech mirrors the ego.

I say my speech as I hardly follow news of our interim national assembly, which is silent in turn. After hurly –burly of the media accompanied the creation of the assembly, its glittering grew dim not gradually but in a very hasty manner , we have no more heard much about the discussions or following up or questioning the ministers. I knew that Lakhdar al- Ibrahimi once he established the current assembly he imagined it will be of less legitimacy and more consultancy , which is an ambiguous and faded description, ended in setting up an assembly hardly to be as a water has no color , nor taste nor smell ! All knew this point, however, we expected that members of the assembly, most of them, are known of their past struggle and political history, will accept the situation , change the equilibration and offer Iraq an active assembly , strong and persistent.

However, it seems that nothing of that happened as the quorum is hardly to be completed in the meetings of assembly and the attendance is hardly to be 50%.

Reign of the assembly is soon to be ended by the end of this year i.e after elections and the creation of elected national assembly .Consequently , the remaining time is no long allowing for doing something valuable as doing such is useless However , how beautiful it was if the national assembly spoke even for one time so the Iraqi people see him.

We say goodbye to this year this issue of the newspaper and open 2005.

During 2004, Iraq lives happy and sad events on the political level.

2004 witnessed sovereignty transference into Iraqi people two days before 28th June.

It had also witnessed the creation of the Iraqi interim government, upon implementation of Resolution 1456 as well as establishing national assembly or the parliament and choosing 100 Iraqi personalities for such task paving the way for the intended elections on 30th January.

Iraqi interim constitution was put in 2004. More than 90% of Iraqi debts were waived in the light of Paris agreement. Iraq was chosen as a member of World Trade Organization besides diplomatic representation at the UN, which was considered as an international acknowledgment in the Iraqi interim government. Meetings of Madrid donors conference continued in 2004 . Iraqi diplomats have been appointed

abroad after the opening of a number of Iraqi embassies in Arab and foreign countries.

Iraqi government issued a number of decisions in favor of oppressed of the ex-regime , the most important of which, is rehiring large numbers of politically discharged . Salaries of the deprived families were spent, besides increasing salaries of the pensioners. Large numbers of officers, rank & file of the dissolved Iraqi army are to be rehired and integrated with new Iraqi. The salaries of the personnel increased.

In return, foreign fighters –backed violence was getting worst besides crisis of electricity, fuel and security disorder ,despite the government's attempt to build new security forces include national guard and Iraqi police , which led to the decrease of acts of terrorism.

IN 2004-55,000 VICTIMS OF TERRORISM

On 9th January, about five persons were killed; other 38 persons were wounded because of bombing targeted Shiite mosque in Baqoba north of Iraq during Jum'a prayer.

On 18 January, about 24 were killed and more than 100 were wounded in a suicide trapped car, in front of general headquarters of US occupation army in Baghdad.

On 24 January, about four Iraqis were killed, about 30 were injured , because of the explosion of trapped car occurred in front of justice palace in Samara north Iraq , near municipality council .

On 1st February, about 105 were killed in two coincided suicide bombings that targeted headquarters of Kurdish two main parties in Arbil namely Patriotic Union of Kurdistan and Kurdistan Democratic Party .

On 10th February, 55 persons were killed and more than 67 were wounded in a suicide bombing targeted police center in Al-Skandariya south Baghdad.

On 11th February, about 47 Iraqis were killed in a suicide bombing targeted Iraqi recruitment center for the new Iraqi army.

On 14th Feb, about 23 police men were killed in an offensive; targeted security centers in Falluja west of Baghdad, four of the attackers were killed in the course of fire-exchange with the police.

On 23 Feb , 10 were killed among them two suicide bombers. 45 others were wounded in suicide bombing targeted police center in Kurdish district in Kirkuk north Iraq.

On 2nd March , 170 -180 persons were killed , 550 others were injured in coincided offensives in Kerbala and in one of Baghdad's mosques as millions of Shiites commemorate Ashura , marked the worst offensive since the start of the occupation in April 2003.

On 21st April , 74 were killed, more than 160 were wounded in five suicide trapped cars in Basra and Zubeir southern Iraq where is the Shiite form majority of the population.

On 17th May, Abdul Zehra Othman known as Izzulddin Saleem the periodical chief of the interim Governing Council was assassinated in suicide bombing , resulted in the killing of seven other persons.

The sources confirm that the parliament usually issues fragile decisions as well as it is weakly supervised that government, meanwhile, a number of Iraqi citizens have agreed that the parliament has no a tangible presence from the Iraqi public opinion which is now in a dire need for whom it represents and speaks instead of it concerning the bad situation and the negative aspects.

LABOR MINISTER: AL-SADR CITY TO WITNESS GRAND RECONSTRUCTION DRIVE SOON

CABINET ALLOCATES ADDITIONAL FUNDS TO UPGRADE ELECTRICITY

The Iraqi cabinet has decided to allocate new large sums for Electricity Ministry in addition to ID 500 millions which the council had allocated for the ministry to build electricity stations and rehabilitate new electricity grids allover the country.

The Eng. Ra'ad al-Harass the Electricity Undersecretary that the new allocations will contribute in building new gigantic power stations in various districts in the country, citing that these stations will be steamy like stations of Hamam al-A'leel and Dohook.

Al-Harass added that the $500,000000 which had been allocated in former time have been spent in implementing four contracts signed to set up new stations and diesel generators as well as gas units.

He clarified that the first decade pertains to set up power station in Samara with productive energy reaches to 340 MW, referring that this contract had been referred to one of the Finland companies.

Many reporters, including those of al-Sabah, complain of lack of cooperation between government departments and the reporters, concerning providing them with required information and facts or expressing views.

Some officials follow bureaucratic ways of cooperation by asking the reporters to present an official application for making reviews with combination of written questions so as to see if they decide to answer them or not.

Sometimes, the answer comes late or come after events been gone beyond new news with no need to follow them up.

This attitude can not be understood or acceptable and reveals negative appreciation to role of press in society since it represents the fourth authority and civil society's means of expressing ideas, criticism, education and observation.

How can press achieve its role if policy makers and those who have information withhold them against calls of openness?

Sometimes, information is withheld due to security causes and it is understood, however, withholding information because officials are dismayed of facing people, the boss or any reason it can not be understood in a society that witnesses democratic transforming process.

People liaison to democracy identify it with knowledge and pouring information, while withholding information without national urgent reasons would block the democratic process.

Ignorance, like terror and corruption, threatens democratic build up, hence, I, from a journalistic position call those people to make more openness with reporters and national media for interest of democratic process.

HUSSEIN AL- SADR: SISTANI DOES NOT BLESS ANY SLATE, DENIES HOLDING THEOCRATIC STATE

Prime Minister Ayad Allawi called the neighbouring states to intensify efforts to minimize terrorists trespassing into Iraqi territories.

He warned of impatience and that the said states should do something to prevent militants of crossing the borders.

Mudhier al-Mola leader of National Guards said that premier inspections unveiled links between Muhammed Unis al-Ahmed a former Ba'th party official and military acts in Baghdad and county, referring that one of former interior minister Sa'doun Gheidan's brothers is linking chains between al-Ahmed and Ba'th gunmen in Baghdad.

Almola added that his forces have captured in a deserted house in Kerkuk Fadheel al-Kurdi known with nick name Abu Ubeida al-Kurdi who was linking chains between al-Qaeda net and al-Zerqawi's.

Meanwhile, Naja Border Police arrested three Iraqis, two Saudis and a Morocan in Najaf desert, police said, nodding that the latter knows five languages in addition to P.hd high rank scientific degree and might be the boss of the group.

As for elections, Seid Hussein al-Sadr said in interview defied blessing any slate by the religious office.

He said that Grand Ayatulla Seid Ali Sistani has blessed holding the elections as a whole but not biasing to any party or slate defying those who claim the bless wit hany written or stamped order.

One of Sistani office officials said that Amman's warnings of Shiiet Crescent is a failed attempt to panic US administration of Shiiet winning the poll confirming that the Shiiet clerics do not think of theocratic state.

AL- MOMEN JUSTIFIES DISMISSING ENVIRONMENT SENIOR UNDERSECRETARY & RSIGNING GENERAL INSPECTOR

Mishkaat al- Momen explained problems hinder work of the ministry , announcing that 400 kinds of birds are to become extinct.

She justifies real causes behind limiting authorities given to Ali Hanoush undersecretary , and the motives behind resigning general inspector at the ministry . She attributed causes of the ministry's deficit to the shortage in the financial allocations.

Al- Momen briefed national assembly with projects and achievements of the ministry in last period, saying the ministry needs enough budgets for implementing projects aiming to improve environment and put an end for contamination in the Iraqi society and put an end for garbage dangers.

She confirmed that environmental problems is no less than security problems as Iraqi individual causes around 280 kg of the garbage annually i.e 2kg daily , saying that existed machineries for lifting wastes over the period from 1980-1997 are 800 ones in Baghdad ,however , there was 80 machineries in 2003 , as for current time it is less than that.

The minister stressed importance of treating oil contamination in Shatt Al- Arab , adding that the budget of the ministry 7 millions dollars is not enough to bring oil ship for soaking oil off the waters , which is a matter requires additional funds equalizes the budget of the ministry for tens of years.

She indicated the ministry asked help of several international organizations for treating contamination problem.

Comprehensive war

Those who plan and carry out military operations in Iraq are very clear in their acts, goals and activities, which is a crystal clear in their declarations and sayings backed by their practices.

Yesterday, Usama Bin Ladin appointed his colleague Abu Mus'ab al- Zarqawi as a leader of Mujahideen in Iraq as they practice jihad its nature and reality no more hidden for Iraqi individual . Bin Ladin's clarity is so reflected in his call for escalating military operations.

So the acts depicted practical reply for the call addressed by Imam of Jihad against Iraqis as "Resistance heroes" launched a comprehensive, strategic and economic war against Iraqi oil. Over three days, they bombed Al- Dora and Basra oil refineries as well as strategic oil pipeline transporting oil near Mussayab and oil pipeline transporting oil from Kirkuk to Al- Dora besides main oil pipeline transporting oil to the north.

People's war

'Mass war' being launched by the 'armed force' against oil installations, pipelines, National Guards and police target only the people's interests summarized with security, stability, enhancing normal life and stepping up reconstruction drive and political process forward achieving sovereignty and stabilized constitutional system in Iraq.

The 'mass war' do not aim at expelling the US forces immediately, since Sheikh Ali al-Faris declared, yesterday, that the 'Armed Force' is ready for accepting a deal signed by an elected Iraqi government and the US forces that can let the said forces to stay in camps outside cities. The Sheikh was quoted saying "We are in need of US forces in this period".

Hence, we are in the face of a party determines and insists on launching war against Iraqi people by imposing a 'power blockade' on Baghdad for the aim of isolating it off the rest of the country and sabotaging political process at all, while Iraqi people pay the biggest price.

Although it is right that the US forces are engaged in the said mass war, but the victims are Iraqis, civilians and combaters, and in higher number of casualties than the Americans, in addition to mass material casualties and oil losses that could not be compared with slight US casualties.

In a simple count, it appears that Iraq, which gunmen and their leaders Bin Ladin and Zerqawi celebrate lyrics of liberating it from occupation, is the first and the most affected victim that pays for all tragedies of war away off its will, whereby both of the 'mass war' fronts unite.

For one front is people, government, political powers and all national figures, and the other front is the armed forces hidden under various counterfeited titles, leaderships, programs and names.

Consequently, the two fronts of mass war were assigned and national tasks on the affected side, that is the Iraqi people, were assigned as well.

The tasks concentrate on facing up the other side and defending their lives and interests.

Omar Farouq al –Damlouji the minister of housing and reconstruction said "two coming years will witness establishing 35,000 residential units in Iraq".

He added that the ministry prepared a plan for building and rehabilitating about 310 schools all over Iraq in cooperation with ministry of education , besides proposals and plans for shifting presidential palaces into cultural and tourism sites as well as establishing three artificial compounds in mid, southern and northern Iraq.

At a press conference, the minister said that the technical cadres work faithfully for promoting service to meet the needs of the citizens in the current security situation.

Coordination have got underway among companies and boards at the ministry, for implementing unfulfilled projects. Notably, various service projects in different Iraqi sites have been achieved.

He clarified that distributing forms of lending funds for housing affairs will start next week. Percentage have allocated for provinces in accordance with housing concentration of the fund's budget. Centers will be opened in all provinces for distributing special forms in this regard.

Legitimacy

The political problem lurks in all human societies in the legitimacy bestowal sources on the governing authority in the country.

In fact, people are born free, in accordance with religious law and coping with natural law and positivistic law. Practicing the rule means giving up part of this freedom. Ruling is legitimate once stepping down was voluntarily. If abdication was coercively and oppressively, the rule was tyrannical. That is the difference between democracy and dictatorship as the first makes available legitimacy condition for the rulers, which is derived from people while the 2nd denies people's rights in enhancing legitimacy on whoever ruling them.

Democratic societies resort to solve political legitimacy cause via accepting principle of peaceful circulation of authority in conformity with periodical, free and honest elections. Thus, political participation which is a procedural principle for regulating "authority sharing" question is guaranteed since authority is not confined to specific personality , however , it is a project can be circulated and shared by ambitious figures , through seeking a decision from people's wise men , which is a matter can be realized in free and periodical elections .Some times, political elites or "ambitious figures to assume power" fall far short to activate power –sharing, through the democratic method. This deficiency blocks political horizon, the round of political and social movement is halt as a consequence.

Historic experience proves that this block led to two catastrophic consequences.

First is the control of a political side forcibly to establish despotic regime using oppressive, armed force and terrorism.

Second is weakening of the state that moving back society into its sub-systems, dividing land between political parties as a consequence, after they fall far short to share power through political and democratic process i.e the elections.

Regrettably, the state's weakness and land's division can not be fulfilled quietly as the historic experience say, but through violence as the political ethical identifies it in the so –called civil war.

Which is better, a government without journalism or journalism without a government?

It is rather an odd question, however, Tomas Jefferson ,one of three writers wrote on US federalism documents , replied on the question in 1787 saying:" if I was asked to choose between two options ; a government without newspapers or newspapers without a government , I will not hesitate a moment in choosing the second one". That is newspapers without a government.

Jefferson's intension may not be word-for-word i.e he had not specifically preferred existence of newspapers only , without the need for a government , however, we needs a government as Imam Ali said we need a leader loyal or disloyal .

May be the writer intends other thing deeper than mere comparison between two situations of a government without newspapers or newspapers without government.

May be the meaning lurks in the fact that the newspapers and media are a necessity which has a priority and importance than a government.

Once newspapers and media established firmly, it will be capable for creating a government later on.

Hence, the reason is clear which is establishing a credible and responsible government of high efficiency by a people based on peoples being responsible of their affairs. Forming such government depends on people's right knowledge of creating a government and high awareness of responsibility in addition to knowledge of techniques, watching up and verification for the objective of balanced relation between society and government.

Knowledge and awareness could not be available unless there is an independent, active and affective media can enrich people with information. Hence , media will be a positive factor in building up good government .And that is why free media makes right government while a government , any government , can not make a free and right media.

Meanwhile, he clarified, that the ministry has created a committee assuming the responsibility of studying and following up all cooperation aspects between Iraq and Kuwait, whereas the two sides have agreed to coordinate and cooperate in aspects of training medical and administrative cadres.

ELECTORAL COMMISSION ACHIEVES VOTING REQUIREMENTS

A US Secretary of State office has made a poll and found that 90%of Sunni people will not go to voting centers for election, while 38% will be at home if security was not ensured. The polling office did not release the notion but said the poling have not covered Nineveh and Anbar provinces.

It found that 12% Sunnis said that elections would be impartial, while 52% Shiites agreed them.

The poll concluded that 32% Sunnis and 87% Shiites confirmed they would very likely go to vote if security is ensured.

It noted that 76% Shiites would boycott voting if any cleric asked them to do so, while 32% Sunnis agreed them.

Yesterday, as-Sabah newspaper has raised its voice loudly concerning the electricity crisis, after Iraqi citizens have raised many complains concerning the cursed crisis, they are no longer convinced in justifications given by the Ministry of Electricity, really the ministry which headed by Electricity Minister, the Eng. Ayham as-Samari' said that "terrorism" is behind the electricity crisis, but citizens don't like such talk. They simply want electricity to switch on their houses' heaters through which they can heat their bathes' water, operating their domestic electrical appliances as TV set, refrigerator and branding iron. In addition to that, pupils and students' are in dire need for light to be able to continue their studying and preparedness for examinations.

The crisis is penetrating into small details in the human life which considers not easy, nor simple beside many other crises like fuel, security and unemployment.

The electricity crisis is aggravated as it would be coincided with an ex-date of elections' countdown. Iraqi officials ask Iraqi citizens to read electoral documents programs or watching TV electoral programs, but how citizens could do this with the continuous cut of electricity power, some neighborhoods in Baghdad have no power since three days ago. Peoples can't practice their daily life under the cover of darkness; they are simply in need for light and electricity.

Dr. Ayahm as-Samiri' must face the public and mass communication, so he has to explain the problem with all its dimensions, clarify the previous statements which promised citizens with the alleged increasing of electricity's hours. May be he is right, so citizens can simply accept his talk and may be he is wrong so he has to adopt the suitable responsible stand.

The Oil Minister must be set as a model which should be followed by others in this domain. Along with the aggravation of the crisis, he unveiled the truth, said that terrorists have waged a blanket war against the Iraqi oil. His talk was backed by photos, documents and dates, a matter that confirms that he is right so we simply believe him, now Dr. Ayham as-Samiri's turn; he has to divulge his papers to make Iraqis believe him at least.

GRAIN FLEET UNLOADED IN UMQASR

Forces of the Iraqi army cordoned dens of oil products in the city of Baghdad.

An official source at the ministry of oil said these campaigns carried out in coordination with interior and defense ministries, to put an end for purchasing oil products inside Baghdad, adding that large quantities of different oil products were confiscated. Plastic containers spoiled. Large numbers of oil vendors arrested.

He referred that joint committee agreed on distributing fuel filling stations in Baghdad since it entrusted Iraqi army, police and facility protection force with protecting and regulating queues.

PROJECT TO REGAIN LINKING KURDISTAN REGION POWER GRID WITH ALLOVER IRAQ

Arbil province has started to construct four sub-electricity stations, erect stations to distribute power on low voltage areas, a matter that helps houses, schools and bureaus in Diabacha, Arbil and Koshnow.

On the other hand, another project worth $27, 4 millions will be implemented to regain building of 444 towers and extend electricity lines for 147 km, whereas this project will greatly contribute in re-linking Kurdistan electricity power grid with allover Iraq.

Power lines will fulfill the increasing demand on electricity allover Iraq, besides that it will back power requirements in the Kurdish areas, especially in climax time in winter season. These lines could be useful in the future in order to transport the imported power from Turkey to Iraq.

EGYPTIAN UNIVERSITIES READY TO ACCEPT IRAQI POSTGRADUATES

The Egyptian universities have started their preparations to accept the Iraqi postgraduates starting from the New Year 2005, as a reply to the demand presented by the Iraqi Higher Education and Scientific Research Ministry and as a translation for the cultural and scientific cooperation contract signed by the two ministries in both countries.

In his report to the Education Committee in People Council, Dr. Amro Salama the Egyptian Higher Education Minister, said that the Iraqi minister Dr. Taher Khalef al-Baka'a has presented a demand allowing Iraqi postgraduates to use Egyptian universities plants to overcome studying obstacles which might be faced them after the Iraqi plants had subjected for destruction and ruin as a result to the unstable security conditions and occupation circumstances.

He indicated that the Iraqi demands which the ministry is discussing now, include also applying the joint Iraqi-Egyptian supervision system on postgraduates as well as increasing denotation and missions, clarifying that round table meeting will be held between presidents of Iraqi and Egyptian universities to realize Egypt's target representing in supporting the Iraqi educational system.

Salama clarified that the culture cooperation agreement expected to be presented to the parliament within the next days, referring that it includes exchanging superiors between the two countries' universities for 15 days in the summer holiday as well as exchanging scientific and cultural researches and their outcomes beside exchanging books, curriculums, translated publications, periodicals and thesis in addition to facilitate and supply the necessary documents for researchers.

IRAQ CENTER FOR COUNTING VOTES FOR RESIDENTS ABROAD

On 11th November, the electoral commission signed a memorandum of understanding with international organization for immigration, in accordance with; the commission authorized running voting outside Iraq, on behalf of it under its supervision.

That program will make it capable for Iraqis resided abroad for participating in the elections of national assembly on 30th January.

275 members will be elected for presidency council and writing of Iraqi constitution.

If Secretary General of Central Council of Iraq's Tribal Chieftains, Sheikh Ali Faris, express significant trend of those who hold gun with declared target of forcing US forces to expel from Iraq, his statements, released in today's issue, symbolize change of political course to those people.

Distinguishing between 'terror' and 'resistance', let's suppose that the second term covers really Iraqis who want to achieve US pulling out through military operations.

And, supposing that those militants did not kill Iraqi civilians, target oil or industrial facilities or Police and National Guards, assassinate civil servants and did not kidnap any one for ransom.

Considering both assumptions, the change of course expressed by Sheikh Faris' statements could be discussed.

According to his statements, military acts would not aim at forcing the Americans to immediate expulsion, nor following few months. This means realizing a couple of matters, one is political while the other is military.

The political matter is postponing elections for three months, whereas the military one is a limited US withdrawal from Iraqi cities and villages and redeployment in remote camps.

Let's discuss the political aim: does postponing elections for three months, though it is short period, deserve all this violence, killing and blood shed? And if there is a world and regional consensus with national majority for holding elections, does this situation deserve some flexible for the national interest to give up this demand and accept being part of political process beside working to achieve political subjects via pacific means?

The other military aim needs an Iraqi side that can negotiate the matter with the occupying forces or multi-national forces not for redeployment but also scheduling withdrawal, and this matter supposes eligible representative, yet it can be found only by holding elections.

Thus, why don’t we hold elections in time to assign Iraqi representative for achieving the military goal?

MILITARY DIVISION FOUNDED IN ANBAR

ALLAWI: ELECTIONS IN TIME

Prime Minister, Dr. Ayad Allawi stressed no problems in elections which would be held in its dead line time with no postponing.

He added that police have captured more than 150 gangs specified with many dangerous crimes..

In a press conference held yesterday Allawi said that situation in Ira is quiet since that police have captured the gangs.

He elaborated that their crimes were killing, kidnap and forging documents.

On the other hand, the government declared that it has captured 158 engaged in terror acts including 7 non-Iraqis.

Sheikh Ali al-Faris ad-Duleimi said Bahrain gesture for ending violence was supported by all Gulf States and was released in coordination with the militants.

ALLAWI AFFIRMS ARREST OF TERRORIST LEADERS

At a press conference, Dr. Iyad Allawi explained government's procedures in chasing and arresting terrorist's leaders.

He said that the state is stable and the elections will be held in time.

Meanwhile, captured terrorists confessed of committing assassinations and killings, affirming their relations with foreign organizations.

He clarified that police and Iraqi army is capable of arresting new leader of Muhammed Ra'ad al- Dori battalion.

Munthir Khalil Ibrahim , Fadhil Muhammed Zangana , Samaan Abdallah al- Sheikh , Ali Hussein al- Khafaji , Abdul Aziz Sadoun Hammoudi and Hassan Saqlawi, the prominent leader of Fidaeen Saddam were captured.

In the course of the fight, Iraqi police force killed Hassan Ibrahim al- Zaidi, who is prominent figure of terrorist network.

AL- NAQEEB MEETS ANBAR, MIDDLE EUPHRATES CHIEFTAINS

US EMBASSY REJECTS CONDITION OF MUSLIMS SCHOLARS

Adnan al- Assadi the interior administrative undersecretary said that numbers of policemen has increased to more than 160,000 ranged between officer and policeman, after it was 90,000 by end last July.

He affirmed that large numbers of dissolved members of Iraqi army have rehired battalions of special force and commandos belonged to ministry of interior.

Four regiments has been established to realize security and systems in Samara, Mosul, Falluja and Latifiya .

Dr. Bahaulddin Hussein Ma'rouf the director general of the department indicated to the environmental study for Tweitha site in radioactivity, chemical, bacteriological fields, clarifying the study included analysis on selected samples of Tweitha site at labs of the department, the matter proved non-existence of pollution in the site.

He indicated that materials leaked to Tweitha site are apparatuses and equipments not expected to make dangerous pollution.

COORDINATION UNDERWAY TO MAKE AVAILABLE FOOD RATION ITEMS

Quantities of white flour supplied for government and private mills within people's ration card for last January are amounted 280,000 tons.

An official source at the state company for grains trading said that quantities of imported rice which are supplied within food ration card are 47,175 tons, indicating to the decrease of these rations due to the shortage of shipments and slackness of transport for both private and state sectors because of looting and plundering acts.

The source indicated that serious coordination has got underway between ministries of transport and trade to solve this problem and transport rice to the citizens, adding that a number of ships of different shipments will be unloaded, expecting arrival of another ships loaded with flour.

Advisory council in Dhi Qar province has contracted with donors' countries namely Italy and Saudi Arabia, to implement projects at a cost 60,000,000 to meet the needs of the province.

Adnan al- Shareefi the deputy governor said the signed contract with CTO companies stipulates carrying out a number of projects such as establishing 2000 residential units (Caravans) and a factory for treating wastes besides setting up giant generators for operating waters and sewerage as well as waters sinking pumps and water desalination project.

The project includes also supplying Nassiriya hospitals with 90 beds and service vehicles for municipality department.

UNIVERSITY IS CENTER OF SCIENCE, NOT FIELD FOR POLITICAL COMPETITION & ELECTORAL ADVERTISEMENT

The decision adopted by the Higher Education and Scientific Research concerning non exploiting universities, colleges and institutes and using them as an arena for electoral advertisement has raised several positive reactions among professors and students.

Interviewed by as-Sabah newspaper, they pointed out that the correct educational approach adopted by the ministry to make universities as an outlet to receive science only and not as a field for political debates.

In statements issued by as-Sabah newspaper, Dr. Tahar Khalf al-Baka'a the Minister of Higher Education and Scientific Research stressed on the necessity to not using colleges and institutes as an advertisement's centers for political blocs and the political lists participating in the next elections, indicating that the educational establishments are unbiased and don't subordinate for any political category or trend.

During a conference held by Iraqi universities presidents in Erbial province last summer, a statement was released called "Erbial Advertisement", it advised that the Iraqi universities must be far away from political, sectarian and denominational combats. The conference pointed out that the university campus must be always far away electoral advertisement, according to the mentioned advertisement. Notably, the Higher Education Ministry has addressed a notification to all Iraqi universities to adopt such trend.

Dr. Ja'far Saddiq Mohammed, the Mass Communication Dean Assistant, Baghdad University said that the decision is introverted on a correct step and a sound educational approach, referring that universities must devote themselves towards their own scientific message as well as seek towards building a generation enlightened with scientific knowledge and awareness, adding that universities must be center for harmony among the different phantoms of the Iraqi society, affirming that Mass Communication college has started to apply the instruction before receiving it officially, indicating that he himself touched that all sides have satisfied on this instruction.

AIR LINE LINKS BAGHDAD, PARIS & LONDON

The Ministry of Transport has said that by the end of the current month, a new air line will be operated to some European states, including London and Paris to increase number of travels which the Iraqi State Air Lines Company performing them now.

The Eng. ELECTRICITY MINISTRY RESUME WORK TO SOME GENERATING UNITS

The Ministry of Electricity has capable to resume work in some generating units in the electricity stations after receiving their own fuel.

An official source at the ministry said that after the decreasing of fuel ration to number of power stations because of the sabotage acts, the Oil Ministry has capable to reach fuel to them, a matter that give an opportunity to operate additional numbers of generating units, referring that citizens supply hours reach to two in return for four programmed cut hours.

The source confirmed that the generating units which working by using gas are still out of service, because fuel has not reached to these units, expecting increasing the supplying rates to the citizens in case of operating these units.

He added that the technical teams are capable to regain the lines transforming electricity power which finally subjected for sabotage acts.

On the other level, the source clarified that Electricity Ministry that the Iraqi-Syrian connection line previously implemented is haled now because of the expensive prices demanded by the Syrian side concerning the supplied power units, clarifying that Turkey is exporting 170 MW to Iraq, while Iran exported 90 MW.

Authority conflict

It is not a secret that what is happening in Iraq now is a kind of conflict on political authority. It is not a strange or an amazing matter. The former regime had been collapsed …the current days are witnessing the establishing of a new form of government. Since the collapse was comprehensive and carpet the establishing of the new government is connecting with simplest and most accurate details as it is connecting with most dangerous and biggest details. This is one characteristic of the political fluidity Iraq is witnessing now. This country is like other countries overflowing with big multipulity on patriotic, religion, sectarian, political and even class level on some degree beside the tribal, regional and denominational levels. This multipulity is a source of welfare and richness if it is finely managed, run and arranged. It is one sources of conflict, or current political competition. At the time of re-formation, the political conflict is one reasons of the security, social and administrative disorder in the country. This is also an expected result. But it is not a dangerous problem if one had dealt with origins of the political conflict and its essence correctly. The essence of this conflict is sharing authority and administration "not dividing the land", fairly, soundly, on constitutive and democratic level as well as the political sharing.

The first step in arranging the political competition on authority is representing always in writing a constitution specifies the formula of sharing, participation, distributing authorizations and arrange the relationship between rulers and people. As much as the constitution becomes the outcome of reacting forces concerned to participate in the policy and arranging authority as much as this constitution be valid, respected and strong. It is not correct that some persons prevent from participating in writing the permanent constitution because this will lead to not hearing those figures voices or opinions, unless he wants to hear his voice in a non-political and unsound way. I don't think that this represents a civilized option for a country wants to become safe for their people. The procedural problem which runs in contrary with the writing of the constitution is the matter of specifying the persons, from men and women, who will shoulder the responsibility of performing such task. There is no way for choosing and specifying those persons better than holding elections. Elections in such meaning is not considers as a holly option can't been touched, but it is a sole procedural option can't be given up or substituted by another thing, from this, Jan 30 elections have acquired their own great importance. These elections are not to elect who will rule Iraq but to choose persons be capable to write constitution.

Therefore, I hope from the bottom of my heart, asking God day and night to guide the hearts of Iraqis, insurgents and civilians, particularly those who called for boycotting elections or non participation to guide their hearts to participate, to make the constitution the outcome of all the concerned efforts.. while choosing rulers .. this is another round will be realized by the end of this year, will be run by all persons who have aspirations and greediness in the rule on the basis of what will be written in the permanent constitution.

GOVERNMENT TACKLES SECURITY SITUATION

Sheikh Ghazi al- Yawar the Iraqi president has chaired a meeting for government's leaders, to tackle security situations as UN reviews its administrative structure in the light of scandals of oil -for-food program, which affirmed involvement of dictator Saddam in corruption and plundering of millions of dollars.

Allawi, for his part, affirmed that the government seeks to create safe atmosphere all over Iraq, to eliminate it from dens of terrorism.

Final investigations on longest humanitarian program in history of UN unveiled violations and lootings occurred in Saddam's reign worth billions of dollars in oil-for-food program.

CABINET ALLOCATES $200M FOR PRIVATE SECTOR

Private sector has managed to gain $200 million dollars funded from the council of ministers to support the sector and improve its activities in reconstruction drive, head of Iraqi Businessmen Union Raghib Bleibil said.

He added that the cabinet would allocate the fund for the companies chosen in the construction drive so as to participate in the country's building drive.

He elaborated that this has come during a meeting with Deputy Prime Minister Dr. Berhum Salih, who heads the construction committee in the National Assembly.

He concluded that the private sector has high level experiment in addition to ability of employing Iraqi manpower.

INTERIOR MINISTRY: SAUDI DETAINEE ADMITS MEETING ZERQAWI

A source at the Interior Ministry affirmed that security forces have captured a Saudi terrorist that has committed meeting Abu Muse'b Az-Zerqawi in Dora district southern Baghdad before telling him to conducting the oil tanker bomb recently.

The source said the terrorist was detained following the bombing and committed the action. He said that he has met Zerqawi for five days in Dora, adding that Zerqawi was moving in a blue Oldsmobile car.

He added that he was to suicide himself with the oil tanker but the explosion has blown him away of the blast area.

The source said that the Saudi citizen, aged less than 20 years, is from Breida region in Saudi Arabia and had been moved from Syria into Iraq following training there and trespassed via Albu Kamal border point in Syria before arriving in Baghdad.

SALIH: ELECTIONS IN TIME, FEDERALISM ENSURES IRAQIS ASPIRATIONS

CENTER FOR IRAQI CULTURAL HERITAGE IN RUSSIA ESTABLISHED

Baghdad University has signed an agreement with the Russian university.

Dr. Dhiaulddin Naf' the dean of college of languages of the university said an agreement stipulates establishing a center for studying Iraqi cultural heritage in Russian city of Petersburg has signed.

He added that the center is to offer lectures in Arabic language and literature, clarifying the success of this experiment will led to the establishment of similar center in Baghdad for Russian people's heritage.

He indicated to the cooperation agreement signed with Russian educational and governmental university regards opening an education center in the university.

BUSH PINS HOPE ON IRAQI ELECTIONS

US President George expressed hope on running Iraqi elections in the intended 30th January.

Meeting with Press men at White House, Bush seized opportunity to connect success of Palestinian elections with success of Iraqi counterparts, saying both events will make 2005 an extraordinary year.

Meanwhile, Bush statements warned against escalation of attacks with the aim to hinder Iraqi elections.

General Tomas Mitz said that daily attacks for gunmen may reach more than 80 a day.

US military spokesman James Hoton referred to the increasing number for gunmen with their volume of explosive charges.

As elections day gets closer, British Minister of Defense announced that 400 British additional troops are to arrive in Iraq for enhancing security during elections.

In the meantime, Allawi indicated, in a press conference, to the developing power of Iraqi security force in dealing with the so-called terrorists besides the arrest of their senior leaders.

CONFERENCES, SYMPOSIUMS IN BABIL ON ELECTIONS

The 5th conference of Iraqi institute for democratic development has been held in city of Babil .

A number of civil society organizations, more than 100 politicians were attended.

Over couple days, several lectures were delivered, to get conferees acquainted with civil society and its active role in the society.

Importance of the alliances and mechanism of educating voters and supervising elections besides explaining nature of close list and proportional representation, and Islamic Shura principle as well as other lectures were delivered in the conference.

More than 260 polling centers were nominated by the electoral commission in Babil besides organizing training courses for the staff on voting's mechanism.

ELECTORAL COMMISSION SEEKS TO REALIZE HIGH LEVEL OF TRANSPARENCY

In a press conference, spokesman of Electoral Commission Adel al- Lami said that the commission has relied two systems for registering agents of polling centers or names of observers, to make available important element for election process, representing in transparency.

He indicated that the commission has relied the word "agents" instead of "observers" , who will be grouped in bodies and organizations registered at ministry of planning or organizations registered at the department of non-governmental organizations existed in convention center and others which be fixed as an organization relied by the electoral commission .

Re-creation of dictatorship

Any society newly liberated from decades- long dictatorship faces danger of dictatorship's re-creation, because conditions of democracy structure are not available.

In such society , factors of dictatorship re-creation always are available, the most distinctive of which fixing dictatorship method intellectually and practically in the life of the society owing to the last period as being indicated in the holy Koran's verse " As time grow longer as their hearts became cruel".

We understand that "heart's cruelty" is a social phenomenon resulted from the long period submission of the society to dictatorship regime.

Because of this long period, democratic traditions are absent or diminished intellectually and practically until democracy became as an odd commodity not accepted by the society for the first time.

Re-creation process of dictatorship starts with men of new regime themselves.

As those who are immediately ended their secret struggle against ex-dictator regime, will be attracted by new authority and authority is always corruptive. So, under pressure of facing ex-regime legacy and pressure of building new order, they undertake actions may be justified by the current situation; however, these actions pave the way for authority situation developable into new or even old form of dictatorship. Because of general political fluidity, social chaos, enthusiasm and concern, only few individuals may sense that.

As for masses who previously don’t know democracy education, they rarely note process of dictatorship re-creation; however, they do not possess enough sensitivity for analyzing this situation.

Few who note that may be able to face it a matter can be named as deviation or withdrawal; however it may undermine others for fear of several matters exceeding numbers. But all can be included under the title "current interests". Contrary "development" or withdrawal or dictatorship re-creation may last for long or short period or even years, but the matter may be ended in establishing new dictatorship authority.

Because of these dangers, democratic transformation needs guarantees avert re-creating dictatorship! These Guarantees will be the subject of the next editorial!

DETAINEES AT POLICE STATIONS TO BE RELEASED

US President George Bush and Iyad Alawi have tackled security procedures that should be taken to secure safe process of elections.

Meanwhile, Ashraf Qadhi the UN representative attended international meeting held in Cairo, included representatives of the neighboring countries, Arab League, 8-industrial countries and permanent members at UN Security Council.

In the meantime, Falah al- Naqeeb the minister of interior announced that all detainees and prisoners at Iraqi police detaining centers will be released if they not convicted in acts of terror, killing or crimes.

At a press conference held in Baghdad, US Embassy spokesman said that US is backing political process in Iraq represented in the elections no matter how the outcomes will be.

He lauded all efforts exerted to set up democracy and freedom and defeating terrorists in Iraq.

He clarified that what is happening now in Iraq is hopeless attempt by terrorists coming from borders represented in fanatic groups resort to killing. These groups include also Saddam's henchmen who get advantage of security disorder to realize material goals even if these goals contradict security and stability in Iraq, affirming that violence might not be ended with elections , saying violence may invigorated , for this reason, US administration is keen on backing US forces existed in Iraq .

PENSIONED JOURNALISTS TO RECEIVE SALARIES SOON

The Ministry of Culture has selected Ja'far Yassin, the Director-General of Cultural Affairs as a representative for the ministry and as a chairman of Pensioned Journalists Management Board.

The Culture Minster Mofied al-Jazairi issued a decision to re-form the management board of the fund after the Finance Ministry and Iraqi Journalists Union (IJU) had nominated representatives for them in the board to continue the legally decided staff.

Al-Jaziri' attention to re-revive work in pensioned journalists fund after the interim Iraqi government has issued a decision in which it modifies the law of the fund. Notably, the Culture Ministry has replaced instead of the dissolved Information Ministry at the fund management board. Al-Jaziri' touched the need of the pensioned journalists, they are around 140 pensioners, to the salary who the deprived from since the collapse of the former regime in April, 2003 and until now.

The (IJU) has addressed a letter to the Culture Minister in which the union appealed him to facilitate the re-reviving mechanism work of the pensioned journalists fund in order to pave the way for their families to receive the deserved salaries just like all other pensioners who receive their deserved salaries besides receiving aids and rewards no other pensioned journalist had received before.

Ja'far Yassin the president of the new fund management board met the Head of the IJU and tackled with him the necessity of accelerating work in the mechanism of the fund and pay salaries for the deserved pensioned journalists as well as justifying these salaries according to the wages levels.

TERRORIST GROUP INVOLVED IN ASSASSINATION OF BAGHDAD GOVERNOR CAPTURED

The US forces announced on Jan 12 the arresting of six elements involved in assassination Baghdad's Governor Ali al-Hadiri. The Associated Press Agency said that 1st Chivalry Division has launched a raid against one houses in al-Huriya city and arrested the terrorist elements.

The US Brigadier Jeffiri the Chief Assistant of Cavalry Division which in Baghdad said that he thinks that two terrorists had participated in the assassination.

Notably, Al-Haidri is the most prominent Iraqi official had been assassinated after the assassination the former Governing Council Iz al-Dain Saliem (Abdul Zahra Othman) who had been assassinated on May, 2004.

Al-Haidari was occupied the post of Education Undersecretary before assuming the responsibility of Baghdad's Governor in the beginning of the last year.

FAST PROCEDURES TO APPOINT LECTURERS IN SCHOOLS

The Education Ministry has imposed a decision on Education Ministry General Directorates in Baghdad and other Iraqi provinces to appoint the lecturers in the schools which are in need for their services through a ministerial instruction issued in this concern.

The Education Minister Dr. Sami Abdul Mehdi al-Mudhfar confirmed that the ministry had informed all the general directorates through an official notification issued on Jan 12 to appoint all lecturers who have bachelor degree on permanent staff if the schools who they are working in are in need for their services.

The ministry has demanded the all directorates to accelerate sending these lecturers, names to the center of the ministry in order to approve the order of appointment.

IRAQ , ITALY DISCUSS ELECTRONIC GOVERNMENT

Dr. Rashad Mendan Omar, the Minister of Science and Technology in Italy the subject of the electronic government and putting the general formulas and executive formulas for the second phase in the Italian initiative to establish the electronic government infrastructure prospected in Iraq.

The joint previous efforts exerted between the two sides led to implement an electronic net among Iraqi ministries.

The talks aimed to put timetable to include all Iraqi ministries in this net, while the next phase will specify the quality of programming applications which will be implemented and operated in the net.

Notably, the first phase specializing to erect and operate the internet system has been implemented through connecting five Iraqi ministries, namely, cabinet secretariat, Planning and development cooperation Ministry, Municipality and State Labor Ministry and Interior Ministry, while the second phase will include the expanding the internet to serve additional eight ministries by the end of the current month.

EXPANDED PLAN FOR TRAINING TECHNICAL, MEDICAL CADRES

Within its expanded plan for training and promoting medical, technical and engineering cadres, ministry of health has decided to send 36 physicians and technicians outside Iraq.

"Coordination has got underway between health ministry and world firms in this concern" well informed source at the ministry said, adding that several training courses will be organized for Iraqi cadres abroad in which 16 physicians will take part in 2nd training workshop is to be held in Bahrain besides training course in Spain to get acquainted with updated technologies in mobile ray .

He clarified that the ministry decided to participate in two training courses for primary health care and health system will be held in Jordan and Iran.

He further said that the ministry is to send physicians to Austria and Finland, to receive training courses on dentistry x-ray, in coordination with WH Company.
