Development

Iraqi historic and political scene is stepping forward in sensible and new born steps. May be this development passing through stages, we witness the 2nd one now.

At the first stage, Iraqi political forces, most of whom have yet abroad, adopted agreement principle in drafting their political positions and leadership formations. That is what is happened at all fronts, conferences and bodies established by these forces all along 1970s, 1980s and 1990s.

These forces went on agreement principle even after collapse of Saddam until the general elections on last 30th January.

Starting from that day, new stage has started at which its basic law of elections was distinguished.

The elections are a political and social process for riddling political forces and discovering their real importance, to build new political balances based on realistic bases and standards.

However, it seems that grade of political development still needs partial implementation of an agreement law, despite the fact it represents no democratic option, however, it is an extraordinary option.

Stemming from this fact comes the partial need for this law currently as Iraqi political scene passes transitional stage.

Thus, we will find ourselves governed by two laws in this stage: elections law, which paves the way for democratic future for the state and homeland, and the agreement law which is derived from the first stage as an extraordinary procedure, in spite of being non-democratic option. It can be said that it doesn't matter to gather between the two laws in this stage, on condition it is a provisional procedure paving the way for third stage.

As for third stage , it is a constitutional one is to start with procedure of general elections until the end of the year after popular approval on permanent constitution , which will assume role of political agreement in field of comforting Iraqi different social segments , for the sake of protecting them of oppression and marginalization for any reason. Then, there is no need for the agreement law as it will be logical the elections law will govern political process as a whole to secure its democratic essence.

NOMINATING WOMAN FOR PRESIDENCY

In unprecedented, bold and democratic step, political and diplomatic sources expected that candidate of presidency for coming stage is a woman.

Meanwhile, political sources confirmed that the real winner of elections is Iraqi people, who got rid of Saddam's hegemony and dictatorship.

In another development, Shitte religious authority demanded that Islam in permanent constitution of Iraq should be the unique source for legislation, warning against any attempt for separating between religion and the state.

In a statement, Shiite authority said that scholars, all religion authorities and all Iraqi people urge the state and national assembly to consider Islam as unique source for legislation in Iraq besides rejecting any legislation or article in the constitution once it ran contrary to Islam.

Meanwhile, political sources expected that some ministers keeps on their portfolios in coming cabinet.

As-Sabah's ran a poll on choosing Iraqi woman for presidency position stemming from democratic concept in newborn Iraq.

Nominations concentrated on three names: Naziha al- Duleimi , who occupied minister position for a first time in Iraqi history . She was within Iraqi government following events of 1958 .

In the meantime, Safiya al- Siheel nominated herself for presidency position in the coming Iraqi government. She is now an Iraqi ambassador to Egypt.

Son Col Jabook nominated herself for position of minister of defense in the interim government.

TRADE MINISTRY UNLOADING OF FOUR SHIPS CONTINUED IN TARTOUS

4,000 TONS OF POWDER MILK TRANSPORTED FROM AQABA.

Baghdad, Feb 7, P1

Ministry of trade has continued transporting shipments of powder milk from Tartous port besides transporting 4,000 tons of powder milk from Aqaba to support food ration card.

An official source at the ministry said that transporting and distribution process are going on, referring that Tarous port witnessed arrival of two ships loaded with 950 tons of powder milk for children.

He said that few coming days witnessed also arrival of detergents powders and legumes via northern border point besides 14690 tons of vegetable oil and tea at Um Qasr port.

The source said that cadres belong to trade ministry undertook transporting these materials to be distributed on citizens within items of food ration card.

WORLD FIRMS INVITED FOR PARTICIPATION IN INTERNATIONAL RECONSTRUCTION FAIR

Technical teaching board has signed an agreement with grand British specialized firms in manufacturing technical and teaching equipments and apparatuses, inviting them for participation in world fair for reconstructing Iraq. Notably, the fair is to be held by April in Jordanian capital Amman.

That is decided during the recent visit to Britain paid by Shakir al- Mulla the deputy chief of the board; to get students acquainted with updated technologies contribute in promoting colleges and institutes of the board.

Meanwhile, chief the board held series of meetings with British officials during last November, to tackle idea to held qualitative exhibition for lab equipments used in worships and labs of the board.

NIRMEEN OTHMAN: CONFIDENT STEPS IN STRATEGIES OF PROMOTING SITUATION OF IRAQI WOMAN

Ministry state for woman affairs has achieved several projects , related to promoting situation of Iraqi woman during putting forth her worries and finding solution for her problems , through amendment of special laws and legislation besides making available necessary support for the family income.

In her press summary for 2005, Nirmeen Othman Hassan the state minister for woman affairs shed light on most distinctive implemented projects during 2004 and horizons of woman activity and the ministry plan for 2005.

She concentrated on outcomes of national conference on Iraqi woman aims at putting new strategy for Iraqi woman over three years until 2006, indicating that the ministry is going on implementation of the conference's recommendations and instructions in the fields serving woman. Notably the conference was held in the second half of 2004.

Mrs. Othman said that the government intents on implementing project of data base aims to carry out full and comprehensive survey for widows , divorcees and killing for protecting honor , violence against woman and working woman.

SPECIAL COMMISSION AT CABINET CREATED TO FOLLOW UP ADMINISTRATIVE CORRUPTION CAUSES IN THE GOVERNMENT

As-Sabah has been informed from well-informed sources that a specialist commission will be created at the cabinet to follow up ministries works and causes of administrative corruption in it.

The sources said that this committee is an independent one and not subordinated to the ministry authority.

On the other hand, many personals at the Electricity Ministry wondered on reasons behind delaying in settling in administrative corruption causes addressed to the bureau of the general-inspector at the ministry especially the numbers of these causes reach to more than 49.

One of the personal said despite there are many causes in he bureau o the general-inspector, but no one of these causes are settled until now, expressing astonishment that some causes are not in need for such delay.

Another personal said that the general-inspector at the Electricity Ministry had been sent abroad five times, last one to the USA and Britain, clarifying that this may be negatively reflected on his manner to settle administrative corruption, adding that administrative corruption causes widespread at Electricity Ministry could not be lifted like so, demanding the Iraqi cabinet or the Impartial Commission to open investigation file with the general-inspector at the ministry to certify of such causes.

IRAQI TRADESMEN INTENDS TO CANNIBALIZE PROHIBITED CARS, SELL THEM AS SPARE PART

The Head of Free Zone Areas Investor Hassan al-Baytoni has given preference over cannibalizing (under-1999) cars which had been imported from Europe and south-east Asia and selling them as spare parts after Iraq has prevented entering them to its territory.

Al-Baytoni pointed out that a detailed explanation has been given to the Jordanian Prime Minister, informing him about the volume of the size of the present cars which their number reaching 75 thousand cars and some of them in the shipment way, clarifying that there are 38,000 cars art the Korean ports ready for shipment and had been bought by Iraqi and Jordanian merchants.

Al-Baytoni pointed out that investors are paying customs tariffs and taxes due to their delaying in work a matter that inflicted more damages for investment future in the Jordanian Free Zone, referring that used cars exhibitions owners at al-Zaraqa free zone are capable to transfer them to the biggest cars commercial complex in the Middle East Region despite all obstacles have been put in front owners of this sector.

He expected that in state that the preventing decision is still going on, the imported cars - already sold to the Iraqi market, their owners will resort to sale them at low prices and in particular the used one and may the price of each car reach to 50% a matter that inflicted huge losses to the investors, exhibitions' owners and tradesmen, these losses may be reached to millions of dinars because there is no marketing for them in the Jordanian local market.

Competition

The short-term running of elections for the competing 111 lists with their candidates 7471 represents no enmity; however, it is a mere political competition among whom willing to win seats of national assembly for several considerations, then having a role in drafting political future for Iraq.

The enmity is a backward situation in the society because it inherits disputes, wastes of energies to come out with negative outcomes for citizens, which is a matter different from "scramble" situation stated in holy Koran as a factor for perpetuating movement, development and progress of the society.

However , enmity situation is existed in the societies pre-democracy , pre-foundational state , pre –sovereignty of law and pre-human rights respect , which is a situation the societies who wants to pass the stage of " pre" into the stage of " post" ought to eliminate , drain and get rid of its sources , to give opportunity for other situation , opposite to the enmity i.e the competition as it is a civilized and advanced situation stated in the Koran urging all citizens for competition in domains of public interest. All heavenly religions, intellectuals and moral philosophers encourage and urge for civilized and creative competition necessary for mobilizing all potentialities in construction and innovation for human favor.

After the end of the elections , it is too benefit for us and all candidates including lists , individuals and coalitions , whom won or failed , to remember that they are in an electoral competition for the sake of public interest as they are not in the course of enmity with each others , they harbor no malice , hate , nor wars in another forms.

After announcing the outcomes, each one, man or woman will know his or her position in the political process and in general life, it is capable to go on competition on good deeds, but in form of cooperation this time i.e free, noble and faithful cooperation for the sake of building the state and establish the authority, then working together for serving Iraqi individual and homeland.

2005 will be a real opportunity to prove the fact that Iraqi people are capable in making this year as a course for joint action and cooperation so as to turn Iraq into political, economic and social building workshop in which the all participate in.

GRAND EXPECTED CHANGES IN PORTFOLIOS

Political sources have expected changing around 80% of the interim government members headed by Iyad Allawi, through preparing the final portfolios which have been preparing now behind curtains, for the winning blocks in most parliaments' seats, on the ground, Iyad Allawi is to assume vice president position.

Meanwhile, Washington prefers Allawi stay in his position, through which he gained administrative expertise make him able to go heading the government in coming stage.

Three of strongest candidates are competing for this position namely Ibrahim al- Ja'fari , Adel Abdul Mahdi and Ahmed al- Chalabi .

Sources affirmed that if the Kurds wanted to have a leading position, they should satisfy the Sunnis.

Iyad al- Samaree said that his meetings with political forces and officials concentrate on mechanism of drafting the constitution and soothe the tensioned circumstances to avert outbreak of civil dispute.

Moreover, government's candidates demanded security protection for them after some of them subjected to assassination attempts.

On the other hand, Steven De Mistora the UN Chief deputy representative for Iraq's affairs said that the end of the elections process in Iraq successfully does not mean disregarding continuity of human efforts in support of Iraqi people.

Meanwhile, top official at US defense department said that Donald Ramsfield the Minister of Defense is to urge US partners in North Atlantic Alliance, during a meeting in France on weekend, to offer more help in training Iraqi security forces.

Preparations have got underway for US-Egyptian-Iraqi meeting on governmental level, after the creation of new Iraqi government in Baghdad.

The meeting is to tackle cooperation and efforts Egypt can do in supporting Iraq in all domains.

The Jordanian government has agreed on granting Iraqi chiefs of the boards of directors, directors general and businessmen the Jordanian passport for five years term, to facilitate task of their travel to all world countries and follow their commercial activities.

Abbas Bayan al- Ubaidi the chief of Iraqi firms union said that a delegation of the union met King of Jordan Abdullah II earlier in February.

During the meeting , host of problems face Iraqi investment and commercial activity were tackled .

He added that a meeting was held with Jordanian minister of interior, during which, it was decided to supply Iraqi businessmen with Jordanian passports besides VIP identity cards to shorten routine facing them at borders and airports.

PLAN FOR TRAINING MEDICAL, HEALTH CADRES OUTSIDE IRAQ

Health ministry in coordination with World Health Organization (WHO) undertook implementing wide plan for training health, medical and engineering cadres outside Iraq.

Hashim Hussein Abul Ma'ali the director general of managing department said the ministry decided to send 46 staff members to more than a country, to get them acquainted with updated techniques, through participation in the courses held by WHO and foreign firms, adding that ministry are to send around 20 male and female nurses and paramedical to Jordan to have courses in nursing clinic. About 11 staff members are to be sent to UK to have training course on spectrophotometer medical appliance.

DAMAGES OF BEJI STATION REPAIRED, AL-KARKH ELECTRICITY STATION'S PERSONALS SALARIES STOLEN

The technical and engineering cadres at the Electricity Ministry have enable to repair damages inflicted electricity power line in Baji, western of Baghdad due to the sabotage acts.

An official source at the Electricity Ministry said that despite the difficult security circumstances which the region is witnessing now including the sabotage acts, but the technical cadres have capable to repair this vital pipe which will qualify the ministry from transferring the power from the northern region to the middle region and vice-versa, citing that fulfilling this process came in the frame work of the ministry's efforts to improve electricity grid status through supplying citizens with electricity current, adding that the mentioned had subjected recently to several sabotage acts led to collapsing the electricity grid completely, a matter that separates the northern region from middle and southern regions.

On the other hand, Dr. Ayham as-Samari', the Electricity Minister has confirmed the ministry's endeavors to accomplish the five thermal electricity stations which stopped because of the security circumstances, referring that the technical and engineering cadres at the ministry have capable to repair troubles happened due to the sabotage acts in addition to that the grid is very old a matter that inflicted 50-60% of damages over five months.

On the other hand, the Director of the administrative department at the ministry Manhal Ibrhaim on occurrence a situation of stealing personals' salaries subordinated to al-Karkh Electricity Distribution Department.

The Administrative Department Director said that the sum which stolen from an officer subordinated to electricity power grid reaches to ID160 millions, these salaries are specialized for the directorate cadres, adding that the ministry capable to regain 109 politically discharged over the previous period as well as 600 personals who previously included within Baathists weed out resolution have been regained also in conformity with regulations, pointing out that the ministry has approached the Finance Ministry to innovate new functional degrees due to the ministry need.

OIL SPOT IN AL-SAWERA ENDED, NO AFFECTION ON POTABLE WATER

The studies conducted by the Environment Ministry in coordination with Oil, Water Resources and Municipality ministries have pointed out that there are no negative impacts on Tiger River as a result to the oil spot which happened due to the sabotage acts inflicted one of the Beji pipes.

The Environmental Consultation and Coordination Council held an urgent meeting to follow this subject and put urgent plans to deal the situation.

In a Press Conference held by Dr. Meshakat al-Moumen the Environment Minister, Feb 8 morning a the ministry headquarters , al-Moumen said that the ministry is following the problem since its emergence along Tiger river whereas environmental teams have continuously made survey to different spaces in the river, taken symbols and checked every time.

She pointed out that to put an end to the oil leaking we need plastic belts to surround the oil spot as well as we need gutter by which we could remove the oil and mobilize it in tank vehicles to discharge it in safe places.

SPECIAL TAX EXEMPTION SPECIALIZED TO CIVIL SOCIETY ESTABLISHMENTS VOLUNTEERS

Dr. Momo Ferhan the State Minister of Civil Society Affairs said that businessmen and riches could enjoy with tax exemptions in a range may be equals or surpass their grants and denotations to the civil society establishments.

Replying to as-Sabah question on outlets of financing civil society organizations to help them to upgrade its activities, Ferhan said that this system is worldly valid especially in supporting and granting the charity aid establishments which have noble and humanitarian targets, referring that this could be valid in Iraq too.

He stressed that financing these establishments which consider as a voluntarily establishments came to cover needs and requirements of the society, like providing work opportunities, social and humanitarian aids.

He clarified the work mechanism of this system, referring that figures like businessmen and riches could take a notice list from the registered establishment or organization which are registered and recognized by Planning Ministry and Civil Society Ministry to facilitate role of the Finance Supervision Department in discounting sums or exempting from taxes.

Participation

2005 will be the best opportunity for realizing wide political participation among different segments of Iraqi society; a matter creates an ideal situation of political stability and legitimacy. However, this situation will be as a sharp weapon in the face of terrorism and best means for finding needed social agreement. Also, we have an elected national assembly, representing by full political and popular legitimacy .However, there are important segments stayed outside national assembly: either because they purposely stayed away of the elections process , or they did not win any seats in the assembly , despite they won some votes.

Opportunity for realizing wide political participation is represented in two important factors: first, the coming government with its different formations. Second, the committees of national assembly including concerned in writing draft of permanent constitution.

If winners are characterized with great deal of wisdom than these of dissolved Governing Council .If high wisdom make them change the council's procedure in occupying leading positions in the state, hence, chances of realizing political participation will be increased.

All know that the governing council's government assumes complete control on positions in different party, regional, ethnic and family levels. As for the latter, it was said that it was possible to draw the family diagram for whom assumed positions, even in membership of the council, ministries, undersecretaries or embassies etc.

If the winners gave up this procedure in assuming public positions and relied principle: the citizen is a unit of building ; the citizenship and efficiency are a measuring unit , hence , they will open the door before participation of several citizens to manage their country's affairs and involve in the political process to build wide popular and social base.

RICE: AL- SISTANI TO GO ON HIS ROLE
RAMSFIELD IN MOSUL, BARZANI OPPOSES CONTROL OF POWER BY ANY SECT

In a speech delivered in Italy, US Foreign Secretary Condoleezza Rice announced that Ayatollah Al- al- Sistani has played his important role in favor of Iraq and that he will go on his role in future.

US Defense Secretary Donald Rumsfield paid a visit to Mosul to get acquainted with the success of elections and see by himself some developments happened recently in field of training Iraqi security forces, according to Rumsfield spokesman.

In the meantime, Rumsfield urged his counterparts in NATO to offer more US military efforts in Iraq.

On the other hand, Falah al- Naqeeb the minister of interior said the coming period will witness implementation of new cooperation mechanism between Iraqi and Saudi authorities , to avert infiltration of terrorists and maintain joint borders , adding the mechanism include borders control and expertise exchange to put an end for acts of terrorism carried out by terrorist networks.

Moreover, a source of warriors' affairs at ministry of defense specified 20th February as a day for distributing salaries and payment of Eid for the dissolved Iraqi army.

As for political coalitions in Iraq, Dr. Hussein al- Shahrestani said that he has no specified information regards settling presidency position in favor of Al-Ja'fari , adding this matter can not be settled unless in the meeting of general board of Iraqi unified coalition consisting of all elected members after announcing of final outcomes of the elections.

Meanwhile, Masoud al- Barzani the chief Kurdistan Democratic Party expressed his objection over confining authority to any ethnic sect.

After talks made with Allawi in Arbil, Barzani affirmed the coming government should adopt agreement principle among all Iraqis.

On his part, Allawi supported Barzani's question, considering Kurd's demand in assuming each of two leading positions of coming Iraqi government as an Iraqi demand.

I.D.50B FOR HEALTH INSTALLATIONS IN FALLUJA

Baghdad, Feb. 12 p1

Health Ministry has allocated 50 billion Iraqi dinars for health installations in Falluja to be included in improving health facilities in Falluja, well informed sources in the Health Ministry said.

The source said that the project includes erecting a new hospital with 200 ill beds with the cost of 45 billion dinars.

He addedthat the hospital would contain several stories of surgery, neurology and a special story for maternity in addition to emergency section.

The source elaborated that many clinics would be built in the district.

UM QASR PORT EMBARKS RECEIVING LARGE SHIPS

Basra, Feb. 12 p1

A 262,5 meter-long ship has anchored in Um Qasr terminal last week registering the longest ship that reaches the port since its establishment in 1919.

Head of information and relation department in the Iraqi company of ports Abdul Karim al-Basri said, referring that the ship unloaded 143 buses for transporting in addition to many containers of spare parts and various goods.

He stressed that the new event affirms the port's capability to receive such huge ships with great deal of shipments.

ELECTORAL COMMISSION DECLARE PARTIAL RESULTS OF PROVINCES COUNCILS' ELECTIONS

Electoral commission has declared the partial results of provinces' councils election, head of the Commission Hussein al-Hindawi said.

He affirmed that some legal procedures have delayed the declaration in both national assembly and provinces.

Results of provinces were declared in Baghdad, Babil, Najaf, Meisan, Dhi Qar, Diala, Qadissia, Kerbala, Al-Muthanna, Suleimania, Dehouk and Wasit.

AL- GHADBAN: FUEL CRISIS TO BE ENDED... SECURITY FORCES IMPOSE CONTROL ON PIPELINES

Technical and engineering cadres at oil northern company is capable to put out a blaze set in an oil well in al- Khabas since more than two months.

Eng. Thamir Abbas the minister of oil said "Despite repeated acts of sabotages, engineering and technical cadres are capable to run the situation in favor of Iraqis , through implementing minimum of ambitious plan" .

Al- Ghadban unveiled that terrorists put in mind to make Iraqi people's share of oil reserves zero during elections day, so as to hinder democratic process completely , saying that fuel crisis is to be ended in few coming days particularly in Baghdad.

As for financial violations occurred last period by US forces and priority given for US companies in purchasing of Iraqi crude oil , he said that purchase process goes on in conformity with vocational and commercial methods.

He confirmed the ministry has succeeded to resume Iraqi oil to the world markets in southern east Asia, Europe and North America besides wide diversification in dealing with the companies.

UN BUREAUS IN IRAQ OPENED

In a meeting held between Mahdi Abdul Hafidh the minister of planning and development cooperation and Ashraf Qadhi the special representative for UN Chief in Baghdad, it was decided to open UN offices in Arbil and Basra.

Information source at ministry of planning said the meeting dealt with developments of political situation and coming tasks of political process in the light of elections.

Money…source of corruption

In deed, money is an essential source of corruption, especially for those who assume power and responsibilities.

Since officials of various terms are normal human being, so they should be applied in Holy Koran with the verses: "…And A Spirit, whom, (He) Made Up and Inspired With Dissoluteness And Piety", (i.e. man is a normal creature of both bad and good deeds), thus they are exposed to be tempted with money and power that spoils their spirits, which we call it administration and financial corruption and this is the cancer of people assuming public positions.

There are many sources of corruption, one of which is general money that goes under the official's responsibility, in addition to using power's abilities to get more money. Besides, there is bribery, which represents important source of fortune for those people and finally foreign funds which could be sneaked into some people's pocket.

All states admit the corruption among officials. And there is a world institution that can watchdog corruption in many countries issuing annual report, which could be read on the following address:

Many states try to put different procedures to combat corruption and unveil it by forming a money controlling board that can be in liaison to the parliament.

It is not a secret that government system is still suffering high rank of corruption whether it was inherited from the past dictator regime or caused currently, on the other hand, there were so much sums of money lost through many ways or misused and still being misused at the time Iraq is in need of them.

Hence, there should be a comprehensive national drive against corruption to end it as people have done when they have defeated terror last Jan. 30th.

FINANCE MINISTER: PENSION SUFFERING LINKED TO IMPROVING ECONOMY

Adil Abdul Mehdi told As-Sabah that there is deadly need to issue a new pension law instead of the current one since there are many mistakes in it.

Dawa party referred that crisis would not dangerous and it will do its best efforts to minimize difference despite discussions have come to blocked way.Many sources laid down prospects of referring the crisis into the religious authorities despite that Hussein al-Shehristani is its luckiest candidate. 83 TERRORISTS ARRESTED IN BAQOBA

A well informed source at the Crime Department in Diyala Province said that it had captured 83 terrorists including 60 were engaged in a meeting in a mosque in Gaton district with many extremist books that permit killing policemen and army troops.

He described the books with dangerous of atheist ideas that accuse Muslims of infidelity.

The source added that 12 other terrorists were captured in Baqoba as they were industrializing bombs, while a group of 11 persons were captured and admitted killings of policemen and chieftains.

875 OIL STAFFERS DISCHARGED

Ministry of oil has adopted a number of deterring procedures against large numbers of oil workers at fuel distribution sector to protect oil filling stations besides creating secret committees to follow up work of tankers and eliminate corruption.

Administrative order pertains to ban supplying modified tankers with fuel as well as specifying shopping centers for oil distribution.

Eng. Mu'tasim Akram the oil undersecretary said, during a meeting with representatives of the recently discharged workers, the ministry is serious to weed out corruption in all phases of distribution starting from filling stations.

Around 75 workers were discharged in few coming days in addition to 800 staffers from oil facility protection force.

He added the ministry has created secret committees to follow up tankers in Baghdad and other cities, to uproot corruption.

8,000 TONS OF SUGAR SHIPMENTS REACH IN KURDISTAN

Kurdistan region's storehouses have received around 8,000 tons of sugar, to cover needs of the region. The sugar is to be distributed in accordance with food ration card.

WORKS UNDERWAY IN PROJECTS OF REVIVING KHUDR AL- YASS DISTRICT

In coordination with World Bank, works have got underway in Baghdad Municipality for implementing waters and sewerage service projects and urbane promotion in the city of Baghdad. Notably World Bank offers 65 millions dollars for the project.

Parties

The parties and electoral lists who did not win a seat of national assembly should reconsider strategy of their activity. If elections garbled parties, hence the garbling process had fulfilled despite some notes that make such garbling characterized with non-democratic or even non-political nature.

Elections' outcomes indicated that few number of lists won large numbers of seats as more than 100 lists with their candidates stay outside seats of the national assembly.

These lists should adopt fundamental decisions as they have several options.

Either retiring political action once it noticed volume of popular support for them is insufficient, a matter that make continuation of their political movement as meaningless. Which is a situation occurs in all democratic countries after every general election. Political entities that have no more important factors for their existence i.e popular base are disappeared.

I think that most important factor is that political entity has passed an obstacle of 5000 seats in the elections.

Either to search for alliances among sides who did not win elections to constitute grandest political entity, able to run battle of coming elections and attract grandest popular support. Or choose joining one of winning political entities and integrating to form, along with, grandest political entity. Or may choose to stay alone once they thought they can go on their action with current volume of capabilities waiting for a best chance in coming elections by end 2005.Political entities have no need for hastiness once they are capable to reconsider their position and adopt a decisive decision. However, political entities have now nine months or less before deciding what they want specifically.

All in all, it is not inevitable for losing political entities to be distressed as real and grand victory has represented in the success of elections, which is a victory for all Iraqis, However, it is too necessary for all political entities to get benefit of practical and theoretical lessons from the elections' experiment on 30th January, hence, political process continues progress towards democracy.

131 SEATS FOR UNIFIED COALITION, 70 SEATS FOR KURDS, 38 SEATS FOR ALLAWI

Democracy is a creation and continuous movement as its building in any country costs a long time since it is built gradually step by step and in brick by brick.

We have achieved the first step on Jan 30th which was wonderful but that does not mean falling down illusion of getting complete success because many mistakes, errors and slips or procedures' abuses, while democratic requirements were not enough though we succeeded in 50 to 60 % and means we should work for increasing success and minimizing failures.

The most important step is that the power of national assembly which represents the important juncture in democratic system.

English revolution has passed the test in the 17th century because the parliament have defeated the King in conflict between the two sides.

Hence, democratic drive in Iraq depends on powerful parliament that protects it from government or being transformed into a government while it must keep watching government, calling it to account and overthrow it in democratic ways and that requires government being continuously grateful to parliament for letting it on the top responsibility of the country.

Elected parliaments do not threat democracy but fear comes from governments of doing that since they are executive commissions, thus measure of power between the two sides would stabilize the country and protect democracy which is the members of parliament's task, whereas media is the people mouthpiece who has a great task of protecting democracy.

ISLAMIC PARTIES CHOOSE AL-JA'FARY FOR PREMIERSHIP

Islamic powers in the United Iraqi Coalition have agreed on choosing Ibrahim al-Ja'afery for the premiership.

Al-Mudhafar clarified that the ministry had earlier issued instructions in which it prevented schools' headmasters from receiving gifts, presents and donations from students' householders, demanding schools headmasters not asking students or their parents to pay any sums.

DEFENSE MINISTRY CONDENSES PATROLS – PLUNDERING RATIO DECREASED

NEW PROJECTS ACHIEVED IN MISSAN

Within a plan for maintaining bridges and roads in 2005, Missan bridges and roads directorate has carried out a number of special roads and bridges besides developing rural roads.

An authorized source at the directorate said that items of the underway plan are implemented in coordination with Missan reconstruction council. The plan includes paving 25 roads, range between the centers and districts of the province.

It is not a secret for every one to consider that the armed terrorist acts that took place on Ashura, the tenth of Muharram, due which, many innocent Iraqi victims had been martyred, as a usual act of bombing, since terrorists were aiming also among many other things, specifically, to create social tension elements which could led to a sectarian sedition allover Iraq. Targeting of the innocent civilians, namely the Shiites who were performing certain holly religious rituals in that holy day can't be considered and categorized by Shiites themselves as a resistance and Jihad against occupiers, as the insurgent groups used to describe the matter for every body.

Despite the victims of such acts are mostly from the Shiite sect, no one could be considered under no circumstances that those who committed such acts are from Sunni sect. The common coexistence, fraternity and kinship among Iraqis Shiites and Sunnis have deep-rooted across the long history of Iraq, even before the creation of the new Iraqi state, a matter that prevents any possibility to imagine that one sect could be targeted by the other one, i.e., there is another side (third one) which committing such acts in order to instigate sedition between Shiites and Sunnis. Unlikely, the third part could also use another means to initiate the sectarian sedition among which spreading rumors tales and gossips that depict elections which took place at the last 30 January as a kind of a Shiite victory against the Sunni rejection, in spite of the fact that the matter is not like this.

Some weak-kneed, narrow-minded and short-sighted could try to depict the matter on the contrary side. The Iraqi journalist departments have known that some elements who wear official uniform had used some words with Adhimiya populations, a matter that could instigate a state of dissatisfaction and discontent. It is important for Iraqi individual to be careful on his country's and people's unity as well as, one has to be careful on maintaining people's peace, every body has to be self-controlled and not be driven behind instigated words and behaviors to eliminate opportunities on those who fish in both clear and troubled water, not for certain thing, except to instigate sedition and demolish the construction of the political process.

200 SUNNI PERSONALITIES CALL SHIITE PARTIES NOT

MARGINALIZING THEM

OIL MINISTRY RAISES BENZENE PRICES IN EMERGENCY OUTLETS

Ministry of oil has decided to specify prices of each liter of benzene supplied for the citizens in modernized filling stations used for emergency purposes with 100 dinars a litter and keeps on the price of ordinary benzene in the filling stations 20 dinar and improved benzene 50 dinars.

An official source at oil ministry said that this decision came to limit acts of selling benzene , with the aim to make benzene available for citizens whom do not have cars and they need benzene to operate their generators.

Ministry of oil has modernized three emergency outlets namely: Al- Sha'ab, Thulatha' and Adel Shopping Centers .The source is further affirmed that the ministry is keen on facilitating process of supplying citizens with benzene and managed to increase outlets of supplying the citizens to meet needs of them, clarifying that current stage will not witness opening of new emergency outlets, saying this idea is possible to be implemented in future to eliminate the crisis finally.

Meanwhile, ministry of oil indicated that technical and engineering cadres, in cooperation with a number of ministries, created a joint committee to remove oil spots leaked to Tigris River because of sabotage act that targeted an oil pipeline in Fatha region.

The source said that ministry of oil has specified devices to soak up oil spots leaked to the rivers.

SECURITY FORCES RAID TERRORIST QAEDA MEMBERS

Council of Ministers declared that security forces have killed five and detained 13 terrorists who investigations proved their links to al-Qaeda net led by Abu Mus'ab al-Zerqawi.

A statement released by the cabinet said that Hudheufa Settar Abdul Jabbar nick named Agha Hadoo during raiding a house in a residential neighborhood in Baghdad.

The statement affirmed the arrest of Hadoo'd brothers and father who works as Imam of Ramadhan Mosque near Palestine Meridian Palace.

Investigations elaborated that Hadoo's brother was a member of Al-Qaeda's media and propaganda net.

The statement added that security forces have captured Harbi abdul al-Khudheir Hammoudi nick named Abu Nour in Mosul city on Feb. 16.

Abu Nour, 50 years, was a former brigadier pilot in Saddam's army and now is leader of Jihadic Selefi terrorist Group in Mosul.the statement unleashed that Faris Addoula Younis nick named Abu Younis was captured as he posts the second leader of Abu Nour's group.

It added that security forces have found a huge storage of weaponry and ammunition southern Mosul in addition to two others in Kirkuk with heavy artillery and mortar bombs.

Human Government

The elements of disputes have started to be accumulated on the nature of the political system which we want for our permanent constitution, which represented in drawing its image, figure and identity.

There are two axes for disputes: the axe of Islamic political system and the axe of the secular political system.

With the arrival of the Islamic forces to the National Assembly along with an apparent and tangible numerical volume, talks circulating among people now about the possibility of creating an Islamic political rule i.e. Islamic government. With this possibility, there are some figures who warning from creating an Islamic government in Iraq, particularly if it would be similar to that in Iran now.

Opposite to the "Islamic Political System" there is who speaking on "secular political system" based on bases to desperate between the religion and the state.

This dispute could enter to the Iraq's political scene through the ideological quarrelsome at the time the ideology seems as the last thing Iraqis may be in need for here. With the basic challenges Iraq is facing now like completing sovereignty, the security file, dealing unemployment problems, deterioration of the health and electricity services and others, the ideological dispute not seems as a suitable solution for these challenges, which have practical and service nature.

Although the little need for the ideological dispute along the need for the ideological characterization for state, government and the political system, it seems that what we are in need for is represented in a government fulfilling al human's interests, represented in his usual rights known for every one, including the five rights, providing the basic services for him, in order to build generous life for him based on freedom, justices and equality.

Opposite to that the current urgent question not seems as: Did you want an Islamic government or a secular one? As much as the existing state of the practical demand this is: the need for "human government", ideologically neutrality, without neglecting the basic service nature of the government, describing it as the executive tool of the society.

Professors at universities expressed welcome to a decision made by Ministry of Higher Education and Scientific Research for increasing salaries between 60and 100%.

Council of Ministers have approved a decision of revamping University Service Law that can lift up the life standard for professors in the context of development of the society currently as Higher Education Minister Dr. Tahir al-Bakkaa expressed cheer for the said decision since it helps the professors living standard.

POLICE ARREST FIVE TERRORISTS, FIND CAR-BOMBS

Police have arrested five members of terrorist groups in Tellafer in addition to a couple of storages of ammunition, spokesman of Prime Minister Tha'er al-Naqeep said referring that the police have found 50 automatic guns, 18 mortar bombs, 8 bases of mortar canons and an anti artillery canon.

He added, the same battalion has found six cars modified to be car-bomb.

Al-Naqeep said that another car was captured before unloading from 25 mortar bombs, 150 shells of 14,5 mm measure.

1500 TERRORISTS ARRESTED IN DEATH TRIANGLE

Salam Tarraad the director of criminal intelligence at Babil police said that security forces have captured around 1500 gunmen belong to armed networks were active in Latifiya, Askandaria , Haswa , Mahmoudiya and Rasheed.

He unveiled that Arab and foreign gunmen were among the detained including Egyptian, Syrian, Iranian Lebanese and Pakistani nationalities.

He added most of them have deep rooted relations with the Jordanian Abu Mus'ab al- Zarqawi , affirming that among detainees were princes and executors beheading victims abducted by terrorists groups.

BAGHDAD COUNCIL CRITICIZES DECISION ON ALLOCATING LANDS FOR PERSONNEL OF CABINET

Baghdad council has criticized the cabinet's decision. The decision pertains to distributing residential lands for personnel of the cabinet exclusively.

SUPPLYING CARS WITH BENZENE INCREASED TO 50 LITERS

Ministry of oil decided to increase quantity of benzene supplying to vehicles from 40-50 liters starting from coming Saturday.

An official source at the ministry said that this procedure came within series of procedures followed by the ministry to end misusing citizens.

He indicated to the ministry's plan regards Um al- Tobool filling station specialized for government's departments. Work in both stations will be in two shifts, the first starts with the beginning of working hours, while the supply for other citizens will be in the evening hours.

The source indicated this procedure came to open several outlets for supplying citizens with fuel, adding the ministry continues in implementing instructions and adopting punishment procedures against violators of these instructions.

The source stressed the price of each liter of benzene is 20 dinars while the price of improved benzene is 50 dinars.

Two winners

Both of Dr. Ibrahim al-Ja'feri and Dr. Ahmed al-Chalabi have won when the first was nominated prime minister by the United Iraqi Coalition and the second has withdrawn in a democratic way from the competition for the benefit of national unity.

By this way, the road is clear for Dr. Ja'feri to be the second Premier in the post-Ba'th regime following nominating him by the biggest parliamentary block.

Although there will be practical procedures that have to be met before ascending his new position, end this subject for al-Ja'feri's benefit has become crucial.

The National Assembly will choose the President and his deputies with majority of two thirds as 184 would vote on him, while at least 138 MPs should choose al-Ja'feri as premier and it is plausible since the coalition has a good majority to guarantee that.

But, Ja'feri will not be in an envious place since he will be the first legal prime minister for more than 50 years in critical circumstances that surround Iraq a bunch of challenges and let's do not call them problems that he has to face with the new government in such critical circumstances in a short time.

Ja'feri is a party leader but he has to practice ruling as a national leader that he has no right to make use of his post according to his party, sect, nationality or region as he said before.

He has to form a government of national accord and unity so as to lead the country in drafting constitution and the next elections with the most degrees of capability as we hope that according to his statements when he vowed to put an end to attempts of the dissolved governing council when it resorted to put power in several parties and families' hands basing on sectarian sharing and not abilities.

When Ja'feri manages in forming the efficient and decent government, he would be able to face hot files like corruption, security, economy, restoring sovereignty limiting relation with foreign forces.

Details of political process go calm and quietly that may surprises others, and that makes us proud. Finally we have to stand together to help the new government and its premier Ja'feri in his difficult task.

JA'FERI PRIME MINISTER, CHALABI WITHDRAWS

Dr. Ahmed al-Chalabi has declared withdrawal from competition on the premiership for the benefit of Dr. Ibrahim al-Jaferi before the secret ballot start to nominateone of them.nadeem Iesa Member of the National Asembly said that Chalabi's withdrawal has come to maintain unity of the coalition.

For his part, Dr. Jaferi hailed brave stance made by Dr. Chalabi and his ability to manage things denying any intention or clandestine deal.

Meanwhile, Hammam Baqir Hammoudi of the Superior Council of the Islamic Revolution in Iraq stressed that Grand Ayetullah Seid Sistani did not interfere in nominating the prime minister yet he told the coalition to choose the suitable figure for this position.

On the other hand, Jalal Talbani, the Kurdish leader is still the sole candidate for presidency position.

5000 AILING PEOPLE GET TREATMENT ABROAD

Health Ministry has completed files for more than five thousand ailing people to get treatment abroad through human organizations.

A source at the Ministry affirmed the news stressing International Health Department has managed in classifying the files and formed a committee for this purpose.

The source said that priority was driven to children clarifying that the ministry has called on many human organizations.

However he made it clear that the ministry is incapable of sending ill people abroad on its account for it has no enough money to do so.

It is worth mentioning that sending ill people may cost several millions of dollars.

As-Sabah correspondent in Samawa said that Syrian Samir al- Ibrahim al-Abdullah confessed he was recruited by Syrian-based Saddam's intelligence, to carry out criminal terrorist acts as terrorist Harb al- Khalifa the Iraqi born in 1973 confessed of blowing up Volkswagen in Rabea , resulted in killing two US troops and he received $ 500 in turn.

While the third confessed he received $ 3000 for each of them as a payment for carrying out terrorist acts in Samawa.

DUHOOK POLICE ARRESTS VIOLATORS

Local authorities in Duhook have arrested tens of builders, lorries' drivers and citizens who build residential houses on agricultural lands surrounding Domez residential compound, situated in Faida camp 50 KM north Mosul.

HIGH-QUALITY, MODERN ELECTRICITY GRID FOR CITY OF AL-SADAR

The Electricity Distribution Directorate, al-Rusafa branch has started to implement its big project to set up modern grid to distribute electricity current in the City of al-Sadar, whereas $75, 000000 to cover costs of this project.

The Eng. Nafa' Abdul Sada, the General Director of Electricity, Rusafa banch, said that the directorate initiated work in this project in Jan 2, 2005, indicating that the work will continue for eighteen months, the grid will be set up according to the accredited world qualifications. Specialists planned to design the grid to be erected on ground and will bear heavy loads for several next centuries, adding that the implementation of project will be depended on technical and engineering cadres in the state directorate of distribution electricity besides seeking the help from some local companies and bureaus to accomplish some work programs as well as the directorate is importing the necessary high-quality materials from several well-known birth-place companies.

The Eng. Ayad Rakan said that the City of al-Sadar is in need for rehabilitating and establishing modern grid to distribute electricity due to the increasing number of loads, besides the grid is an old fashioned one, there are many failures in it due the several violations the grid has been subjected for.

He added that the directorate staff is distinguished from other staffs by long experience in electricity domain, referring that the expansion of the geographical region, the engagement of staffs with the daily troubles of the grid will delay the accomplishing of the project for a while.

One of the Iraqi engineers, working in the project, said, principally the project is not differing from the other projects, since it includes the erecting of modern grid for the region.

Freedom

Freedom has paved the way for 275 men and women to assume seats of the Transitional National Assembly's charged with drafting permanent constitution in our country.

Iraqis were not able to go for ballots on January 30th to practice voting were it not for freedom we have got on April 9th 2003, and it was impossible to hold elections as it was done.

Freedom is the main achievement people could get in return of catastrophes and sufferings they went under wars and occupation.

Members of the Transitional National Assembly's task is drafting permanent constitution, which is an essential document that has great task of maintaining this freedom and enforce its concept.

Freedom always faces a couple of risks elsewhere; first risks of misuse and turn to be chaos. The second risk is relapse and going back into producing dictatorship.

In order to protect this freedom, we have to produce a constitution regulating freedom away from anarchy and misuse on one hand, and establishing democratic institutes that prevent relapse and going back into the past on the other hand.

This can be pursued via clear explanation of rights and duties for both citizen and state including protecting people from a coercive interference from the government, regulating relation among the three authorities, drawing clear lines of the executive administration's authorities, guarantee of peace transference of authority leaving no hiatus that allows persons controlling power to stay more time and turn democracy into symbolic practice that has no link with real concept.

KURDS STILL WAITING OUT OF COALITIONS, UNITED COALITION STARTS CONSULTATIONS

Kurds have not finished their decision on with whom they should ally for the premiership as Massoud Barzani said that they would demand high rank positions.

Ibrahim Bahral Uloom member of the Iraqi United Coalition said that the coalition started deliberations with other blocks so as to hold the first session of the National Assembly.

He added that the coalition has paid conditions of not pursing sectarian sharing and necessity of whole Iraqis participating in the political process including the voting boycotters and the losers, stressing the national unity that should be represented in the upcoming government.

17,000 IRAQI MILITARY TO PROTECT OIL PIPELINES

Ministry of oil has allocated salaries and supplies for 17,000 new military, with the aim to protect oil pipelines in southern and northern sites besides protecting tankers transporting oil products and crude oil.

An official security source said that these newly established forces are to include officers and Iraqi army staff members, affirming that appointment is depended on geographical site.

He added that process of protecting oil installations has assigned to oil facility protection force established at the ministry. That force is consisted of 15,000 elements hopeful to be increased in coming period.

The source is further indicated that oil facility protection force in coordination with defense and interior ministries guarantee safe arrival of oil tankers coming from Turkey.

Notably, oil pipelines were subjected to sabotage made Iraq lose more than eight billions dollars besides stoppage of crude oil export to the world markets.

The ministers' council created a specialized committee, included representatives of foreign, trade, finance, culture, transport, health ministries.

In this regard, an official source at foreign economy relations at trade ministry said the committee ended its works. It put a preliminary minutes for talks with Zech side, to settle subject of valid agreements in field of commercial and economic cooperation.

Meanwhile, ministry of trade undertook following the draft of commercial, economic and technical agreement between Iraqi and Nigerian ministries and concerned sides to offer proposals and notes with the aim to achieve programs of the said agreement.

In the meanwhile, economic relations department put the minute for a meeting of joint Iraqi-Turkish committee to be approved later on.

On the other hand, ministry of trade achieved registering 214 Iraqi companies as well as two other foreign companies.

An authorized source at the ministry said that these companies included 194 Limited

Companies, 12 limited responsibility companies, 8 unilateral projects .The activities of these companies ranged among commercial, contracting and other different activities.

He added that registering department issued 23 decisions to amend contracts of already registered companies, among which are 15 limited companies and seven limited -responsibility companies.

10543 COMMUNICABLE INFECTIONS REGISTERED

Dr. Nima Sa'eed the director general of public health and primary health care at health ministry announced 10543 communicable infections in all Iraqi cities.

He indicated the ministry discovered these infections within its new program for epidemic control. Infections registered last month have doubled to more than 6,000 .

He clarified that most infections have registered in Kerbala , Baghdad –Rasafa , adding that more than 5181 pneumonia infections , 1339 Typhoid infections , 1220 smallpox , 1029 infections with hepatitis of different kinds , 298 mumps infections , 147 dysentery infections were registered. Also, more than 40 infections with different measles, 55 infections of whooping cough, two infections with diphtheria, six malaria infections, five bilharzias were also registered.

MINISTRY OF LABOR ADOPTS PROCEDURES TO REVIVE SUSPENDED PROJECTS

Ministry of labor and social affairs has adopted practical procedures to revive project of psychological shock currently suspended; besides resuming intermediate teaching in the handicapped institutes belonged to the ministry.

Eng. Layla Abdul Lateef the minister of labor said that coordination has got underway with UN Childhood organization, to revive suspended projects because of the latest events such as the project of psychological shock aiming to treat children who subjected to psychological shock owing to acts of terrorism and explosions, caused missing their relatives, parents or friends.

Meanwhile, ministry of labor contacted the ministers' council to resume intermediate teaching at handicapped institutes.

MOSQUES PREACHERS PROTEST AGAINST SATURDAY WEEKEND

Several Sunni and Shiite preachers protested on Feb 23 against the Iraqi government decision to make Friday and Saturday as weekend, calling to change them to Thursday and Friday, considering Thursday as a blessing day for Moslems.



In his Friday sermon, in Um al-Qura Mosque and in front hundreds of prayers, Sheikh Ahmed Abdul al-Ghafour as-Samari' denounced the government decision to make Saturday as an official weekend for Iraqis, referring that he had hoped that the government would be chosen Thursday because it is a blessing day for Iraqis, pointing out that all Iraqis delighted by Thursday.



He called the government to change its resolution and choose Thursday and Friday as a weekend for Iraqis similar to the other Gulf States.



As-Samari', the prominent figure in the Moslem Scholars Association, clarified that in case that the government will remain Saturday as an official holiday, we afraid that we will be like other countries which become similar to Israel when it agreeing to make their countries' weekends Saturdays and Sundays.



On his part, Sheikh Nassar al-Sa'di, Imam and Preacher of al-Hikma Mosque at the City of al-Sadar, most people from Shiites, the government decision.



In his Friday sermon and in front hundreds of prayers, al-Sa'di denounced considering Saturday as an official holiday because Saturday as usual is a holiday for Jewish.

As-Sabah newspaper has learned from well-informed sources that one of the local newspapers has adopted some pressed procedures on some Iraqi ministries in return for providing these ministries with advertisements and fresh news, unless that, the newspaper will boycott them besides that the newspaper stated that it will not follow up these ministries' activities and will launch an aggression against them.



Notably, this newspaper had practiced this manner with Health, Oil and Higher Education Ministries.

COMMITTEES TO PREPARE FOR ELECTORAL CONFERENCE OF IJU

The Iraqi Journalists Union (IJU) held on Feb 23 an expanded meeting for the general committee to hold the electoral conference for this year at the union's headquarters.

The conference was attended by large number of journalists who are the members of the general committee, newspapers and satellites and broadcasting channels' correspondents.

The confers concentrated on principle that the state not interfere in union's elections, leaving that for the general committee, a matter that led for creating four committees: committee specializing to memberships stocktaking, procedures committee, committees of putting procedures and conditions of nomination and the committee of preparing for the electoral conference as well as committee of preparing reports.

Democracy has form and content and the clearest appearance of formal scene of democracy is elections as no country admits democracy without elections whether it was municipal, parliamentary or presidential

However, form of elections may does not represent democracy if it lacks content of free and decent elections under free and adequate media in addition to offer real ability to practice vote and choice, and so on.

Yesterday, Egyptian President Hosni Mubarak proposed an amendment to modify a term in Egyptian constitution asking for putting presidential election under direct polling from people and canceling the current way of parliament offering a sole candidate to be elected as president via a referendum.

This modification is not enough to guarantee real democracy for elections neither in Egypt nor any other country including Iraq.

First, there is a condition of plurality which means existence of several real candidates for the post and not formal as they have to compete freely and with transparency and votes have the last ward to decide whom to choose and not to agree on an influential specific candidate while the others wait for approval.

Second, there should be reform to the presidency institute by not linking it to the president's personality or one president in addition to liberating the post from extension or bequeath to the family besides limiting its authorities so as to achieve balance between the presidency and legislating commission.

Problem of Arab political systems is their executive authorities are stronger than the legislating ones because they are likely military authorities. Besides, they are stronger than juridical in addition to fourth authority, information. This imbalance of authorities symbolizes one of the greatest risks against democratic build up of political system.

GOVERNMENT KEENS ON EXPORTING OIL VIA CEYHAN

At a press conference held Monday, minister of oil indicated to several obstacles hindered transport of oil products to oil distribution centers and storehouses all over Iraq particularly in Baghdad because of sabotage targeted oil pipelines besides the sabotage target tankers transporting oil products.

He added that such acts have been decreased recently, through underway coordination with ministries of defense and interior, saying that ministry is capable of transporting oil products easily depending on tankers. Notably benzene prices will witness decrease thanks to availability of oil products in storages and filling stations which lead to the decrease of vehicles lines in front of fuel stations.

On the other hand, oil ministry and government have succeeded in eliminating terrorists' scheme. Notably, oil ministry is keen on resuming pump of Iraqi oil via Turkish Ceyhan Port as soon as possible to make available additional revenues for Iraq.

NATIONAL COMMITTEE TO ELIMINATE CHILDREN'S LABOR

Ministry of labor and social affairs has created a national committee for eliminating labor of children, in coordination with ministries of education, environment, labor union, federation of Iraqi industries and UN Labor Organization.

An official source at the ministry said that a phenomenon of children's labor constitutes a grand danger on Iraqi society in particular and on children's rights in general.

He added that the committee will observe sites and specify children labor ratio, to issue necessary decisions later on.

In coordination with UN childhood organization (UNICEF), the committee organized two weeks training courses for sociologists in Duhook .Trainees received during which lectures on method necessary for ending prevailing phenomenon such as beggary and homelessness.

MINISTRY OF ELECTRICITY SETS PLAN TO INCREASE ELECTRICITY PRODUCTION IN IRAQ

Ministry of electricity has prepared an ambitious plan for increasing electricity production all over Iraq. It used new generating units and constructed new stations.

At a press conference , Dr. Ayham al- Samaree the minister of oil said the ministry seeks to produce 7250 MW in coming Summer i.e realizing four hours power supply once fuel are available on borders, indicating to generators existed in Iraqi- Jordanian borders and deteriorating security situation in Ramadi.

Al- Samaree said that three new gas stations are ready now to make available 600 MW.

He indicated to the joint meeting with ministry of oil to meet its needs of fuel, however, the sabotage act target fuel pipelines hindered performance of stations and deprived citizens from 580 MW.

Al- Samaree urged Iraqi government to allocate additional sums for the ministry to carry out its ambitious plan.

1ST INVESTIGATIONS IN SADDAM'S CAUSES AGAINST BURIED REGIME CONTINUED

The Iraqi Criminal Court specialized in investigation in causes presented against the former regime members has announced that the Investigation Judiciary Committee affiliated to the court has accomplished the investigation in one of the causes presented against some prominent figures in the former regime, top of them was the step-brother for the former president Saddam Hussein, Tahah Yassin Ramadhan, the former Iraqi Vice-President; Awad al-Bandar, the President of al-Thowra Judges Court; Abdullah Kadhim and his son Mezhar who are among the prominent officials in the Ba'ath Party. These causes are related with crimes committed in al-Dajail district in 1982 upon the dictatorial regime procession subjected for fire shooting while the procession passing in one of the city's streets, 60 km north the city of Baghdad.

Several bodies belong to the former regime, represented by several units of the former army, the general security, general investigation and al-Ba'ath Party members had made investigation processes led for arresting hundreds persons subjected for various punishments such as death sentence, coercive detention for four years in al-Samowa desert, besides sweeping away lands and orchards belonging to the populations on the background of fire shooting.

An official source at the court indicated on Feb 28 that this cause had been made according to the Article 12, No1, of Iraqi specialized Criminal Court for 2003, considering this crime as a crime against humanity, confirming that the accused in these causes will be referred to the court to sue those whom their guilty had been proven in front of fair Iraqi judiciary, featured with transparency, impartiality and honesty to be one of the most important sources to build a new democratic Iraq, in which authority will be among other specializations of the state's establishments.

MUNICIPALITY SERVICES IN BASRA NOT CONFORM TO ITS INTERNATIONAL SITE

The Eng. So'ud Abdul Aziz the Director of al-Basra province said that the province is considered like the economic lung of Iraq, pointing out that attributing attention to the city's cleaning is among the province priorities.

In an exclusive statement to as-Sabah newspaper, the Municipality Director indicated that the current potentialities are not enough since state's financial allocations are concentrating on the security side.

He added that al_Basra potentialities at the center of the city are only 35 machines only to lift garbage at the time the province is in need for 400 cars, referring that al-Basra has been divided to ten sectors, through which, 1500 are working along with 100 trucks.

He clarified that the municipality had received 10 vehicles from UAE recently, referring that this number have not cover the required area, referring that lifting garbage responsibility will be instructed for contractors, clarifying that accumulating wastes and burning them inside the cities led for environment contamination.

Elections in democratic stabilized countries express natural right of ruling, self determination, choosing rulers and assuming authority.

Yet, it expresses more than that in a country that have emerged recently from dictator system like Iraq.

It reflects restoring authority to Iraqi people following usurpation practiced by a dictator regime ruled Iraq for more than four decades.

Restoring authority and fortune to people represent urgent targets to newly dictator emerged countries for this means big change in the country's life and hints to the biggest difference between the two systems; dictator system that usurps the people's rights and democratic one in which people can cast ruling themselves.

This the substantial meaning of elections held on Jan. 30th, it was the first step to restore authority into people following decades of oppression and tyranny.

When we talk about 25 million people that can not cast authority there must be organized work to restore authority by adults going for ballot so as to elect a legislative commission as the highest assembly in the country in order to draft constitution, form government, nominate the president and observing the whole state activities even ousting them if it was necessary.

The 275 members of parliament should convene to practice their duties and there should be some terms one should be aware of, like:

Each MP should represent the people as a whole and not his sect or party.

Second, each MP should enjoy equality in rights and authorities while every one has the right to vote and approve or reject or discuss decisions in the parliament, which means the is no room for marginalizing or taking decisions out side the parliament court. And all these things are found in powerful parliament.

ONGOING CONSULTATIONS TO FORM NEW GOVERNMENT

Political sources prospected a delay of ten days before convening members of parliament so as to make an agreement among the winning parties in the parliament.

The sources said that the delay has caused a constitutional gap in the current government for more than a month that the ministries have no right to sign deals till the next government declared.

Fuad Masom head of the current National Assembly said that consultations between the parties so as to reach a joint stance in distributing posts among Iraqi factions.

Jalal Talbani reiterated past statements concerning the Kurdish concepts of any stance.

LEADER OF TERRORIST GROUP IN HAIFA ST. ARRESTED

Police operations in breaking into some houses have resulted in capturing one of the leaders of terrorist groups in Baghdad who was controlling terror groups in Haifa Street, a source at security forces said.

The security forces elaborated that Seid Hashim was nick named Amir al-Umera' (prince of princes) and have been run many times from traps held in the region when security forces have besieged the zone searching for him and other mates.

POLICE CAPTURE CAR STEALERS

Police said they had captured several gangs that were responsible for stealing cars during the last five days.

The police said that one of the gangs is responsible for stealing eighty cars and selling them in the northern region of Iraq in return of 700 dollars, while another gang have stolen 15 cars as they were kept in Dora Police station.

The source made it clear that some people have distinguished the criminals.

On the other hand, police detections have concluded to some college students engaging in some terror acts by participating in some operations of attacks in Madaen District where some students live.

AL-SHA'LAN: IRAQI FORCES CAPABLE TO SECURE SECURITY, PROTECT BORDERS

In a press conference, the Defense Minister Hazzam al-Sha'lan said that the Iraqi forces are capable to protect cities and Iraqi boarders, especially after the number of Iraqi army reaches to ten divisions, referring that work is underway to establish two other new divisions, pointing out that the calculation of the Iraqi Army was only one battalion during the receiving of the ministry.

He said that some army ranks are still suffering of some shortages, especially armors infantry and marines forces, pointing out that the ministry is exerted efforts to continue these shortages over the end of this year.

Concerning the work of Iraqi forces, he indicated, that most Iraqi forces have participated in most activities took place in Iraq, saying that the operations implemented in Mosul with Iraqi forces as well as the arresting of large number of terrorists and other activities took place northern Babil and southern Baghdad are good example of this success.

He added that during these operations large dens of terrorists and insurgents have been arrested in these areas, referring that the current relationship between the Iraqi forces and multi-national forces is based on bases of high trust and respect, pointing out that the Iraqi forces could perform many activities without asking the help of the multi-national forces. "But this can't neglect the need of Iraqi forces for solidarity and support of the multi-national forces", he elaborated.

BASRAIANS DEMONSTRATE AGAINST TWO FOREIGN COMPANIES SEIZED KHOR AL-ZOBAIR, UM QASER PORTS

The populations of Basra will be demonstrated today, March 2, in front of the al-Basra governorate, while many buses carried hundreds demonstrators will be addressed to Khor al-Zobair and Um Qaser to urge the Iraqi government's interference to stop MERSIK and OLIEF companies in working in these two ports, as well as evacuate the ports from these companies' cadres.

Demonstrators also will ask to hand the responsibility of these two ports to Iraqi national management represented in Iraqi Ports Company.

Several well-informed sources in Basra said that these two companies have hampered the marine trade besides they imposed very high tariffs on arriving ships, referring that these companies derived away the Iraqi staff from the two ports.

The sources added that at the same time these two companies had demanded the Iraqi government of huge sums to fulfill the contract which never signed with any official inside the Iraqi government, referring that one of the officers inside coalition authority had signed the contract.

With.. or Without !

Announcing the 1st scheduled meeting of interim national assembly next week even with or without an agreement on creating the government constitutes the right step towards right democratic structure.

Friend Jawad al- Maliki the leading member of the Islamic Dawa Party said that parliamentary session will be opened whether there was an agreement or not regards creation of the government.

The stipulated condition on agreement for creating several leaderships in Iraq includes the government before the 1st meeting of the national assembly blocks the democratic process as governing and leading formations are supposed to be born inside national assembly, rather than out of it for more than a reason.

Firstly: because the elected national assembly is the unique legal authority in Iraq. That political description is not represented by existed formations no matter what they are , after running elections in post-Baath Iraq.

Hence, stemming from the national assembly being unique legal authority bestows other formations political legitimacy on the road of political cartel and curtains, in putting active political decisions of direct relationship with the citizen, by virtue of elections on 30th January triumphed .

Secondly: returning to national assembly and stemming from it will put strong base for political equation between the government and national assembly, which is an equation should be in favor of national assembly once we want to provide guarantees for perpetuation of democracy in Iraq.

However, the existence of a government stronger than national assembly paves the way for marginalizing and weakening national assembly as well as confiscating sources of its power , then make executive authority , not legislative one as the strongest and the first power in Iraq. This political order paves war for re-creation of dictatorship.

Finally, returning to national assembly and stemming from it has tremendous symbolic and moral meaning i.e political elites particularly the main ones respect the will of Iraqi people in running elections of national assembly.

CREATING SOUTHERN REGION ONCE AGREEMENT OF CREATING GOVERNMENT HAMPERED

Possibilities of creating the southern region has emerged recently on Iraqi arena in case difficulties and obstacles continued in front of creation of Iraqi government and attempt of current government headed by Iyad Allawi to go on position until dissolving disputes on posts and responsibilities in new government as Kurds put several conditions to make alliance with Al- Ja'fari . Kurds rejected desire of Iraqi interim president Ghazi al- Yawer to give presidency post to Arab Sunni person.

Meanwhile, national forces warned against not involving Arab Sunnis in drafting the constitution.

Adnan al- Bachachi the chief democrats gathering indicated to some problems accompanied elections process in Iraq such as refraining of more than three millions voters from participating in the elections that led to consequences reflect no real nor accurate political situations.

Political sources confirmed that consultations have got underway among 50 political personalities from southern provinces to announce creation of southern region.

Meanwhile Kurds put conditions to make an alliance with Dr. Ibrahim al- Ja'fari, the most important of which is adherence to federalism, retaking Kirkuk and non creation of religious government in Iraq similar to Iranian government besides rejecting Arab Sunni personality for presidency position.

Moreover, Fuad Ma'sum the speaker of national assembly said that new constitution will be harmonious includes all sectors of Iraqi society as Sunnis intent on drafting the constitution and participating in coming political process.

59 TERRORISTS CAPTURED, RELATIVE QUIET IN RAMADI

Iraqi security forces have arrested 59 suspects involved in acts of terrorism in Baghdad and some Iraqi sites. Anbar restored relative quite after tightened security procedures and storming operations for terrorists' dens.

More than 11 innocent civilians martyred and more than 40 were injured in Baghdad Wednesday .Notably, Iraqi forces in coordination with multi national forces inspect on some terrorists and outlaws.

Special sources affirmed that citizens perform positive role to inform on some terrorist elements, which indicates to people's resentment over the situation and their real desire for security.

11 PERSONS MARTYRED BY TWO BOMBING CARS IN BAGHDAD

Baghdad, March 3, P3

The Iraqi security forces arrested 59 suspects due to their committing terrorist acts in Samara, Kirkuk, Maysan, Anbar and Diayla.

The bombing of these two bombing cars in Baghdad led for martyring 11 persons, wounding more than 40 persons.

An official source at the Interior Ministry, Information Bureau said that "22 suspects had been thought that they were involved in implementing several operations against security forces through storming operations against Samara castle, were arrested".

The France Associated Press said that Iraqi Army Forces had stormed into several villages western Kirkuk and arrested 10 wanted among them the so-called Mohammed Wassami, the prominent leader in the former Arab Ba'th Socialist Party, who has been alleged with involvement in leading and support several operations targeted Iraqi security forces, while the nine detainees have affiliated to armed intellectual groups and some remaining groups of the former regime.

An official source at Maysain Police indicated that several insurgents had been arrested among them two in Amara province, they had been suspected that they launching several armed operations in various areas in Iraq.

The source indicated that investigations revealed that one of the detainees wanted to bomb one of the sensitive places in the province.

WIDE CAMPAIGN TO DECREASE BEGGARY PHENOMENA

The Ministry of Labor and Social Affairs in cooperation with Interior Ministry have initiated wide campaign to eradicate beggary and vagrancy in the framework of finding social solutions for this dangerous problem.

The Eng. Layla Abdul Latif, the Minister of labor clarified that this campaign is targeted to gather vagrants and beggars from Baghdad streets to study their social conditions and problems as well as find suitable solutions for them through administrative outlets, indicating that this step is coming in the fringe of studies, formerly the ministry discussed in several specialist symposium.

Labor Ministry has opened over the two last years, two houses for beggars and vagrants, the 1st one call it Children House and the second in Adimya for females besides several welfare houses for the elderly and aged in the city of al-Sadar and other one under construction in al-Jahad neighborhood.

EDUCATION MINSTER: MOST HILLA BOMBING VICTIMS ARE FROM PRIMARY, SECONDARY TEACHERS

The Education Minister Dr. Sami Abdul Mehdi al-Mudhafar said that the biggest number of the criminal accident took place in Hilla were from primary and secondary schools' teachers who had chances of appointment within the ministry plan to include more number of citizens in the educational domain, besides tens innocent martyrs of Iraqis.

In statement issued on March 2, he said that this flagrant crime had expressed the brutality of its committers, expressing his condemnation and denunciation to this criminal act that targeted the Iraqi youths who challenge all problematic of the former period to start new process of communications in building new Iraq.

Negative phenomena

There are a host of negative phenomena in this country since the victory Day of Jan. 30.

First, terror acts have been increased with huge number of casualties like what happened in Hilla as if the terrorists are taking revenge from the people's stance on that day.

Second, lack of legislative and watch dog authorities in the country as the Interim National Assembly is practically dissolved while it can be maintained till the new assembly's convention despite little authorities.

Third, the current government has expired its term at the time, the country has many problems that need procedures but chaos may appear at any time.

Fourth, the National Assembly has not come to convene yet it is not right to stay away off meeting for it might mean lack of the sole legal authority in the country.

Fifth, government was not formed yet, and relation between the Assembly and the government is just like of between the hen and egg. Some want to agree on the government's frame before convention of the Parliament while the others want the opposite.

The said problems would increase our sufferings and repeat the ball into members of the parliament so as to maintain the country's benefit.

TALBANI MAY CHOOSE PRESIDENCY, ALLAWI STAY OPPONENT

Many politicians delivered concerns of delay in forming the government and convening the parliament that left a security gap.

The politicians have stressed the citizen's concerns who defied all threats and went into the ballot six weeks ago.

News reports talked about March 16 th as the date of the Parliament's meeting while there was an agreement of choosing Jalal Talbani for the presidency post and Dr. Adil Abdul Mehdi for the Vice-President as the current Prime Minister would stay with the opponent position inside the parliament.

SALIH: WE WANT KERKUK INCLUDED IN KURDISTAN

Deputy Prime Minister Dr. Berhum Salih said that Iraq is going through a significant period of transforming into a new era away off dictatorship and humiliation.

He referred that Kurds were having good ties with all Iraqi opposition groups during the past regime era and now they want not only Kurds guarantees of interests but also for the whole Iraqi people in the united homeland.

He stressed that Iraq need agreement on every term since there is a variety in its social factions as the Iraqi people can agree on national union.

Salih concluded that Kurds have struggled for annexing Krkuk in the Kurdish enclave and they want to achieve that target.

236 PRISONERS TO BE SET FREE

Baghdad, March 7 p2

Ministry of Justice declared that it would set free 236 prisoners today in various posts.

It is worth mentioning that 60 of the said prisoners would be set free without guarantees and 70 would be set with guarantees.

A source at the Ministry said that the setting is a result of continuous meetings of the quartet committee with the multi-nation forces.

The Ministry called on families of the included prisoners to come to the ministry headquarters to achieve requirements of the release.

DEMONSTRATORS CALL FOR PUNISHING NEGLECTFUL IN HILLA, URGING FOR NORMALIZE CONDITIONS IN KIRKUK

Thousands of persons represent the families of al-Hilla attack's victims; have demonstrated in the center of the city, demanding the necessity to punish security offices' neglectful cadres, due to the AFP correspondent in Hilla.

More than two thousands demonstrators gathered in front of the governorate headquarters in the center of Hilla, reiterating "No, No for Baathists", "No, no for terrorists", "Yes, yes for Islam", "Yes, yes for Iraq", "Yes, yes for unity".

The demonstrators asked the province's officials to create committee to investigate in reasons of the accident and punishing neglectful persons, as well as compensating victims' families.

The demonstrators formed a delegation includes 27 individuals to face province officials to be sure that their demands would be realized.

For his part, Haider al-Ma'mouri, one of the demonstrators said that what had been taken place is not the responsibility of the security offices only, but it is the responsibility of all provinces' populations.

He clarified that every body has the responsibly of monitoring every up normal motion of the intruders and inform about them.

The outcomes of the last victims took place in Hilla reaches to 118 martyrs and 146 wounded, due to the new medical notification.

PERIODICAL PROGRAM TO CHECK POTABLE WATER, CAMPAIGN TO MAINTAIN KIRKUK IRRIGATION

The Environment Department, Kirkuk Province is maintaining the periodical lab checks for samples of potable water which took from Debess, Toon, Kobery and al-Zab to certify from its suitability for drinking as well as other uses.

Notably, the department has accomplished during the last year 450 bacteriological checking and 7000 checks for potable water.

The department also will control the contaminated sources deposed by industrial projects in the province like cement factory as well as oil sector companies and private sector plants.

The department will control and supervise also radiations to put an end for its impacts on environment and humanitarian health.
