Participation

Passing political process requires preparing all circumstances and requirements of political parties' participation.

Political parties in Iraq are of three sorts, first participated and won the vote, second, lost the vote and the third that boycotted the whole political process.

This division shadows the political process in the aftermath of the voting, yet it is important to focus on participation of the whole parties for it is not wise that the winner dominates every thing or the losers and boycotters be alienated as the winners should not be ignored specially at the time the losers have gathered half a million votes as a whole 17 seats that they might have given their share to allied coalitions if they have allied wit hunted coalitions.

And if the winners assume forming government, it is unfair ignoring the rest of the participants and boycotters noting that the losers are not like the boycotters.

All the said facts are to open the door for a large participation in the political process.

TALBANI STRESSES SUNNA PARTICIPATION

Jalal Talbani stressed that Kurds had addressed all parties of future of new Iraq in new era of democratic, federal, independent, parliamentary and united state.

He stressed on Sunni Arabs participation in any political process so as to maintain security and stability in the country.

On the other hand, Dr. Ibrahim Bahr al-Uloum denied necessity to meet agreement on all disputed item before convening the parliament hinting at optimism of solving all problems according to agreement in views.

State company of telecommunications and postage has achieved reforming fiber optic lines in Latifia district, a source at the company said.

He clarified that the line is linking Baghdad with other southern cities, pointing out that the task was implemented by technical teams and people of the district.

SCIR: GAPS OF STATE INTERIM LAW INCREASED DELAY OF PARLIAMENT SESSIONS

A leader at an Iraqi party justified delay of the convention at the parliament with a gap at the Interim Law of State that leaves way open for deliberations to form a government without a time limit.

Engineer Bayan Jabur of the Superior Council of Islamic Revolution (SCIR) in Iraq described the gap wit ha trap, nodding that Iraqi factions do not search for personal demands rather than their parties' aspiration.

He made it clear that all disputes would be referred into the Interim Law to be the arbiter and the Kurds' benefits are to maintain it.

ALLOWI WILL NOT ACCEPT UNLESS PRIME MINISTER POST

The Iraqi Prime Minister Ayad Allowi whom his reign ended, has insisted on demanding to occupy prime minister post, heading the elected Iraqi government, which is under creation as a step may be made from him the opposition force inside the parliament.

In an exclusive statement to AFP, Hani Adreass, one of the prominent leaders of the Iraqi National Accord Movement headed by Allowi said on Monday "If Ayad Allowi wanted to participate in the authority he would not accept unless prime minister post."

He clarified that Allowi will not assume any post except the premiership, referring that this is the position of National Accord Movement, confirming that Allowi was nominated by the list and by the National Accord for this post, not for other.

Commenting on statements released by Hussein al-Sheherstani and Jawad al-Maliki, the two leaders of the unified Shiite list, Adreass said that Dr. Allowi has not nominated except for this position.

Notably, al-Shehrasstani and al-Maliki, the two prominent leaders in the Shiite list which enjoyed a high blessing by Grand Ayatollah Ali as-Sistani, had confirmed previously that Allowi had rejected an offer to join the next Iraqi government.

Al-Shehrasstani stated to AFP that Dr. Allowi had never show any interesting to join the new government and he rejected our offer.

For his side, Dr, Jawad al-Malki, a prominent leader in Islamic al-Da'oa Party, headed by Ibrahiam al-Ja'fari said that "We are not offer him certain post but we asked him to participate in nomination, indicating that Allow said that he would not participate but he can help to cross to the opposite bank.

Twinning al-Qadissiya Medical College with Canadian Calgary College, development courses for teachers in Istanbul

Dr. Raja'a al-Khazai, a member of the Iraqi National Assembly said that an important scientific agreement had been signed between college of medicine at al-Qadissya University and college of medicine at Canadian Karky University.

She pointed out that the agreement includes a plan to enter students and al-Qadissya Medicine College into development courses.

She clarified that upon an invitation addressed by Calgary University; she held a meeting in Amman with the university officials, through which, Dr. Adel al-Rokabi the Dean of College of Medicine at al-Qadissiya University and deans of colleges of medicine at Jordan, Arbad and Mo'ata universities had participated in, the meeting was attended by Dr. Royada al-Moyada, the Member of the Jordanian Council of Notables.

Distinction "2"

I don’t suppose that political blocs confronting running of Iraq's affairs in this stage, ignore the difference between merits of building the state and building authority .However, I suppose that some sides of this elite disregard the difference between them.

The merit of the state's formation sticks to the final questions related to the building of Iraqi state. As for the merit of building authority, it relates to the temporary questions on who will assume authority and governmental posts.

If most electoral programs put forth in the elections campaign were concentrated on merit of the ruling and authority, hence, most discussions behind curtains now concern with merit of ruling and authority.

However, few of these discussions concentrate on merit of the state's building.

May be the Kurdish list alone put forth questions concern with the state's building, which proves the long-sighted of those in charge of the list .They push leaders of other lists to long-term search in questions of state's building while other sides spoke on details of building authority, before ending agreement on details of stat's building , notably , the 2nd details ought to be discussed inside parliament.

Leaders of Kurdistan list spoke on nature of the state i.e" federalism, secularism", general budget i.e " Kurdistan ration" and geographically is Kurdistan region i.e "Kirkuk" , which are matters related to the building of the state to be obligatory settled in favor of future generations.

Regardless your position towards these causes, you should agree on the fact they are related to the building of the state.

Leaders of other sides spoke on sharing top posts , whoever is to assume a position .Underway competition between Arabs now focus on sharing authority as discussions of Kurds focus now on formatting the state .Therefore , the paradox is hidden . To facilitate the discussion, is it beneficial to remind all sides that coming elections will concentrate on merits of the authority, but not the state?

Moreover, the source said that ministry of trade contacted concerned sides in Jamaica to get them acquainted with their opinion on activating commercial and economic relations between Iraq and Jamaica.

77 SUSPECTS ARRESTED IN ANBAR

Iraqi security forces have arrested 77 suspects in different parts including terrorists , plundering and looting gangsters.

Meanwhile Basra intelligence department captured a gang consisted of 32 suspects professional in looting cars on highroad between Basra and Dhi Qar took Salaam Company for transporting commodities as a cover for their acts.

As-Sabah correspondent in Basra said that Basra intelligence called on victims to visit the department to regain their cars.

Brigadier Khairullah al- Maliki in charge of security committee in Basra said that security forces work on destroying terrorism networks and arresting criminals and robbers to impose security and sovereignty of law.

Iraqi Government denounces al-Mustanissirya breaking in, calling not to violate university campus

Iraqi Deputy Primer Berham Salah has denounced on March 9 the breaking in operation perpetrated by the Iraqi National Guard forces and the US Forces to the one of the colleges in the middle of Baghdad a few days ago, due to the statement of the Iraqi government.

The statement said that the Iraqi Primer berham Saleh had met on Monday Taqi al-Mossowi, the President of the University and the Dean of the Education College as well as a number of officials at the university and representatives of al-Mustanissrya University students.

The statement clarified that during the meeting, the university breaking in accident perpetrated by the Iraqi National Guard forces and the US Forces.

The statement quoted Saleh as saying "the confirmation on the necessity of respecting the university campus, rejecting any violation might be breached the sanctuary of the universities.

The statement clarified that Saleh had disapproved the unacceptable practices of these forces that stormed into education college building. Saleh confirmed that the Iraqi premiership has initiated an investigation in the accident adopted by Defense Ministry and the multi-national forces to verify in the surrounding condition of the accident, besides punishing violators.

SUNNI ENDOWMENT OFFERS DONATION FOR NEWLY MARRIED

The Sunni Endowment Divan is implementing collective wedding ceremony in cooperation with al-Affaf Charity Society.

The Director of Funds Investment Board, Mr. Abdul Hameed ad-Dahabia clarified that the Sunni Divan had decided to grant 100 youths ID500, 000 and in kind presents to each one of them as a contribution from the endowment to facilitate their marriage at the time the divan is preparing to implement the second stage, through which, sums and presents will be presented to facilitate marriage of another 100 youths in next May.

HEALTH MINISTRY PROTECTION INDIVIDUALS' SALARIES DECREASED

The Finance Ministry has decided to decrease salaries of Health Ministry protection cadres; the procedure had raised astonishment and protests of the ministry cadres.

The Dean Hussein M., the in charge of the ministry protection unit that the Finance ministry has decided decrease salaries of F.P.S from ID296,000 to ID179, 000 for unknown reasons related to the finance ministry.

During a press conference held by the ministry, large number of the health ministry cadres clarified to al-Sabah that they will organized massive demonstrations in front of the ministry's headquarters and the Iraqi cabinet to modify their salaries and returned as previous.

No fear

In order to cast his role in society, a reporter has to be on a high level of courage since he is a critic and public opinion maker in addition to his ability to reveal corruption made by governments and this requires him not to be afraid of governments.

Hence, the reporter does not fear government in democratic regimes because he is not a civil servant. Besides it can not ban his newspaper from issuing and it can not detain him without warrant, means that he has a sort of immunity.

A few days ago, British journalist Adams has written a stern letter to Prime Minister Tony Blare demanding him revealing names of his friends' congratulation cards. Why? Because these cards cost some hundreds of pounds that British taxpayers burden as the citizen has the right to make sure of spending his money in the right way, so, the Prime Minister has to unveil his friends' names who were up to 1900 this year in comparison of 1600 in 2003.

Britain has law called freedom of information that citizens can acquaint with information regarding the government performance, while Adams had made use of the said law to ask Blare about his friends.

Regrettably, even deep rooted democratic regimes like Britain whom political process belongs to thirteenth century tries to slip away free information law when Blare rejected revealing such names under pretexts of personal information which is banned by other laws.

Another reporter responded to Blare's statement that some hospitals' performance is equivalent to European ones, saying "Excuse me, Your Highness, if you have intensified efforts you would have found numbers that tell another story"

The reporter had told the rest of the story indicating that that Blare was lying concerning assessment of British hospitals.

Of course, the two newspapers were not shut whereas the reporters were not rebuked or blamed and people have read the subjects freely as the reporters had written freely because freedom of information is the most important prop in democratic system.

$1,019 b. FOR RECONSTRUCTION IN NENEVH

As-Sabah newspaper has learned that the technical committee at the Nineveh governorate council has estimated the province needs for the current period around $1,019 b.

The sum includes restoring life in some important and vital sectors Mosul and other districts and sub-districts is in need for, including rehabilitating electricity, water, sewers projects as well as establishing the modern roads and rehabilitating education and health sectors.

The source said that this plan had been sent to the central committee that supervised on reconstruction drive in the Iraqi provinces in order to approve it and allocate the necessary funds to implement it within the current year budget, indicating that the current month has witnessed the approval on implementing several service projects within the reconstruction program.

The central committee has allocated $3, 5 millions to implement several health projects, besides $6,250 millions for education sector, whereas approval had been done to reconstruct 52 schools the province is in need for, notably the contacts are underway in order to approve the other projects.

The Central Library staff at al-Nihrean University has established 50% from the digital liberary project at the time the library had received 750 books in all specializations as a gift from UNESCO.

Zaineb Hussein the Director of the Library said that most 1st stage works, including supplying budgets and allocations to upgrade digital library systems, its management, software, its net and connection with the internet as well as participating with some world data, laying out and updating library page on internet.

An official source at the ministry announced that the ministry had addressed all health departments widespread in all provinces on the necessity to send its medical needs to the State Company of Marketing Medicines in order to provide them, besides giving priority to hospitals which receiving large numbers of visitors and which suffered from shortcomings in the medical appliances and needs.

The winner and loser

Elections held on Jan. 30 did not include winners or losers.

Those who were candidates were aiming at drafting constitution following wnning the parliament seats for election was an essential technique to choose those who will draft the constitution.

So the winners have not defeat any one, while those who have not win did not lose. It is the people's option let alone techniques of achieving the voting. Yet, the chance still is at hand for even those who boycotted or were absent for any reason to participate in drafting constitution by presenting ideas, proposals and general discussions.

The sharing slates in parliament seats were different in number of seats but they were equal in one task, that is the constitution drafting.

Shortly, the voter did not vote for choosing the rulers rather than drafting the constitution.

Things will be absolutely different in the upcoming elections scheduled to be held at the end of this year. On that day, the voters will choose the ruler and there will be intense discussion among all ambitious of power whereas people would decide the winner as others would lose when many votes would agree on a group.

Perhaps, the case would tend to some groups as what has happened in the past elections.

Hence, at that time there will winners and losers in addition to various winners in degrees and the winner will occupy the first position or needs coalition

The opposition may form a shadow government like what is going on in Britain.

This is the democracy between work and competition, however some people confuse between the two opinions.

FOLLOWING 44 DAYS OF ELECTIONS, IRAQ HAS NO GOVT.

Following 44 days of elections, situation in Iraq is still going around forming an elected government.

Rose Shawees, vice-President prospected talks continue following convention of the National Assembly session next Wednesday.

It seems that talks are difficult amid ambiguity of what is going on behind doors as main poles of the political process are raising up contradicted statements.

As for the current Prime Minister Iyad Allawi, he referred that no one has contacted him concerning any post in the upcoming government, hinting at insisting on candidate the premiership.

Jawad al-Maliki revealed some difficulties of talks with Kurds when they rejected Iraqi army entering in the Kurdish enclave in addition to not ending Kirkuk city problem.

Al-maliki of the Islamic Dawa Party said that Interim constitution demanded Iraqi army entering in the enclave since it represents the whole Iraqi nationality.

QUSAY'S BROTHER IN LAW UNDER ARREST

Baghdad, March 15 p1

Security forces have captured 48 people including Qusay Saddam's brother-in-law Abdulla Mahir Abdul Rasheed and his cousin Marwn Tahir Abdul Rasheed.

News reports told that Marwn was working in Saddam's personal security staff as one of his guards.

A security source said that they have arrested terrorist Muhammed Daboush who is liked to Abu Omer's group in charge of manufacturing bombs.

The source said that the capture was due to cooperation between citizens and security forces referring that Imad al-Qasab was delivering funds and transporting services to the terrorists targeting Iraqi forces and civil servants.

NATIONAL ASSEMBLY DENOUNCES JORDANIANS' CELEBRATION OF HILLA BUTCHER

A press spokesman in the name of the Iraqi National Assembly denounced the Jordanian people celebration of the so-called Hilla butcher, clarifying the Jordanian media had circulated an item indicating that the family of the terrorist Ra'ad Mansour had held a party on the occasion of Mansour's succeeding in performing the terrorist act through which around 130 Iraqis had been killed, 150 wounded in the city of Hilla at the beginning of the month.

The statement pointed out that at the time that the Interim National Assembly is denouncing the terrorist and criminal acts, it condemning also the holding of celebrations on occasion of martyring the innocent Iraqis.

The National Assembly also rejecting circulating and drumming through which yellow media is working through to back terrorism and making up its face in Iraq as well as it rejected the unmasked silence and stillness of governmental and non-governmental firms in Jordan towards such terrorist acts, particularly the reactions of people towards them.

On the other hand, several furious and angry demonstrators had downing and burning the Jordanian banner from the Jordanian Embassy headquarters in Baghdad, according to the AFP correspondent.

The demonstrators had climbed the surface of the Jordanian Embassy building in al-Mansour Neighborhood, western Baghdad, and downed the Jordanian banner and trampled under foot before they had burned it among many condemnation cries.

Several press reports indicated that the bombing took place in Hilla two weeks ago had attributed to the Jordanian person.

BEHRAIN SEEKS ON OIL COOPERATION WITH IRAQ

The Kingdom of Bahrain has asserted its interest to increase cooperation with Iraq and the capability of increasing cooperation in the petrochemical industries, exchanging the available expertise between the two countries.

This came during Bahraini Oil Minister Sheikh Issia Ben Ali al-Khalifia receiving to the Iraqi Oil Undersecretary, Eng. Ahmed al-Sham'a and the accompanying delegation on the fringe of Mayoos 2005 Fair held in Bahrain.

In a telephone contact with al-Sabaah Newspaper, the Informational counselor Assam Jehad said that the Bahraini Oil Minister had expressed his happiness for the Iraqi oil companies' participation in the fair, praising the distinguished volume and level of this visit, confirming that Iraq's participation is reflecting its attention to be present at such world forums.

Jehad confirmed that ash-Shama', for his side, had expressed his satisfaction to participate in such visit which make opportunity available for Iraqi companies to get benefit from world expertise participating in this fair, clarifying that the current ministry's policy has concentrated on the permanent presence in the Arab and international meetings as fairs, symposiums and the important economic clubs to come into view the future ministry's plans and responsibilities through which the ministry is shouldering to build oil industry depending on modern technology.

At last !

Thanks God, today will be the first meeting of the elected Transitional National Assembly, yet it is held following glitter of Jan. 30 elections' victory grew pale and frustration has infiltrated into Iraqis' hearts who accepted challenge and have cast voting.

Today, members of the National Assembly have to restore hope and trust to Iraqis' hearts since they have given their trust to their candidates.

It is true that several security procedures were not ready to receive parliament convention, yet the real reason of delay was betting of forming government before inviting the assembly to meeting as political parties have betted on.

That was the bet of planting fears of pursuing a method of achieving plans outside the parliament while Assembly's role is just to approve decisions. This method goes in conformity with forming the government likewise drafting constitution, which may be drafted outside the assembly before presenting it to the parliament to be approved.

If this method went on, it means shortly and clearly without an intention to upset anyone 'God forbid' that the parliament would turn into 'an approval committee' rather than a committee of making decisions, which means it will not be able to establish a democratic system as Iraqis want to do in their country.

Now, the ball is at the National Assembly's court, and they are demanded to establish this prop of democracy in addition to what active civil society and courage free media do on their way of restoring the glittering victory to elections and Iraqi voter so as to restore the real authority in deeds and ideas.

FOUR SUNNI PERSONALITIES NOMINATED FOR VICE PRESIDENT POST

Unified Iraqi Coalition and Kurdistan Coalition lists discussed hardest and longer negotiations over last period. Notably these negotiations included 21 meetings to realize unified and transparent program secure rights of the two sides and accept by members of national association, which is to hold its first session today, regardless negotiations' agreements or postponing consultations after meeting of the association.

He clarified that there are four Sunni personalities have been nominated for vice president post.

The interim constitution stipulated the necessity of choosing prime minister two weeks after electing president council in unanimous decision.

INTERIOR INTELLIGENCE ARRESTS TERRORIST IN BAGHDAD

Interior Intelligence security unit has arrested on March 14 one of the terrorist elements who had large quantities of weapons.

The Major General Hussein Ali Kamal, the Interior Ministry Undersecretary for intelligence affairs has clarified that one of the terrorist elements in Baghdad had been arrested; it had been thought that he leading one of the terrorist groups after several armed confrontations.

The security men seized two projectiles, RBG, 11 projectiles, two BKC riffles, four ammunition boxes and five Kalashnikovs without butt with quantity of ammunition and special stores, four hand grenades and 45 empty spent cartridges for BKC shootings, a matter that proves that he perpetrated a terrorist act and that he resisted police forces.

Two wills

Transitional or remaining stage will witness a conflict or attraction between two wills for making political decision.

A will which wants to make a decision based on agreement principle which is inherited from days of opposition in exile, out of transitional national assembly headquarters, and a will that wants to make a decision based on voting principle inside national assembly headquarters.

Both methods have good and bad characteristics, however, the main difference of both lies in mechanism of voting, which is the nearest mechanism to democracy, as agreement mechanism stands on far area.

Political forces and social segments need mechanism of agreement to secure its rights, which is a natural right, particularly this country has immediately come out of long dictator reign in which democratic political traditions were absent, and the birth and promotion of political and proficient society were banned.

Political process needs voting mechanism to secure its promotion in the right democratic direction, to plant first seeds for political society promotion.

Obviously, political society consists of politically experienced peoples as experience could not achieved unless by practice. Obviously, practice is the essence of policy.

There is no necessity for preference between the two mechanisms as Iraq passes through transitional stage. This stage has its own conditions, mechanisms and conditions .It just needs political awareness to distinguish between agreement being transitional option, and voting being democratic option.

Hence, resorting to agreement option will be in extraordinary circumstances as resorting to voting option as a base on condition paving the way for relying voting option later on i.e in coming stage or constitutional stage, stemming from the fact the basic agreements had been codified in the permanent constitutional document.

Now the question is : where are discussions , opinion's exchange and disputes of the wills being held regardless mechanisms of voting or agreement? Are that held out of national assembly headquarters, between different political forces and social sides, some of whom are not elected, Or within framework of an elected transitional national assembly?.

Residents of Madaen City expressed astonishment for Interior Ministry's neglecting their demands returning police forces back to the city to repress criminals who raise their crimes in the city following police withdrawal from the city due to rumor of looting house furniture.

Member of the City council Sa'd al-Duleimi affirmed a minute signed with Interior Minister Falah al-Naqeep who promised to return police into the city following recruiting about 200 troops so as to quell criminals and terrorists.

Joint government

The outcomes of the poll run by As-Sabah indicates that majority of peoples support creation of a joint government which includes members from inside the elected national assembly besides outside members as two minorities support creation of the government from members of national assembly only or from outside respectively.

These outcomes marked triumph of moderate middle trend of Iraqi people, which is a trend that prefers the coming government represents largest social base by involving persons from inside and outside the national assembly.

In some countries, there is a condition pertains that ministers should be from inside the elected parliament as the case in Britain. In such situation, executive authority is , in fact, as " parliament's government " . To put it in another way, the legislative authority practices the role of executive authority through the government exclusively created from elected members.

In other countries, ministers should be from outside elected parliament as the case in US, in such case, the executive authority is separated from legislative authority absolutely. However, practicing rule is mutual between both authorities, for example, senior officials such as ambassadors are appointed by nomination of executive authority headed by the president, and then will be approved by the elected parliament.

Interim constitution in transitional stage in Iraq permits no combination of both posts in the national assembly and the cabinet. Whoever assumes a post in the cabinet will lose membership in the national assembly. This is a constitutional text aims at encouraging the creation of a cabinet from outside the national assembly, which leads firstly: to boost separation of authorities. Second , give largest opportunity for members of national assembly to devote themselves to their basic duty of drafting the constitution besides enlarging social and popular base for political process by involving elements from outside ; of course, by noticing that these elements should not be confined to members of parties who will form the government through the winning elected lists.

Joint government preferred by majority of population polled by As-Sabah represents middle option, as best things are the middle according to the traditional saying.

The middle option secures strong government on one side and a just government on another. Both attributes were used by Dr. Ibrahim al- Ja'fari to describe the coming government.

16 MINISTRIES FOR COALITION, 8 FOR KURDS, SIX FOR SUNNIS, ONE FOR CHRISTIANS, ONE FOR TURKMAN

Grand Ayatollah Ali al- Sistani expressed regret over the delay of the government's creation two months after the elections.

Meanwhile, sources from inside consultations indicated to the final agreement regards creation of the government.

Moreover, Donald Rumsfield US Secretary of Defense and General Mayers the Chief of Generals Staff lauded advanced steps realized in Iraq within last two years.

In the meantime, Iraqi police announced arrest of 10 terrorists who acknowledged masterminding and carrying out recent attack on ministry of agriculture and Sadeer Hotel.

Abdul Aziz al- Hakeem the chief Supreme Council of Islamic Revolution paid a visit to Ayatollah Ali al- Sistani.

Al- Hakeem conveyed Al- Sistani regret over the delay of creating Iraqi government, a matter delays services offered to population. Al- Sistani deems that Iraq has the ability for drafting the permanent constitution.

Dr. Ibrahim al- Ja'fari the candidate of Iraqi unified coalition for prime minister post affirmed that consultations have got underway for creating new Iraqi government, adding that Kurds are to obtain eight ministries.

In press statements, Al- J'afari said that unified coalition is keen on participation of all Iraqi factions in the government and in the parliament.

Top source in the Patriotic Union of Kurdistan ( PUK) told Kurdistan Noi newspaper issued in Arbil that Kurdistan coalition list realized an agreement with Iraqi coalition list regards distribution of portfolios and sensitive posts in the coming government.

Source indicated that agreement stipulates Kurds assume the president post , deputy premier and eight ministries among which foreign and oil ministries , clarifying the agreement stipulates the government's inclusion of 16 ministers from unified coalition , eight Kurds, six from Arab Sunnis , a Christian minister , a Turkman minister .

The source indicates that it was agreed on nominating Jalal al- Talabani for presidency post, Adel Abdul Mahdi from the coalition list, Hajim al- Hassani from Iraqis list for deputies of president posts.

The source clarified that presidency commission is to ask Dr. Ibrahim al- Ja'fari for creating new government. Ghazi al- Yawar will be elected as speaker of national assembly.

The source unveiled that foreign residents under Saddam have legitimate residence. However, large numbers of foreigners entered Iraq after toppling Saddam and dissolving intelligence , defense and interior departments including residency office besides opening of Iraqi borders and weakness of the state , resulted in the existence of large numbers of foreigners illegally , a matter endangering Iraqis .Due to the difficulty of following up them or writing their names in residency records , the security departments find themselves forced to adopt necessary procedures by calling all residents in Iraq to visit residency office so as to write down causes of their existence in Iraq and grant them official documents.

Not a luxury

What is already known about matters happened and still happen regarding negotiations among electoral lists, or parliamentary blocs could be categorized into two groups:

First is related as much as state's structure, feature, authorities, leading titles and army as concerned.

The second one is related to sharing of ministerial posts in the government besides distributing them among parliamentary blocs inside the national assembly, or among forces or personalities outside it.

Consultations are underway within secrecy or semi secrecy framework as concerned sides refrain from releasing details of their dialogue or drafts of their documents. The matter is wasting citizen's right to know officially what is happening, their only means being what leaks or being published by free media through well informed contacts with the concerned side. The more serious question concerning this unintended confusion lies in unintentionally mixing between state's affair and government's affair, a combination that reflects clearly in mechanism of negotiation.

For, being a democratic country which adopts elections principle and an elected parliament , Iraq is supposed to tackle state's affairs inside the national assembly , which is the supreme legislative authority in Iraq ; stemming from the fact that what connects to the state is a constitutional order supposed to be stated on by the constitution . The national assembly is the concerned side responsible for drafting the constitution i.e what is related to the state. As for tackling such matters agreed upon outside the national assembly, it is simply to say it is a violation for its constitutional and legislative role.

Hence, it is better for concerned sides if they postponed tackling such matters until meeting of national assembly which should discuss questions related to sharing authority or government. If agreement on these matters is necessary before meeting of national assembly, then it is necessary for creating a kind of job distribution inside the national assembly, who will assume affairs of government, authority and political leaders who are to assume the state's responsibilities.

Yet, difference between both matters is not formal. However, distinguishing between them is not an intellectual luxury; however, necessity determined safety of steps towards building constitutional state .The government is an executive department for this constitutional state.

GOVERNMENT'S CREATION POSTPONED TEN DAYS

Kurdish leaders who contribute in underway consultations expressed willingness that coming Iraqi government includes many elements from outside the winning lists. Leading personalities in the coalition list said that disputes points restrict to one or two.

On Kurdish level, Kurdish leaderships said they will satisfy with the winning lists, which will take part in the government to assume limited numbers of important ministries seven or eight ministries besides their representatives in the national assembly to give opportunity for other personalities and forces from outside national assembly, to have portfolios and expand popular and social base of the government within the framework of expanded political participation.

As being already known, the elections resulted in keeping several political forces and personalities outside framework of the national assembly; either because of non winning or by boycotting.

Polls made by As-Sabah indicated that majority of Iraqis prefer a government at which elements from the national assembly participate in.

JAWAD POLLANI WARNS AGAINST WEAK ALLIANCE AFFECTS DRAFTING OF CONSTITUTION

Jawad Pollani the chief Shiite political council has warned against flexibility in underway negotiations between Iraqi Unified Coalition list and Kurdistan list.

Pollani said in an interview with As-Sabah that the agreement without satisfaction will lead, in coming stage, to make this alliance weak enough to affect on process of drafting the permanent constitution.

He added that part of Iraqi coalition list will create an opposition inside the parliament itself to make advantage of the important points necessary for pushing forwards the Iraqi situation.

IRAQ, JORDAN DISCUSS TIES

On the sidelines of Arab Summit conference, Hoshiar Zibari the minister of foreign affairs met his Jordanian counterpart Hani al- Malqi . Both sides tackled bilateral relations.

Zibari said that Iraqi government revoked Iraqi ambassador from Jordan in response to popular anger instigated by violence in Iraq.

On his part, Al- Malqi affirmed that his ministry called on Jordanian charge d' affairs in Baghdad for consultations purposes.

Moreover, King Abdullah of Jordan demanded Jordanian ambassador to Baghdad to resume his job in a step for ending tension between Iraq and Jordan.

Iraqi unified list has created penta committee from members of the list, to study candidates of parties, trends and independent bodies at the coalition, to assume executive posts in coming government.

HOMELESS PROTEST EXPULSION

Hundreds of homeless have protested before the Convention Center, demanding not expelling them out their residential compound, which was a former security prison during the post regime's era.

During the protest demonstration, demonstrators raised several banners said "homes not compensations" as women and children were chanting "yes for homeland, no more than home", one of the demonstrators said that compound contains 350 families for about the last two years, but a joint US-Iraqi force have cautioned them to leave the place within a week, in return of 500 to 1000 US dollars.

The compound is near a UN office in Baladiat sub-district, and a mixture of policemen, civil servants, employees, handicapped and others are living in.

One of them, works at National Guards with a salary of 130 US dollars said he can not find a cheap place to let because most of them are over 200 US dollars.

Violence recedes, people support police

Well tied security measures have influenced atmosphere and created stringent stance against terrorists, a top level Interior Ministry official said.

He added that people have took part in facing terrorist gangs by informing the ministry with information linked to terrorists, hinting at capturing one of the criminals by the people in a Baghdad neighborhood as he was preparing to bomb a building.

The official elaborated that growing mighty of security forces was increased horizontally and vertically.

Leader of Diala province's police Brigadier Adil Molan declared that his forces have trapped a gang of thirty persons accused of beheading, killing and grab, affirming that the groups have admitted of committing several crimes of killing about forty men and rapping three women before killing them.

On the other hand, a source at the ministry referred that people in Haifa St. have captured an unknown terrorist who was intending to bomb as he was holding a host of grenades. Eye witnesses said the people have killed the terrorist by heating him to death and dragged his body into unknown place.

CITIZENS DON'T PREFER BACKING TO SELF-FINANCING

The Health Ministry has proposed to new plans to finance the health system in Iraq, while it called the concerned persons in health domain, other governmental fields, citizens, representatives of the civil community, political and vocational organizations to state their opinions on the way through which the health system will be financed.

In an exclusive statement to as-Sabah newspaper, Dr. Aladdin al-'Alown, the Health Minister said that the ministry has adopting new future vision to rehabilitate and build new health sector, pointing that the estimated necessary sums to implement such strategy had reached to one billion a year, pointing out that the annual normal budget of the ministry has estimated of one billion dollar.

He elaborated to the necessary need to provide additional investments not for repairing destruction and negligence took place at the health sector over the last two centuries, but to face challenges resulted from them such as security situation, mismanagement and some administration corruption cases inherited from the former regime.

A host orf 14 schools in Kerbala were referred to be under Iraq's construction drive and to be implemented within this year, the Head of Kerbala Education Department, told reporters.

He added that there is a plan to rehabilitate 60 schools, including schools in the city center and districts.

The Director General clarified profits of erecting schools in Kerbala as tripartite consequence in classes in unique buildings is a common used system in the city due to lack of buildings.

Transparency

As-Sabah Newspaper will release today the text of the document submitted by the Iraqi slate headed by Dr. Ayad Allowi to the United Iraqi Coalition and Kurdistani slates as a reply for joint document for the two slates basically created for the two "Coalition" and "Kurdistani" in the beginning, then for the dialogue between the two slates from one hand and to make a dialogue with the Iraqi slate from the other hand. Unfortunately, as-Sabah doesn't have the text of the first document until now.

Which had pushed "As-Sabah" to release the text of the Iraqi document is the believe in the people right to know that there are some dialogues, discussions and documents' drafts which these dialogues are circulated about them, all these dialogues and discussions are circulating on two topics: the 1st one, the way through which authority's posts, portfolios will be shared as well as arranging authorities, while the 2nd is including some matters concerning with state's building and relationship of some of its sides with each others.

These matters are not concerning the states men and politicians only who are busy now in holding such talks, since these talks are concerning first and last all the Iraqi people. In fact, the states men have no legitimacy to discuss such talks, without the democratic process realized in last Jan 30, through which Iraqi people elected who will represent it in the next future. Those states men are deputies and representatives on behalf of Iraqi people to discuss their matters, they are by such description are practicing the right of proxy rather than the right of in-person right.

If the matter is like so, and it is like this in the democratic concept, due which the elections had been run, the deputy or the alternative person has the right to get his in-person (the Iraqi people) acquainted on what is being performed by him, particularly those who elected their agents have the right to know what his agent is doing on behalf of him.

This exactly what is known as the "principle of transparency", one of the most important pillars of the democracy, which is the pillar makes easy for other citizens to know and if they know they enlightened, once they enlightened they shoulder responsibility. Once they shouldered responsibility they became more able to practice democracy. First and last democracy is knowledge.

MOD GRADUATE OVER 3000 SOLDIERS

A Defense Ministry statement said that 2500 soldiers have been graduated in the 3rd and 5th divisions of Iraqi Army following ending training, whereas 760 others have achieved an 8-week training of military teachers.

The statement added that the training course included maintaining and rehabilitating the past military profession for three weeks.

On other hand, security forces managed to capture the man who struck the Green Zone during the last week first session of the National Assembly. He was captured in a car with a couple mortar canons.

Meanwhile, a group of regiment 201 have discovered a storage of 100 surface to air missile in addition to five heavy shells following an unknown telephone contact.

Ministry of health studies several proposals for putting special and efficient system for securing availability of medicines and medical appliances in health centers and hospitals as soon as possible in enough quantities.

Official spokesman said that the ministry decided to create a special committee for studying proposals offered by Baghdad health department. These proposals pertains to authority of purchasing medicines from state and private sectors and treat problem of medicines shortage , referring the ministry studies currently several proposals submitted by several health departments on relying special medicine system .

He indicated the ministry signed in few last months more than 412 contracts to make available 831 medicaments, out of 900 ones will be imported by the ministry to meet the shortage of medicines in health institutions.

He said the ministry issued a special generalization for pharmacy departments in all health departments to affirm accurate and continued follow up for health institutions and implement medical ministerial instructions regards prescribing medicines.

Abu Karrar

Abu Karrar, is a citizen named Abid Ghareeb al-Musawi, no one knows him except his very relatives, and me because he has come to the paper's office, no more.

I know that political elites are busy with what is bigger than Abu Karar's affairs since we are waiting a National Community convention, electing the President and distributing ministerial bags on ethnic, sectarian or party bases, so they would not be able to listen to Abu Karar's sufferings.

Abu Karar is a handicapped like nearly a million Iraqi citizen and can not move his body, his health is critical and has no money resources like many tens of thousands people.

What would we say? Should we say 'what is the difference between his colleagues and him and then ignore him and their problem? Or should we decide that we are facing a perilous criteria in our society as the handicapped are increasing with no solution.

Solution is not easy and this is the second time that I write about Abu Karrar with no hope of answer.

Solving the problem can be summarized by social insurance which is judged by Islam and applied in many Scandinavian and European countries in addition to Britain.

It can be solved by allocating money by state departments for aiding the handicapped let alone the unemployed people in a way that should insure their daily needs, i.e. home, health, living education and suitable living standard and to be cut from the state's revenues in the context of taxes and donations paid by the rich.

We are in need of special law of Social Insurance and I think it is the ripe time for the National Assembly to cast its duties concerning serving people by issuing laws.

NATIONAL ASSEMBLY MEETS TODAY

The national Assembly is to convene a meeting today at the time President Ghazi al-Yawer has denied accepting the post of National Assembly Speaker, well informed sources said

The sources said that second session of the assembly called by Interim Speaker Sheikh Dhari al-Fayadh would be at 11 A.M.

The sources said that the main task of the session is electing the Speaker and deputies.

Following rejection of the position by President Yawer, Sheikh Fawaz al-Gerba would be lucky to success the post.

Disputes on Deputy Premier and Vice President were still under discussion, while current Prime Minister Ayad Allawi still insists on defying his political factions for getting the premiership again.

Meanwhile, many law experts raised concerns about delaying the government and that may lead to risky situation.

Tawfeeq al-Yassiri called on dismantling sectarian, party and ethnic manners of distributing ministerial bags.

PLAN FOR ESTABLISHING 53 HEALTH HANDICAPPED INSTITUTES

Work has got underway for establishing handicapped institutes. Notably, ministry of health decided to complete them within three months.

The ministry sets a strategic plan for rehabilitating handicapped in Iraq. That plan secures establishing five hospitals and more than 38 specialized centers for medical rehabilitation, besides modernizing 10 factories and workshops for limbs and sticks.

The ministry's spokesman said that the plan sets until 2007 aims at developing medical rehabilitation services in Iraq and secure enough buildings.

The ministry decided to establish five specialized hospitals in medical rehabilitation housing 120-150 beds in addition to developed rehabilitation centers, notably, Iraq's requirement for rehabilitation and health services for all handicapped relying on evaluation.

He clarified that the plan aims to secure specialized cadres through modernizing post graduate studies, Ph.D in field of medical rehabilitation and concerned specializations depending on a plan for primary studies in field of rehabilitation and health services.

Official spokesman added the ministry will implement, within its rehabilitation plan a special plan for handicapped through health education.

TURKISH COMPANIES WORK RESUMED

Ministry of industry and minerals is to resume work with Turkish companies in according with the contracts signed with a number of Turkish companies before the collapse of Saddam.

A source at engineering sector at the ministry said that process of activating these contracts with Turkish companies in accordance with Iraqi-Turkish agreement have been discussed by the concerned.

He indicated to the importance of instructing companies belonged to the ministry to the importance of coordination with the Turkish companies to settle components of these contracts.

He clarified that a number of contracts have been exchanged with other materials needed by Iraqi companies namely Sumood , Shaheed , Ur , Nasr and Ibn Majid.

PROFESSORS DEMAND THEIR RIGHTS

University professors called on the council of ministers to activate a law of university services expressing regression on halting the said law following issuing it in official newspaper " Al-Weqae al- Iraqia " ( Iraqi statements).

Dr. Isam al- Rawi head of the professors' community told reporters that the said law was issued on Feb and wait implementing up to now.

He warned against restoring last regime's manners of issuing laws and freezing them because professors would rally a protest.

People's right

People have the right to know, and their elected representatives have to inform them on every thing the say or do. This is shortly the concept of transparency, which is a prop for democracy. Hence, we say that secrecy of the National Assembly's sessions has to be under a rare exception to be controlled by an interior system that limits the secret sessions, and deprives people from getting acquainted with their defiles. So, National Assembly's working without interior system up now requires declaring it sessions-ill approving the interior system and we have to know cases of secret sessions. However, in cases out of interior system, it might be possible for MPs to approve a decision of considering a specified session a secret one, basing on declared causes.

In the light of the said concepts, declaring last Tuesday's session a secret one, was based on arbitrarily decision, because there is no interior system that can explain the cases in addition to lack of text revealing head of the session's authorities to declare the secret session.

We are afraid of political players controlling time limits of session do not believe in transparency, and the people's right to know what is going on. And if this fear was real, it will mean that political and democratic process is under new risks, which requires producing new means for observing to insure transparency and secure a sound democratic structure.

Member of United Iraqi Coalition Maryiam Ar- Reis told As-Sabah that many obstacles have been removed in talks as the coming hours would witness ending the political crisis.

Meanwhile, deputy speaker of Dawa Party Jawad al-Maliki said that Sheikh Ghazi Yawer has withdrawn Masaha'n al-Jubouri's name from candidacy to head the National Assembly's post as Speaker declaring rejection to present his name also.

Maliki affirmed presenting Hachim al-Hasani who was approved by the United Coalition as Speaker of the National Assembly.

On the other hand, Jalal Talbani reported that he would take part in discussions to end political crisis of presiding the presidency posts in the whole Iraqi state institutes.

Political sources made it clear that US administration has rejected any intervening in the political process to end the crisis

CITIZENS' COOPERATION WITH SECURITY DEPARTMENTS DECREASED CRIME

An official source at ministry of interior said that crime rate has been decreased on March i.e. 40 % in comparison with previous months.

The source confirmed that looting cars and armed burglary as well as kidnapping and killing have also decreased.

The source attributed the decrease of the crime to citizens' cooperation with police as they quickly informed about crime sources and strange practices for the suspects.

Ministry of interior, intelligence agency, commando's brigades and police directorates have provided citizens with telephone numbers and internet site which have successfully unveiled terrorist groups in Mosul , Ramadi and Baghdad.

Notably, interior and defense ministries intensified their patrols in the internal and external streets with a concentration on hot sites, to chase heads of the gangs and close borders in regular campaigns against illegitimate foreign residents and verify sites of their job.

Prostitution and drug trafficking networks which have strong relations with terrorist groups have unveiled.

Meanwhile, Falah al-Naqeeb announced last month necessary procedures to form five commando divisions and five others for borders besides machinery one backing tasks of the ministry before the end current year.

In the meantime, the minister confirmed that his ministry has seven commandos' brigades perform duty in Falluja, Samara, Mosul, Baghdad, Diyala, and other cities.

An Omani company expressed preparedness for constructing a number of fuel filling stations in the northern region in accordance world standards.

Eng. Mu'tasim Akraam the oil undersecretary said that several world companies expressed preparedness for investment in building developed filling stations coping with world standards.

He added that negotiations with Omani companies were positive hopeful to put final agreement formula in few coming months.

Notably, ministry of oil seeks to improve performance of filling stations by relying on investments of private sector, indicating to the fact that current filling stations lack to security conditions.

Oil undersecretary clarified that there are 400 offers submitted by Iraqi private sector to build filling stations, however, the ministry impede these offers because some of those who submitted their offers are not interested in serving citizens, but they care for profits only.

IN HEALTH CAMPAIGN, QUANTITIES OF EXPIRED FOODS DESTROYED

Control and health teams belong to health control department at ministry of health carried out several campaigns for foods shops and factories in Babil , Kikuk, Anbar and Missan resulted in destroying large quantities of inconsumable for human food stuffs .

Dr. Wathiq Muhammed Younis the director of health control said that health teams belong to health control section in Babil carried out wide health campaign included several sites in the city center, during which large quantities of food stuff include meats and dairy products, dibis, juices and sweets have destroyed.

He added that health and control teams in Kirkuk launched several activities during last period, represented in the field visits for public shops whereas more than 218 samples for inconsumable foods for human withdrawn from the market .

MOO SEEKS TO DEVELOP PORTS'S COUNTERS

Ministry of Oil seeks to modernize system of oil counters at the ports particularly in Basra and Khor al- A'miya ports.

Eng. Thamir Abbas al- Ghadban indicated to series procedures and steps are to be adopted to form specialized committees in field of counters' purchase and supply.

He clarified that a number of engineering and technical cadres at the ministry will be sent into the developed countries, with the aim to get them acquainted with updated developments in this concern.

The minister indicated to the wars and neglect of oil sector under Saddam which affected largely on oil sector.

AL-JA'FARI': NATIONAL ASSEMBLY WILL DETERMINE ITS POSITION TODAY

Dr. Ibrahim al-ja'fairi said that he will exerted his utmost efforts to create and promote the next scene to the mobilization rank in order to upgrade the security, political and economic task as well as the other services to the ambitious level due to what the Iraqi people is looking forward, confirming that the meeting of the National Assembly will determine the election of the assembly chairman.

The Iraqi Vice-President and the one who is nominated for Prime Minister Post said that one who concerns in the Iraqi matter and recognizes the reality could expect such obstacles, fears and such delay in creation the government.

This statement came during al-Ja'afari' statement to the number of informational channels, adding we have hoped that the new government might be created as quick as possible, but one who comprehends the complicated political map and the current fears and extraordinary circumstances circulating the country could consider such delay as an expected thing.

He clarified that one who concerns in the Iraqi matters and comprehend the reality have expect such obstacles and fears to the basic fundamentals, stressing that we can't pass these obstacles without there is take-and-give among us, because we don't want to practice jumping policy on the Iraqi reality.

IRAQ'S TURKMEN DEMAND TO REGAIN THEIR RIGHTS, LANDS

Under the motto (We demand to regain rights and territories of Iraq's Turkmen), Iraq's Turkmen has organized a wide massive symposium at Ahalalbeit Hussaina (Shiite sect Mosque), attended by number of the province council members.

During the symposium, the citizens demanded to solve their pending questions, especially in what concerning the regaining of their lands seized unjustly and coercively by the former regime.

The officials in the governorate asked to create a special commission to study real estate cases and return them to their original and legal owners as well as compensate them and guarantee their rights by the law.

AL-RAMADI OUTLETS CLOSED, INSPECTION OPERATIONS IN QA'AM

As-Sabah newspaper has learned from well-informed sources that US forces had closed several outlets in al-Ramadi city after a trapped car was bombed near the US forces. The US forces besieged and inspect cities of al-Qa'am on the Iraqi-Syrian borders and Berwana district subordinated and arrested several insurgents through various incursion and inspection operations.

Jalal al- Talabani

Is Jalal al-Talabani the first Kurdish President for Iraq?!

No! He is the first an elected president for Iraq.

Being Kurdish, Arab, Turkoman , Muslim or Christian , Shiite or Sunni is not important , however, the most important thing for the president to be Iraqi firstly and elected secondly. Of course, he ought to be proficient, powerful and faithful to Iraq and his people.

That is the importance.

Hence, after more than 80 years for establishing the Iraqi state, we are interesting what other peoples are interesting in as we have elected president , which is pleasure, in which many other peoples are deprived of , hoping others to realize this .

That is the essence of democracy:

Rulers should be elected or the peoples should choose whoever ruling them. Choosing should be from real competing alternatives. The prize should be given to the proficient as no one deserve this prize unless he is elected by the people, or at least elected representatives of the people . That is inseparable and undivided essence and principle. However giving up this principle or bargaining on is not allowed.

That essence or origin is called, in the texts, as people's sovereignty, however, it is called, in other texts, as self- ruling of the nation as being called by Twenbi self-determination of the nation . Lenin called it as peoples right of self-determination, or in other word as being called by Imam Ali Bin Abi Talib ( Peace be upon him) the nation's affair which anybody is not allowed to assume unless receive the acceptance of the nation.

Today, we practice this right as we elected Jalal al- Talabani as a President for Iraq.

Talabani will not keep on his post forever, however, we do not want a president forever. We do not want a president who could not be competed in coming elections battles.

However, it is not a state of condition the coming president is a Kurdish, Arab, Shiite or Sunni; it is enough to be an elected Iraqi president.

It is not necessary to cut out the state on the measures of the sects , nations and parties particularly top posts which are called " the sovereign" as these posts are emblems for the state and the nation , they are not a pieces of a cake distributed among sects , nations and parties.

Saddam regime practiced authority monopolizing policy against us besides sectarian oppression and national discrimination and violation of human rights .After toppling Saddam , there is no alternative for these policies unless the national democratic structure for the state and authority , which is a structure differs from sectarian's , national's and parties' sharing: that national democratic alternative should be based on the principle of making available all the state's posts in front of the people; on the ground of assuming these posts relying on efficiency , proficiency , elections and justice.

Congratulation for Jalal al- Talabani the Iraqi elected president. Congratulation for people who practiced his right in electing one of his sons as a president .

45 DECISIVE MINUTES MARK START OF POLITICAL PROCESS

Membership of al- Talabani , Sheikh Gazi al- Yawar and Dr. Adel Abdul Mahdi dropped from the national assembly after choosing them for the top posts in the Iraqi elected state , in conformity with 227 ballots.

Around 23 void ballots were emerged in the voting as 25 members were absent in Wednesday's session.

The 45 decisive minutes marked a historic day in new Iraqi political record, and permitted the start of democratic political process. These minutes are considered as a new victory for the national assembly to go on performing its main tasks in building the Iraqi state and society. By realizing this new step, the national assembly should approve the government which will be formed by Dr. Irahim al- Ja'fari. Notably, the presidential council including President Jalal al- Talabani , Adel Abdul Mahdi and Ghazi al- Yawar the deputies of the president will take an oath in front of the members of national assembly today .

Iraqi people are cheerful about the progress of political process towards the creation of Iraqi government to perform its duties in serving Iraq.

$ 55,4 BILLIONS FOR RECONSTRUCTING IRAQ

At the Iraq's reconstruction conference held currently in Amman, Dr. Mahdi al- Hafidh the minister of planning and development cooperation chief strategic board for reconstructing Iraq said the international fund , UN Monetary fund and Iraqi government have predicted about $ 36 billions necessary for reconstructing Iraq over the period from 2004-2007 including the main sectors except oil, security , environment's protection , human rights and other sectors of civil society which need $ 19,4 billions for the same period. Indicating the practical need which is paid by donors countries amounts five billions dollars.

In fact the declared commitments in Madrid conference held in October 2003 is 33,3 billions dollar distributed between donations and others as loans and banking facilities in preferential conditions while other part takes form of commercial conditions and investments besides commitments offered by international monetary organizations range between $ 5,5 billions minimum and $ 9,4 billions maximum.

IRAQ TO JOIN WORLD TRADE ORGANIZATION

Iraq is to offer official document to join world trade organization next May.

An official source at ministry of trade informed As-Sabah that the national committee which is to join WTO is headed by minister of trade.

The committee has prepared necessary requirements for implementing legal and economic reforms coping with US system besides reviewing special laws for intellectual capabilities and investments.

Time is ripe now for united Iraqi alliance and Kurdish slate to declare text of documents of agreement signed between them so as people can acquaint with.

This agreement is just like essential and systematic rules that coalition government should commit to do following forming it by Dr. Ibrahim al-Jaferri within coming days.

Basing on ruling means serving presenting service to people, their right is to know how the rulers will perform their service.

And this is the concept of transparency that embodies people's right to know and constitutes the main prop of democracy.

The agreement can not be a party private affair or even a clandestine one, yet it could be a common affair told by Holy Koran's verses "the manage their state affairs through consultation" which can not be made under ignorance but basing on science and knowledge.

Elected representatives are clients of the nation and appointed ministers are civil servants working for its interests and if we were of those who pay taxes we should say that taxpayers pay salaries for those ministers and their duty is inform clients on their activities including agreements signed with the others. When I say clients I mean people who elected the MPs and ministers and reached them into the state's positions.

People need knowledge because, first, it is their right and so as they can ask and evaluate in rejection or approval according to what they know.

The two slates have won people's trust in elections and now they have to get their trust in achieving as well.

And the first achievement they have to perform is to declare what is going on.

BUSH COORDINATES WITH NEW GOVERNMENT TO PULL TROOPS HOME

Baghdad, April 11 p1

Ministry of Foreign Affairs stepped up for reopening thirty embassies abroad.

On the other hand, US President George Bush said that he would coordinate with the Iraqi interim government to make a strategy for US troops going back home, stressing that once the new government formed, secretary of State Condoleezza Rice and defense Secretary Donald Rumsfeld would coordinate with their counterpart to put a strategy of training Iraqi army so as to reach capability.

Rasim al-Awwadi, spokesman of National Iraqi Accord led by Prime Minister Dr. Iyad Allawi denied news of dissidence in the movement confirming that the Iraqi slate would receive four ministries and a sovereign post.

Speaker of the National Assembly Dr. Hachim al-Hasani said that Dr. Hussein al-Shahristani was appointed as head of committee studying interior system of the assembly. He noted that some problems of the parliament belong to historical compounds of Iraqi society along with decades of tyranny.

DEMANDS OF SEPARATING INTEGRITY COMMISSION FROM GOVERNMENT

General inspector of municipalities Ministry Mousa Faraj said that the safe way to solve problems of corruption is by separating Integrity Commission from government offices so as to work actively away from government officials' influence.

He stressed that new constitution should include a clear demands of combating corruption.

A indicated that loyal of former regime working in significant positions and lack of commitment to law were main reasons of corruption.

INDUSTRY BUILDS WARRIOR BOATS FOR DEFENSE MINISTRY

General company for heavy industries has signed a minute of building six warrior boats for the ministry of defense, well informed sources said.

The sources added that the boats' size would be of 26 meters long and five meters width and 30 compounds speed and to be used for protecting coasts and water borders.

The sources clarified that the project would be finished within the end of 2006 referring that the accord indicates high ability of Iraqi companies to build such boats.

LARGE QUANTITIES OF WEAPONS IN SELMAN BAK FOUND, GANGSTERS IN KADHIMIYA ARRESTED

The security forces have burst into terrorists and criminals' dens in Baghdad and al-Daijail, freeing eight prisoners captured by the terrorist groups in Selman Back, southern of Baghdad. The security forces arrested two criminals in al-Kadhimiya, three suspects in al-Daijeel at a time Interior Ministry announced the disappearance of one of the Pakistani staff in Baghdad, besides the killing of one of the members of Higher Islamic Revolution Council in al-Za'frania.

A unite from the Iraqi police had freed eight hostages had been captured in one the dens, belonging to the terrorist groups in Selman Back, southern Baghdad.

The police found three big caches of weapons during a confrontation between one of the police armed patrols with a terrorist group seeking uselessly to prevent picking up four corpses had been thrown away in one of Selman Back Streets.

IRAQI COMMISSION FOR CIVIL SOCIETY ORGANIZATIONS DISCUSSES LAWS, WORK LEGISLATIONS

The Iraqi commission of civil society organizations, the legal center in cooperation with Civil Society Development Center has held the 1st legal forum.

During the forum, the commission discussed laws and work legislations of civil society organizations within three fundamental topics.

The Chairman of the Commission Basel al-Azzawi said that these topics had estimated law No. 45 issued by the Provisional Coalition Authority concerning registration and work of the NGOs during the previous period, besides, presenting a summarized review for some Arab Legal and international experiments to get use from these organizations, besides, creating follow up and formulation committees to participate in writing the constitution.
