Sadly I don't think we will ever know the truth unless someone manages to get them through a lawsuit.

My gut feeling with absolutely nothing to back it but a hunch is that he made an agreement with Jimmy Carter to never unseal them if it came up. I found it interesting that Carter who never has been in the public eye since his lacklaster run except for his philanthropic efforts and fluff pieces he generally doesn't comment strongly-- until this election.
