...why do you ask? If you qualify for it, talk to your Awards and Decorations Officer.

I am refering to unpleasantness in Iraq during March 2003,
and its aftermath.
I realize that there was no formal surrender,
but with Saddam in prison, etc, etc, etc,
clearly Saddam's gov't has evaporated.
...
Has the Bush administration asked Congress to
authorize awards for the current conflict,
or how do these things work?

There is no medal for Iraq, but there is an expeditionary medal for the "War against Terrorism" as long as you are in certain areas.

On March 12, 2003, President Bush signed the executive order officially creating two new medals to be awarded to US military forces involved in operations around the globe involved in the war against terrorism. The Global War on Terrorism Service Medal will be awarded to personnel involved in supporting operations against terrorism anywhere in the world, and the Global War on Terrorism Expeditionary Medal will be awarded to personnel involved in actual operations against terrorists in places such as Afghanistan. Exact award criteria are yet to be determined (as of this writing) by the Department of Defense.
