Note, the thumb location into the throat on a pressure point and control of airway and angle of head.... and the fingers gripping the jugular on right side_also gripping the mucsle which is another pressure point. With one hand no less! It's completely harmless...as long as you don't move or try to turn or lower your head. He's not really putting the pressure on this hold yet. But, I think he made his point(s). Looks to me like they are trying to get the guy's head up to get his picture and he didn't want to cooperate.
