Former President Jimmy Carter has been linked with a key figure in the U.N.'s oil-for-food scandal by the group leading the nationwide effort to evict the United Nations from American soil and halt U.S. funding of the U.N.

Move America Forward today will call upon Carter to provide a full accounting of his meetings and conversations with Samir Vincent, who yesterday pleaded guilty to participating in numerous illegal activities as part of the U.N. scandal.

"President Carter needs to tell the American people exactly what relationships he had with the individuals involved in the oil-for-food scandal," said Melanie Morgan, co-chairman of Move America Forward, which is running television ads attacking the U.N. on national cable news networks, conducting an online petition drive and soliciting contributions to spread the message of the TV spots.

Samir Vincent admitted on Tuesday to receiving allocations for more than 9 million barrels of oil between 1996 and 2003 in return for serving as an agent of Saddam Hussein's regime. Vincent worked at Hussein's direction, lobbying U.S. and U.N. officials to end sanctions and to instead implement the oil-for-food scam.

"Did President Carter know he was dealing with an agent of Saddam Hussein or was he just terribly gullible?" asked Morgan. "And if he truly was naïve as to Samir Vincent's true agenda, then now is the time for him to come forward and repudiate Mr. Vincent and his actions."

According to U.S. Attorney General John Ashcroft, "Vincent lobbied former officials of the United States government, who maintained close contacts to high-ranking members of both the Clinton and Bush administrations."

Ashcroft asserted that Vincent reported the results of his efforts with these former U.S. officials to the Iraqi Intelligence Service.

Based upon an investigation by Move America Forward, it appears President Carter and his associates are among the former officials with whom Vincent collaborated.

"One of two things happened," suggests Morgan. "Either President Carter was totally duped, and allowed himself to be conned into working as an indirect agent of Saddam Hussein, or President Carter knowingly associated himself with a foreign agent who was seeking to undermine American foreign policy."

The first documented contact between Former President Carter and Samir Vincent was in September 1999. Vincent had organized a tour of Iraqi religious leaders to meet with individuals in the United States who might be persuaded to speak out against the sanctions against Iraq. The trip also included discussions of ways to oppose U.S. and U.K. air strikes against Iraqi missile batteries in southern Iraq, which had fired on American and British aircraft engaged in enforcing the southern "No Fly Zone."

The meeting with Carter was one of the highlights of the trip. Carter and his wife, Rosalynn, welcomed the Vincent-organized delegation into their home in Plains, Georgia.

The weekly Iraqi newspaper, al-Raee, reported that Carter expressed his sympathies with the Iraqi people and railed against the "stringent" sanctions imposed against Iraq as a result of the nation's 1990 invasion of Kuwait. The report claimed that Carter had promised to send his wife and son to Iraq. Along with the story was a photograph of Carter with the three religious dignitaries who were part of Vincent's anti-sanctions lobbying tour.

After the meeting at Carter's house, the Carters' son, Chip, escorted the delegation to a tour of the Carter Center in Atlanta, Georgia. Carter and his wife founded the Carter Center and their son, Chip, serves as vice president. The Carter Center went on to become an ideological missile silo against any U.S. policies that were not favorable towards Iraq," according to Move America Forward.

Carter and his associates have been particularly vicious in their criticisms of President Bush and his Iraq policy, say Move America Forward officials. According to the Ghana News Agency, Chip Carter said President Bush was "bringing back the ugly politics where other people see America as the enemy."

Chip Carter added, "there has to be a regime change" not in Iraq – but in America so as to bring an end the Bush administration.

Carter went on to note that it was the United Nations that was best able to handle the Iraqi question, and not the United States.

The Carter Center website features op-eds in which Carter criticizes the Bush administration's decision to use military force in Iraq as well as an interview by Carter and his wife in which he claimed military action against Iraq would be a "tragic mistake." Carter argued in a 2002 interview that the situation should be dealt with by the United Nations Security Council through the issuance of new U.N. Resolutions or the enforcement of existing resolutions.

"Obviously Jimmy Carter didn't understand that it was the United Nations resolutions that authorized the use of force, which is why coalition forces took military action against Iraq. Saddam Hussein was not abiding by the U.N.'s resolutions for 12 years, yet Jimmy Carter pretends not to be aware of this fact," said Morgan.

The ties between Carter, his associates and Vincent did not end in 1999. Earlier, in 1977, Carter and his wife, along with Wayne Smith, formed an organization called "Friendship Force." The organization promoted cultural exchanges between individuals of different nations as a way of building "friendship" between different countries.

The slogan of Friendship Force is: "A World of Friends is a World of Peace." Chip Carter is also vice president of the "Friendship Force." Smith was a close confidant of President Carter's, serving as the Carter administrations chief diplomat to Cuba. In February, 2001, Smith teamed up with another Carter confidant, Andrew Young, Carter's pick as U.S. ambassador to the United Nations, to launch a private corporation, "A World of Friends."

"A World of Friends" was an Atlanta-based company launched with a board of directors totaling seven individuals – including Vincent, Smith and Young. Vincent was described in the firm's first press release as the "president of an energy company."

The company charged individuals $49.95 to enter their profile on a website as a means to meet other individuals from around the world who happened to share their interests. The website is now inactive. Network Solutions reports that no one currently owns the domain name.

It is unclear how much business was actually done or how Vincent was compensated – if at all.

"It's the last point where we can place the cooperation between Carter Administration officials and Samir Vincent," said Morgan said. "President Carter needs to come clean to the American people. Based on what we are being told, President Carter has refused to speak to the media about his involvement with Samir Vincent. "It's kind of curious that a man like Jimmy Carter could be so verbose for the past few years in condemning America's foreign policy as it relates to Iraq. But now he is mute. It really makes you wonder what exactly transpired between Carter, his administration's officials and those who were working as Saddam Hussein's agents."

gullibility, maybe 45%-- Its the other 55% thats scary. I mean how much are people willing to do to undermine Bush? I think the Un's house of toothpics is beginning to wobble, Its going to be interesting to see who gets caught in its rubble! Laughing

We have to remember that the Senate had to confirm this gift - there is enough blame for the whole bunch of them in Washington at the time

I am a solid conservative, but I do not believe Jimmy Carter was complicit in any overtly anti-American activity.

I DO believe he is incredibly naive and gullible, as the blight otherwise known as his presidency showed us.

As for the UN, I believe you need to keep you friends close, but your enemies closer. The UN is most certainly our enemy, but they do serve a purpose in the world. If we were to dissolve them, the alternative would likely be led by the French and might allow nations to EFFECTIVELY harm the USA, whereas the UN is ineffective in it's attempts to damage us.

I don't think Carter was gullable when he gave all the Vietnam deserters a free ride, not to mention what he did for John Kerry and his discharge. He was not gullable when he recently asked the UN to monitor the elections of the United States while a few months before he gave legitimacy to Chavez elections in Venezuela. If we need to keep someone that like Carter Close, I say put him in Guantanamo Bay where he belongs.

While I agree with the premise of keeping your friends close and your enemies closer, I don't think it applies to organizations such as the UN. The UN is not an individual and neither is the United States which makes it impossible to keep watch on your enemy because entities such as Congress have control and half of them are also our enemies.

Without the United States there would be no UN. We just recently demonstrated this by our effort in the Indonesian disaster as well as the war in Iraq. The only purpose the UN has at the moment is to spread propaganda against the United States which tells the world how evil America is. We are accused of having human rights violations from countries like the Sudan who have a seat on the Human Rights Committee.

I say, disband the UN and send them all packing back to where ever they came from and start to reverse this propaganda machine before it's too late.

"Sell us the Lord and Promise the Wind" John Stewart musically remarked of Jimmy's post-Watergate, vacume filling '76 election. It didn't register on him that the anti-DC vote was not a pro-Jimmy mandate. Nor did it occur to him that his administration was sabotaged every step of the way by Teddy warming up for '80. He blamed it all on a 'National Malaise'. His bitterness was well displayed at the Nixon funeral.

Jimmy promised to stay in touch with the common folk with periodic visits to 'ordinary' americans. First the Secret Service showed up to hermetically seal the subject from his neighbors and spend in each instance a sum equal to San Clemente. Than came Jimmy and Rosalyn for a sleep over (eggs over easy in the morning, please). Than came the press. Gratefully, the circus survived few iterations.

It's hard to believe one of Hyman Rykover's sub drivers could be such a spectacular incompetent. But, Jimmy's unbroken association with failure and anti-american stink passes beyond personal inabilities to animus. America rejected him and he returns the favor.

To be fair Jimmy authorized: KeyHole 11, the Stealth fighter, the Abrahms tank, the Bradley, the armored engineering vehicle the original M1 needed to dig it's revetments, particle beam research, the MX; which Jimmy agreed to deploy on a hidden race track covering 500,000 square miles of Utah, the Pershing II, even if congress couldn't agree on deployment, and the Ohio class boomers. He cancelled the B1; reauthorized by Reagan it remains a hanger queen. The Panama Canal had lost it's military and commercial significance so who really cared? The UAW ran amok and the Shah was a Nixon/Kissinger protege. Democrat congresses had evicerated the military so that military members qualified for Welfare; hell they'ld left 3.5 million indochinese to die, so there wasn't Op experience or equipment to do sh*t about the hostages in Teheran.

China company grabs power over Panama Canal

Senate Majority Leader Trent Lott recently wrote to Defense Secretary William S. Cohen that a Chinese shipping company is gaining broad authority over the Panama Canal and could deny passage to U.S. ships.

"It appears that we have given away the farm without a shot being fired," the Mississippi Republican said in the Aug. 1 letter requesting Mr. Cohen's security assessment.

It was the first time a congressional leader has raised questions about growing Chinese influence over one of the world's most strategic waterways. Until now, warnings were being raised primarily by a handful of conservative lawmakers, led by Rep. Dana Rohrabacher, California Republican, who plans a fact-finding trip to Panama on Monday.

The focus of concern is Hutchinson Whampoa Ltd., a giant Hong Kong-based shipping firm with ties to China's leadership and its armed forces, the People's Liberation Army (PLA).

Under circumstances the U.S. Embassy in Panama called unusual, the government in 1997 awarded Hutchinson a 25- to 50-year contract to run the two major ports on the canal's Atlantic and Pacific entrances.

Moreover, conservatives assert that Panama gave Hutchinson broader powers in legislation known as "Law No. 5." Al Santoli, an aide to Mr. Rohrabacher, said the law enables Hutchinson to assign the pilots who take control of ships and steer them through the canal. He also said the Chinese company can block passage of ships to meet its business needs.

This contention was challenged by a spokesman for the Panama Canal Commission, a panel of five Americans and four Panamanians who run the waterway. The Panama Canal Commission spokesman said the treaty gives the United States the right to intervene militarily to protect access.

Mr. Lott wrote to Mr. Cohen, "This administration is allowing a scenario to develop where U.S. national security interests could not be protected without confronting the Chinese communists in the Americas. U.S. naval ships will be at the mercy of Chinese-controlled pilots and could even be denied passage through the Panama Canal by Hutchinson, an arm of the People's Liberation Army. "In addition, the Chinese Communist Party will gain an intelligence information advantage by controlling this strategic chokepoint. It appears that we have given away the farm without a shot being fired."

The senator sent the letter based on an article in Insight magazine, a sister publication of The Washington Times, that detailed Hutchinson's ties to the PLA. The Times first reported in 1997 that Hutchinson had gained control of the port of Balboa on the Pacific and Cristobal on the Atlantic.

The United States is the No. 1 user of the canal that carries 13,000 ships per year. The U.S. military is abandoning bases in Panama under a 1977 treaty, signed by President Carter, that gives canal ownership to Panama, effective Dec. 31.

Mr. Santoli said the canal is part of a Chinese strategy to move into countries abandoned by the United States and the former Soviet Union. In Cuba, for example, Chinese intelligence officials are helping Cuba build a communications facility, he said. "They're using Panama as a staging area for the region," Mr. Santoli said. "They're doing a massive amount of construction, a lot of investment. Literally hundreds of mainland Chinese are moving into Panama at all levels."

The Miami Herald on Monday quoted Panama's ousted intelligence chief as accusing his country's president, Ernesto Perez Balladares, of personally demanding visas for 140 Chinese immigrants. The newspaper said the U.S. Justice Department is investigating a scheme in which Chinese immigrants paid $15,000 each for visas to use Panama as a staging area for illegal entry into the United States.

The Panama debate comes amid broader questions about China's strategic intentions and criticism of President Clinton's pro-Beijing policies from both Democrats and Republicans. Military experts say a pattern of Chinese actions reveals a long-range strategic plan to dominate Asia and exert influence worldwide. The moves include its forays in Panama, its failed attempt to take over the old Long Beach, Calif., naval base, its suspected spying at U.S. nuclear labs, its illegal injection of campaign cash into Democratic Party coffers and its increased military spending, especially on nuclear weapons.

Reporting on a trip he and outside experts made to Panama in June, Mr. Santoli wrote in a report, "The delegation was concerned about the growing presence of communist China directly at the canal and in the region. Panama has become the central base of operations for communist China in Latin America."

Mr. Santoli said a Hutchinson subsidiary in Panama, Panama Ports Co., is partly owned by China Resources Enterprise, the commercial arm of the Chinese Ministry of Trade. The Senate Governmental Affairs Committee has identified the Ministry of Trade as a conduit for "espionage -- economic, political and military -- for China."

Mr. Santoli said Li Kashing, chairman of Hutchinson, has served as a middleman for PLA dealings with the West, including satellite purchases from Hughes Corp. Some downplay potential problems with Hutchinson's role in canal operations. For example, a former staffer to Sen. Jesse Helms, North Carolina Republican, issued a report in 1997 dismissing the company as a security threat.

My points about the Canal are: commercially Railpak gets asian containers from the west coast, rembarked on the east and in Europe before ships can clear the log jam at Panama City and militarily neither boomers nor Nimitz class use it. The canal and the ships in it are too vulnerable.

Abetted by the Clintonistas the Chinese are so much more with us; we even have a Chinese Trade Center in Phoenix. But what can they do with the canal? move it? Meanwhile the Chinese navy is demonstrating blue water projection and bases along the critical sea lane from the Persian Gulf to the China Sea with a port at Chittagong to bypass the Malaccan Strait. They say they're concerned with piracy but admit the desire to enforce choke points on world trade and disrupt US Naval operations in a projected war for Taiwan.

Carter was a contributing factor to the problems we currently have in the Middle East. The Shah, tho no saint, was pro-western and a neutralizing if not stabilizing force in the Middle East. But he was 900# gorilla in the Middle East with his military. Even General Scharzcotf said in his book that allowing the overthrow of the Shah was stupid at best. When Carter failed to back his leadership because of his Human Rights violations, he started the slippery slope to the problems we have today. So Komeini rows into power, takes hostages, has the Shah’s military to back him and so Reagan is forced into backing Saddam in Iraq to counteract Iran. Hence the saying “The enemy of my enemy is my friend”.

My jaw dropped seeing Chip Carter’s name as VP of Carter’s library. I was in Prototype training with that joker in Windsor, CT. You couldn’t get threw NPS (Nuke Power School) and Prototype without being intelligent, but I think Jimmy being a Senator greased the skids at NPS. He eventually got booted for drugs in Windsor. That saved some tuber’s CO a lot of trouble and grief.

The group that first revealed links between former President Jimmy Carter and Samir Vincent, a key figure in the U.N.'s oil-for-food scandal, is calling on two Carter organizations to release to the public a list of all financial contributors from 1999 to 2003.

Move America Forward, the organization leading the nationwide effort to evict the United Nations from American soil and halt U.S. funding of the U.N., says the records could clear up any suspicions that oil-for-food money ended up in the coffers of Carter's organizations.

As WorldNetDaily reported, last week Move America Forward called on Carter to provide a full accounting of his meetings and conversations with Samir Vincent, who pleaded guilty Jan. 18 to participating in numerous illegal activities as part of the U.N. scandal.
Vincent admitted to receiving allocations for more than 9 million barrels of oil between 1996 and 2003 in return for serving as an agent of Saddam Hussein's regime. Vincent worked at Hussein's direction, lobbying U.S. and U.N. officials to end sanctions and to instead implement the oil-for-food scam.

Then, public records revealed that Vincent was invited to be on the board of an organization, A World of Friends Inc., closely connected to Carter," said Melanie Morgan, co-chair of Move America Forward, which is running television ads attacking the U.N. on national cable news networks, conducting an online petition drive and soliciting contributions to spread the message of the TV spots.

"We know that Carter's son, Chip, gave Samir Vincent a tour of the Carter Center complex. What we want to know is whether the Iraqi agent directed oil-for-food money to the Carter Center in return for Carter promoting Saddam Hussein's position."

Carter and his associates have used the Carter Center as a weapon in the fight against America's foreign policy in Iraq. The board of directors includes Carter, his wife and Carter's ambassador to the U.N., Andrew Young.

In an April 2002 interview with Gulf News, Carter said he didn't "agree that the sanctions are doing any good; I think they are counterproductive." In the same interview, Carter lamented, "The United States and Great Britain are now acting, to a substantial degree, without the authority or approval of the United Nations organization itself."

In 2003, the Carter Center reported to the IRS annual income of $127,115,819, and the organization listed total assets in excess of $240 million. The Carter Center is a 501(c)3 nonprofit organization that is not required to file a list of individuals or entities that provide it with funding.

"President Carter and his associates should follow the lead of Jack Kemp, who has stepped forward and spoken candidly about his relationship with Samir Vincent," said Move America Forward Co-chair Howard Kaloogian. "Kemp obviously feels he has nothing to hide. After years of boisterously opposing U.S. foreign policy in Iraq, all we've gotten is months of silence from President Carter followed by a carefully guarded statement from his spokeswoman.

"It's time for Jimmy Carter to put an end to the questions. The American people deserve to know whether money was funneled from an Iraqi agent to organizations and individuals affiliated with Jimmy Carter."

Move America Forward also is asking Friendship Force International to disclose its donor list. Friendship Force was the brainchild of Wayne Smith, a friend of Carter's. Carter and his wife were given the billing as the organization's leaders upon its founding.

In September 2003, Friendship Force International announced that it was experiencing financial problems. Revenues were falling below expectations, and from 2001 to 2003 the organization had to cut its employment roster by almost one-half.

"Were these people desperate for money? Given the association between Friendship Force players and Samir Vincent, the public has a right to know if this organization accepted oil-for-food money," said Kaloogian.

Smith left Friendship Force to join former Ambassador Young to launch A World of Friends Inc. The board of directors of A World of Friends Inc. had only seven members, Move America Forward noted, and one of those was Samir Vincent.
