The WALL Closed To Public?

I visit storiesfromvietnam.com and Jeff Northridge over there said that a friend was at The Wall a few days ago and it was closed to the public.
The park rangers said it would be closed until November. Does anyone know anything about this?

The only thing I found on it was this;

The eastern half of the black granite memorial is closed until mid-August, when the fence will be moved to the western end. The new lighting system is intended to more evenly illuminate the wall. The existing lighting system is 19 years old.

"There's no access, and that's because of all the heavy equipment," said Judy Keyserling, a spokeswoman with the nonprofit Vietnam Veterans Memorial Fund, which built and administers the memorial.

"The wall is pretty delicate and they don't want to damage it, so they've had to board it up," she said.

The Memorial Fund and the National Park Service work together to maintain the memorial, which includes the names of more than 58,000 veterans. The Memorial Fund is paying for the project.
