I liked Charles Krauthammer's explanation on Brit Hume's FNC show.

Bottom line is that the CIA would not have done this if it had not been standard practice in the past. The 911 Commission laid the most blame at the feet of Congress. No one mentions this fact but if you look at the laws that creates these oversite committees you will see that 911 would never have happened had Congress above everyone else been doing their jobs 911 would never have happened. Still to this date Congress refuses to do their jobs. |

The tapes were probably destroyed because someone was cleaning his office. People packrat all kinds of stuff and eventually someone says, it's four years old and we'll never use it again and we need the space. Sometimes good stuff goes out with the old.
