Can someone please explain why the Form 180 must be signed and submitted by Kerry?
What about FOIA?
I need a definative source for this argument.

Thanks, but I need a source to quote.
Why won't a FOIA work?
Privacy aside. A specific ruling would be helpful to quote.
I am dealing with people who ask for sources -- as I do too.

I'm not sure what you can get or how to do it. FOIA is neither fast nor straight forward (and is usually not free and often not informative).
It is one of those laws that the government decides exactly how or if it is going to observe. There are FOIA requests that languish for years without any response (in spite of specific statute that requires very fast turn around). _________________ Whose side is John Kerry really on? Freedom of Information Act and the Privacy Act (FOIA)
The public has access to certain military service information without the veteran's authorization (or that of the next-of-kin of deceased veterans). Examples of information which may be available from Official Military Personnel Files without an unwarranted invasion of privacy include:
Name
Service Number
Rank
Dates of Service
Awards and decorations
Place of entrance and separation
Carpro: The dates of service would be enough to debunk the fakers and wannabes.
