The form OPNAV 1650/3 is NOT a part of a memberīs service record. They are kept on file with CNO (or a subordinate command) for eternity for each approved award along with its citation.
Kerryīs site includes the /3 for his Bronze Star but not for his Silver Star. There are three versions of the Silver Star citation - each one bigger and better than the former (and more surreal) , further justifying a SS for an action that did not merit one.
It seems that one should be able to request , under the FOIA, copies of the /3īs for the original award and the two revised copies.
The original was signed by RADM Zumwalt at some point prior to 23MAR69. The first revision was signed by VADM Hyland prior to DEC70. The second revison, signed by SecNav John Lehman at some point between 81 and 88, is an event unheard of with no logic since the Awarding Authority of a SS is way beneath the SecNav level.
The final version has Kerry practically defeating the entire NVA. None of these revisons could have occured without a request from _someone_. These documented requests are on file somewhere.
See SECNAVINST 1650.1G Para. 222(5). Try to obtain the Requests for Correction - which probably should have taken the form of another 1650/3. Again, this document is not a part of a memberīs service record. It is a communication between an operational commander and the Awarding Authority of a specific award. It would be interesting to see who requested the revision, who submitted the proposed citation, and when.
The problem is that I live in Chile and the international mail is slow. Is there a Navy member in the D.C. area who can investigate this? If we can show that Kerry himself requested the revisions and proposed the changes to the original citation, that in itself should be enough to force him to "put up or shut up".
I suspect that a deal was made with various officers in return for the promise of future favors IOT change these citations.
