| Yes he did. His campaing spokesman claims Kerry didn't intend to met her but somehow did. This is what the spokesman says now.They are still lying. |

Yes, and he was still in the Naval Reserve which deepens the offence.
He admitted it under oath and offers it as evidence.
He also later presented the North Vietnamese plans and urged their adoption.

Hello,
So, what are the rules for filing a report with someone about contact with an enemy? Like a CIA contact report when they come into contact with a foreign agent or high ranking official?
Also, what are the specific rules regarding a Reserve officer doing what Kerry did? Any threads on this to look at? I wouldn't be surprised.

I am pretty sure Kerry had a Top Secret clearance (as an Officer) so that should have come with SOME briefing about such responsibilities.
