Having spent 30+ years in the Army between the active components and the reserve force I have never heard of a medal citation being rewrittten AFTER THE MEDAL WAS AWARDED

It appears around 1986 when Leyman was SecNav Kerry's SS medal citation was re-written to add some flowerly words and music. It appears when Leyman was questioned on this issue just lately, his paraphrased comment was he really has no idea it was handled down inside the organization, but he would like to know too. SO LETS FIND OUT.

I have seen people run out of town on a rail for wearing medals never awarded or V devices on BS's also never heard of partitonining for a Purple Heart.
