I have never seen this mentioned before.

The authority can be delegated!
During Vietnam for Naval Forces it was Ist delegated to CINCPAC and later to Zumwalt for "in-country" naval forces. My Silver Star citation was signed by Zumwalt in May of 69 in Saigon and presented in Nha Be ( a few miles from Saigon)

FAQ section:
Question: REISSUE AWARD: How can I request a re-issue of an award that I've lost or that's been damaged?
Answer: The Navy and Marine Corps Awards Manual (SECNAVINST 1650.1G), Sec 2, Art. 123.4 refers.
Delegated awarding authorities shall reissue and correct all awards by their activities as necessary. You must contact the command who approved and issued the award for a reissue.
For those individuals who received an award directly from either the Chief of Naval Operations or the Secretary of the Navy, the Navy Awards Branch (DNS-37/N09B13) will correct and reissue these awards.
This is also a great site to check your personal awards. Just type in your name and last four or service number and bam! What the Navy has on file for you.

Did you try typing in "John Kerry" and his service number, by any chance? Might want to go to the local library first.  |

Anyone can do Kerry. Enter his service number with a zero first. I've checked all the people's that service numbers came up. Too bad the Purple Hearts don't show up. This is the personal awards only, I guess.
