Saluting when not in uniform and uncovered is not usually performed by members of the Naval Services. You may see this practice in the Army and/or the Air Force. If you are saluted and you are not in uniform or in uniform and not covered, tradition dictates that you do not salute. Instead you may greet the person saluting you with "Good Morning", "Good Afternoon", or "Good Evening" depending on the situation. If you approach someone who is senior to you and you are in civilian attire, you do not salute. Instead, you may say "Good Morning Sir or Ma'am" depending on the situation. Official Military Protocol

In the photpgraphs in question, Sen. Kerry clearly is not executing a proper military salute, but rather a slovenly narrow passageway fly-swat emblematic of his naval career.

For the curious, the third photo, in the Latin, is a DIGITUS IMPUDICUS.

This guy Kerry looks like a regular ROTC Lieuie who requires at least 6 months to get that ol' salute thing down.

At least they teach Salute 101 in Annapolis!

In the first picture, he's looking for Ter-ez-a - it's certainly NOT a salute.

Y'know, that's what I thought Shocked .. I'm a civilian and don't know anything about military protocol, but I've watched Kerry during his rallies and walking around and he's been saluting women and little kids and just about everybody and anybody that looks at him -- and I thought, good grief, is that normal??

(I was at a military ceremony last year and no one saluted any of the civilians...)

If there isn't a regulation about closing your mouth when you salute, there ought to be one for him.

I remember a while ago, Pres Bush was going to Camp David from the White house and was getting on Marine one. He was chasing his little black scottish terrier, trying to get him onboard and had his hands too full to return the Marine's salute as he boarded the chopper. He came back out with his hands empty and returned that Marine's salute with a beautiful Parade Ground Salute that would have made a DI proud. I'm telling you guys... It's like Night and Day. Cool
