Kansas City <> VVAW Meeting <> November 12-14, 1971

I’ve extracted some pages from various FBI batches that deal with the now reknowned Kansas City Meeting, and collated them into one file.

Obviously the FBI had multiple informants at the meeting, resulting in several different reports that are combined in this file linked below.

A few points:

may be noted several times in the document, as it includes reports from several sources

* Kerry is named by multiple sources as present at the meeting

* Kerry resigned executive committee only, did not resign VVAW / pg 3

* Mention of Kerry & Hubbard planning to go to Paris /pg 28

* Plan to send a delegation to Hanoi / pg 4,11

* Camil's Phoenix operation aka assasination / pgs 2, 15

* Proposal to contact GIs in South Vietnam to ask them to take mutinous actions by refusing to take up arms / pg 4

July 12, 1970: ____ advised that the VVAW, 156 5th Ave., Rm 508, NY, NY, was initiating a march from Morristown, NJ on Sept. 4, 1970, which would terminate at Valley Forge, PA, on Sept. 7, 1970. The purpose of this march was to focus attention on demands of Veterans and active duty military personnel for immediate withdrawal of all United States forces from Southeast Asia. …

September 7, 1970: During the rally at Valley Forge National Park, a crowd of approx. one thousand persons was addressed by actress JANE FONDA and actor DON SUTHERLAND. The crowd was also addressed by Congressman ALLARD LOWENSTEIN (Democrat - Liberal, Fifth District, NY), MARK LANE, MIKE LERNER, and First Lieutenant LOUIS FONT, U.S. Army, Fort Meade, Maryland. FONDA, SUTHERLAND, LOWENSTEIN and FONT expressed views in opposition to the U.S. policy in Vietnam. (____ is among 8 individuals indicted by the Federal Grand Jury in the Western District of Washington___[redacted].)

A rep. of the PA State Police advised he was approached by MARK LANE while the marching group was passing through Bridgeport, PA. LANE alleged that a motorist had attempted to run down one of the marchers with the intent to kill him. LANE was referred to the Bridgeport Police Dept. to file a complaint. When LANE addressed the group, he did not concentrate on war issues but attempted to inflame the marchers by relating his experiences with law enforcement agencies along the route of march, particularly in the Bridgeport, PA area. MARK LANE is an attorney who authored “Rush to Judgment,” a book critical of the Warren Commission’s investigation into the assassination of President John F. Kennedy.

MIKE LERNER also told the audience that May 1, 1971, had been set by anti-war groups as a deadline for the complete withdrawal of U.S. troops from Vietnam. He said that if the troops are not withdrawn by the deadline, then anti-war groups will assemble in Washington, D.C., to prevent the Government from functioning. …..

The Sept. 8, 1970 issue of “The Philadelphia Inquirer,” a major metropolitan newspaper, reported on page 33 concerning the march of the Vietnam Veterans Against the War. The newspaper reported that all the marchers were veterans of at least one tour of duty in Vietnam. It quoted one JOHN KERRY as stating, “We are here because we, above all others, have earned the right to criticize the war in Southeast Asia. We are here to say that it is not patriotism to ask Americans to die for a mistake and that it is not patriotic to allow a President to talk about not being the first President to lose a war and using us as pawns in that game.”

The newspaper account continued with a report that JANE FONDA, “actress and outspoken war critic,” had greeted the marchers along the last mile early in the morning. She was quoted as saying “This is not my country right or wrong. It is my country but what is wrong must be changed. I can’t escape the belief that My Lai was not an isolated incident but by rather a way of life for many of our military.”

On March 1, 1971, ___ advised the Philadelphia VVAW would hold a “Winter Soldier Investigation” on March 26-27, 1971, which would allegedly detail atrocities committed by U.S. troops in Vietnam.

On March 31, 1971, __ advised a “War Crimes Trial” was held at the Christian Assoc, Univ. of PA on March 26-27, 1971, sponsored and conducted by the PA VVAW. Various veterans gave statements alleging the U.S. committed atrocities in Vietnam. …. On April 8, 1971, __ furnished substantially the same information regarding the above activities of the VVAW. ……. (5/21/71 & 6/15/71 - VVAW picnic protests against the war…..)

On June 29, 1971, ___ advised that JOHN KERRY of the National Office of the VVAW, spoke at the YMCA, Philadelphia, on June 14, 1971. In his talk he stated that HO CHI MINH is the GEORGE WASHINGTON of Vietnam. HO studied the U.S. Constitution and wants to install the same provisions into the Government of Vietnam. KERRY criticized U.S. activities in Vietnam, saying we are destroying villages, cities, crops, and the people there and these activities must be stopped. ….

Note: The name: VVAW was changed in 1973 to incl. non-vet members and became VVAW/WSO (WSO = “Winter Soldier Organization”) - later named chg’d back to VVAW.

EXCERPT FROM: Leaflet (6 pgs) - 6/12/75 -
Open Letter to Anti-Imperalist Forces:

“To our Sisters & Brothers in Struggle,
…(3rd para, p. 10): “….In the anti-war movement VVAW focused the anger of vets returning from an imperialist war. The form of the organization was spontaneous and undefined. Our actions were dramatic and significant -- from soldiers of the empire throwing back their medals in Washington, D.C. to forums exposing the role of the military in VietNam. We spoke with credibility: our anti-war views were believable -- the vets were the children of the American working class and knew what the war was about. Masses of American people responded to VVAW. We helped the anti-war movement take a major leap forward. Never before had the veterans of a war openly supported the other side.”…


EXCERPT FROM: Letter -6/3/75 from VVAW/WSO Nat’l Office
To Indochina Peace Campaign (IPC) members:

“Dear IPC Members,
The Vietnamese and Cambodians have won great victories. They have fought and beaten the strongest military in the world, bringing freedom and independence to their lands. It was a victory that clearly showed the people of the world that small nations and a unified people can topple the mightiest of aggressors. The Indochinese have waged a mighty battle aided by progressive people and organizations throughout the world. While the Indochinese must continue to wipe out the remnants of colonialism and imperialism and move forward to socialism, we can rejoice with them in a victory that was helped by continuous support of the people of the United States, including organizations such as IPC and VVAW/WSO."

It was an orderly, nonviolent week in which Hollywood legends of superwarriors like John Wayne and Burt Lancaster dissolved into toyland as Massmind America faced the flesh-and-blood courage of men like former patrol boat Lieutenant John Forbes Kerry. Kerry, after graduating from Yale University, enlisted in the U.S. Navy and volunteered for duty aboard one of the gun boats used to patrol the waterways of Vietnam:

[Kerry]: “We established an American presence in most cases by showing the flag and firing at sampans and villages along the banks,” said Kerry. “Those were our instructions, but they seemed so out of line that we finally began to go ashore, against our orders, and investigate the villages that were supposed to be our targets. We discovered we were butchering a lot of innocent people, and morale became so low among the officers on those ‘swift boats’ that we were called back to Saigon for special instructions from Gen. Abrams. He told us we were doing the right thing. He said our efforts would help win the war in the long run. That’s when I realized I could never remain silent about the realities of the war in Vietnam.”

…Mary Lou, like graying Mrs. Richard Kerry of Massachusetts who marched last night, thinks that, so far, the activities of the VVAW have been, in Mrs. Kerry’s words, “extremely impressive.” Mrs. Kerry is the mother of the 28-year-old coordinator of VVAW, John Kerry. After Kerry’s group ends it activities officially tonight, organizers for Saturday’s march will stay on and many of them are women. One of their weapons for Saturday will be a mimeographed poem by the Russian poet, Yevtushenko: “Flood the streets and country roads with the tramp of a terrible army, marching in columns of humanity and flowers…"

If the administration treated the vets as a political problem, the Democrats did little better. They ate and laughed it up at a $500-a-plate political dinner at the Hilton, while the victims of the war they had made huddled on the cold, cold ground, waiting for the sirens (reference to the protestors on the lawn). Of the presidential men, only Edward Kennedy realized how it looked. After the party, he went home, changed clothes and came back to drink wine and sing songs with the veterans until 3 o’clock that morning.

At the Foreign Relations Committee hearing, the veterans gave a standing ovation to McGovern when he accused all American forces in Indochina of war crimes.

“U.S. Veterans of Vietnam War Rally on Wall Street for Peace”

A Veteran of the war in Vietnam who has three Purple Hearts, a Bronze Star and a Silver Star told a noontime Wall Street rally yesterday, “We are all of us in this country guilty for having allowed the war to go on.” The speaker, John Kerry of the Vietnam Veterans Against the War, addressed the crowd from a truck in front of the New York Stock Exchange. It was at about the same spot that nine months ago student antiwar protestors were jeered by Wall Street workers and were beaten by construction workers. There was no fighting and no heated arguments yesterday as lunchtime strollers stopped to listen. Listeners came and went, at no time during the hour-and-a-half rally, did the crowd seem to number more than about 100.

Mr. Kerry, now a lieutenant in the Naval Reserve, contrasted the Army’s sentencing of First Lieut. William L. Calley Jr. with what he said was a wider collective responsibility for the war. “Guilty as Lieutenant Calley may have been of the actual act of murder,” he said, “the verdict does not single out the real criminal. Those of us who have served in Vietnam know that the real guilty party is the United States of America.”

The United States, he said, “finds some men guilty and some men innocent of the very same charges” and tries to “ease its conscience by scapegoating one man.”

The Washington Post Times Herald - 3/17/71 -“Protest Planned Near Capitol”

A protest by as many as 5,000 Anti-War Vietnam veterans is scheduled April 19. The planned protest by VVAW brings to 16 the total number of days in Apriil during which peace organizations are scheduled to demonstrate….. (rest of col. 1 is unreadable/blackened copy -- has Kerry’s name, but can’t read it)

Kerry, a former Navy “swift boat” skipper who said he won a Silver Star, Bronze Star and three Purple Heart medals in Vietnam said the demonstration will begin April 19 with a ceremony at Arlington National Cemetery, followed by a mass march to the Capitol. He said a delegation of congressmen will meet the veterans.

Kerry said the five-day protest is being named “Dewy Canyon III” in recognition of a Laos incursion in which some veterans say they participated during February, 1969. The Pentagon has consistently denied that American ground forces operated in Laos at that time. Kerry said that families of Vietnam veterans were being asked to participate in the protest march and related activities but that “we’re not asking for any kind of mass student backing at this time.”

He said, “This is the veteran’s effort and the veterans will do it alone.” Kerry said the VVAW has 8,000 members. The group said it plans “constant lobbying on Capitol Hill, daily teach-ins for the public and a final day visit to the White House to present peace demands to the President.

In this interview, Chris Gregory tells how the Cambridge charter of VVAW came about - ie, John Kerry has Jerome Grossman introduce him to them at which Kerry approaches them to start the charter.

Wow, Kate, That last page of the PDF is a real eye opener. Shocked

The VVAW went way beyond just delivering propaganda. This is true espionage. Amazing stuff.

KERRY went to Paris to meet with the North Vietnamese at least twice

In his April 22, 1971 testimony in Congress KERRY admitted to meeting with the Vietnamese in Paris. It is known that had he met with the Vietnamese during a trip that Kerry & his wife Julia made to Paris after their marriage on May 23, 1970 and honeymoon in Jamaica (per Tour of Duty). The visit to Paris thus may have been closer to June. What is not known if, in his April 1971 testimony he was referring to the May / June 1970 trip, or if there had been any other trips between those dates.

I have talked with both delegations at the peace talks, that is to say the Democratic Republic of Vietnam and the Provisional Revolutionary Government and of all eight of Madam Binh's points it has been stated time and time again, and was stated by Senator Vance Hartke when he returned from Paris, and it has been stated by many other officials of this Government, if the United States were to set a date for withdrawal the prisoners of war would be returned.

However, at least one other trip to Paris is identified in VVAW FBI files. According to the FBI extract shown here statements made by KERRY appear in the::

Article states JOHN KERRY, one of the leaders of the National VVAW spoke to the group August 25, 1971 , indicated he had just returned from Paris, France to talk to delegates at the Paris Peace talks, including those from North Vietnam. He indicated that as far as the North Vietnamese are concerned, “Everything is on the table,” and that if the United States would set a definite date for the withdrawal of troops, the prisoners would be released and negotiations could start. ~snip ~ Kerry stated that VVAW has chapters in every state and a membership of about 22,000. He stated that he was one of a six-member VVAW governing board.

VVAW group talked of killing it’s own
such peace loving guys

There was even discussion regarding the possibility of killing Al Hubbard and Jon Birch of the national office, The Pittsburgh Office suggests the NewYork Office, with Bureau authority, consider advising these two persons there may be an attempt on their lives."

"Domestic Intelligence Division recommends no approach by Bureau Agents to Hubbard and Birch in view of their militant attitudes. It is felt they could use such an approach to the embarrassment of the Bureau. If you agree, however, we will call this matter to the attention of the authorities in Harrisburg, PA, and New York City only on a confidential basis. Hubbard and Birch can then be notified by these agencies. This procedure will give us better protection for the source."

Kerry received his personal files years ago,
wouldn’t we like to see what’s in those files……
