Folks, we really, really have to get our heads straight about this 180.
1) The National Personnel Records Center in St. Louis, a part of the National Archives and Records Administration, has custody of all military personnel records, which means your administrative records (duty assignments, training, awards, pay grade, promotions, discharge papers, courts martial, ad infinitum) and your military medical records.

The Department of Defense, and the Navy have nothing to do with these records any longer, and have not for at least twenty-five years. They are HISTORY!

Unless Kerry's spokesman is an idiot in matters miltary, on a par with the Boston Globe, which is quite likely, then this all amounts to another version of the scam: confusion and obfuscation.

Whatever records the Navy has we've already seen or don't need. If Kerry is directing the SF 180 to the Navy, then we are only going to get more of the same. The SF 180 has to go to the National Personnel Records Center, and the requester can designate anyone he wants to receive them. It seems Kerry has designated the Navy, according to other reports. SEE MY ABOVE REFERENCED POST PAGE LINK.

AND BY THE WAY - if he sends the request to the NAVY and NOT the NPRC, the Navy can only release the discharge information they have of record, which is the amnesty discharge from Carter's time.

Be aware that the SF180 is basically this: A REQUEST FOR A REPORT OF SEPARATION FROM THE SERVICE!

The following information will be deleted from the copy sent: authority for separation, reason for separation, reenlistment eligibility code,

As you can see, there is ample room for fudging on this, even if sent to NPRC direct. You can always request a Deleted Report and claim publically that it is complete - who'd know otherwise? David Wade? The Boston Globe?

However, it looks like even in the Deleted Report version, since Kerry was discharged before June 30, 1979, that he cannot evade having the "character of separation" disclosed; unless he makes the other maneuvers I have described here and in the other post.

What we really need is the Undeleted Report. Because I have a decoder for the SPD/SPN codes; numerical items which charterize the real reason for the discharge, such as "41A - Obesity," and 243 "Resignation in lieu of board action when based on unfitness."

I'm voting for number 243, because it miraculously validates O'Neill's book title, seems to be very likely, and proves thereby that there really is a God.

Good job of cleaning up the misconceptions of the SF180 request especially the "DELETED" option of the form and the fact that the request does have to go to St Louis. Kerry has ample room to "slime" his way out of what seems to be a sure "slam-dumk" situation. I hope and pray that he has not sanitized or in some other way circumvented the system and the unadulterated, unsanitized version of his DD 214's are released. Of course he could modify or obliterate certain items of info after receipt of the documents. White-out and copy machines can do a convincing job. Crying or Very sad

Seems that the Globe is getting an undeleted copy.

Question: Is it time to put pressure on the globe to make public on their website what was released to them? I think so.

Does anyone else get the feeling that the Globe made some agreement with Kerry to keep these documents confidential and only report on their contents?

So with the exception of seeing Sen. John Kerry's middling grades at Yale, what was achieved by his signing of the SF-180 document?

If it was about releasing his military record, that wasn't achieved.

If it was about clarifying his reserve activities upon his return from his short stint in Vietnam, that wasn't achieved.

If it was to perhaps further obscure the truth about his service and post-Vietnam activities, mission accomplished.

It is unclear exactly what was released by the Navy late Monday to the Boston Globe. On its face it appears that aside from the Yale transcript and some commendations, little new appeared.

"I don't know what everyone expected," says a former Kerry campaign staffer. "We said this was the complete file months ago. The Senator pointedly requested that the grades not be included in the documents released during the campaign."

And there lies the rub. At no point has Kerry requested a full, nonredacted release of his military record from the National Personnel Record Center, which has custody of Kerry's complete record.

According to Steve Jones, a principal of Lyon Research, and a respected researcher, who specializes in culling data at the National Archives, the Library of Congress, and various military and museum repositories across the country, Kerry's full file could contain a number of other documents not released on Monday, such as documents that verify his status in the Reserves up to 1978.

But redirecting media and the public away from his full file appears to have been Kerry's plan all along, because he submitted his SF-180 to the wrong entity.

"It doesn't make sense that he is going through the Navy," says Jones. "Applying through the Navy gives this scenario the appearance of a personnel shuffle. Kerry said he applied to the Navy and the Boston Globe said they received his record from the Navy and that makes no sense when the relevant records are at the National Personnel Record Center, a part of the National Archives. By going through the Navy Kerry makes it appear that he is using the Navy to screen his file; he added a layer of bureaucracy when all he needed to do was sign an authorization allowing a third party to look at his record at the NPRC."

What is the difference between the Navy and the NPRC?

The Navy, which created the documents to begin with, is legally obligated to protect the privacy of the veteran. If, as many conspiracy theorists have posited, negative material was expunged from Kerry's file, the Navy could most likely only include the final version of a document.

For example, if an individual were to have a received a less than honorable discharge, but were to have gained a full, honorable discharge some years later, only the honorable discharge order might appear in the Navy file, while all of the individual's documents might be in the NPRC file in St. Louis, Mo.

Jones, who has worked extensively at the NPRC and the National Archives, says that were Kerry to sign an SF-180 and authorize a third party full access to his NPRC records, more fodder would likely be found. "There is no way to know what is in his file unless an independent party looks at the file at the NPRC," says Jones.

But there is hope. The NRPC can open the file to the public ten years after a famous individual dies.

As to what could possibly be in the full files, the former Kerry staffer insists it's time that Republicans and anti-Kerryites got a life. "The man lost. He's now had to admit that he was [crappier] student than Bush and yet you keep hounding the man. Nothing will ever satisfy you people. I guess you're all going to go camp out back down in Mena for Hillary's 2008 run. Good luck with that."
