By "force" I meant politically force, or, in other words, I hope it comes to where he has to decide between signing it, or knowing that he'll lose the election. In that way, he would be "forced" to do it.

You are correct, the DD0214 is the record of discharge from ACTIVE DUTY, ONLY. It does not reflect total time in service. I spent over 9 years in the Active Reserve, and there is no DD-214 for that period. For military commissioned officers, wen they receive their commission, it is for an indefinate time (even sez so on the ID card). Either the military service has to revoke the commission, or the officer has to resign the commission.
