First use the same tactic used in every city in America to go after prostitution "johns" ... set up a sting ...
Have several "contractors" (actually SF's guys) setup shop.
Keep them under 24/7 tight surviellance with tracking devices in their clothing/shoes/briefcases etc ... plus bugged homes/offices/cars ... video too ..
Have several "hit" teams within striking distance 24/7 ...
Arrange to have visible patrols lighten up around their home ...
next, wait .... the bad guys are sure to try to make a snatch ... reverse the field on them and let one guy "escape" the trap (kill the rest) ...
Follow that guy back to his nest ... (disappear everyone there ...)
THEN make a big deal about the operation ... from that point forward every "potential" hostage will look like a possible trap ...
The DEA does this stuff every day against the drug world, we should be able to do this in Iraq ...
After all we only have to get lucky once with this, the bad guys have to hit 1000% to survive ...

Here's another idea.
Give the terrosrists what they are asking for, just make sure that every prisoner released gets shipped in at least two boxes each. Let them know that we have plenty more on backorder.
