Newsday, November 20, 1992
Staff director Zwenig has coached Vietnamese officials on how to explain the deaths of all POWs, as detailed in a July 17 memo from the American embassy in Laos. Kerry himself coached the Pentagon - this according to a Pentagon memo of Oct. 7 - on how to "put a lie to" the committee staff's conclusions that the photo imagery was valid evidence of the recent existence of POWs.
….. At this point, Kerry's staff director, Frances Zwenig, told the Pentagon people, in the words of the Pentagon's own memo, "that Senator Kerry had not intended the briefing to be carried on after he left and that DOD [Department of Defense] should not continue to answer questions." The DOD people then walked out on Sen. Smith. |

The Iowa senator (Grassley) said another memo, written Oct. 6, also upset him. It was in the form of a handwritten note to Kerry from his committee staff director, Frances Zwenig. It referred to a firm that asked to perform an independent analysis of the satellite imagery and ended with the notation that, "I am working on the script w/DIA," a reference to the Defense Intelligence Agency.
Neither Kerry nor Zwenig, who accompanied Kerry to Vietnam, could be reached for comment about the memo. |

That, apparently, was not enough for Mr. Kerry. A memorandum of a conversation between the senator and the DIA after the NBC report aired - in which Mr. Kerry writes that he advised the DIA on how to rebut the NBC report - is currently a matter of heated behind-the-scenes speculation on the committee and in the DIA. In addition, a letter written by Kerry staff director Frances Zwenig to a top Pentagon official on the question of DIA's interpretation of photo intelligence refers to Ms. Zwenig's having "already scripted it [a strategy for dealing with agency critics] with DIA," according to sources who have seen the letter. |

SEATTLE POST-INTELLIGENCER

Zwenig said Hendon was fired by Kerry, a Massachusetts Democrat, and the committee's vice chairman, New Hampshire Republican Bob Smith, for mishandling classified documents and violating committee rules.
Hendon was a Republican House member from North Carolina in the 1980s.
Hendon said Kerry ordered the destruction of the investigators' analysis and findings after they were presented to committee members on April 8. He said Kerry was intent on delaying declassification of more than 40,000 intelligence documents until after the Nov. 3 vote. |
