Joe Biden: the author of an extra-Constitutional ammendment that was so bad even Teddy Kennedy felt constrained to vote to repeal it.

Biden was instrumental in the Senate's refusal to confirm Bork - a respected Constitutional scholar, and likely better qualified to sit on the Supreme Court than any of the appointees after him - for no reason other than Bork is conservative. If I remember correctly, his confirmation hearings were both personally degrading and politically biased in the extreme. This led to the term "Borking" (used to denote refusing a deserving candidate employment for political reasons) as well as, IMO, the currently partisan and poisionous atmosphere regarding nearly ALL civilian positions in the Federal government requiring Senate confirmation.

The exact thing nearly happened to Justice Clarance Thomas - for the same reason - and IMO would have had he not come up with one of the most effective comeback lines in history (his "high-tech lynching" riposte).
