Ohio has 20 electors. Now the Hawaii strategy makes sense. 4 electors. First to 270 wins.
The press is calling Nevada for Kerry. That's 5 electors. That would have put Bush over the top, assuming he takes OH. Bush won OH in 2000. But he also won in NV and NH.
If OH narrowly goes for Bush, then if these ridiculous provisional ballots number more than the difference in the vote between Bush and Kerry, then it could take almost two weeks to verify and count such ballots. In addition, the OH Secretary of State is a black Republican named, Ken Blackwell. His affiliation might be cause for Kerry complaint. In addition to that, OH is home to a majority of counties using punch card ballots.
I don't know how many provisional ballots they took in. But they say that OH, like various others states (though not all), received more voters at the polls and by mail, this year than in 2000. A larger vote would possibly make for a larger vote margin, even if the percentage difference is small. Have to see.

To quote myself, here, the networks are now calling Alaska for Bush. But importantly - they're calling OHIO FOR BUSH!!
Bush is ahead in New Mexico, by a relative few votes. Nevada was predicted based on only 20% of the vote. It could still go Bush. If it all holds - OBVIOUSLY - President Bush just won re-election, and by more than just 270 electors. But we'll have to see about that margin in OH. Presumeably, the provisional ballots would generally be invalid. But I wonder that they also would favor Kerry. Counting for two weeks DOES NOT sound like a good idea for this country! Maybe the margin will be sufficient that they won't have to resort to that. I pray that's the case.
I HATE - provisional balloting.
BUT - however - I have to say, I am stunned by how close it turned out to be. I thought that surely President Bush would have won by more in the popular vote. The loser running against him was almost a non-entity - a generic anybody-but-Bush. Not that I have anything against lap dogs, but they could have put a pet Yorkie, known for bad behavior, up against the President and gotten this same result. Kerry was the worst of the 'seven dwarves'. He was and is literally - Unfit to Command.
I'm worried about America.
