I have come to the conclusion that Kerry did not take advantage of the Presidential Pardon given by Carter. No where in all the DD I've done do any dates coincide with the time frame allowed in the Clemency Program that Carter established. Even the records he posted on his website did not reflect any. 1985, when his medals were reissued(?), is ten years after the clemency program. The clemency program required some public service. There is no record of Kerry having performed any public service. It appears as if he had no record until he became interested in running for President, then what he presented was full of holes. The excerpts from his "journal" read like "Apacolyspe Now", and a lot of what he claimed on his Cambodia trip was right out of the movie......

Your first sentence makes absolutely NO sence. What dates? You issued Dishonorable Discharges? Where and when? Actually, the timeframe of DDs has nothing to to do with Carter's Amnesty program timeframe other than they had to happened within the Vietnam timeframe.
What do you believe was the timeframe of the Carter Anmesty program? Does it include 2/16/78? Was Kerry serving during the VN timeframe?

I think by DD he meant Due Diligence instead of Dishonorable Discharge.
Try that and see if it makes more sense. |

Edward, unless I'm misunderstanding you, it was Ford that offered a Clemency program to draft dodgers, provided they served some public service. Carter issued a Presidential Pardon to those who refused to register for the draft or who fled the country. I've always been of the understanding that Carter issued a blanket "Welcome Home" to draft dodgers while still snubbing those of us who served.
In fact, that "pardon" was the final straw for me on getting out of the Army in 1977. _________________ Clark County Conservative |

Quote: | It’s well known that President Carter’s first
Executive Order pardoned those who had
evaded the draft during the Vietnam War. Less
well known was President Ford’s clemency
program, set up by Executive Order 11803,
signed September 16, 1974.
President Ford’s clemency program was
designed to judge applications from as many as
13,000 civilians and 100,000 servicemen who
had either evaded the draft or gone AWOL. The
offense had to have been committed between the
Gulf of Tonkin resolution (August 4, 1964) and
the day the last American soldier left Vietnam
(March 28, 1973). The Departments of Justice
and Defense were ordered to review applications
from 4,522 draft evaders and the 10,115
servicemen who had gone AWOL and not been
discharged. At the same time, the executive
order set up a Clemency Board to review
applications from 8,700 convicted and punished
draft offenders and an estimated 90,000
servicemen who had been given bad discharges
for going AWOL. All of those who were
eligible for this program were given 4-1/2
months to apply. This was later extended for an
additional two months. Applicants who were
approved for clemency might be ordered to
perform as much as two years of national
service.
