Yesterday was a political hot day because the political game is walking away off its trend aftermath the elections as people were breaking into the streets in protest for raising fuel prices.There are some enraged political parties of results of the elections charging them with being marred by fraud.Some observers have predicted a political crisis after the elections due to preliminary cautions while some have threatened of resorting to using weapon if the results were not changed despite that the elections are the solution of armed conflict for the helm.Resorting to weapon means that those who are engaged in the political process do not believe in it, a matter that undermines democratic concepts.There should be legal way to solve disputes with the presence of judicial associations who are in charge of such disputes.The political process is in a crisis that requires soothing and pacification through dialogue in the light of constitutional and legal contexts.
POLITICAL SCENE FACES A CRISIS

Political scene faced a crisis following threatening of using weapon and hot tatements released by some political partiers of the Consensus Front objected to the results of the elections.The Consensus front who was hoping to get 23 seats was shocked to get only 13 seats in the parliament according to preliminary results.The front was planning to gain the presidency post in addition to ministries of defense and interior before being astonished with the last results.
CHINA AND SPAIN'S AMPASSADORS APPRCIATE ELECTIONS

President Talabany received accreditation papers of China and Spain's ambassadors yesterday. The two ambassadors appreciated in two separated press conferences the successes of the elections which took place last Thursday in Iraq and promised to work through their positions to develop friendship and cooperating relations between their countries and Iraq to serve the mutual interests and enforce the political process in Iraq and maintain stability for its people. The Chain's ambassador described the elections as a great event that will bush forward the political process and establish peace in Iraq while the Spanish ambassador described the elections as a successful one that passes all obstacles on the way of building democratic Iraq, promising of working to root the relations between the two countries.
UKRANIAN FORCES END THEIR MISSION IN IRAQ

Ukrainian forces announced the end of their mission in Iraq through military eremonies held in Kut which is the main base of them since the fall of Saddam.The ceremonies have been attended by Wasset governor, the Ukrainian ambassador and the leaders of police, army and coalition forces in the province. The Ukrainian ambassador announced that Monday the 19th of December 2005 is the date of ending the mission of his forces as part of coalition forces in Wasset.Wasset governor thanked the friendly forces which has achieved many achievements in security and order especially in training police and army and raiding terror safe houses.
RAISING RISK BENEFITS FOR JUDGES TO 50% OF SALARY

Council for supreme justice had decided to raise risk benefits for judges as 30% to 50% from their current salary after acquiring Finance Ministry's approval on that issue.A reliable source in the council said that persuading the order will start at the coming month after acquiring approval of Finance Ministry, besides disbursing same amount for other employees such as prosecution, justice supervision and supreme justice council as a reward of their efforts to carry out duty in spite of the huge risks which they exposed to.

Mistake

The government has made a mistake when it presented the fuel raising prices let alone the attitude towards this subject since that some people view it as a part of comprehensive reform required by the IMF while some say it is a false decision targeting poor people.The mistake came as the cabinet did not prepare the society for such decision so as to be accepted, while they did not make some procedures to ease the decision’s impacts on people.The cabinet has had a good time to pay tangible procedure to ease the impacts of the decision. Besides, we had told them to make media campaign to explain it and put some solutions for the poor families.This may lead to judge that the cabinet has no idea of media role in interpreting the government’s program.Even the National Assembly did not discuss the decision, a matter that means ignoring of the people reaction before making any decision.This should be a lesson for ruling in the future.
NEW GOVERNMENT FORM SOLVES CRISIS

Well informed resources told that Sunnis were interested in presenting Adil Abdul Mehdi as Prime Minister Candidate.The sources revealed that Consensus front and al-Mutlag demanded re-voting following six months of forming the government. The Sunnis demanded the two sovereign posts of interior and defense ministries before emerging of the preliminary results.The Sunnis according the sources did not reject President Jalal Talbani being a president for the upcoming four years.In the light of the landslide win in the voting, the United Iraqi Alliance denied any news of presenting any candidate for any post.Ridha Jawad Taqi spokesman of the Supreme Council of the Islamic Revolution in Iraq denied any news of presenting Prime Minister saying that consultations of such post did not start yet.

Prime minister, Ibrahim al-Jaafary during a meeting with the American congress delegation in Baghdad, discussed the withdrawal of the American troops, stressing that it should be identical with a timetable of developing the Iraqi security forces, adding that there is a plan to reduce the number of these forces in Iraq. He repulses those who contested the credibility of the elections, saying that they must understand one major fact which is that the origin of elections is the triumph of the people.He said that the visit of the delegation is the forth one during this period and it recorded good attitudes about this democratic experiment in Iraq which steps firmly to maintain all the political forces.Prime minister said that he has phoned king Abed Allah bin Abd al-Aazeez who blessed the development of the political process and discussed with him mutual relations.He said as he answering a question about the contestation of electing results by some political forces "through my observation to elections I did not say any neglecting on it" adding that the government sticks to the independent of electing commotion and will not allow any interference in its work .The delegation said that it is surprised with the achievements that the Iraqi people made though the last seven years and that it will be happy if the rate of elections in Iraq which reached 70% happens in America.On the other side, the Albanian prime minister said that Saddam will face the same fate of the former Yugoslavian president Miluzufitch because the have persecuted their people for three decade.Al-Jafaary said in press conference that the Albanian prime minister showed his admiration for the successes of democratic process in Iraq through the wide participation since there is common points between the two nations especially in the demographical structure and the repression they have faced.

There two ways of ruling countries, first of which is the democratic way and the other way is the dictator way. One of conditions of democracy is transparency whereas dictatorship has blackout as the most well known figures. Transparency means rulers and administrators work under the sun and inform people on every thing facing them let alone sharing media men in discussing issues and decisions, while, blackout concentrates on pursuing closed doors and making decisions behind scene.Democracy is means free getting of information and people's right to get them freely, while dictatorship means imposing censorship on publishing information and depriving people from their rights.People did not know any information about justifications to raising the fuel prices and benefits of the consequences, so they have the full right to protest and go through demonstrations.All of that was because of closed-door negotiations and decisions.We hope that the fourth government following collapse of the idol would share people in their discussions of important decisions.

President Jalal Talbani's gesture sets from continuity of the political process rather than merits of the electoral process since that the second process is part of the first one and it is not right to give up the first one for little dispute in the second one.Political process includes some consequent circles started from the first elections made last January till the recent one mid December to form the House of Deputies in the light of the constitution. So, every step would rely on the previous one.It is true that some problems have accompanied phases of the political process thanks to legacy of the deterred regime and the local environment but that does not mean undermine the whole political process because giving up the elections may lead to what had happened in the aftermath of past Algerian elections in the past nineties of former century.
21 MARTYRS TOLL OF BLOODY DAY IN IRAQ

Astounding figures referred by governor of Baghdad regarding services in Baghdad reveal wide disparity between political elite interesting and current services people are suffering from their lack.The said services are very deteriorating as the ways and sewerage suffer the same neglect and people know more than any journalist does. The problem is that reforming the said services needs an amount of big money that reaches 1150 billion dinars according to the Mayor Sabir al-Isawi, however the problem grows as the mayor mentions the available money for the allocation is 150 billion dinars, i.e.15%.It is a little percent that could not help poor people which means that the problem is still in the first quarter and people have to be familiar with the current status quo.At the same time political elites are busy of duel to gain more seats in the new parliament and were able to distract people from their sufferings by declaring the winners or by protesting in shrugging off the result, while they are silent towards the real catastrophe of service collapse and non ability of resolving it. It is a silence targeting putting people away off real consciousness.

NATIONAL INITIATIVE TO SOLVE THE POLITICAL CRISES

Yesterday we saw off 2005 as we received 2006 today with the same level of expectations and aspirations that we received the past year.2005 was an exceptional in Iraq's history according to positive developments at the same account of negative things, for many events that could not be removed from Iraqi memory.The most prominent event in 2005 was political process' continuity from first elections in January along with referendum on constitution and the recent elections last month.The political process has come to continuity despite threats from terrorists thank to efforts paid by both ministries of Defense and Interior and people's participation in the process as well.Many public services were absent, nevertheless people went up with all parts of the political process despite frustration and dispirit under which they because many factions prospected revolt which did not happened due to political awareness that people enjoyed.The events proved that the people are the grand capital in our country.

FORMING GOVERNMENT

In democratic states, forming government is based on electoral rights only.For if a party won the elections, it would form the government by his own members, and if his victory was un complete, it would make an alliance with other parties, while the results would take time before achieving the government due to difficulties of making it with absence of electoral majority.In our case, as a transitional condition from dictatorship into democratic life, it is hard to pursue democratic concepts in all political phase.One of the reasons is inter-local societies willing to show their local identity rather than their national one, whereas the other reason is mistrust among society factions, which may lead to fear of local interests.For instance, presidency council was presented instead of one-president post, which was adjourned for the next round of parliament after four years, likewise, the deputy premiership post which relied on a formula of troika group of ethnic roots.

Consensus Government

Upcoming government would be a consensus one thanks to nature of political, cultural and social environment in Iraq, a matter the constitution had admitted and recommended pursuing it in the following rounds of parliament, i.e. the constitution makers suppose that Iraq would emerge from consensus to electoral government in the next parliaments.Consensus government means that factions of a society gather in a compromising government basing on settlement among the factions that can satisfy all of them through concession of proper rights in favor of others satisfaction.This idea could be found in societies emerging already from dictator reign.Following collapse of the dictator, three early governments were founded to achieve the transition from that bad era, represented by the governing council, interim government led by Iyad Allawi and transitional government headed by elected parties led by Ibrahim al-Jaferri, who would hand over the authorities to the elected government that would be passing the medium transitional period of entering into full democratic state and society after the current four years.Electoral right would go alone with the winner’s merits since that the grand block has to form the government but they need to make consensus government so as to share all of the society in the government away off sectarian and ethnic interests.
ELECTIONS TO BE DECLARED ON GREATER BAIRAM

You may be unlucky one if you have two conditions and all people are equal in these conditions.First you should be ordinary one that you do not know any official in the state and the other condition is that none of them know you.The high rank official is like ministers, or people have the same degree in addition to their families and connections.Such people present their applications for job opportunities due to unemployment in Iraq is over 30 percent. The application would be full of documents and even unnecessary papers so as not to be hindered or impeded, but when they receive your application another phase would start with it as they would tell you to wait for several days and then the harmful fact is that they ignore your application from the beginning or lose it under any neglecting circumstance because you are mere an ordinary citizen that you do not know any official.At the best conditions, you may be pressed to pay some money as a bribe and when people can not pay the required amount, it will be easy to ignore their forms.Connections, bribes and misusing authorities are the main images of corruption that bite into the state's facilities and ordinary people almost pay for these diseases because they do not know how to send their complains.
IDEAS OF TRANSPORTING SHORJA INTO SADR

The government is studying a plan to transport the Shorja region for marketing into the Sadr City, Housing and Constructing Minister Muhammed Jassim Khudier said.The study concentrates on efforts to maintain the cultural image of the region in addition to pass plans of releasing the region from traffic jam that confines the whole capital under many circumstances. There are four million civil servants in Iraq who know their retiring rights. In return another huge number of private section employees, media included, are growing thanks to new general trend of privatization.The private section employees face a problem of lack of insurance of living following ending their contacts. Those people do not have financial revenue that can save their living following losing their jobs.Hence, journalists would face the greatest jeopardize because the private media sector is fledgling earlier let alone lack of laws that can protect their rights.More, there is a pension committee that presents so very poor pension for about 140 retired journalists. Yet, this commission is not the solution for the insurance or pension.Private sector's duty is to find solutions likewise the state institutes to end the journalists' sufferings.

Statue

If any one asked me to present someone in order to erect a statue for him, I'd not be hesitated to propose the Iraqi people for that statue.This people deserve the grandest statue or a great monument in appreciation of his patience in the light of hard circumstance that he faces.The people has been suffering for 35 years, and still, of life impediments staring from dictatorship and its crimes let alone catastrophic wars and many forms of hard life conditions since collapse of the dictatorship up to now, like unemployment, high cost of living and lack of security, power, water and fuel in addition to many shortages.In spite of all that, Iraqi people did not give up patience which is more than any feature in comparison with other societies. For instance, the people are waiting for many hours a day in a long line of fuel while the drivers are waiting calm for the fuel.No one expresses revolt, or yelling as there is neither strike nor demonstration.Once a year, trailers in Briton have went under strike in protest against raising prices of fuel.But the Iraqi people present the opposite image with their abnormal patience. Hence, Iraqi people deserve the statue of patience.
FUEL CRISIS EXACERBATES, AS BLACK MARKET RAISES PRICE

The fuel crisis has come into an aggravating level along with the past days in Baghdad and provinces.Oil Ministry officials justified the crisis with sabotage acts that caused striking oil pumps and power cables in addition to lack of services of maintenance for the fueling stations in the refineries and problems in the transporting net.Some citizens in interviews with the newspaper demanded using capons for the gasoline like those of kerosene and liquid feeding gas. They said that using the capons for the said items was successful and it may lead to the same success in case of using it with other fuels, a matter that may prevent smuggling and raising black market prices.
Some station owners revealed that they have received threats of death if they went on selling fuel with the new prices. Some people said that the crisis was created by some saboteurs who want to disrupt the government's efforts in bids of social and economic sabotage in the country.

People's daily needs could not be met through donations due to the huge gap between the said needs and financial revenues of the country.People are of three sorts; civil servants who are four million people, private sector workers and the third kind are the idle people who are over 30 %.The government's donations include civil servants only in addition to their occasional influence that they do not solve problems of the gap between the needs and revenues.In stable countries, ability of buying is assessed according to daily needs as the people's need of money is considered according to lowest limit of living standard that can save people live in acceptable standard.Civil servants salaries are paid accounted according in the light of their academic degree and years of service while they should be paid according to salary's ability added by the real cost of plausible life in its lowest life standard.The idle people have no solution in the labor ministry when it paid the occasional donations to them.The lowest living standard include providing service of food, housing, medicine, transporting and education whereas the right solution is to account the real cost of the said services, while the servants salaries could add tips of academic degree and years of service in addition to number of family members.

UNITY

Proclaiming unity between Kurdish administrations needs more than congratulations, while officials in the Kurdish region have to work so hard.This step is ended about ten years of dividing the region and put a big milestone in the body of federal Iraqi slate.
It is well known that the first democratic elections in Republic of Iraq was in the Kurdish enclave in 1992 that resulted in forming Kurdish parliament and government following emerging from dictator control in that year.
Dividing the administration was the result of local civil war, but approving referendum has opened the way to reunite the Kurdish administration of the region as a successions federal pattern.Now, we are a head of opened way for stability in the country.
ACCORD CONFERENCE PRECEDES GOVT.

Arab League Secretary General's Envoy Mustafa Uthman Ismae'l would arrive in Baghdad after the Greater Bairam holding so as to prepare for the Accord conference before forming the government.The Arab League (AL) would resume efforts following Cairo conference held in October last year, to hold another one in Baghdad before the end of February.Sheikh Humam Hammoudi told AS-Sabah that secretary General of (AL) Amr Moussa has agreed to his proposal for convening the conference in Baghdad before forming the government.He said that Moussa agreed to hurry up the conference due to deteriorating security . As there were victims of a mine in the area that near the Iranian borders in Basra province, the mines removing center of southern region that belongs to the national committee for mines affairs said that the reason behind the delay of taking steps to remove those mines is the lack of legal legislation for the committee to work in areas with bombs, weapons and mines.An authorized sources within the center informed al-Sabah that the works of removing pollution in the areas planted with mines is a priority for4 the center.According to the reports of the national committee of mines affairs, there are some 1473 pieces of emanation, bombs and rockets that are not exploded. This equals 218.866 thousand tones of explosives spreads in Basra, Thei Qaar, Mesan and Samawaa provinces since the Iraqi Iranian war and the gulf war because these provinces were close to areas of military presence of fighting sides.Reports said that more than 100 victims mostly males with the age range between 15-29 years old were killed by these stuffs and there were many physical handicapping caused by them.
ARAB, WORLD AIRLINES DEMAND IRAQIA AIRLINE TO PAY DEBTS

An official source at State Company of Iraqi Airlines said that number of Arab and world airline companies have demanded the Iraqi company to pay its own payable and compensations as a result for customs on Iraqi airplanes sitting in airports of these states since 1991 which reach to $700 millions.
In an exclusive statement to al-Sabah, the source said that among the states which demanded to pay their own payable is Kuwait and Tunisia, while the source has praised Jordan’s decision which stipulating the cancellation of payable customs for Iraqi airplanes sitting on their territories over the previous years.

Stability

Stability is the principal required condition to acquire development and reconstruction. Money, as the mainstay of development and reconstruction, do not operate in an unstable environment. Hence, we find in some prayers some signs of asking God for peace and livelihood since it is the counterpart of peace in the development.Stability is based on powers of moderation thanks to their large representation in society who need stability and peace.So this attitude requires activating the said powers who should be united and enjoy solidarity so as to overcome their ethnic and sectarian loyalty and achieve their national program an joint aims of stability and development in addition to aims o democracy and human rights. This program does not mean leaving it without pressure from many powers that do not agree with their goal. Thus they want to destroy their program basing on their own interests.
POPULAR COMMITTEES IN RAMADI AGAINST ZARQAWI

Ramadi well informed sources said that fierce clashes between people of the city and Zarqawi loyalists along with deteriorated connections following the mass suicide blast the killed about 80 people in Ramadi last week.The sources added that popular committees were formed to take their part in combating the terror net of al-Qaeda and its leader Zarqawi in order to dismiss them from the city.The said stance could be judged as a big u-turn in attitude with the terror net.Some people participated in the clashes with the terror Zarqawi net told As-Sabah that enraged people have taken into streets in revenge of their victims who collapsed in the terror suicide blast and was supported by people who reject their acts.Information refer to more than 120 terrorists have runaway from the city following the clashes.
