About 1500 civil servants in Education Ministry suffer from being deprived from their rights approved by the law, likewise their colleagues in Ministry of Higher Education and scientific Research.One of the deprived rights is based on the law No.34(1998), which grants the employees in both ministries with the same rights.A part of the problem is professors of the Education ministry who were deserted from the same right . EX-former minister Alaa al-Alwan granted their rights but they were kept ink on paper- up to now.These sufferings could lead to more problems and feeling of oppression.We hope Education Minister Abdul Falah al-Sudani listen andstudy the problem so as to save it.



RESULTS TO BE DECLARED WITHIN TWO DAYS

Election commission is scheduled to declare results of the elections within the coming two days, Hussein al-Hindawi, head of the commission told As-Sabah.He added that the commission would wait for the international team who came to investigate the final results to declare its report within two days, whereas the commission would wait for objections following the declaring day for ten days before judges approve the results.Hindawi said that if judges decide not to see objections, there would be no time to wait for more than two days and then work for filing the compensation seats as 45 candidates would complete on them.The head of the commission unleashed that 20 polling centers and five polling stations were cancelled in Baghdad and Salahiddine



SECURITY FORCES ARRESTS 18 SUSPECTED

Iraqi security forces could arrested 18 suspected in different districts of Baghdad and some provinces, while Imam of Hurriya mosque killed by some terrorists at the same time 10 citizens wounded by an explosive bomb western of Baghdad .On the other hand, 4 policemen wounded by an explosive bomb aimed their vehicle near al-Mashtal garage in Baghdad, and they could arrested other 4 terrorists in Yarm ook district.



SOURCES DENIES THE RESEGNATION OF JUDGE RAZGAR

Iraqi sources denied yesterday the news of resignation of judge Razgar who heads the special tribunal that judges Saddam and his followers.An authorized source close to the court said that Razgar will stay in his position an continuo working on the case of Dejail, referring that there is no change in the structure of the court which will proceed its pressures on 24th of this month to judge Saddam and the other confidences.



SIXTH MASS GRAVE DESCOVERED IN NAJAF

Security source in Najaf said that new mass grave was discovered in Haideria distract north of Najaf includes corpses of dozens martyrs who were executed by the former regime.The discovery came when one company was making digging works last Saturday. The source added that these corpses belong to martyrs of Shaabania upraising 1991 and there were five other mass graves which were discovered through the two last years.It is worth mentioning that among these corpses there was corpses belongs to clerics , children and women who were identified by the clothes they were wearing before the execution.

Al-Sabah has become one of the most prominent newspapers basing on subscription, circulation and ads.At the beginning of 2004 distribution of the newspaper was about 22,000 copies before reaching the figure 50,000 far away off any Iraqi newspaper up to now.Yet the problem is the printing capacity of the newspaper that the current printing machines are old enough that can not meet the modern technical requirements, a matter that presses for renewing printing machines along with development of printing and distribution.Rising in the number of printing and distribution is not a casual one rather than a result of hard work day and night.In addition, ads are one of the principal fiscal sources to the newspaper because the advertiser would not go for an obscure newspaper to publish his ads.Sometimes I was asked from editors to drop some ads in favor of news, a matter that I can not pass because ads are the prop of the media work.



AMERICAN EMBASSY: WE BIULT A STRONG BASIS OF DEMOCRACY IN IRAQ

The head of Iraq reconstruction office in the American embassy said that his government has built a strong basis for a democratic and stable Iraq and that the Iraqis see the historical change in their country and its long term benefits.This American official said that in a press conference that the American administration is waiting for the results of elections and the formation of an elected government on constitutional basis, referring that US has spent (17.7) billion dollars out of 21 billion which are advocated to support Iraq and build its democratic institutions.



TURKMANI BLOC OBGECTS ON CONCELING TURKY BALLOTS

Turkmani bloc objected on the decision of the electoral commission for concealing the results of the Iraqi election that was hold in Turkey.The bloc represented a formal objection for the commission based on that the 19000 concealed voices were voices of the bloc and this act is serving anther group, stressing that forgery has taken place in many ballots outside iraq and the commission did not take any steps.

Faith

Fragility in democratic political process requires a host of activities in current and future phases in the context of comprehensive drive to enforce democracy in the country.First, there should be faith in democracy as the best solution of conflicts on helm of power in order to save the whole society's interests. And it is important to connect between democracy and the said interests so as not to pave the way for alien avenues to get those interests away off democratic means.In addition, there must be respecting to rules of democracy through elections and respecting others' views beside giving media more roles in monitoring the state facilities and maintaining sovereignty of constitution, etc…Believing in democracy should join the idea of believing in Islam since that there is no difference in their concepts.Finally, there should be more learning of democratic concepts among internal groups of parties.



JUDICIAL COUNCIL APPROVES GOVT. & PARLIAMENT POWER TILL NEW GOVT.

Judicial Council agreed on government and parliament continuity to their activities till forming of the new upcoming government, Dr. Hammam BaqirHammoudi affirmed as President Jalal Talbani has referred the subject to the judicial council to solve the problem before entering a constitutional gab.On the other hand, Seid Muqtada al-Sadr has rejected a US offer to ascend presidency post in return of applauding occupation. Meanwhile, Ali al-Adeeb said that second phase of negotiations would face a new frame of coalitions referring that negotiations would be held with moderate figures in the Sunni parties.Prime Minister stressed the need to provide technocrat figures to occupy defence and interior ministries.

ABD ALMAHDY: ELECTROAL MERTT IS THE BASE TO FORM THE GOVERNEMNT

Vice president, Adel Abd al-Mahdy said during a meeting with sheikh Qazy al-Yawar that electoral merit is not the only basis but the basic basis to form sharing government.He added that the concepts of sharing and accordance is the need of Iraq but must be fenced with electoral merit and if this happened, the government will comply with all concepts.From his side sheikh Al-Yawar said that elections will present a balanced situation and that we need a national sharing government for now with keeping electoral merits in forming the government.He added that we hope that the national sense and the country benefit will defeat the narrow benefits.He showed that the real scale to form a government is the electoral merit and that we are now in the initial phases to build the country according to right basis such as democracy, federalism and multiplicity.

Absence of political distinction between citizenship and political program which are basic corners in building right political and democratic awareness is not fatal and unchangeable.It is a social, cultural and political fact can be changed through purposeful human act as the other entire social phenomenon.Change can be done; its methods and its pioneers exist. They are the elite in the Iraqi community, this elite is productive and prominent in all regional and international scales.Such an elite leading the government, the state and the community, is able to widespread a political awareness based on considering citizenship is the scale in the political building.This elite has a big space lasts for four years through which and by using media and influence of education, can do many of educational actions to widespread items of the new political awareness.



PRIME MINISTER: GOVERNEMENT FORMATION MUST BE THROUGH NATIONAL UNITY

Prime minister, Ibrahim al – Jaffary said that political forces which participated in the recent elections must respect the will of people in choosing their representatives and that the formation of the government must not conflicts with the concept of national unity.He added that the final results are not confirmed finally and that the Iraqi united alliance continues its meetings to choose its candidate for Prime Minister Post.Al-Jaffary said that his meeting with the delegation of House of Commons was to assess the democratic and constitutional process, the horizon of the coming government and the method of dealing with security and civil obstacles. The delegation has praised the political process.From his side, the head of foreign relations committee in House of Common, Mike kais has said that they look forward for the future of the new government, stressing that the decision of withdrawing the coalition forces is an Iraqi decision. He has said " we did not want to interfere in the internal affairs of Iraq and that any decision deals with Iraq and Iraqi people is linked to the will of Iraqi government and people."



ZIBARI: POLITICAL FORCES DEVOTED TO FORM NATIONAL UNITY GOVERNMENT

Process of building a democratic, powerful and modern state basing on concepts of citizenship in Iraq needs to educational and cultural campaign starts from first school year unto graduation from the university. This operation supposes the need for 16 years before achieving educational and cultural change.This movement needs a comprehensive plan pursued by higher education, education, planning and culture ministries in addition to other liaison bodies with government and society including media.The aim of this campaign is to promote awareness of citizenship and spreading its concepts among people.Active citizen is the most important idea of citizenship that means voluntary participation of people in all common life aspects.



IRAQI TRIBES CHASE TERRORISTS IN NINEVEH AND BABYLON

Mayor of Nineveh Dureid Kashmoula demanded tribes in Mousul help in chasing terrorists who fled their posts in Anbar and Samara following being dismissed from the said cities.He notified that his initiative was preemptive if the terrorists think of Mousul as a hotbed.A meeting included Mousul police leader and 2nd Squad located in Mousul has discussed security condition in the city.On the other hand, Babylon tribes stressed determination to chase terrorists from their city.



STOLEN MASTERPIECE FROM IRAQ EXHIBITED FOR SELLING IN NEW YORK

An official source at the State Ministry for Tourism and Antiquities has said that a head of a golden ax is now exhibited for selling in New York city, that ax had been recently stolen from one of the Iraqi archeological sites.The source informed the newspaper that the president of State Commission of the International Antiquities Dony George has confirmed that the masterpiece is exhibited for selling in Fortuna Fine Arts located at 984 Madison St. in New York City, referring that an archeologist specialized in ancient Iraqi minerals stated that the source of such kind of axes are from Iraqi archeological sites, particularly, from Selima and Hassan hills, indicating that forged marks have been put on these axes such as “Loastan ,Amlash and others marks.



31 TERRORISTS ARRESTED

Army forces in al-Dewania province have arrested 31 terrorists including five with Egyptian identity and anther one with Sudan identity.These forces have attacked nests of terror and arrested the mentioned terrorists and after investigating with them they admitted that they were preparing for actions against the pilgrims of holy cities.Army forces also have discovered some bombs which are transformed to safe places and the processor was arrested.



OIL REFINERY DEALS BETWEEN POLAND AND IRAQ

Ministry of foreign affairs has announced the ability of dealing in the field of oil refinery, transportation, commerce and agriculture between Iraq and Poland.The ministry showed the Iraqi desire to develop the mutual relations between the two countries in all fields.The Polish ambassador on Iraq handed an invitation from the deputy of Polish minister of foreign affairs to his counterpart to visit Poland to discuses the methods of developing cooperation between the two countries and making deals in the mentioned fields.

ONE BILLION DOLLAR FOR BAGHDAD UNIVERSITY

The Ministry of Higher Education and Scientific Research has allocated 2 billions and ID960 millions for Baghdad University, within the annual allocations appropriated by the ministry to the Iraqi universities.An official source at the university said to as-Sabah that the technical and engineering cadres in the university have contributed to develop and rehabilitate as-Salam, al-Aqaida, al-Wahda, veterinary college for hostels with cost of ID400 millions.He added that a compound for class halls will be established at College of Arts and College of Languages at Bab al-Mu’adhum with cost of ID400 millions.

POLITICAL MARCH TO RELEASE DETAINEES

Basra provincial council has called all the political forces and organizations to protest against the British troops which still arresting two of interior inelegance officers and one policeman.Protesters will ask for the release of the three detainees in a march that will start from Sader hospital towards the British consular, will deliver some demands to the British authorities about releasing the detainees and not repeating arresting cases without informing the province council.





ELECTRICY AND TERROR ATTACKS

An authorized source within ministry of Electric power has announced that transferring lines were targets to a terror attack causing the collapse of three towers through the last few days.The source added that the technical and engineering corps of the ministry continuo repairing damages caused by these attacks.The source has announced also that the stopping in pumping oil from the southern ports has contributed in the lack of gas pressure which fed many of power plants. This has contributed also in decreasing the production of these plants.

Yesterday, I listened to a host of notes presented by participants of a symposium held by a media organization called 'Iraqis for public and independent broadcast'.The organization had held a step in the right way when it had held the symposium, for media is called the fourth authority, in return of other legislative, judicial and executive ones.Yet, one can misuse his authority including media; hence there should be censorship on the media work as the civil society association could do so since they have voluntary links with people by making sure the media men have no intentions to misuse their authorities and that they are independent in their actions.The same thing could be applied on al-Sabah newspaper, which editors attended and participated in the symposium actively. It was likely certain to nominate united Iraqi alliance members their Prime Minister and they would choose the name by voting due to failure of at the time Dhafir al-Ani



ALLIANCE TO RESORT TO VOTING ON PM NAME

ONE THIRD OF IRAQI POPULATIONS LIVE NEAR MINES

The National Commission for Iraqi Mines Affairs, the Ministry of Planning and Development Cooperation has found out that third Iraqi population have lived near areas which polluted with mines, and unexploded bombes, while the number of the mines distributed in the Iraqi territories are ranging between 15-25 millions mg.An official source at the ministry informed as-Sabah that researches issued recently by the commission related with the grave problem of the mines in the Iraqi territories have appeared that 11,8 millions are effected directly by this problem i.e. 9995 residential compounds including 2678 are lied within risk region with an area less than one kilometer.

Imprudence

Publishing caricature figures including insults to Prophet Muhammed (peace is upon him) could not be called free expression since there is a separating line between freedom of expression and abuse to others.If the law in any country permits freedom of expression in any way, which does not deny another tacit law of ethical nature that respects others' feelings in absence of paragraphs in the law.This law could be called moral law, a point that European writers can not manage dealing with, and lead them to mistakes, because they go on their mistakes let alone cause abuse to others by their imprudence.Hence, freedom of expression is worthless if it does not work in the context of moral system of the society.If you have the right to deny existence of God, that does not mean having your right to insult believers of God under any justification, yet it is a moral conduct even if it is not mentioned in the constitution.In addition, you have the right to criticize any political or social situation but you have no right to resort to lying under any justification to prove your opinion.That was the European media mistake of republishing the caricature figures.



HAZIM ALAARAGI: US DETAIN 300, BURN 3 HOUSES

Us forces raided some houses in Sader city last Wednesday and arrested 300 citizens and burned 3 houses.Initial information has said that these forces have used helicopters to fire on the houses. This has led to the martyrdom of a women and wounding of children and old people.Mr. Hazim al-Aaragi, imam of jumaa prayer in al-Kadhmia in a statement for al-Sabah, that US forces has arrested people and called for the release of them, condemning these acts which aims to increase tension throughout the country.He added that Sadrists has asked the government to interfere to stop random arresting and raiding in Sader city.He said that the line of Saderists is to establish peace and facing terror and that they do not have alliance with any other terror side especially Ansar al-Islam movement, refusing the news of the presence of some of this movement members in Sader city.He showed that Saderists have a commitment for the peaceful ways in solving such crisis and that they have contacted the prime minister to interfere in order releasing detainees.From his side, minister of transportation, Salaam al-Maleki has condemned random arresting, asking US forces to release them.



MEDICAL SOURCES EMPHASIZE OUTBREAKING OF BIRD FLU

Medical sources at Kurdistan Province said that bird flu (Avian Influenza) virus is outbreak in the province after founding two infection situations in Al-Sulaymania Educational Hospital besides the other two death infection situation which proved the case of the caused illness, while ministry of health in the province had take new arrangements to prevent any negative results towards the campaign of their staff to control on the current situation.On the other hand, hundreds of the birds’ owners were demonstrated in Sulaymania demanding to find a suitable solution for their investments in the projects of domestic animals to save their money.

Difficulty

Westerners find it is difficult to understand Moslems' raging against publishing caricatures abuse to Prophet Muhammad in a Danish paper as Denmark PM expressed this misunderstanding when he enquired why all of the ado has become?

Of course neither he nor the other westerners know the reason thanks to not knowing the way Moslems deal with their sanctities with exception of several authors like Robert Fisk who wrote that Moslems unlike Christians go along with their religion completely and managed to maintain their belief despite catastrophes.We also could fell in the same misunderstanding of western media and authorities in addition to relations among them that we can not ask the Danish government to ban a newspaper or ban publishing a term, yet it is possible but through a court decision as readers can claim a case against the newspaper in condition of being documented. However, up to now, Islamic reaction did not live up to presenting a case to the Danish court which his plausible in Denmark and Moslems can win the case.





HEALTH MINISTRY URGES IMPORTERS TO DEAL WITH COUNTRIES UNINFECTED WITH COW MADNESS OR BIRDS’ FLU

The Ministry of Health has renewed its warning for tradesmen and importers of foodstuff to the necessity of not dealing with sources of the infected countries with cow madness and birds’ flu.An official medical source at the ministry stated to as-Sabah newspaper that health supervision teams at the boarder outlets and inspection teams at the local markets will withdraw samples of the imported food stuff and test them precisely in labs to prevent entering the inedible stuffs to the country and destroyed them in case these products contain any materials may be harm the general health.

Governor of Kerbala' province Dr. Aqeel al-Ghazalee has demands from both Ministries of Oil & Electric to depend on justice principle in distributing oil productions and electricity in the province .Dr. Ghazalee also added that the province lives a hard and exceptional situation during the days of Ashoora' visiting which millions of the presidents are coming to it to carry their sacrifices visiting and that demands large quantities of fuels and electricity power, declaring that the share of gas supplements reached at the less degree of distribution through the three past days.

Technology usually follows its culture that they can not be separated from each other absolutely.Each technical item has its order, system, tradition and junction, like the car as an old invention but now it has systems of traffic and driving in streets. So the invention is called civilization, while orders and rules are called civilization. Now we are in need in traffic lights and all liaison orders. The same thing could be said towards air ways and rules that followed inventing air transport.Invention means age of discovering and inventing technical things as the rules and avenues of life in the same environment, that is called civilization are linked both by people because they are the element of joining civilization and culture. Dictator regime has separated the two items from people that made people far away from linking conditions of civilized life and built a gap between people and civilization that we have to bridge the said gap.



JAFARY PRAIZES ANBAR SONS IN FACING TERRORISM

Prime minister, Ibrahim al-Jafary has said that Anbar province is the heart of Iraq which beats with its history, Arabic nature and its tribe structure with all its values and social textile.He added during a meeting with the province delegation "I have addressed people of Anbar from Najaf, saying that your people in other Iraqi provinces are looking forward for your effective role in national accordance, the thing which will reflect your cultural legacy. The legacy which was intended to be deformity by terrorists""We look forward for the building of Iraq to reach political and economical prosperity and our meeting today is a meeting of dialogue because we are not two pools but one. And you are now with your family taking your part in rebuilding every thing since you are not responsible for Anbar only but for Iraq".Prime minister has showed that the state is land, sovereignty, and constitution. This does not counterpart with the deferent confidentialities of the society structure, but law and constitution are the ones that should limit the role of tribe, party and sector. No one should stenograph the state to his tribe or party.On the other hand, he has meet the head of al-Umaa party, Methal al-Aalusii and discussed with him the political process and the steps of forming a national and united government represents all the components of Iraq and reflects the will of Iraqi people according to electoral merit and the country benefit.



STRICT GOVERNMENTAL PRECAUTIONS TO CIRCLE BIRDS’ FLU

Ignoring

Our political elite is seeking a deal basing on consensus so as to form the new government and presidency post.There should be consensus on every democratic step since that we relied on it as a base of ruling like what is going on in Lebanon.During their deliberations and discussions leaders of the elite class ignore that we have a parliament called house of deputies.The House of Deputies should witness the discussions and agreements like all the democratic states.This has been repeated like what has become during the last National Assembly forming and discussions for the current government, as all the agreements were dealt before convention of the assembly.Now it is better to complete the discussions inside the parliament as a step to show respect to the people who elected the parliamentarians.And we have to enforce democracy and parliament in new Iraq.



ALLIANCE TO CHOOSE JA'FERI OR ABDUL MEHDI

Members of United Iraqi Alliance were about to choose the Prime Minister by voting if it were not for consensus as they favored more discussions.Sources of Consensus Front said that the front had proposed presenting the PM candidate on the parliament for voting so as to keep unity of the alliance and save time, but Ridha Jawad Teqi, from the Superior Council of Islamic Revolution denied the proposal saying the Alliance would settle the dispute inside the interior meetings.The alliance including Dawa party with its divisions, Sadr trend, Independents in addition to Superior Council of Islamic Revolution asked for postponing the meeting up today for more discussions and to save the alliance unity.Sources of Consensus Front clarified that the front wants an Arab ethnic figure for the foreign minister post in case they give up presidency post. No independent source affirmed such demand but some sources said that none of the Consensus coalition commented on the demand.

The head of general prosecution committee in the higher judiciary council has said that a new committee has been formed to observe prisoners' conditions in Abu Graib prison which is under the authority of coalition forces.He added that the committee has started its work to review prisoners' conditions and the way of dealing with them to solve their problems with the help of other visits paid to them by other committees. This has come to protect prisoners' rights and to avoid any abuses and violence may be committed upon prisoners in all Iraqi prisons.He added that the judiciary council will confront any side that tries to break human rights and stop it with judicial steps.



GHAZALIA ASKES FOR ENDING CRIMES

Khazalia residents asked the government to act to end the crisis of security absence in their neighborhood which caused the death of many of their sons and families' members through terrorists' attacks. The showed through phone calls and letters reached al-Sabah newspaper that the are many of assassinations and aggressive deeds has been committed in 681 area and especially around al-Rasull mosque where many of these attacks has happened there during recent months.They asked ministry of interior and other sides to put a security plan to keep this area which includes many schools and markets away from these dramatic events which has led to the death of many people.They as pointed also that many of these crimes has been based on sectarian backgrounds which need a hard work from the government to end them.

Media is still suffering from ministries and official departments isolating themselves from public opinion and not being ready to open doors and hearts for the media men who are keen on transporting information that reflect the real image whether it is positive or negative.Information centers at the ministries have one mainly task of cooperation with media men to cover the ministries activities, however it is not like that, and we have to make meetings with them so as to reach real partnership via true conversation .Some information offices think that their sole task is just to reply on negative news and statements, likewise they present only the good news of their ministries.Some offices use ads as a way to make pressure on the journals as they do not present their ads to the said newspapers if the news were negative like what had happened in al-Sabah before.Some officials do not pay statements unless taking green lines from the ministers, a matter considered as confining to freedom of information.



CONSENSUS, IRAQI SLATES UPHOLD, ALLIANCE TO STUDY KURDISH IDEAS

The ball now is at the United Iraqi Alliance's court when both the Iraqi and Consensus slates upheld Kurdish ideas.President Jalal Talbani hailed the idea and asked the United Iraqi Alliance to study it, wishing them to sustain it.President Talbani described the talks with the two slates as positive and fruitful, nodding that the ideas include forming national unity government that should include all the winning slates in order to frame the general policy of the country and governing.Meanwhile, he rejected ideas of concentrating on elections merits rather than national one as a balance in return to make other slates gather near the ruling base.

CABINAT REFUSES ABUSES OF ABU GRAIB

Cabinet has said that abuses in Abu Graib prison which issued by foreigner media, is a dangerous matter conflicts with human right and international laws.An authorized source within Prime Minister Office said that the opinion of the government is not new and reflects its refusal of such practices, stressing that it shows its firm condemn and will make its best to stop such acts through cooperating with multinational forces to pursue the involved persons.The source added that this must not stop us from learning the lessons and track the case and showed the grateful of the government to the react of Washington and condemn of department of state and American officials.



IRAQI ISLAMIC PARTY: BRITIN SHOULD ABOLOGIZE

Iraqi Islamic Party has asked the British government to apologize to the Iraqi people about assault and battery of British troops upon unarmed boys.The party said that the British media has described the pictures of assault as a gift to the insurgents, adding that this means that their refusal of the pictures comes from their desire of not evoking their enemies' feelings and not of considering the rights of Iraqi people.The party asked the British army to assume of not repeating such deeds by its solders.



Baghdad council condemns Oil, Municipality ministries

The Baghdad Governorate Council has criticized the performance of Oil and Municipalities, Public Works Ministries as well as the bad services presented by these two ministries in the capital.An official source at the council described the current Oil Minister as inefficient and incapable to pass the current crisis taking place in oil fuels, besides the bad distributions in oil products, referring that the halt of production is the reason behind rising liquid gas prices.From another side, the source accused the Ministry of Municipality and Public Works of the slackening offering services to the sides of Baghdad.

Terror has come into its most extend and broken into red lines when terrorists have committed blasting golden dome of Imam Ali al-Hadi in Samara.The said dangerous crime did not reflect only terrorists despair but also severe failure of achieving political targets.Following tensions to undermine political process by engaging in clashes, the terrorists committed blasting the holy dome of Imam Ali al-Hadi in Samara declaring war on Iraqi people and state so as to destroy them.It is easy to say that the aggression is a call to run counter reply in order to set fire and evoke sectarian sedition and civil war and destroy Iraq\s united nation.Terrorists target sects of Sunnis and Shiites so as to launch a civil war that may spread to other Iraqi ethnics under sense of revenge and hatred.As far as the crime is dangerous there should be self control by those who are targeted and settle situation in addition to confine side effects following all of the society parties thrown into decrying the crime and stood in one line against sectarian war that could not evoked along with centuries between Iraqis.



TERRORISTS DESTROY ALI AL-HADI DOME, SISTANI PREVENTS TARGETING SUNNIS

Following barbaric crime of blasting golden dome of Imam Ali al-Hadi in Samara by terrorists on Wednesday morning, Grand Ayatulla Seid Ali al-Sistani hurried issue statements of self control and prevent targeting Sunnis in reaction of raging people following the dangerous crime.People were shocked to hear the news of the crime as Sed Muqtada al-Sadr called on people to self control before he came back home after a several weeks visit to Iraq's neighboring states.Superior Council of Islamic Revolution in Iraq and Association of Muslim Scholars have both denounced the crime calling for peace and calm before setting for pacific demonstrations in protest of the crime.In Samara, people rushed to protest against the crime as mosques in Samara and Tikrit were been sounding shouting Allah Akber (God IS the Greatest) while people were chanting with their rears coming down (Lebbeika ya Imam) which means Oh imam we are ready to serve you. Others were chanting we sacrifice you Imam in blood and soul.Mehdi Army militias were protecting Sunnis mosques as Sheikh Ahmed Abdul Ghaffour As-Smarrai thanked Grand Ayaytulla Seid Sistani on his stance to prevent attacks and self control.



SAMARA RESIDENTS DEMONSTRATE

Thousands of Samara's residents demonstrated on Wednesday expressing their protest after the terror action aimed the Holly Shrines of Imam Ali al-Hadi & Al-Hassan al-A'skari (Peace on Them).Ten thousands of people were gathered in the square around the holly shrine after little time protesting and condemnation at the bad action.The pretended have lifted (The Turban, Hauberk and Sword ) of Imam which were protected in one of the vaults belongs to the Holly Shrine , they were shouting ( (Within Our Souls and Bloods We Redeem You Our Imam) .Governor of Saladin Hamad Hmood al-Sidqi said that all the residents of Samara protested and refused the coward action of the expiatory, he added that the province had started carrying an exclusive and fast investigation to reach at the cause of the action.



HIGHER EDUCATION MINISTER CALLS FOR SELF-CONTROL

TALABANI CONDMNS THE TERRORE DEED

President Talabany condemned the terror deed on the holly shrine of Imam Ali al-Hadii and al-Hassan al-Askarii in Samara and he accused the "Takffereieen" in committing such act in order to start a sectarian sedition, announcing that the presidency will pay all the expanses of reconstructing the shrine.The president said that terrorists have committed anther crime by targeting the shrine which is holly one for Shiite and Sunnis altogether.He added that this crime reflected the mean aims of its committers who seek for flaming sectarian sedition, pushing brothers to fight each other and putting obstacles in the road of democratic process.He saw that the timing of the crime showed that its aims are to stop the political process and negotiation of forming of a national unity government. This will lead to delay the starting of reconstruction projects.He added that " when we condemned this crime, we ask the clerics and politicians to condemned it frankly and expose the real aims behind it", asking all the Iraqis to patience in order to defeat terrorists by more unity among our people.He asked the security forces to arrest the criminals and find the sides behind them, stressing that presidency will pay all the expanses of rebuilding the shrine.

They want us to engage in a civil war in order to stop the political process and to push the country into a dark tunnel to stole its fortunes and make the killing project operate by the hands of the citizens of our country.Iraq enemies have realized that starting a civil war is not easy, so they committed this deed in a desperate attempt reflects all the singes of enmity the had to Iraqis.We must cut the road on them by patience and recognizing the motives, so that we can defeat these plots.Today, we are called to stick to the directions of clerics and political leaders which ask for the knowing the atmospheres of this criminal plot, to neglect the angry tensioned reacts and to put the interests of our country on the top of our priorities

Measure

Being a civilized or a backward country could be known by society's view towards woman and her role in that country.One of the measures is the equality between men and women in general issues let alone gender and men's stance towards women as they free themselves of supremacy towards women when they see them as something linked to defect and sense of man's sexual entertainment.Hence, changing movements pay interest to women so as not to be in a behind position, and that what Islam had said when it came from heart of desert, where people are viewed manly and do not respect women.But advanced view of woman in Islam was neglected by earlier Muslims and led to be put away in the whole society as a negative position. Imam Ghazali approved this idea and Imam Dhahabi upheld him when they together put their ideas in Islamic mode when they said that she is a defect that should be put inside her house and not to be seen by men, for if she gets out there would be a Satan with her. Modern societies, including Iraqi society, inherited the negative idea, but current constitution has recognized many woman rights including her quota in parliament.Yet, this is not enough to say that society's culture has to work more for raising woman's rights.



ABDUL MEHDI: TERRORISTS STRICKEN VIOLENTLY

Iraq Vice President Adil Abdil Mehdi said that terrorists have paid a violent strike when they blasted the holy shrine of Imam Ali al-Hadi on their way to evoke sectarian conflict. This has come during an interview with al-Sabah newspaper published today.He added that the government was a part of the problem as it was part of solution and it was better that the government had to impose an urgent curfew and prevent deterioration of security.He affirmed adherence to the Alliance unity stressing the need to assert others unity.Yet, he denied the idea of convening deputies without agreements with their political leaders, referring that the Alliance would go for the house of deputies united and not split.

TALABANY MEETS PALESTAINIAN CHARGE D'AFFAIRES

President Talabany met in his office yesterday the Palestinian Charge d' Affaires in Iraq who announced after the meeting that" the Iraqi people will decide its future and we will not interfere in what it chooses".He added that he asked the president to protect the Palestinian comps in Baghdad and informed him with the serious of attacks that targeted them in that area, stressing that Talabany informed him that his office is open and that he is ready for helping.He stressed that Palestinians are not counted on any political or religious side and that the Palestinian people and authority see that the decision is on the hand of Iraqi people to choose its destiny and that we will not interfere in its decision.



SECURITY FORCES BREAK IN TERROR NESTS

Security forces have arrested 13 terrorists by breaking in their nests in many places throughout the country, while 8 Iraqis including 5 policemen martyred and 22 wounded yesterday as a result of attacks and terror deeds in Baghdad and other cities.Police sources and al-Sabah reports said that many explosive devices have been discharged.Four suspects were arrested in Musel and two in Kirkuk, while Special Forces arrested two suspects who were carrying explosives in a car. The forces arrested five terrorists in Ramady.Three policemen martyred in an attack on their patrol in Bijii. On the other hand a policeman killed and an officer wounded in an attack on their patrol in Hawija.



5 BILLION ID TO BIULD 10 SCHOOLS IN BASRA

Ministry of construction and accommodation has allocated about 5 billion ID to complete the building of 10 schools in Basra province. This is part of the national crusade of school building by ministry of education. An authorized source in the ministry said that the ministry staffs have started the process of building to finish it according to the international specifics.He added that 8 schools have already being started two of which are in the center of the province, four in Qurnaa district and two in Abualkhasseb. These schools will participate in providing learning opportunities to the people of these areas who were neglected by the former regime.



AJ-JA’FARI: PEOPLE IS WHO DECIDES MY OWN POSITION TOWARDS POLITICAL PROCESS

NO CURFEW ON SATURDAY

SECTARIAN VIOLENCE ASPECTS 90% DECREASED

Following the reiterated calls and appeals of the various religious leaderships in Iraq the aspects of the sectarian violence have been 90% decreased over the last week.These calls and appeals confirmed on importance of the national unit, besides disregarding sectarianism in addition to the stressed security procedures and despite the increasing of the cars bombs at the same time which more than 681 terrorists were targeted some of them had been killed, others were wounded in various areas in the country.The Ministry of Defiance confirmed that the demonstration which will take place on next Saturday had agreed by the government, referring that curfew will not be imposing next Saturday.

Political map

How could the Iraqi political map seen? We officially response that we have five parliament blocks of the Alliance, Kurdish Coalition, Consensus, Iraqi slate and Dialogue, but practically there are some views of skeptical of results of the elections.Some slates control enclave with exception of the Iraqi slate as the Kurds control the Kurdish enclave, while the Alliance controls the Shiite region and the Consensus and Dialogue control the Sunni western and middle regions. Hence plurality is not extended as a real conception and the idea of the sole party or the leading party still controls the Iraqi political mentality which prevents real plurality in Iraqi environment and that could lead to sectarian or ethnical state rather than nation one.Sectarian and ethnic polarity and absence of national and democratic culture still were the main reasons of these situations So, we are still under forming and there is still so much time for the ideal state.



SADDAM'S TRIAL TO BE RESUMED TODAY

617 INVESTIGATION COMMITTEES AT HEALTH MINISTRY

The Department of the Higher Supervisor, Health Ministry has created 617 investigative and scrutiny committees over the last year. The department studied through which complains and objections submitted from civilians and personals.An official source at the department stated to as-Sabah that these committees are still investigating in the administrative and financial corruption processes in addition to the robberies’ cases and cases related to the medicines and medical appliances.



MOL TO DELIVER SALARIES OF SOCIAL PROTECTION NET OVER CURRENT WEEK

The Ministry of Labor and Social Affairs has specified over current week a date for delivering salaries of those who are including in salaries of those who included in social protection law for the first quarter of the current year in Baghdad and other provinces, while the Ministry of Finance has allocated 64 career degrees to implement net project.The General Director of the Social Welfare Department Layla Aziz Kadhim stated to as-Sabah that over the current week the department will deliver salaries of persons included of the social welfare salaries.



3 BOMBD CARS & 35 MARTYRS IN SADER CITY

Security forces arrested yesterday 106 terrorists and suspects and seized a factory of explosive devices, as terror acts led to the martyrdom of 19 Iraqis.At the same time 35 citizens were martyred in the explosion of three bombed cars in Sader city in Baghdad.A statement of the general command of joint forces said that these forces arrested 80 suspects in Tal affar and seized a factory of explosive devices, one terrorist in Najaf, and four in Ramadii. In Nasiriha, police forces arrested 21 wanted suspects.Tens of martyrs and wounded persons fall at the explosion of two bombed cars and mortar bombs in Sader city.Security forces announced the martyrdom of 19 Iraqis by terror acts in different places Saturday night and Sunday morning, as the corps of two inelegance officers and nine other corps in Baghdad.



6 YEAR PRISON FOR SYRIAN SUSPECTS

Baghdad central criminal court has issued a sentence of 6 years prison on convicted Syrian for illegal passing of the Iraqi borders.It is worth mentioning that the total sentences which have been issued by the criminal court since early 2006 reached 21 death sentences on murderers and terrorists and the total of these sentences issued by criminal courts throughout Iraq have reached 137 sentences since the beginning of 2005.



OBSTACLES DROP THE COMMERCIAL EXCHANGE BETWEEN IRAQ& JORDEN

Commercial exchange between Iraq and Jordan has dropped to its lower levels because the security situation which destabilized the roads leading to the Iraqi capital.This reflected negatively on the activities of transportation and shipping. The Iraqi – Jordanian borders witness a lack of trucks traveling, and the size of commercial exchange reached its lower levels despite the rise of petroleum exports from Jordan.Merchants explain that this languor dues to the delay of the government formation, although they admitted that there are serious conditions in costumes systems, the thing which restricts the traveling of trucks.



NEW SECURITY PLAN BETWEEN INTERIOR, DEFIANCE MINISTRIES

The Interior and Defiance Ministries have adopted a new work plan through a commitment document had been signed from the two sides. The plan was depended a joint mechanism in the incursion and arrest processes.In a joint press conference with Interior Minister Baqar Jabor az-Zobaidi yesterday, the Defiance Minister Dr. Sa’doun ad-Duleimi said that the aim behind this plan is enhancing the joint commitment between the two ministries, besides putting an end for random arrests’ processes.Ad-Duleimi clarified that the document which includes four articles tackles arrests took place between cadres of the two ministries and arrests against civilians through the joint operations bureau in Baghdad, besides sending patrols from the two ministries’ forces to implement these processes, besides creating joint 6-member investigation committee shouldered the responsibility of supervision, investigation and referring to the judicial sides in the case of convict.
