As for the missing weapons of mass destruction, Charter says that depends on how you define WMD.

“I was not part of the 2003 invasion and I heard the WMD debates. You have to ask what your expectation was. Did you expect to find a huge cache of nuclear weapons or a fully functional chemical warfare plant?” Charter said. “Ask a Kurd what a WMD is. A vial of poison gas is a weapon. Killing 200 Kurds is a mass killing. To them that's a WMD. It's undeniable Saddam had them.”
