After accomplishing all tasks of the interim period, time is ripe now to reconsider and toil calmly towards building a state, and not just forming an authority.The government is an executive device that does not represent the summit of the national- political project of building a state, any state.Stat-building requires carefully studied steps, such as:Establishing state institutions in order to build a stable state and prevent state personalization Upper handing the supremacy of law so that Law becomes the governor and the judge above all. The supremacy of Law is the first step towards dealing with, and preventing, political and financial corruption Establishing free media which is able of focusing on sensitive matters and of practicing criticism without being subject to fear or interference.

LEADERS WAITS FINAL FORMULA FOR NATIONAL SECURITY COUNCIL

The Leaders of the parliamentarian blocs are looking nowadays at the points the negotiators have reached over two rounds of talks con concerning the National Security Council talks, while Dr. Ibrahim aj-Ja’afari considers this council as a contrary body to the constitution.Several close sources said: the condition of entering in negotiations concerning the government would depend on terminating the settlement of council subject a matter that means the importance of settling it.
On the other hand, the points of views seem different on putting fundamental bases on the light of views’ difference concerning the manner of representing the winner lists.In his talk to as-Sabah newspaper, Jawad al-Malaki, Speaker of the United Iraqi Alliance has wondered recently whether the council will be created according to the ration in parliament or according to the majority, or what?He revealed that the dispute was still under way even before the initiating in the second round of talks which started on 3:00 PM concerning the specializations of the council whether they are connecting with security affairs only or with all state affairs at whole.

JAFFARI PRAISES THE INITIATIVE OF DIALOGUE BETWEEN IRAN& USA

Prime minister, Ibrahim al-Jaffari praised the call of Hakim for starting dialogue between Iran and USA about the situation in Iraq.He showed during a meeting with the British minister of defense that this initiative is a good one since we wish that all neighborhood states may have good relations with other world states, saying that this will not considered as interfering in Iraq but a thing which serves its interests. He added that the military operation in Samara is anticipation operation took place after having information about the existence of weapon cages, and terrorists groups, adding that the operation is continuous and have reached big results.
From his said, the British minister said that the best replay on terrorists is the formation of national unity government, referring that the responses of Iraqi people is an indication of unity and harmony.

MINISTRY OF SCIENCE & TECHNOLOGY PERFORMS 11 AGRICULTURAL PROJECTS

ICE: CHOOSING PRIME MINISTER IS IRAQI AFFAIR

The US Secretary of State Ms. Condoleezza Rice has considered the choosing of an Iraqi primer as a pure Iraqi affair and not the responsibility of Rice and Jack Straw, according to her expression.In a joint press conference, held with the British Foreign Secretary, she clarified that among the most important features that the premier should be featured with is his capability to gather the all Iraqi spectrum, besides the necessity to be strong man.On the other hand, negotiators preferred resuming talk’s session which held yesterday, waiting for outcomes resulted from the Alliance meeting, concerning the matter of specifying a nominee for the premier position.Several politicians and observers see that resuming of negotiations is connecting with senior negotiators who engaged in discussing the Iraqi affairs with US, British Foreign Secretaries.Notably, the next round of talks will be dedicated for nominating the three positions.Several journalists accompanying to Rice pointed out that she was more friendly and cordial with Iraq’s vice-president Adel Abdul Mehdi with his competitor aj-Ja’afari who expired his tenure.

25 TERRORISTS ARRESTED, ONE KILLED

Security forces arrested yesterday 25 terrorists throughout the country and two currency forgers in Diala province, as they killed one terrorist in Musal province and seized weapons in Ramady.Terrorists' acts led to the martyrdom of 17 Iraqis yesterday, including three women and a child in different places of the country.Army forces arrested 16 terrorists in Nineveh province, one of them arrested while he was mining a bomb. These forces arrested anther terrorist in Baghdad and managed to seize three big vehicles belongs to ministry of commerce after a clash with terrorists group in Baghdad.Police forces arrested two terrorists who suspected in kidnapping a citizen in Baghdad, while anther police force arrested two terrorists in Basra and one in Nineveh.Police patrols faced with terrorists group in Nineveh and arrested one of them, while police forces arrested two persons who were promoting forged currency in Daiala, in addition to three wonted persons.Police sources showed that 17 persons killed in terror deeds through out the country including 6 members of a one family in Basra and four members of anther family in Baghdad.

SITUATION IN ADHAMIA CALM, PEOPLE FEAR CLASHES RESUME

Security forces in Adhamia managed to control security in the region following two days of clashes with the government forces while loudspeakers from mosques told people to go back to normal life in the city.Tension news in Adhamia were not accurate an it was unstable until 17:00 P.M when security forces controlled the region as sources from inside the city said that security forces captured many gunmen and started raiding many houses fearing that gunmen have entered them.People said that many bodies were found in streets and told As-Sabah source that they fear the clashes would erupt and break out again if the government force failed to solve the problem.

SECURITY FORCES ARREST 9 SUSPECTS AND DISASSEMBLIE 47 EXPLOSIVE DEVICES

Security forces arrested yesterday 9 suspects in Baghdad and Mosul during raids done by these forces, as Ramadi city witnessed heavy clashes between US forces and terrorists who attacked the province headquarter with bombed cars and grinds, while bomb experts disassembled 47 explosive devices.US forces said that fire was opened on them from a mosque in the city and that they fire on the place the thing which caused aggressors' fires to stop.It is worth mentioning that more than 50 American solders have been killed in Iraq since the beginning of this month, the thing which makes it the bloodiest month for these forces in Iraq.An authorized source said that 6 Iraqis were martyred, four of them by a road side bomb north of Baghdad.

DEBAATHIZATION COMMITTEE EXCLUDES SINOR OFFICERS

Debaathization committee has excluded some of senior officers in ministry of interior and ministry of defense from including in it procedures which included 40000 persons, 30000 of them separated from their posts.General manager of the committee said that member of Baath party who were allowed to stay in their posts, were 60000 person, adding that the committee is studying now the cases of those who separated during the period of Paul Braymer, and that 14000 of them were returned to their posts.The committee will issue soon orders to rehire 1000 employees who their files have been studied by the committee and agreed to be rehired by legal directorate in the committee.

Societies are of three phases conflicting dispute, emerging from the conflict and political and democratic stability.Iraqi society is not of the third phase. Yet discussion in academic circles rounds about first and second phases over whether Iraqi society is in conflicting case or emerging from it.Whatever the answer is, democracy is nascent creature as an idea and application among the political elite and ordinary people.It is not a ready remedy. It requires many demands some of which hare existent and others are not existent.My friend Amir Hassan Fayadh said that we can depend on acquired requirements and look for the others so as to push the wheel forward.Council of Representatives plays big role in enforcing democratic figures in the country. Besides, media and civil society can play the same role but in condition of staying away off government policy and authorities.



IRAQI DELAGTE TO JORDAN ON ANCIENT MONUMENTS

Sources said that an Iraqi delegate will visit Jordan in the next weeks to discuss procedures of recovering Iraqi ancient monuments which have been smuggled to Amman.It is worth mentioning that Jordan has captured more than 1500 pieces of ancient monument during the last three years and arrested groups of smugglers.Sources said that stolen pieces reached 15000 which have been stolen from Iraqi museum. This led the Iraqi government to ask other governments to return them.
