Sounds like the same arguments the Indians use here when they want to build a casino. "Give us back our ancestral lands."
If you delve into Vietnamese history from a couple of centuries ago you will find that a massive chunk of Vietnam, primarily the Delta region, used to belong to Cambodia, which in turn used to belong to Siam. When Cambodia seceded from Siam, it was in a state of weakness and confusion. Viet Nam took advantage of the situation and seized part of it creating what would have been about half of what we used to think of as South Vietnam. Later the French took advantage of everybody and seized what they called Indo China.
Territorial claims from conquests that are centuries old is a problem everywhere.
