I see that Kerry is now covering (flip/flop) his butt as a Cosponsor of S.RES.343 (27 Apr 2004) (A resolution calling on the Government of the Socialist Republic of Vietnam to respect all universally recognized human rights, including the right to freedom of religion and to participate in religious activities and institutions without interference or involvement of the Government; and to respect the human rights of ethnic minority groups in the Central Highlands and elsewhere in Vietnam.)

The ultimate human rights/ genocide flip flop on Kerry’s part. In 2000, the House of Representatives passed H. R. 2833 with a Slam Dunk Vote of 411-1. H.R. 2833 died in the Senate because John (The Socialist Republic of Vietnam Candidate) Kerry stoned it! This is a stunning vote of solidarity on the part of the House, but they didn’t consider Kerry over in the Senate. Really makes me wonder about Kerry and McCain. McCain is not a co-sponsor of S. Res. 343.

The Vietnamese communist government's alleged murder of hundreds of tribal Christians requires a response by the U.S. government, but any effort to sanction Vietnam is being blocked by Sens. John Kerry and John McCain, according to a Washington, D.C., human rights group.
International Christian Concern President Jeff King also alleges that he's heard complaints about Kerry, a Massachusetts Democrat running for president, and McCain, an Arizona Republican who ran for president in 2000, from some of their congressional colleagues on Vietnam's abuses.
"Senators have complained to us that these guys are the fast friends of the Vietnamese, and they've blocked any real attempt at reform or punishment for these types of abuses, and so Vietnam continues to get away with murder," King told CNSNews.com.
When asked to name the senators who had complained, King quickly replied, "No way." But he added, "It's not a political thing."
Kerry and McCain are "known as being big defenders of Vietnam," and the senators unhappy with Kerry and McCain are "people with a human rights angle," King said.
International Christian Concern (ICC) alleges that an Easter crackdown by the Vietnamese government against Montagnard Christians in Vietnam's Central Highlands resulted in the deaths of at least 280 people.
At least an additional 26 people are missing, according to ICC, which claims to be getting information from the Vietnamese villages affected.
"We have the reports coming in from different villages - people calling in and saying, 'Here's how many we lost, here's the names and what village,'" King said, adding that the information is difficult to obtain because Vietnamese soldiers have attempted to seal off the affected villages to outsiders.
The persecution of the Montagnards allegedly can be traced as far back as the end of the Vietnam War. "They were friends with the U.S. back in the war, so they've just been marked ever since and hated," King said.
Three years ago, according to King, the Vietnamese government launched a similar crackdown when the Montagnards protested their living conditions and Vietnamese soldiers ended up killing about 400 pastors, he said.
Kok Ksor, president of Montagnard Foundation Inc., left Vietnam in 1975 and for the last 14 years has fought to "preserve the lives and culture" of the Montagnard Christians from his home in Spartanburg, S.C.
'Let the World Know'
"We don't have any right to our ancestral land. They confiscate all of our land ... they relocate our people from our ancestral land, good farm land, to the land where we could not grow anything to survive," Ksor told CNSNews.com.
"The people can't take any more. They said: 'Sooner or later, we're going to die. But before we die, we have to let the world know,'" Ksor added.
U.S. Sen. Sam Brownback, R-Kan., has met in the past with Vietnamese officials and been promised that his staff would be given access to the villages in the Central Highlands, according to Aaron Groote, Brownback's press secretary.
"When the staff arrived, however, they were not allowed to enter the region," Groote stated in a response to questions from CNSNews.com.
"We don't want to speculate on the exact number of killings, but there have certainly been substantiated reports of many deaths and the violent suppression of demonstrators by the Vietnamese government," Groote added.
As for congressional attempts to stop the persecution, Brownback "feels strongly that we have not seen the improvements in Vietnam's human rights record that some people claim have been made in the past three years," Groote stated. He added that his boss "remains very concerned about the situation there."
An aide to McCain echoed those comments.
'Bilateral Solution'
"Senator McCain is ... monitoring all human rights violations in Vietnam, including the deaths of tribal Christians, and ... we hope to work with the government to approach a bilateral solution to this problem," the aide, who did not want to be identified, told CNSNews.com.
McCain's aide refused to address the complaint alleging that the senator, along with Kerry, were "fast friends" of the Vietnamese communists.
A telephone call to Kerry's Senate office, seeking comment for this report, was not returned.
The U.S. State Department releases an annual report on religious persecution around the world and in its 2003 report categorized several nations as "countries of particular concern." Vietnam was not on the list.
However, a State Department spokesman told CNSNews.com on Wednesday that "there is a process under way right now ... about which countries might be named" in the 2004 report.
If a nation makes it to the list of "countries of particular concern," it sets into motion a process by which the State Department could impose economic sanctions. The sanctions are authorized under the International Religious Freedom Act.
However, King believes there are other steps available for Congress to seek punishment of Vietnam for abuses of human rights.
"Whether that's censure, whether that's tariffs, whether that's trading sanctions - there are any number of things to do, but the point is that [Kerry and McCain] block almost all of these things," King said.
Even the Bush administration is not doing as much as ICC would like, though King conceded, "Bush has been pretty good as a friend of the persecuted Christians around the world."

Kerry (D-MA) Inaction Kills Human Rights Legislation

WASHINGTON - Despite growing calls from human rights groups, US Army Special Forces veterans, and pleas from homeless refugees fleeing genocide Senator John Kerry (D-MA) has stalled the Vietnam Human Rights Act (Senate Bill HR-2833) since September 2001.

The stalled Bill would have sanctioned the communist Socialist Republic of Vietnam (SRV) against further racially based sterilization, terrorism and genocide of the Christian hilltribe Dega peoples living in the Central Highlands region of the country.

The Degar tribes people, commonly known to westerners as the Montagnards, are ethnically unrelated to the Vietnamese. The Central Highlands region was never a traditional part of Vietnam. The region has been the home of the Degar tribes for at least a thousand years.

With HR-2833 stalled by John Kerry of Massachussetts, Vietnam is free to continue its widely publicized “cultural leveling” program. This means Vietnam will continue without restriction the ethnic cleansing of the Degar Christians in the Central Highlands region in an attempt to gain control of the Dega land and resources.

As recently as 1970 there were an estimated 3 million Montagnards in various tribes living in the region but as a result of the Socialist Republic of Vietnam’s ongoing campaign of ethnic terror and extermination, the total population of Montagnards is now below 650,000. Nearly two thirds of the Montagnards have died in only 32 years, including more than half the male population.

This is undisguised genocide.

This is why HR-2833 was passed without delay through the House of Representatives last summer by a margin of 411 to 1 to bring an immediate halt to this tragic situation. The Bill was then rushed to the Senate where immediate passage was expected due to the urgency of the current situation.

But since September 2001 Senator John Kerry of Massachussetts has thwarted all attempts to bring HR-2833 to the floor for a vote. Kerry’s deliberate sabotage of this urgent legislation has caused grave concern in the human rights community, especially because there is no explanation for Kerry’s position. Attempts to contact the Senator on this issue have been ignored by his office.

John Kerry needs to do some explaining before this gets worse. Or simply change his position. The Daily Catholic is listing him as a “Herod’s Hero” for having the second worst human rights record in the US Congress. A Montagnard source informed us it was common knowledge in the 1970s that there were serious business dealings involving Kerry and the late Secretary of Commerce Ron Brown with the new incoming communist government. Windfall profits of more than half a million dollars were paid to Ron Brown according to the same source. Sources inside and outside the Degar community say Kerry has proposed future dealings with the Socialist Republic of Vietnam.

Good articles, Kerry gets more interesting by the day, McCain too. The picture is starting to come clear and it is not a pretty sight.

I forgot to meation that Kerry's cousin, C. Stuwart Forbes, the CEO of Collier's International was awarded the first contract with North Vietnam once relations were normalized. Kerry's payoff was $905 million dollars.

WASHINGTON – One of the issues sure to be dogging Democrat presidential front-runner John Kerry will be whether a member of his family improperly benefited from the senator’s leading role in “normalizing” relations between the U.S. and Vietnam.
Massachusetts' junior U.S. senator was rather summarily cleared of wrongdoing by the staff of the Senate Ethics Committee. But questions persist.
In the early 1990s, Kerry headed a Senate committee that was supposed to determine whatever became of American troops in the Vietnam War whose whereabouts were not recorded.
Under his leadership, the panel concluded there was “no evidence” that any Americans left behind in Vietnam were still alive. Some veterans groups and the vice chairman of Kerry’s committee dispute that claim.
A few weeks after the Senate panel’s hearings had concluded, according to Center for Public Integrity, Kerry’s participation in the committee became “controversial” when Hanoi announced that it had awarded a fat contract to Boston real estate firm Colliers International, then headed by the senator’s cousin Stuart Forbes.
Coincidence? And was there really “no evidence” that American fighting men left behind in Vietnam were alive? Experts who have examined the issue ridicule the former or vehemently reject the latter.
Taking the question of “no evidence” first:
'Plenty of Evidence'
“There was plenty of evidence,” said the vice chairman of the Kerry committee, Robert Smith, then a Republican U.S. senator from New Hampshire.
Smith, now seeking a U.S. Senate seat from Florida, declined to criticize Kerry directly, but agreed to be interviewed by NewsMax.com on “anything but presidential politics.”
He cited testimony by former Defense Secretaries Melvin Laird and James Schlessinger, as well as former Secretary of State Henry Kissinger. Based on intelligence information and reliable eyewitness accounts, all believed that men were left behind and unaccounted for who might very well be alive.
“They [the North Vietnamese] captured them. They must have known what happened to them. If [the American prisoners] died, they [North Vietnamese] should have told us,” he said.
As for Hanoi’s awarding a contract to a firm headed by a Kerry relative, Senate Ethics Committee staff director and chief counsel Victor M. Baird acknowledged the Senate rules stipulated no senator shall aid in passing legislation whose “principal purpose” is to benefit “only” himself or a member of his family.
Nothing in the publicity on the contract “suggests that Senator Kerry had anything to do with the decision of the Vietnamese government to trade with Colliers International,” Baird stated in a letter to Ted Sampley, who now heads a group called Vietnam Veterans Against John Kerry.
“When was the last time the Senate Ethics Committee did anything to their members?” scoffed John LeBoutillier, a former congressman who is a columnist for NewsMax.com.
“It’s a small world, isn’t it, when the cousin of the key senator who cleans up this [MIA] issue suddenly gets the contract? Now, what are the odds of that?” he asked.
LeBoutillier heads Skyhook 2 Project, dedicated to recovering living American POWs in Southeast Asia. During his congressional days, the Long Island, N.Y., Republican was a member of a Special House POW/MIA Task Force.
'Kerry Trashed the Evidence'
In an interview with NewsMax, he expressed disgust that Kerry and Sen. John McCain, R-Ariz., both Vietnam veterans, had “ignored the evidence” and made a bipartisan pitch to “normalize” relations with Hanoi.
“Kerry trashed the evidence. He wouldn’t hear of it,” added LeBoutillier.
Smith puts it this way: “We know they [North Vietnam] have answers, and I get sick and tired of these people saying we’ve gotten the fullest possible accounting. That’s just total garbage. We have not. Dead or alive, they still have information.”
In the letter washing his hands of the whole question of Kerry’s cousin benefiting from “normalization” with Hanoi, the Senate Ethics staff director wrote, “Absent some evidence of improper conduct or a violation of a rule or law,” the committee would not review the matter because “the final decision on a Senator’s public decisions is generally reserved for the voters.”
Interested parties interpret that as a way of saying the Ethics Committee’s level of curiosity will not lead to an investigation to determine if there has been “improper conduct or a violation of a rule of law.”
Thus, although we might never know, the senator’s quest for the White House will introduce the issue to a wider group of voters than those within the confines of Massachusetts.

Approximately 300 of these personnel were last known alive in captivity in Vietnam and Laos, last known alive, out of their aircraft before it crashed, or their names were passed to POWs who later returned. A handful of the cases involves incidents where the aircraft was later found on the ground with no signs of the crew. This listing is based on all-source U.S. intelligence and casualty reports, information provided by POWs who were returned, lists of POWs and/or last known alive personnel prepared by the Defense Intelligence Agency, and other information made available to the Vice-Chairman, Select Committee on POW/MIA Affairs. (The difference between 300 and 324 accounts for known incidents where one or more unidentified crew members were captured from a crew of more than one, or the aircraft was found with no trace of the crew.)
