Active Duty Naval officers were/are designated as either USN or USNR
"Regular Navy" vs "US Navy Reserve" .... Career vs Non-career Officers
Duty assignments for USN and USNR Officers were determined exactly alike.
These came from a "detailers office" in Washington DC, based on rank, skills
and the individual officer's preferences.
Applying to go to Officer Candidate School directly from civilian life made you
only eligble for "USNR Active Duty Status," with a three (3) year obligation in
that staus after receiving the commision from OCS.
Any "Active Reserve Duty" would come after your active duty obligation had
beem completed. You "could" apply to a Naval reserve unit somewhere in the
US. If accepted, this would entail attending monthly meetings and two weeks
of "Active Duty" per year.
If you did not join a reserve unit, you were placed on "Inactive Reserve"
status until your total obligation was completed. This did not entail any
meetings or yearly duty, but you were still subject to recall.
All of this is based on my own experience and obligaton. Kerry applied for,
and evidently received, early termination of both his "Active Duty" and his
"Inactive Reserve" obligations.
