If Kerry tossed his medals, why would they be replaced? i would think that only medals lost would be replaced. |

I remember being able to purchase ribbons (as well as the medals worn with the formal mess dress uniform) at local base exchanges. However, I don't remember being able to buy them without proof of authorization to wear. My memory is a bit fuzzy on this point.

Only the Medal of Honor requires special authorization to obtain. |
