Edwards brought up Rwanda? The UN isn't doing a whole lot to help that situation, and the UN is Kerry and Edwards' favorite institution (or is it the French parliament??)

How is he going to pay for 40000 troops and 2X the special forces. Not only that but Congress has to approve the troop increase.
