I was fortunate enough to be able to talk Carter smack, 1969 - 1970, in Augusta, GA, when he somehow got elected Governor. The talk then was that he was a 'failure engineer' w/the Navy...so his cheap 3 year Degree with a BS halo may have had an engineering class or two....
As to the Rickover connection...I'm betting that once Rickover found him sniffing around Nuclear classes, the Admiral may very well have said "I don't want him anywhere near one of my submarines"! I'll believe it until I see his 'form 180' and ratings that prove otherwise!
